Vietnam keen on energy alliance with Brunei

VIETNAM has keen interest in collaborating with Brunei, especially in the area of energy, said Tran Tuan Anh, the Minister of Industry and Trade of Vietnam.

He was speaking during a visit to Brunei LNG Sdn Bhd which was held as part of President of the Socialist Republic of Vietnam Tran Dai Quang’s state visit to Brunei, yesterday.

On arrival at the Sungai Liang Industrial Park (SPARK), the president and his delegation comprising senior government officials, were greeted by the Minister of Energy and Industry at the Prime Minister’s Office, Pehin Datu Singamanteri Colonel (Rtd) Dato Seri Setia (Dr) Awang Haji Mohammad Yasmin bin Haji Umar, accompanied by senior government officials and representatives of Brunei LNG and Brunei Shell Petroleum Co Sdn Bhd.

At SPARK, the visitors were briefed by Pehin Datu Singamanteri Colonel (Rtd) Dato Seri Setia (Dr) Awang Haji Mohammad Yasmin about SPARK which he described as a dedicated industrial area aimed at further adding value to the oil and gas industry beyond the exportation of unrefined crude oil and liquefied natural gas.

He also touched on Brunei LNG while highlighting that their liquefaction facility is among the top reliable LNGs plants in the world as established in a global LNG benchmarking exercise.

After the end of the briefing, Tran Tuan Anh said that Vietnam is a very good potential partner for Brunei.

“We have a strong demand for natural gas to produce electricity and also to develop our energy sector,” the minister added, noting that it is a part of their strategy towards realising their energy vision by 2025.

He hoped that the existing cooperation will extend to businesses of both countries which will be discussed in a business forum today by representatives from both countries.

Pehin Datu Singamanteri Colonel (Rtd) Dato Seri Setia (Dr) Awang Haji Mohammad Yasmin agreed that there is a lot of growth potential for both countries, especially in the area of energy.

At the Brunei LNG plant the entourage was given a quick tour before having refreshments.

At the end of the visit, Tran Dai Quang signed a plaque and posed for a group photo with senior Bruneian

and Vietnamese government officials as well as representatives from Brunei LNG.

Brunei, Vietnam hold vast mutual business prospects

THERE is potential for future business development between Brunei Darussalam and the Socialist Republic of Vietnam in the sectors of oil and gas, information technology (IT), garment and textile as well as construction.

This was shared by Hoang Van Anh, the Deputy Director-General of the Vietnam Chamber of Commerce and Industry, who is part of a business delegation from Vietnam which is currently visiting Brunei.

The business delegation received a briefing from DARE (Darussalam Enterprise) yesterday morning. Speaking in an interview after the briefing, the deputy director-general shared that there is potential for cooperation between the two countries’ businesses.

“If we look at the potential sectors in Brunei that Vietnam can explore more in the future it should be petroleum – oil and gas,” he said. “But for other sectors, we can see potential for business development in the IT sector, which should be a focal point for business cooperation in the future.

“We can see some potential for the garment and textile as well as the construction sectors. This is because we have a very young labour force. From Vietnam to Brunei it’s not too far, so we can provide labour force to Brunei easily.”

He said that the two countries already have “very good cooperation” in oil and gas. As for IT, he noted that Vietnam has now become stronger in this sector. “So if Brunei and Vietnam can cooperate in this sector, it can be very helpful and very useful.”

The 50-member business delegation includes representatives from the sectors of garment and textile, construction, food, oil and gas as well as electronics and mining companies, he shared.

He said that bringing a focal group to Brunei in the future would be beneficial. “We have a meeting tomorrow with the National Chamber of Commerce of Brunei Darussalam and will discuss on how we can cooperate together in the future. It might be that we bring some businessmen or concentrated group to Brunei and Bruneian business people can come to Vietnam.

“The most important thing for us is that the trade and investment between Brunei and Vietnam should be developed more in the future.

“This is why we have brought quite a large number of business representatives to Brunei this time; 50 members,” he said.

HIS Majesty Sultan Haji Hassanal Bolkiah Mu’izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar ‘Ali Saifuddien Sa’adul Khairi Waddien, Sultan and Yang Di-Pertuan of Brunei Darussalam and Her Majesty Duli Raja Isteri Pengiran Anak Hajah Saleha binti Al-Marhum Pengiran Pemancha Pengiran Anak Haji Mohamed Alam yesterday received in audience Tran Dai Quang, the President of the Socialist Republic of Vietnam and his spouse, Nguyen Thi Hien, who are in the country for a three-day state visit.

Their Majesties welcomed the arrival of the Vietnam president and his spouse at the Istana Nurul Iman.

Their Majesties then together with Tran Dai Quang and his spouse received the royal salute on the dais, which was followed by the national anthems of both countries.

Twenty-one gun salutes were fired as the two leaders inspected the guard of honour mounted by the 1st Battalion of the Royal Brunei Land Forces.

