Labour Department introduces JITPA to employers

THE Labour Department organised a roadshow in the Brunei-Muara District yesterday on the recent changes in the payment of security deposit for foreign workers.

Held at the multi-purpose hall of the Fire and Rescue Department Headquarters in Berakas, the event was divided into two sessions – morning and afternoon – and attended by employers and relevant stakeholders.

Also present were the Deputy Commissioner of Labour (Operations) and several representatives from Takaful Brunei Am Sdn Bhd (TBA).

In his speech, Shariman bin Haji Besar, the Acting Deputy Commissioner of Labour and Chairman of the event, said the roadshow’s main objective was to provide employers with more awareness on the recent change to paying security deposit for foreign workers.

He then gave an outline of the new procedures, which involved using Insurance/Takaful Guarantee for Foreign Workers (JITPA), a new deposit payment method introduced by the Labour Department, as an alternative to cash deposit for payment.

Employers using JITPA for the recruitment of workers at private companies were told to contact registered Insurance/Takaful operators, for more advice and information.

According to the Acting Deputy Commissioner of Labour, the purpose of lowering the deposit rates is to help ease the burden of employers in the payment of deposit money, as well as supporting the government’s mission in creating a ‘pro-business’ environment.

The changes will take effect on September 1. For those wishing to reclaim their security deposits due to the reduction in rates, the application for refunds will open on January 9, 2017.

Similar roadshows were recently held in the Tutong and Belait Districts, with another scheduled to take place in the Temburong District on August 31.

Another house collapses in Kampong Ayer

ANOTHER house in Kampong Ayer collapsed on August 24, this time at Kampong Setia ‘B’. Fire and Rescue personnel from Sungai Lampai Fire Station rushed to the scene after receiving a distress call about the mishap at 1.41pm.

A marine boat with four personnel was dispatched to the scene led by ASO Haji Mohammad bin Haji Putra. The personnel said the dilapidated structure of the wooden house gave way as well as the wooden walkway.

No casualties were reported and the cause of the incident is still under investigation. This is second time such an incident has been recorded during a span of four months where in July this year, two houses in Kampong Matan including a homestay also collapsed.

Crown Prince attends premiere forum at Knowledge Convention

HIS Royal Highness Prince Haji Al-Muhtadee Billah ibni His Majesty Sultan Haji Hassanal Bolkiah Mu’izzaddin Waddaulah, the Crown Prince and Senior Minister at the Prime Minister’s Office, graced the premiere forum at the Knowledge Convention 2016 yesterday, at the Plenary Hall of the International Convention Centre (ICC), in Berakas.

Also present at the event was His Royal Highness Prince ‘Abdul Malik.

Greeting Their Royal Highnesses on arrival at the ICC was Dato Seri Setia Awang Haji Mustappa bin Haji Sirat, the Minister of Communications and the Co-Chairman of the Steering Committee for the Knowledge Convention 2016; and Pehin Orang Kaya Seri Kerna Dato Seri Setia (Dr) Haji Awang Abu Bakar bin Haji Apong, the Minister of Home Affairs.

The ceremony began with the recitation of Surah Al-Fatihah, followed by a welcoming speech by Dato Paduka Awang Haji Hamdan bin Haji Abu Bakar, the Deputy Minister at the Prime Minister’s Office (PMO), in his capacity as the forum’s chairman.

This was followed by a special forum session on ‘The Impact of Communications on the Ummah’s Well-being’.

Dr Haji Supry bin Haji Awang Ladi Director of Land Transport chaired the panel of speakers that comprised Professor Dr Mohamad Fauzan bin Haji Noordin, from Kulliyyah Information and Communication Technology, Universiti Islam Antarabangsa Malaysia; Dr Awang Haji Mazanan bin Haji Yusof from the State Mufti’s Office; and Dr Hajah Mona Yati binti Dato Seri Laila Jasa Haji Mohd Kassim, from Universiti Islam Sultan Sharif Ali (UNISSA).

During the forum, the panellists discussed the development of info-communication technology (ICT) and transportation from an Islamic perspective, as well as secure communication in a world without borders.

Later, a symposium was held in the afternoon session, marking the conclusion of the three-day convention.

Asean adopts 10-year strategic plan to promote culture, arts

TO GUIDE and further enhance Asean’s cooperation in culture and arts and in projecting a better Asean identity, the bloc’s ministers responsible for culture and arts adopted a 10-year strategic plan during their meeting in the capital yesterday.

The plan aims to develop the sector through annual planning, ensuring involvement of all stakeholders.

At a press conference yesterday, the Chair of the 7th Asean Ministers Responsible for Culture and Arts (AMCA) Meeting, Pehin Datu Lailaraja Major General (Rtd) Dato Paduka Seri Haji Awang Halbi bin Haji Mohd Yussof, Minister of Culture, Youth and Sports, said that following the 7th AMCA Meeting, the ministers jointly agreed for the adoption of the 10-year guiding document which will be used to develop annual work plans in the field of culture and arts and to encourage them as educational tools to deal with societal issues in order to bring Asean people closer together.