Tran Dai Quang and Nguyen Thi Hien were then introduced to the members of the royal family; state dignitaries; Cabinet Ministers; deputy ministers; the Acting Commander of the Royal Brunei Armed Forces; the Commissioner of Police; foreign envoys in Brunei Darussalam; as well as Permanent Secretaries at the Prime Minister’s Office and Ministry of Foreign Affairs and Trade; and their respective spouses.

Their Majesties were also introduced to the members of the Vietnam President’s delegation.

The delegation included Dao Viet Trung, Chairman of the President’s Office; Nguyen Chi Dung, Minister of Planning and Investment; Tran Tuan Anh, Minister of Industry and Trade; Phung Xuan Nha, Minister of Education and Training; and deputy ministers and senior officials from the Socialist Republic of Vietnam.

During the meeting, His Majesty and the President of the Socialist Republic of Vietnam discussed bilateral relations between Brunei Darussalam and Vietnam, as well as exchanged views on regional and international matters of mutual concern.

The bilateral meeting was held in the Cheradi Ratna Kenchana, Istana Nurul Iman.

Brunei, Vietnam agree to bolster bilateral consultative mechanisms

HIS Majesty Sultan Haji Hassanal Bolkiah Mu’izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar ‘Ali Saifuddien Sa’adul Khairi Waddien, Sultan and Yang Di-Pertuan of Brunei Darussalam and Tran Dai Quang, President of the Socialist Republic of Vietnam issued a joint statement yesterday, highlighting the importance of further enhancing bilateral cooperation in a number of fields.

The Vietnam President is currently in Brunei on a state visit, at the invitation of His Majesty. This is the third state visit to Brunei Darussalam by a head of state of the Socialist Republic of Vietnam.

In the joint statement, both leaders exchanged views on bilateral relations as well as on regional and international issues of common interest in a warm and cordial atmosphere.

Both leaders expressed pleasure on the good progress in strengthening bilateral cooperation since the establishment of diplomatic relations on February 29, 1992; recognised the significance of the president’s visit in reaffirming the close friendship enjoyed between the two countries and people; and reiterated the spirit of the Joint Statement in 2012.

The leaders also look forward to commemorate the 25th anniversary of diplomatic relations in 2017 with activities to deepen mutual understanding and people-to-people linkages.

His Majesty congratulated the Vietnamese people on their achievements through the socio-economic development plans as envisioned in the ‘Doi Moi’ policy.

\?The monarch expressed confidence that under Tran Dai Quang’s leadership, Vietnam will achieve its target to become an industrialised country by 2020.

The Vietnam President also commended the efforts undertaken by His Majesty’s government in implementing various strategic plans towards achieving the goals of Brunei Vision 2035, which aims to make Brunei Darussalam widely recognised for the achievements of its educated and highly skilled people, high quality of life and a dynamic and sustainable economy.

Both leaders welcomed the increased interactions at all levels and agreed to strengthen the existing bilateral consultative mechanisms. In this regard, both leaders agreed to the early convening of the Joint Commission Meeting (JCM) to further deepen and expand cooperation between both countries.

The leaders also acknowledged the common aspirations of pursuing economic diversification, recognised the role of the private sector in enhancing competitiveness and agreed to continue mutual sharing of best practices to identify potential areas of cooperation.

They underscored the importance in further enhancing bilateral cooperation in trade and investment, particularly in energy, agriculture and fisheries, education, labour, air services, people-to-people exchanges and defence. Both sides also looked forward to explore cooperation in the areas of transnational crimes, extradition and transfer of sentenced persons.

The leaders also reiterated their commitment to deepen economic relations between Brunei Darussalam and Vietnam with the objective of reaching a bilateral trade target of US$500 million by the year 2025 and facilitate greater business and investment opportunities between the two countries.

“Hence, both sides welcomed the signing of the memorandum of understanding (MoU) on Economic and Trade Cooperation between the Ministry of Foreign Affairs and Trade of Brunei Darussalam and the Ministry of Industry and Trade of Vietnam in supporting efforts to achieve the bilateral trade target,” reads the joint statement.

“Both sides are confident that the MoU would also further the objectives of the trade agreement between the Government of the Socialist Republic of Vietnam and the Government of His Majesty signed on November 12, 2001.”

The leaders also noted the importance of promoting energy tie-ups and expressed satisfaction with the energy cooperation between Brunei National Petroleum Company Sdn Bhd (PetroleumBRUNEI) and Vietnam Oil and Gas Group (PetroVietnam) and welcomed the recent completion of the Maharaja Lela South platform.

They noted the progress made in implementing the MoU on Cooperation in Agriculture and Fisheries signed in May 2013.

His Majesty expressed appreciation for the exchanges of expertise on rice production as well as other crops and agreed to consider extension of the exchanges.

Both leaders also agreed to enhance economic and development cooperation in fisheries sector, and the importance of fostering exchanges and mutual understanding between the two countries.

They also welcomed cooperation in labour and looked forward to negotiations on the MoU on Labour Cooperation.