The key strategies of the plan include encouraging a multi-stakeholder approach in promoting an Asean mindset and identity; promoting the cultural diversity of Asean; advancing the cultural rights of the people of Asean; harnessing the contribution of the creative industries towards innovations, generating livelihoods and supporting economic development; engaging with and among policy-makers, professionals, practitioners and institutions concerned with the culture and arts; and promoting the role of culture for Asean to become a proactive member of the global community.

The Asean ministers also encouraged all stakeholders to participate in the planning and implementation of the plan, including Asean’s contributions to the global community such as the United Nations’ 2030 Agenda for Sustainable Development and the ongoing efforts in the protection and safeguarding of the world’s cultural and natural heritages, the minister said the press conference held at the Dermaga Diraja in the capital.

The ministers also expressed their support for an integrated approach and greater coordinated mechanisms, such as through education, involvement with youth, cultural volunteerism and outreach programmes, to address cross-cutting and cross-sectoral issues such as cultural awareness and sensitivity to the diverse nature of Asean member states’ backgrounds.

These efforts, the ministers agreed, are important to solidify the foundation of communication, strengthen the ability to be more understanding towards cultural values, beliefs, perceptions and tolerance, towards a prosperous and harmonious Asean Community.

During their meeting in Brunei, the Chair also shared that the Asean ministers adopted the ‘Bandar Seri Begawan Declaration on Culture and the Arts to Promote Asean’s Identity towards a Dynamic and Harmonious Asean Community’ to emphasise the centrality of culture and arts to Asean identity, social cohesion and economic success.

The ministers also welcomed a proposal to intensify the projecting of the Asean image, within and beyond the region through film, music and cultural tourism as these can effectively contribute to raising public awareness of the heritage, cultural diversity and vibrancy of the Asean region.

Meanwhile, in the AMCA Meeting with Dialogue Partners, including the Asean Plus Three (AMCA+3) China, Japan and Republic of Korea Meeting held concurrently with the 7th AMCA Meeting in Brunei, all the ministers expressed their support and encouragement for the Plus Three countries to join hands in the implementation of the strategic plan.

The ministers and its dialogue partners were also pleased with the progress of culture and arts collaboration between them. According to them, there is a potential to further foster long-term partnership between Asean and the Plus Three countries by expanding city-level cultural exchanges through joint cultural activities and art festivals under the Asean City of Culture and the East Asean Cultural Cities programmes.

The 7th AMCA Meeting and related meetings which concluded yesterday aimed at discussing and moving tasks devised by Asean leaders, adopting new programmes and recommendations as well as discussing methods to further promote the Asean identity.

The historical development of Bandar Seri Begawan

The capital of Brunei Darussalam has undergone several changes – from its origins as an important human settlement on the banks of the Brunei River in the 8th century to an important port of call in the 15th – 17th centuries; the changing of its name from Bandar Brunei (Brunei Town) to Bandar Seri Begawan in 1970, and the massive enlargement of its size reaching nearly nine times its former land area of 12.87km2 (4.97sq mi) to 100.36km2 (38.75 sq mi) in 2007.

As the country’s administrative seat, it has certainly stood the test of time, having survived the aerial bombings carried out by the Allied Forces during World War II against the occupying Japanese Army.

It also lost its place as an important port of call when a deep sea port at Muara opened in 1972, launched by Her Majesty Queen Elizabeth II.

Before the current expansion of its territory, the commercial prominence of Bandar Seri Begawan – which at that time was surprisingly smaller than that of the municipality of Kuala Belait and Seria – was challenged by the rising Kiulap, Gadong and Serusop commercial areas.

For centuries, the capital was simply Bandar Brunei (Brunei Town), but on October 5 1970, it was renamed Bandar Seri Begawan to honour Al-Marhum Sultan Haji Omar ‘Ali Saifuddien Sa’adul Khairi Waddien ibni Al-Marhum Sultan Muhammad Jamalul Alam, the late father of His Majesty Sultan Haji Hassanal Bolkiah Mu’izzadin Waddaulah, Sultan and Yang Di Pertuan of Brunei Darussalam.

According to Haji Mohd Rozan bin Dato Paduka Haji Mohd Yunos – a prominent government officer and a former permanent secretary at the Prime Minister’s Office, who has written historical accounts on Brunei under the pen name of Rozan Yunos – although Brunei had existed for at least 500 years, the idea of a capital on dry land is fairly a recent one, with much of the old town standing over the Brunei River in the early years of the 20th Century.

The capital shifted to dry land in 1909, at a time when people were reluctant to give up their traditional way of life, and even the first British Resident, McArthur, wrote in his report, “I want a clean, dry village with suburbs of kampong houses. I also want to discourage building on dry land.”

According to Rozan Yunos, it took cholera and a smallpox epidemic in Kampong Ayer to change the mindset of the populace, including the Chinese business community at Kampong Pekan Lama (then known as Kampong Bakut China), who started to build their shops on dry land.