The joint statement also shared that the leaders recognised the important role of people-to-people exchanges and welcomed the signings of the MoU on Education Cooperation in April 2014 and the MoU between Universiti Brunei Darussalam and FPT University, Vietnam in July 2013. Brunei Darussalam expressed appreciation for Vietnam’s continued participation in the Brunei-US English Language Enrichment Programme for Asean.

Both leaders highly appreciated connectivity between the two countries and welcomed the resumption of direct flights between Bandar Seri Begawan and Ho Chi Minh City in October 2014, especially in further promoting closer ties between the people of Brunei Darussalam and Vietnam. Both sides also looked forward to the signing of the Agreement on Maritime Transport.

Both leaders welcomed the signing of the MoU on Cultural Cooperation and expressed hope that this will positively contribute to deeper understanding and appreciation of both countries’ heritage and culture.

The leaders also expressed satisfaction with the progress made in defence under the MoU between Royal Brunei Navy and Vietnam People’s Navy on Bilateral Cooperation signed in December 2013. His Majesty expressed appreciation on Vietnam’s continued support of Brunei International Tattoo, and Brunei International Skill-at-Arms Meet (BISAM).

On the regional level, His Majesty expressed appreciation on Vietnam’s participation in the Asean Defence Ministers’ Meeting (ADMM)-Plus Maritime Security and Counter-Terrorism Exercise held from May 2-12, 2016 in Bandar Seri Begawan and Singapore. Both sides agreed to strengthen cooperation between their armed forces, particularly of the navy and training for the respective military personnel.

The Vietnam President acknowledged Brunei Darussalam’s role as an active player in regional affairs and expressed appreciation for His Majesty’s long-standing leadership and valuable contributions to Asean.

Both leaders reaffirmed their commitment to upholding peace, stability and prosperity in the region, including advancing Asean Community building efforts through the full and effective implementation of the Asean Community Vision 2025. To these ends, both sides emphasised the importance of peaceful resolution of disputes in the region.

Both leaders agreed to implement fully and effectively the Declaration of Conduct of Parties in the South China Sea (DOC) and work closely together towards the early conclusion of the Code of Conduct (COC). Both sides also reaffirmed the importance of Asean’s central role in the regional security architecture.

Both sides reiterated their commitment to continue enhancing consultations on areas of common interest in other regional and international fora such as the Asia-Pacific Economic Cooperation (APEC), Asia-Europe Meeting (ASEM), United Nations (UN) and World Trade Organization (WTO).

Both leaders welcomed the strengthening of economic ties in the region, particularly through the signing of the Trans-Pacific Partnership (TPP) Agreement on February 4, 2016 and looked forward to the ratification of the TPP by all parties.

It is shared in the joint statement that His Majesty expressed Brunei Darussalam’s full support for Vietnam’s chairmanship of APEC in 2017 and wished the government and the people the very best in their preparations.

Tran Dai Quang expressed appreciation for the warm welcome and kind hospitality accorded to him and his delegation and looked forward to welcoming His Majesty and members of the royal family to visit Vietnam in the near future, the joint statement concludes.

New dawn in Vietnam ties

BRUNEI Darussalam and the Socialist Republic of Vietnam continue to benefit from mutual cooperation in many sectors as both countries reach 25 years of diplomatic relations next year, His Majesty Sultan Haji Hassanal Bolkiah Mu’izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar ‘Ali Saifuddien Sa’adul Khairi Waddien, Sultan and Yang Di-Pertuan of Brunei Darussalam said yesterday.

In a titah delivered during the state banquet in honour of visiting Vietnamese President Tran Dai Quang and his spouse Nguyen Thi Hien hosted by His Majesty and Her Majesty Duli Raja Isteri Pengiran Anak Hajah Saleha binti Al-Marhum Pengiran Pemancha Pengiran Anak Haji Mohamed Alam at the Istana Nurul Iman last evening, the monarch said the long-standing relations are strongly reflected in the practical cooperation both countries have in energy, agriculture and fisheries, education, labour, defence and people-to-people exchanges.

In the energy sector, His Majesty expressed his appreciation for Vietnam’s involvement in Brunei’s offshore platform and welcomed initiatives to build on existing ties by further collaboration in projects in the future.

His Majesty also said that direct air linkages with Ho Chi Minh City have enhanced the mobility of people from both countries, and later expressed his appreciation for the contributions of Vietnamese nationals in Brunei’s development, notably by teachers, workers and well as experts in agriculture and fisheries.

In the field of education, His Majesty noted that the growing exchanges between students from both countries under the Universiti Brunei Darussalam (UBD) Discovery Year have helped to ensure that the friendship forged will pass down to future generations.

His Majesty also said that Brunei looks forward to closer engagements in the Trans-Pacific Partnership (TPP) pact as well as the timely conclusion of the Regional Comprehensive Economic Partnership (RCEP).

Earlier in the titah, His Majesty praised the progress Vietnam has made over the years. “Vietnam has enjoyed political stability and economic progress through your government’s socio-economic development plans since the inception of the ‘Doi Moi’ policy in the 1980s,” the monarch said, while expressing hope that Vietnam under President Tran’s leadership will achieve its aim to become an industrialised country by 2020 and continue to improve the livelihoods of its people.

Vietnam and its people’s achievements, His Majesty said, are an inspiration to Brunei as it pursues its own Vision 2035.

“My government and people join me in wishing your continued success and we look forward to strengthening the long-standing ties that link us in goodwill and common purpose,” His Majesty said in concluding the titah.

Brunei duo finish in top 10 in Labuan

BRUNEI’S debutants Marnie Farizan binti Haji Ahmad of Triultra team and Shazana Nabilah Haji Ayub of Anakpanyu team did their country proud after finishing in the top 10 in the Women’s Open of the Labuan Duathlon Challenge 2016 at the Federal Territory of Labuan yesterday.

Marnie Farizan completed the race in 6th place while Shazana Nabilah finished in 10th place.

The race started and finished at the Labuan International Sea Sport Complex (LISSC).

The gruelling event included a set of 5km runs and a 35km bike ride which attracted a total of 495 entries including participants from Brunei.

Both athletes have had more than two months to prepare for the race since June under the supervision of their respective teams.

The 35km ride began in earnest at the LISSC and Jalan Jumidar Buyong before taking the athletes to well-known places in Labuan such as Jalan Tanjung Aru, Jalan Batu Arang and Jalan Tun Mustapha before returning to the main venue.

The 5km run also included a route which took athletes to Jalan Tanjung Purun and Jalan Tanjung Batu.

The two cyclists will actively continue competitive racing with more events in the regional circuit.

Marnie will be competing in the 84km run in the Penang Ultra Challenge in September and the 50km run in the Miri Beach Ultra Challenge in November before proceeding with the 100km in the TNF Hong Kong in December. Shazana will join Marnie in the Miri Ultra Challenge.

The cyclists also ensured that they were in good condition by consuming health foods and practicing regular intensive training for future events.

Labuan Duathlon is a yearly sporting event that is held in Labuan Island. The event offers opportunities for athletes of all abilities to race through Labuan’s natural landscape and tourist attractions.

Car boot sale ropes in bargain hunters

MANTUKA.COM Enterprise yesterday hosted its first ever car boot sale at the car park of the Hassanal Bolkiah National Stadium in Berakas.

Twenty-six vendors participated in the event, some of whom came as early as 7am to set up their product display.

“We’re really excited for this event! This is the first of many as local entrepreneurs hope to make car boot sales a regular fixture in its programme,” said Sabrina Sallehuddin of Mantuka.com.

Meanwhile, in the car park area of the Jalan Tanjung Selasih Recreational Park, the Economic Bureau of Kampong Panchor Mengkubau Village Consultative Council held a similar event. The car boot sale at Kampong Panchor saw the participation of over 35 vendors.

Both events attracted hundreds of bargain hunters in search of good deals on both new and used items. The vendors had plenty to offer – from handmade goodies, vintage items to local delicacies, food and more.

The event aimed to encourage entrepreneurship among Bruneians and to help support local small and medium enterprises (SMEs).

THE Guild of Graduates of Universiti Brunei Darussalam (GOG-UBD) recently organised the 5th Talk Series at UBD Student Centre.

The series is an education seminar that brings in Brunei’s best public speakers to instil ideas on how the working environment would be in the business world. It aims to help alumni and university undergraduates to develop their confidence and skills.

This seminar was opened to members of GOG-UBD (alumni), members of the Students Association of Universiti Brunei Darussalam (PMUBD) and the public.

The talk featured experienced public speaker Mohammad Sophiaan. He is the Head of Risk Management of PB Trading Sdn Bhd, and was previously the Head of Business Development, PETCO Trading Labuan Corp Ltd and Head of Marketing – Atlantic/WAF Region, London office with over 20 years of experiences in marketing, crude sourcing and trading of crude oil and LNG, account services for domestic retail business, group advisory for risk management as well as risk management in line businesses and corporate position.

A finance person by training, Sophiaan’s core area of focus in current position is to oversee the role of risk management in PB Trading Sdn Bhd. Previously, he was with Business Development Petroleum Products, PETCO Trading Labuan in developing a profitable trading positions and sustainable market growth for the company.

Mohammad Sophiaan presented a 45 minutes speech by sharing his vast knowledge on risk management and its best practices.

He also emphasised the importance of risk management in daily routines, and how to identify, analyse, mitigate and monitor the risk.

Tutong 4WD Challenge concludes

THE 4WD Challenge in Tutong reached its final yesterday.

It was held in conjunction with the 70th birthday celebration of His Majesty Sultan Haji Hassanal Bolkiah Mu’izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar ‘Ali Saifuddien Sa’adul Khairi Waddien, Sultan and Yang Di-Pertuan of Brunei Darussalam.