In 1910, the capital only had six shops. The number rose to 26 in 1911 and just before the outbreak of World War II in 1941, there were more than 80 shops in Bandar Brunei.

Many of today’s government departments, according to Rozan Yunos, were formed in 1906 and in the subsequent years.

There were 21 departments in 1920 which had increased to 31 by 1931.

The forerunner to today’s Bandar Seri Begawan Municipal Board, then known as the Sanitary and Health Board, was established in 1921 and was responsible for maintaining the hygiene and health standards of the new town.

Soon, schools began to be established. The new capital’s only mosque, Masjid Pekan Brunei (also known as Masjid Marbut Pak Tunggal), was built near the current site of the Omar ‘Ali Saifuddien Mosque, but was eventually destroyed during World War II.

Today, the landscape of Bandar Seri Begawan has changed greatly. Very few people live in the water village now, with modernisation setting in.

Modernisation has also brought magnificent buildings, such as the Sultan Omar ‘Ali Saifuddien Mosque.

Completed in 1958, the mosque is often considered as one of the most beautiful mosques in the Asia-Pacific region.

Built in an artificial lagoon on the banks of the Brunei River, the mosque has marble minarets and golden domes, a courtyard and is surrounded by a large number of trees and floral gardens.

A bridge reaches across the lagoon to Kampong Ayer in the middle of the river. Another marble bridge leads to a structure in the lagoon, meant as a replica of the Sultan Bolkiah Mahligai Barge in the 16th Century.

The barge itself was completed in 1967 to commemorate the 1,400th anniversary of the Nuzul Al-Quran (Revelation of the Al-Quran) and was once used to stage Al-Quran reading competitions.

A dominant structure at the heart of Bandar Seri Begawan, the Omar ‘Ali Saifuddien Mosque was an engineering marvel of its time and a symbol of modern Brunei.

Meanwhile, Bandar Seri Begawan is set to undergo another transformation in early 2017, with the scheduled opening of the $138.9 million 750 metres Sungai Kebun Bridge, spanning across the river to Mukim Lumapas.

Like the golden domes of Omar ‘Ali Saifuddien Mosque, the bridge also has a dome portraying Islamic culture and the country’s centuries-old concept of a Malay Islamic Monarchy.

The opening of the bridge will definitely provide another iconic and picturesque structure on the landscape of the ancient city, and showcasing its modernity.

Accomplished local film director uses talent to promote Brunei

A BRUNEIAN artist based in Paris, France, Abdul Zainidi, has pursued a career in the arts by promoting his surreal movies such as ‘Brunei in Paris’ and ‘Vanishing Children’.

Abdul Zainidi studied acting and directing theatre at the Cours Florent, where he won a Lesley Chatterley award for Best Actor. From then, he then developed an eye on the composition of story, which he believes is an essential ingredient in making any film.

“The story is like a car and the actors need to be comfortable inside it before driving,” said Abdul Zainidi, who has made over 10 short films, and his themes have always been the surreal and darkly comic sides of life.

Talking about his work, Abdul Zainidi noted that a majority of his movies, such as ‘Bread Dream’ and ‘Bitungkal’, have always showcased a different side of the country through a very minimal way of filmmaking.

“I believe that one doesn’t necessarily require the best or most expensive camera to tell a story, though of course it does help, yet it’s not an obligation,” he said.

The film director further elaborated on this idea at the Universiti Brunei Darussalam’s (UBD) Short Film Festival event, which carries the theme ‘Beyond Boundaries’ and where he was an invited speaker.

Abdul Zainidi enjoys shooting at various locations in Brunei, especially Tutong. Most of ‘Vanishing Children’, a short documentary about real missing people, was loosely based on the stories he grew up listening to when he was younger.

The movie proved a success as it became the first Bruneian film to be selected at the London Science Fiction Film Festival. It also represented the country in this year’s Cannes Film Festival as well as the Johor Bahru IP Kreatif Malaysian Arts Festival in September.

This year, Abdul Zainidi plans to work on a feature film that provides an unprecedented look at the Brunei society and a mystery incident at a village.

“I hope that much like all the feature films that have come out of Brunei, this will differentiate itself in terms of style and story, with a lot more focus on psychological fugue, and its story of intrigue and musical strangeness,” he added.

This year also sees Abdul Zainidi as the first Bruneian to take part in the Asian Film Academy, Busan International Film Festival’s educational programme, which was created in 2005, with an all-expenses trip to train under the best of Korean cinema.

He takes pride in being the first to represent the country in Busan, along with other candidates from countries such as India and Kazakhstan. The programme will have 24 selected candidates work together on a short film, which will then be screened at the end of the festival.

First HoB Youth Seminar to empower, discuss ideas

THE opening ceremony of the first Heart of Borneo (HoB) Youth Seminar was held yesterday at the Youth Centre in Bandar Seri Begawan.

About 31 participants from Brunei, Malaysia and Indonesia will be taking part in the three-day seminar to discuss the various challenges and opportunities for the HoB in promoting sustainable development through ideas.

With the theme ‘Empowering Youth Leaders for Sustainable Development’, the seminar’s objectives include to develop an understanding of the Heart of Borneo Initiative amongst youths, as well as to identify potential areas to develop the economy.

Moreover, youths are encouraged to take on leadership as a way to promote the HoB and ensuring sustainable development of their countries.

The keynote speech, presented by Dr Henry Chan, Leader of the Heart of Borneo Initiative, WWF Malaysia and WWF Indonesia, was entitled ‘The Role of Heart of Borneo in Tackling Climate Change: Opportunities and Challenges’.

This was followed by a forum on ‘Empowering Youths in the Heart of Borneo: How Can Youths Take Action’.

The panel comprised of Mahmud Yussof, CEO of the HoB Centre; Dr Henry Chan; Fahim Ibrahim, the Vice President of BruWILD and Head of Botanical Section; and Jeffery Ong, Farm Manager of the Food Jungle.

The programme was moderated by Khairunnisa Ash’ari, the co-founder and Community Engagement Director of Green Brunei.

During the three-day event, participants will be involved in various activities that include group discussions, project-pitching, beach clean-up and some trekking.

Additionally, they will also visit the Tropical Biodiversity Centre in Sungai Liang, Marine Biodiversity Centre in Meragang, Eko Kampong Cuisine in Lamunin, and Kampong Ayer Tourism and Cultural Gallery.

The seminar was organised by Green Brunei with the support of Progresif Cellular, MOC Sdn Bhd, Tien Hsing Vegetarian Restaurant, Rentokil Initial and Ajwa Kitchen.

IT WAS an unforgettable and proud moment for Suriani binti Haji Tamit and her husband Abdul Wahab bin Haji Hashim, some of the few Bruneians who witnessed the live entrance of the Brunei contingent at the Maracanã Stadium, Rio de Janeiro during the Olympics.

This was made possible thanks to a very special all-expense paid trip to the Rio Olympics courtesy of Visa.

Suriani was the lucky winner of the Visa Baiduri promotion and won the all-expense five-day-four-night trip which included two return air-tickets from Brunei Darussalam to Rio, tickets to watch the opening ceremony of the Rio 2016 Olympic Games and pre-selected events, accommodations at the Windsor Atlantica Hotel, a tour of Rio’s iconic landmark and a Visa prepaid card worth US$400 for use during the trip.

It was the first time that Suriani applied for a debit card in her life and lady luck shined on her to be the winner.

Last weekend, Suriani and her husband, Abdul Wahab, shared their once in a lifetime experience with the Weekend Bulletin in an exclusive interview.

The pair was at the opening ceremony of the Rio 2016 Olympics and was carrying the Brunei national flag when the Brunei contingent made their entrance.

Suriani who works as an administrative staff member in the private sector said, “It was really a proud moment for us to see the Brunei flag and the country’s contingent making their way into the Olympic stadium. We did put up our Brunei flag as the crowd cheered but unfortunately the Brunei contingent couldn’t see us.”

The couple also went on to watch a number of events in the Rio 2016 Olympics like the football match between Portugal and Argentina, beach volleyball and indoor volleyball.

“The indoor volleyball match between Russia and Italy gave us an unforgettable experience. We really got to watch the action close up,” she said.

Another thrilling and fun occasion that both couple remembered was the visit to the Copacabana Beach in Rio where both enjoyed a wonderful time.

“The people that we met during our trip were warm and friendly especially the staff from Visa who really took good care of us,” she added.

When asked why she decided to choose the Baiduri Visa Debit Card, she replied, “I wanted a card that can deduct the amount I spent directly from my account. And I found that Visa is easy to use and widely accepted. I didn’t realise that I won a trip for two to the Rio 2016 Olympics. When the bank contacted me, I thought it was not real. We were very lucky to have won.”

Suriani and her husband both conveyed their heartfelt gratitude to Visa and Baiduri Bank for the rare opportunity to visit Brazil and attend the opening of the Rio 2016 Olympics.

Wu Chun fans flock to meet and greet session

WU CHUN fans from all over Asia attended a meet and greet session held at Bake Culture, Kiulap yesterday. Fans were given a limited edition Bake Culture 1st anniversary bundle in conjunction with Bake Culture’s 1st anniversary.

“Some of my fans who are here today come from China, Taiwan, Hong Kong, Singapore, as well as Malaysia,” he said.

He said that he hopes his fans will also take the opportunity to learn more about Brunei’s culture and visit some of the tourist attraction areas and enjoy the good environment that the Sultanate has to offer, maybe start a conversation with the locals to get to know how friendly the people are.

In an interview, a female fan, Jenny Yang who came all the way from Shenzhen, China said that she feels happy meeting him during the meet and greet session. “I have been following his career for three years, he is a very nice person and he is very handsome,” she said.