The event was held at the open area near Mahad Islam Brunei. A total of 56 individuals – four of whom from neighbouring countries – took part in the Individual Open Category. Twelve individual participants and 15 teams demonstrated their skills at the final yesterday.

The finals was attended by Haji Mohammad Sunadi bin Haji Buntar, Deputy Permanent Secretary at the Ministry of Home Affairs as the guest of honour.

The Individual Open Category was won by Ah Wee with a time of five minutes 42 seconds. The runner-up went to Lenny Weeny Lim with a time of seven minutes. The second runner-up went to Mohd Usly Zam bin Budin. Fourth place went to Abdul Rahman bin Haji Abdul Hamid and fifth place to Ah Kee.

In the Team Event, the challenge was won by Ah Wee Team, followed in a second place by Samdi Team B and in the third place by Oxy Extreme Team.

The competition was organised by the 4WD Association of Tutong District. The association has organised the challenge over the past 20 years, and this year sees an encouraging number of participants compared to previous years.

THE 3rd Easy Run organised by the Civil Service Institute under the Prime Minister’s Office (PMO) was a success yesterday, aimed at promoting awareness on maintaining good health and giving back to the community through charity.

Held at the Hassanal Bolkiah National Stadium in Berakas, the event was both a sports activity and charity drive to raise funds for Society for the Management of Autism Related issues in Training, Education and Resources (SMARTER) Brunei.

Joining in the event was Fitness Zone Managing Director Wu Chun who made a special appearance in a show of support and encouragement.

“When I read the monarch’s titah on the first day of Hari Raya, it gave me a big boost to pursue my dream to change people’s lives for the betterment of the country. It also showed the health conditions of our population is not in a good state. We need to address this problem before it is too late.

“Our children are our future and parents should lead by example, and create a healthy and responsible culture within their own environment,” he explained.

“It’s a privilege for Fitness Zone to participate in the charitable run. We hope to continue building a community of active self-empowered Bruneians who desire to be better, not only for themselves but also for their loved ones. Health is our true wealth and this action led by the Prime Minister’s Office is something to be very proud of,” he added.

Over 30 representatives from SMARTER Brunei also participated in the event, to which all the proceeds will go. Participants of the run also received a three-day free pass to Fitness Zone.

Featuring 138 young performers, the music and dance recital was a joint collaboration between Yippy Tune Music School and Fitness Zone.

The afternoon was accentuated by Yang Teramat Mulia Pengiran Muda ‘Abdul Muntaqim, who began the recital with a distinguished solo piano performance of Beethoven’s ‘Für Elise’, before joining a group recital of the Star Wars theme on piano with other young musicians.

Another highlight of the event was Yang Teramat Mulia Pengiran Anak Muneerah Madhul Bolkiah, who displayed her piano talents in both solo and group performances, together with a group ballet dance titled ‘Lavender’s Blue’.

This is the first recital Yippy Tune Music School has co-hosted with Fitness Zone. Both organisations share a common ground in providing training for students in the performing arts.

According to Deon Ong, the Music Director of Yippy Tune Music School, “‘Music Together’ started with the idea of everyone coming together with the opportunity to fully express their talents while at the same time appreciating the arts, dances and music.”

Yippy Tune Music School brought along a strong contingent of vocal and performers to the event, including several violin players from St Andrew’s School and Seri Mulia Sarjana School (SMSS).

Fitness Zone, meanwhile, was represented by four dance recitals in classical ballet and modern hip-hop.

Brunei’s leading fitness centre introduced dance lessons for young children a year ago, which was met with resounding success. “It is truly an event to come together in celebration of music and performing arts, with the next generation,” said Wu Chun, the Managing Director of Fitness Zone.

“Orchestrating 138 young performers in a recital is an arduous task,” said Deon Ong.

“The success of this event reflects the dedication of the students and teachers, as well as the parents’ commitment. The months of preparation and planning came down to an enjoyable and memorable experience for the audience and the students themselves. The effort has definitely been worthwhile, seeing the joy on everyone’s face.”

“The energy at the JIS auditorium was electrifying from the get-go,” said Marceleigh Blanche, a music teacher at Yippy Tune Music School.

“These young talents have carried themselves with nothing but grace and poise, throughout the event. They have made their parents proud.”

A total of 19 pieces were performed in the two-hour event, which charmed and delighted members of the audience, with its special brand of magic.

VIETNAMESE President Tran Dai Quang and his spouse, Nguyen Thi Hien yesterday left the Sultanate following a three-day state visit, as they made their way to their next destination – Singapore.

The president was met at the airport by Pehin Orang Kaya Indera Pahlawan Dato Seri Setia Awang Haji Suyoi bin Haji Osman, the Minister of Education and spouse together with officials from the Ministry of Foreign Affairs and Trade, the Vietnamese Embassy in Brunei Darussalam and the Royal Brunei Armed Forces.