Speaking on Bake Culture’s 1st anniversary, he said, “There has been a lot of trial and error in our first year, we heard a lot of good comments and suggestion from our customers, these are the things that we really appreciate, because this is a Taiwanese brand, and coming into Brunei we needed to adapt to the local culture and tastes, so we got a lot of suggestion from the customers.

“We learn from our mistakes and we try to be better. I also want to thank our staff as we wouldn’t be where we are today if it wasn’t for them, they have made a lot of sacrifices on our part, they work overnight and some of them work long hours to sacrifice their time with their family, that is what we really appreciate.”

Egg carton factory launches operation

SAGARIA Sdn Bhd, a new egg carton factory which focuses on the production of eco-friendly egg trays, held the official launching of its factory yesterday.

The facility is located at the Brunei Economic Development Board’s (BEDB) Salambigar Industrial Park.

Present at the launching ceremony were Ting Kah Ong, Managing Director; Yong Ching Eng and Haji Mamud bin Dollah, both Directors of Sagaria Sdn Bhd.

Providing the background of Sagaria, its representative Isaac Yang said the firm uses secondary raw materials such as used paper boxes which are later gathered at the factory before it is put into a hydraulic pulper to form pulp.

This pulp is later pumped into a pool in two stages before the manufacturing of egg trays with the pulp machine.

The egg trays are then put into the feeder of a drying tunnel before it is collected and packed.

Founded six years ago, Sagaria is dedicated to establish a sustainable, green and eco-friendly industry which uses recycled pulp moulder technology.

“The process that we uses in generating egg trays has zero impact to the environment, and we hope this eco-friendly technology will echo the advocacy by the Brunei Government.

“We are trying to encourage sustainable and environmentally friendly industries for the next generation,” Issac said.

The new factory has a capacity to produce around 40,000 egg trays per day.

Brunei plays crucial role in promoting culture, arts within region

AS THE chair of the 7th Meeting of the Association of Southeast Asian Nations Ministers Responsible for Culture and Arts (AMCA), Brunei Darussalam has played an important leadership role in the discussion of issues in the promotion of culture and arts within the Asean region, where a number of important documents were adopted after the meeting.

Brunei’s well-established role at the meeting was underscored by Vongthep Arthakaivalvatee, the Deputy Secretary General (DSG) of Asean for Socio-Cultural Community (pictured below), who attended the meeting in Brunei, and spoke to the media on Thursday afternoon.

He said, “We have adopted the strategic work plan on culture and art from 2016 to 2025 that will serve as guidance for us on implementing a number of action relating to culture and arts, and we also endorsed the two important documents that will be presented at the Asean Summit this year in Lao PDR.”

Explaining the two important documents, he said, “The Bandar Seri Begawan Declaration on Culture and Arts is to promote art as an identity toward a dynamic, harmonious Asean Community. This initiative was taken up by Brunei to further encourage people in Asean to be more culturally aware of each country and to build a sense of ownership as citizens of Asean.”

The other declaration “is the Vientiane Declaration on reinforcing culture cooperation in Asean, which looks at enhancing regional efforts to protect and preserve cultural heritage, Asean’s role in protecting tangible heritage and the equally important intangible heritage like music, art and performances.”

RBAirF celebrates golden jubilee

THE Royal Brunei Air Force (RBAirF) yesterday celebrated its Golden Jubilee at the Air Movement Centre, RBAirF Base.

Commander of the RBAirF and guest of honour Brigadier General (U) Dato Seri Pahlawan Shahril Anwar bin Haji Ma’awiah was joined by 50 former RBAirF commanders, retired Sergeant Majors and senior officers who had served and contributed to the establishment of RBAirF over the past 50 years.

The highlight of the celebration was the grand parade involving 157 personnel made up of eight officers and 149 of other ranks. Later, a speech was delivered by the RBAirF Commander.

The closing of the ceremony was marked by the recitation of a Doa Selamat, cutting of the anniversary cake and interaction between RBAirF personnel.

The 50th anniversary celebration carries the theme ‘RBAirF Generation with Vision,’ which aspires to deliver future leaders of the right caliber to fulfil the vision and mission of the RBAirF.

RB, HK Airlines team up for Tokyo route

ROYAL Brunei Airlines (RB) passengers will soon have the option of flying to Tokyo via Hong Kong, onboard Hong Kong Airlines effective November.

This comes following yesterday’s signing of a codeshare agreement between both airlines, thereby ensuring increased connectivity and helping RB further spread its wings to other regions.

Under the agreement, Hong Kong Airlines ‘HX’ code will be placed on RB’s daily flights between Hong Kong and Bandar Seri Begawan. At the same time, RB will place its BI code on Hong Kong Airlines’ daily flights between Hong Kong and onwards to Tokyo, Japan.

The sales of air tickets to Japan via Hong Kong from Bandar Seri Begawan will start in November, while flight tickets between Bandar Seri Begawan and Hong Kong under the codeshare agreement can be purchased from travel agents or at either the RB or Hong Kong Airlines sales office and call centre from September 8 onwards.

The daily flight connection details are Bandar Seri Begawan to Hong Kong onboard Flight HX1635/BI635 (departs at 10.30am and arrives at 1.35pm) and Hong Kong to Tokyo onboard Flight HX60/BI3403 (departs at 3.30pm and arrives at 8.55pm).

The return flight from Tokyo to Hong Kong onboard Flight HX611/B13404 departures at 9.30am and arrives at 1.30pm, while the flight from Hong Kong to Bandar Seri Begawan will depart at 2.35pm and arrive at 5.40pm.

RB Chief Executive Officer Karam Chand who inked the agreement during the press conference highlighted, “We have daily flights to Hong Kong and the good news is that all the flights are connected to Tokyo through Hong Kong Airlines, which has two daily flights to Japan.

On expending RB’s presence in Japan, he said, “We are not very well represented in North Asia at the moment.

“Currently, we have daily flights to Hong Kong, three flights to Shanghai and we don’t fly to Japan, Korea or Taiwan… but we are growing our footprint in China with flights to Zhengzhou and charter flights to Nanning.

“With the existing good relations between Brunei and Japan in terms of trade and travel, we have always wanted to have a presence in Japan so this is a nice way to get back into that market. “We haven’t ruled out weather to fly directly to Japan, but to us, this is a very important first step and great team effort with our partner airline.

“Hong Kong Airlines is currently serving so many markets and we can connect with them to other parts of the world like China as well as North America.

“At the moment, it is quite difficult for Bruneians to get to North America and if we can have a nice connection over Hong Kong, it will be far more convenient to travel to the west coast of the United States and vice versa.

“This partnership brings in other markets that we currently can’t serve,” he said.

Meanwhile, Hong Kong Airlines Chief Commercial Officer Li Dianchun said, “We also have more destinations in cities in China.

“We have three daily flights to Beijing, while to Taiwan we have four flights per day.

“Through this partnership, we hope that our airlines can connect more Chinese passengers to Brunei.”

He also pointed out that RB and Hong Kong Airlines are located at the same terminal in Hong Kong Airport, therefore making life easier for not only passengers headed to Tokyo, but also to other cities that Hong Kong Airlines travels to.

“As a Skytrax 4 star airline company, Hong Kong Airlines has always been committed to enhancing its network in Asia- Pacific.

“Currently, the network of Hong Kong Airlines covers about 35 business and leisure travel destinations in the Asia-Pacific region.

“In the first half of 2016, Hong Kong Airlines carried over 3 million passengers. Recently, we also extended our flight services to new destinations such as Kuching, Osaka and Saipan,” he added.

Vietnam president begins 3-day visit to Brunei

AIMING to bolster bilateral relations, the President of the Socialist Republic of Vietnam, Tran Dai Quang, and his spouse, Nguyen Thi Hien, arrived for a three-day state visit to Brunei Darussalam yesterday.

Both were welcomed at the Brunei International Airport by the Minister of Education, Pehin Orang Kaya Indera Pahlawan Dato Seri Setia Awang Haji Suyoi bin Haji Osman, and his spouse.

Today, His Majesty Sultan Haji Hassanal Bolkiah Mu’izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar ‘Ali Saifuddien Sa’adul Khairi Waddien, Sultan and Yang Di-Pertuan of Brunei Darussalam and Her Majesty Duli Raja Isteri Pengiran Anak Hajah Saleha binti Al-Marhum Pengiran Pemancha Pengiran Anak Haji Mohamed Alam will grant audiences to the visiting president and spouse at the Istana Nurul Iman.

His Majesty will also hold bilateral meeting with Tran Dai Quang and host a state banquet later in the night.

The president is scheduled to visit Sungai Liang Industrial Park (SPARK) and Brunei LNG Sdn Bhd and will also witness the signing of a Memorandum of Understanding (MoU) on economic and trade cooperation as well as cultural alliance.

Both Tran Dai Quang and his spouse will also pay a visit to the Royal Regalia Building. Separately, Nguyen Thi Hien will tour Kampong Ayer.

Tomorrow, the president is scheduled to meet the Brunei business community and will hold a Brunei-Vietnam business forum.

Meanwhile, high level Vietnamese business delegations will make visits to industrial sites and also attend a briefing on DARE (Darussalam Enterprise) on Saturday. The visits will cover MC Biotech Sdn Bhd, CAE Brunei Multi-Purpose Training Centre, Simpor Pharma, Bio-Innovation Corridor Centre, Rimba Digital Junction and Salambigar Industrial Park.

According to Vietnam News, the president’s visit to Brunei Darussalam aims to realise foreign policy goals set by the 12th Party Congress and deepen relations with the Sultanate.

Brunei Darussalam and Vietnam established diplomatic ties on February 29, 1992 and since then, both countries have seen regular exchange visits and high-ranking meetings.