Prior to the departure, the president attended a breakfast meeting with the Brunei business community at The Empire Hotel & Country Club followed by witnessing of the signing of Memorandum of Understanding (MoU) on Economic and Trade Cooperation and on Cultural Cooperation.

The president also took time off from his busy schedule to visit the Royal Regalia Building in the capital.

Brunei Darussalam and Vietnam established diplomatic ties on February 29, 1992 and since then, both countries have seen regular exchange visits and high-ranking meetings.

Bilateral economic, trade and investment cooperation between both countries has made big strides with two-way trade jumping from $24.2 million in 2010 to $73.7 million in 2015. The figure has already hit $17 million as of June 2016.

Vietnam mainly exports seafood and rice to Brunei while importing chemicals from the country.

As of June 2016, Brunei has run 205 projects valued at more than $2.18 billion in Vietnam, ranking 18th out of 116 countries and territories investing in the country and fourth among other Asean investors, behind Singapore, Malaysia and Thailand.

THE Ministry of Foreign Affairs and Trade of Brunei Darussalam and the Ministry of Industry and Trade of the Socialist Republic of Vietnam signed a Memorandum of Understanding (MoU) on Economic and Trade Cooperation yesterday.

Through the MoU, both sides resolved to promote greater bilateral cooperation on economic and trade-related matters.

The MoU was signed during the Brunei Darussalam-Vietnam Business Forum, which took place at The Empire Hotel & Country Club.

The signing ceremony was witnessed by Tran Dai Quang, President of the Socialist Republic of Vietnam.

The MoU will further enhance efforts carried out under the existing Trade Agreement between the Governments of Brunei and Vietnam, which was signed on November 12, 2001.

In his presentation at the forum yesterday, Vietnam’s Minister of Industry and Trade spoke on the MoU, saying that it “will create a legal framework for the promotion of our industrial and trade cooperation, towards more liberalisation and facilitation of trade between the two sides, take advantage of regional and multilateralism cooperation to create conditions for our businesses to facilitate access into the potential market of each other.”

Pehin Datu Singamanteri Colonel (Rtd) Dato Seri Setia (Dr) Awang Haji Mohammad Yasmin bin Haji Umar, the Minister of Energy and Industry at the Prime Minister’s Office delivered a presentation at yesterday’s forum, and spoke to the Bulletin on the sidelines of the event.

Speaking to the Bulletin on the sidelines of the event, the Minister highlighted that the MoU allows both Brunei and Vietnam to benefit from “a win-win situation”.

“A lot of it will be facilitation of trade between the two countries. It will make it easier to do business for both countries,” the minister explained, adding that it will help to harmonise the two countries’ standards.

The signing of the MoU was held in conjunction with the state visit of President Tran Dai Quang of Vietnam to Brunei Darussalam.

Brunei will welcome investment from Vietnam

BRUNEI will welcome investment from Vietnam, especially in the sectors of Halal, business services, technology and creative, tourism and oil and gas downstream industry.

This was said by Pehin Datu Singamanteri Colonel (Rtd) Dato Seri Setia (Dr) Awang Haji Mohammad Yasmin bin Haji Umar, Minister of Energy and Industry at the Prime Minister’s Office while delivering a presentation at the Brunei Darussalam-Vietnam Business Forum yesterday.

In his presentation, the Minister spoke on why Brunei Darussalam is “an excellent destination for investment and business”.

“His Majesty Sultan Haji Hassanal Bolkiah Mu’izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar ‘Ali Saifuddien Sa’adul Khairi Waddien, Sultan and Yang Di-Pertuan of Brunei Darussalam’s vision has emphasised on the need for Brunei Darussalam to be a pro-business country and the government has worked very hard to ensure that Brunei is able to meet that vision,” he said.

He began by speaking on Brunei’s location, connectivity and access to markets. “Brunei, like Vietnam, is strategically located to provide the ideal platform into the Asean market.”

He said that Brunei has good connectivity. By sea via Muara Port, Brunei has 13 shipping lines to 15 ports in Asia. “It takes about two days for shipping of exports from Muara Port to Da Nang. There is much potential for exports from Brunei to Vietnam, including our crude oil as the Dung Quat Refinery is located south of Da Nang.”

Brunei’s connectivity by air includes flights to Singapore, Kuala Lumpur, Hong Kong, Melbourne, Dubai and London daily. “Royal Brunei Airlines flies to Ho Chi Minh four times a week and it takes less than two hours to get there.”

He also touched on Brunei’s Internet connectivity, highlighting that it is linked via three major submarine cables, which are so far only 20 per cent utilised.

In addition, Brunei is a member of Asean, APEC, TPP, WTO and BIMP-EAGA, and therefore has competitive access to key markets via agreements under these mechanisms, he said.

The minister then proceeded to underline Brunei’s favourable tax climate and co-investment partnership.

“Our favourable tax climate means that there is no personal income, payroll, goods and service, capital gains or manufacturing tax,” he said. “The only business-related tax payable is a low corporate income tax of 18.5 per cent. Investors may own 100 per cent of their business in Brunei Darussalam.