Bilateral economic, trade and investment cooperation between both countries has made big strides with two-way trade jumping from $24.2 million in 2010 to $73.7 million in 2015. The figure has already hit $17 million as of June 2016.

Vietnam mainly exports seafood and rice to Brunei while importing chemicals from the country.

As of June 2016, Brunei has run 205 projects valued at more than $2.18 billion in Vietnam, ranking 18th out of 116 countries and territories investing in the country and fourth among other Asean investors, behind Singapore, Malaysia and Thailand.

Vietnam has one project worth $650,000 ongoing in Brunei, specialising in metals and chemicals.

The two countries also hold a lot of potential for cooperation in fisheries, real estate and education-training.

Brunei and Vietnam inked a Memorandum of Understanding on educational cooperation in April 2014, allowing scholarships for Vietnamese students to study in Brunei in areas such as the oil and gas industry and English language.

The two sides have also signed a range of agreements and MoUs on cooperation in tourism, aviation and trade.

UBD screens short films made by students

UNIVERSITI Brunei Darussalam (UBD) launched the UBD TV Short Film Festival yesterday which saw in attendance international superstar and celebrity Goh Kiat Chun, popularly known as Wu Chun, who was also the guest of honour.

The festival opened with the screening of a short film by UBD’s talented short filmmakers at The Core, UBD, while the festival treated the UBD community with several short films that lasted into late evening. The UBD TV Short Film Festival was organised by UBD TV in collaboration with The Creative Core BN.

The event was also attended by Associate Professor Dr Mohammad Ayub Sadiq @ Lin Naing, Assistant Vice-Chancellor (Academic Affairs) of UBD.

One of the films played during the ceremony was ‘Selamat Malam’, directed by Nippy Jufri from Visionary Project. The short film tells the story of a group of friends who went camping at the beach as they trade real-life ghost stories. Soon their competitive nature began to take over as they try to outdo each other with their own version of scary tales.

The six other short films that were presented at the event were ‘Aku Ada Cerita’ by Hakim Salleh, ‘Masa’ by Nostrils Production, ‘Al-Fatihah’ by AE Cinema, and ‘Horizon’, ‘If Only’, and ‘The Hero’ by UBD students taking the Short Film Making class.

The directors of the short films were presented with certificates by Wu Chun.

THE spouse of the President of the Socialist Republic of Vietnam was yesterday treated to the sights and sounds of Kampong Ayer.

Upon arrival Nguyen Thi Hien and a delegation from Vietnam were greeted by Minister of Home Affairs, Pehin Orang Kaya Seri Kerna Dato Seri Setia (Dr) Haji Awang Abu Bakar bin Haji Apong and spouse, Datin Paduka Hajah Jahrah binti Haji Mohamad.

Also welcoming them were the Permanent Secretary at the Ministry of Home Affairs, Abdul Mutalib bin Pehin Orang Kaya Seri Setia Dato Paduka Haji Mohd Yusof; deputy permanent secretary, Acting Brunei Muara District Officer as well as their respective spouses and senior officials.

The Vietnamese entourage first visited the Kampong Ayer Cultural and Tourism Gallery, where they were briefed on the history and background of Kampong Ayer as well as the economic and social development of the residents.

During the tour, Nguyen signed on a parchment and later visited the residence of Haji Ahmad bin Haji Bujang, Village Head of Kampong Lorong Sikuna.

His house is among the 64 houses that are included under the Kampong Ayer Upgrading Pilot Project, which covers an open area of six villages in Mukim Saba as well as several areas in Mukim Sungai Kebun.

During the visit, the Vietnamese delegation took a closer look at various cultural performances, sampled Brunei traditional kueh and learnt how to make ambuyat.

Before enjoying a river cruise along the Brunei River, Nguyen witnessed a ‘Malam Berbedak’, a Malay Traditional wedding custom.

Instilling love of Al-Quran in competition’s participants

AT THE 32nd National Tilawah Al-Quran Competition for Colleges and Secondary Schools, Abdul Mui’in bin Haji Abdul Hamid from Sengkurong Sixth Form Centre (PTES) and Dayangku Alya Syahirah binti Pengiran Haji Jofri of Berakas Secondary School (SMB) were announced champions of their respective categories.

The competition took place yesterday at the multipurpose hall of the Nusa Laila Puteri Secondary School’s Jangsak branch with Permanent Secretary at the Ministry of Religious Affairs, Dato Seri Setia Haji Abdul Aziz bin Orang Kaya Maharaja Lela Haji Mohd Yusof, as the guest of honour.

The competition began with a recitation of Surah Al-Fatihah and Doa Selamat, followed by welcoming remarks from the event’s chairman, prior to the start of the competition. During the competition, participants rhythmically recited verses of the Al-Quran in front of a panel of respected judges, and the winners were announced near the end of the event.

School came in second place, followed by Masrur Fuad bin Haji Asmat from the Sports School in third.