“Alternatives for co-investment are also available under the auspices of the Ministry of Finance through the Strategic Development Capital (SDC) fund and government-linked companies (GLCs).”

He also highlighted the country’s friendly and supportive business environment. “Doing business in Brunei Darussalam has become much easier, faster and more efficient.”

“The government continues to find ways to improve the business environment with a strong drive towards improving Ease of Doing Business. This is driven by His Royal Highness Prince Haji Al-Muhtadee Billah, the Crown Prince and Senior Minister at the Prime Minister’s Office.

“Brunei laws are pro-business and pro-investors, including comprehensive intellectual property laws that ensure that IPR to your investments and innovations are protected worldwide.”

He also added that the Business Support Centre has been set up under DARE (Darussalam Enterprise) with 15 different government agencies housed under one roof to improve and ensure efficiency of processes and approvals.

Moving on, the minister shared that, with regards to foreign direct investment (FDI), Brunei has focus on five priority clusters – those which in it can establish a niche based on the country’s unique strengths as a nation.

These five clusters are: Halal, including the food and pharmaceutical sector with companies such as Ghanim and Simpor Pharma; Business Services, including the development of a robust logistics service industry to support FDI and MSMEs; Innovative, Technology and Creative, which includes promotion of entrepreneurship in ICT so as to develop Brunei’s digital economy; Tourism, to leverage Brunei’s eco-tourism potential; and Downstream (oil and gas), to leverage Brunei’s current economic strength in the oil and gas sector.

His presentation also touched on the FDI approval process, noting that there are several FDI projects in the pipeline including Hengyi Refinery and Petrochemicals, Brunei Fertilisers Industry, Western Foods and Packaging and Hiseaton on aquaculture.

Speaking on Halal food, he affirmed that business opportunities exist throughout the supply chain in the Halal food industry, with much more that can be done to add value to the industry and generate further spin-off industries including dairy products, gelatine manufacturing, confectionaries and processing.

He shared that the government is in the process of developing a food strategy for Brunei Darussalam which centres on leveraging the network and capabilities of Ghanim International Corporation, the government-owned commercial food and distribution company.

On Halal Pharmaceuticals, he said, “Further opportunities can be spun off in areas such as gelatine manufacturing, detergent manufacturing, chemical waste management, packaging and bottling and accredited testing labs.

“We have had successful companies such as Simpor Pharma producing Halal pharmaceuticals for the global Halal market – there is a demand for such Halal pharmaceuticals from China, Russia and the Middle East.”

For the technology and creative industry, he said that the existing industries include various telecommunication, education and knowledge based service providers. These industries provide further opportunity for expansion into areas that capitalise on excess bandwidth capacity and human resource, including data centres, flights schools, multimedia developers and R&D activities.

Business Services (logistics) was another area he touched on, saying that existing activities in the air and sea shipping industry see a number of small and big local companies participating in providing services.

“Leveraging on Brunei Darussalam’s strategic location within the heart of Asean and on a number of important trade routes (including the Maritime Silk Road), opportunities are available for investors to provide a number of key logistics, storage and distribution services from Brunei Darussalam, including port operators and managers, ship maintenance and repair, warehousing and halal meat transhipment and processing hub.”

He then moved on to the oil and gas downstream industry.

“The existing downstream and petrochemical industries provide the opportunity for investors to utilise products from the current industries directly as feedstock for other products,” he said. “Growing the downstream industry will help Brunei Darussalam diversify its energy sector and optimise development of higher-value-added downstream derivatives.”

He said that this will be even more important with the expected further production of gas in the next 10 years or so from different petroleum blocks in the country.

“We recognise the competency and capability of Vietnamese companies in the oil and gas industry as evidence by the good work done by PTSC Mechanical & Construction for the EPCC contract with Total in Brunei for the Maharaja Lela South (MLS) Jacket.”

He noted that PTSC M&C had shown a good example as a foreign contractor by opening wider opportunities for the involvement of local Bruneian companies and workforce. “This project is the model of choice for cooperation between Bruneian and Vietnamese companies in the future.”

The minister then highlighted that there are eight industrial parks in Brunei dedicated for FDI, with the main ones including Sungai Liang Industrial Park, Pulau Muara Besar Industrial Park and Salambigar Industrial Park.

Concluding his presentation, he said, “I would like to stress that companies from Vietnam are more than welcome to invest in Brunei, especially in the various sectors that I have mentioned.

“Rest assured, we are happy for Vietnam to be our close friend and partner in business, which would only serve to forge closer links in bilateral relations between both countries and their people.”

THE business communities of Brunei Darussalam and the Socialist Republic of Vietnam can play greater roles in elevating the two countries’ trade and investment cooperation to new heights.

Tran Dai Quang, President of the Socialist Republic of Vietnam said this while delivering a keynote address at the Brunei Darussalam-Vietnam Business Forum, which took place at The Empire Hotel & Country Club yesterday.