Nurul Hafizah binti Sani of Rimba Secondary School came in second place for the female category, while Nur Izzati Najihah binti Roslan from the Raja Isteri Girls High School (STPRI) came in third.

The winners were presented with their trophies and prizes by the guest of honour.

Among the competition’s objectives were to encourage students to recite the Al-Quran so that they will learn and appreciate the holy book in their daily lives as well as to instil a sense of love for the Al-Quran.

The event also served as a platform to prepare and train the young participants to develop their talents in reciting the Al-Quran to a higher level as well as to inculcate a spirit of competitiveness among the students and foster ties between them.

Youths as partners in nation-building

THE Deputy Permanent Secretary at the Ministry of Culture, Youth and Sports (MCYS), Haji Mohd Noor Jusmin bin Haji Abdul Samad, led Brunei Darussalam in the 8th Asean Senior Officials Meeting on Youth (SOMY VIII) on August 25, as well as the 7th Asean Plus Three Senior Officials Meeting on Youth (7th SOMY+3) on August 26 in Siem Reap, Cambodia.

It was learnt that the continuation of the national development agenda is important to involve youths as partners. The national youth development framework should focus on aspects of the potential of youths.

In youth development, the core matter is the continuation and sustainability of the programme and the process of formation of youths that benefit them.

The youths need to be prepared with high self-competence. For this purpose, it is important to build the youths’ capacity to think based on knowledge and current skills.

The youths need to be prepared mentally, physically and spiritually in order to ensure the ability to maintain the achievements and prosperity of the nation, and should constantly work to develop the country.

Because of this, SOMY VIII has certified a draft plan on youths for 2016-2020 approved by the Asean ministers responsible for youths.

The Youth Plan 2016-2020 contains five goals – entrepreneurship, employability, people-to-people exchange, volunteerism and competency and resilience. Towards this, 16 priority areas and 45 activities have been designed exclusively for the rapid advancement of youth.

In a related matter, SOMY VIII will also create a Youth Development Index (YDI) that will lead to the well-being of youths. Measuring the progress of youths in this index is important when it comes to evaluating the effectiveness of programmes that have been implemented and improve on future programmes.

Benchmarks to measure the well-being of youths are important for policy formulation to produce superior youths who are able to face challenges in the future.

SOMY VIII is mobilising towards the implementation of the initiative. It highlighted the seriousness with which the YDI Technical Meeting was also attended by Brunei Darussalam on August 24 before SOMY VIII.

Haji Mohd Noor Jusmin was accompanied by two senior officers of the MCYS and the Department of Youth and Sports.

The 7th SOMY+3 is principally the Asean cooperation with the People’s Republic of China, the Republic of Korea and Japan in order to prepare the youths for future collaborative efforts that are indispensable in the context of Asean.

Many joint programmes have been used by youths in Asean, such as the Ship for Southeast Asian and Japanese Youth Programme (SSEAYP), also known as the Ship for Southeast Asian Youth

Programme and Japan, or in short the ‘Youth Ship’.

The relationships and networking of Asean +3 cooperation have brought prosperity and joy for youths in the region. Among its general aspirations is that no youth is left behind in the development projects.

11th Art Competition winners announced

THE 11th Art Competition, organised in conjunction with His Majesty Sultan Haji Hassanal Bolkiah Mu’izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar ‘Ali Saifuddien Sa’adul Khairi Waddien, Sultan and Yang Di-Pertuan of Brunei Darussalam’s 70th birthday celebration, was recently held at the Art Gallery of the Dermaga Diraja in Bandar Seri Begawan.

The competition was divided into three different themes comprising ‘His Majesty Sultan Haji Hassanal Bolkiah Mu’izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar ‘Ali Saifuddien Sa’adul Khairi Waddien, Sultan and Yang Di-Pertuan of Brunei Darussalam, with Youths’ for Category A; ‘Development and Achievements of Youths’ for Category B; and ‘My Vision for My Country’ for Category C.

In Category A, Haji Dayang bin Haji Mutalip emerged as the winner. Suhaili bin Omar came in second while Awangku Amirul Umara bin Pengiran Zainin came in third.

In Category B, Abdul Ajihis bin Haji Terawih was proclaimed as the winner. Osman bin Bakir came in second while Awangku Md Rahiman bin Pengiran Aliudin came in third.

In Category C, Dayangku Siti Syahirah binti Pengiran Haji Husair was awarded as the winner. Yeo Yeo came in second while Nuraqilah binti Haji Zainuddin placed third.

Present as the guest of honour was Haji Idris bin Haji Ali, the Deputy Permanent Secretary at the Ministry of Home Affairs.

The event began with the recitation of Surah Al-Fatihah along with a Doa Selamat followed by a welcoming speech from Dato Paduka Ar Haji Idris bin Haji Abas, co-chairman of the event.

In his speech, the co-chairman highlighted that the first place winner of Category A will not only win $5,000 cash, but will also have his painting presented as a pesambah to His Majesty.

The winning entries of the competition are being put up for exhibition from August 27 – September 25.