In his speech, he noted that Vietnam and Brunei are both members of Asean and members of many important FTAs.

“I am happy to inform you that His Majesty Sultan Haji Hassanal Bolkiah Mu’izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar ‘Ali Saifuddien Sa’adul Khairi Waddien, Sultan and Yang Di-Pertuan of Brunei Darussalam and I had a very fruitful talk today,” he said. “We reached a number of important agreements in many areas. We agreed to further advance our trade and investment relations, promote development cooperation in quality agriculture, oil and gas, and traffic infrastructure development under the Public-Private Partnership (PPP).”

“This will provide a fundamental basis and new opportunities for Vietnamese and Bruneian businesses to invest, do business and grow sustainably together, thus further increasing bilateral trade and investment.”

The president also highlighted, “To enable trade and investment between Vietnam and Brunei to live up to expectation and potential for our cooperation, I would like to propose that our business communities play greater roles in elevating our cooperation to a new height.”

“Regarding investment, we encourage Bruneian enterprises to invest in areas that you have advantage and that Vietnam is in need of,” he said. “These areas such as energy, petroleum, finance, real estate, tourism, and infrastructure development, will leave Bruneian enterprises plenty of room for cooperation with Vietnamese partners for mutual development.”

“There is huge potential for trade relations,” he continued. “We look forward to growing export to Brunei of agro and fishery products, electronics and consumer goods and import of Brunei’s petrochemical products that are vital to the economic development of Vietnam.”

The president then touched on tourism, saying that the areas in the south of Vietnam resemble Brunei geographically more than some air transit centres of Asean.

“The opening of direct flights between Vietnam and Brunei Darussalam will allow Brunei to have better connection with other destinations in the world and attract more international tourists to your country as well.”

Moving on, the president said, “We attach much importance to Brunei’s business projects in Vietnam.

“Vietnamese central and local authorities will create enabling conditions for Bruneian and foreign investors and is committed to ensuring their successful, sustainable and long-term business in Vietnam. It is our view that your success is also ours.

“Given macro-economic stability, Vietnam’s extensive integration into the world economy, the positive outcomes of investment environment improvement, especially the trust and efficiency of our cooperation over the past 24 years, I am convinced that the economic, investment and trade relations between Vietnam and Brunei will continue to grow stronger in the time to come,” he added.

Brunei under-21 team finish second in Korean meet

BRUNEI under-21 netball team finished as runners-up in the Korea Invitational Netball Tournament after falling to a narrow 23-30 defeat to eventual winners Hong Kong at the Jeonju City Multi-Purpose Hall in Jeonju City yesterday.

The national youth team had earlier met head coach Thilaka Jinadasa’s target of sealing a top two finish in the mini tournament after defeating Chinese Taipei 40-27 in the morning session.

The Chinese Taipei victory was their third straight win in the tournament following emphatic victories over Japan and South Korea.

Despite falling at the final hurdle, Thilaka said that the invitational tournament provided them the motivation to win because they only usually aim to improve their rankings during the Asian Netball Championships.

“This time we aimed to play in the final but unfortunately we lost by a close margin. We can be happy that we were able to finish on the podium as the runners-up,” added the Sri Lankan.

Thilaka noted the positives of her squad which was assembled following the under-21 trials in which the new internationals shared a good understanding with the senior members.

“The combination between the new and senior players was a reason that we managed to reach the final (against Hong Kong),” she further added.

Thilaka heaped praise on the conduct and professionalism of the senior members in guiding their younger teammates and carrying the team towards the championship decider.

The head coach indicated the final result was encouraging considering that their conquerors are currently fourth in the Asian rankings.

“The senior players are very responsible on and off the court to bring the team to the podium. That’s why I always wanted national players to stay committed and it’s a big motivation for me as a national coach as well,” she concluded.

The national coach will shift their focus next to the 10th Asian Youth Netball Championships which will be held from May 21-28 in 2017 in Jeonju, South Korea.

Lecture series on Malay literature

A SPECIAL lecture on Malay literature entitled ‘Teori Pengkaedahan Melayu dan Prinsip Penerapannya’ at Balai Sarmayuda, Language and Literature Bureau (DPB), attracted scores of experts and enthusiasts of the Malay language.

The event was the second in a series of lectures called ‘Kesusasteraan Bandingan (SKKB) XIX, 2016’ with Brunei Darussalam as the host country this time around.

The lecture series began its first session in Singapore on August 27. It was given the nod of approval during a regional meeting at the 21st Southeast Asian Literature Council (MASTERA) Conference to be conducted at the Mastera’s five member countries.

Indonesia will hold the next lecture series on November 3, followed by Thailand on November 7, and it will conclude in Malaysia on November 10.

The lecture series is a prominent component of the project under Mastera held annually since 1997 and this event in Brunei has tasked Mastera Malaysia to facilitate for the other member countries.

The event’s guest of honour, Hajah Nortijah binti Haji Mohd Hassan, the Acting Director of DBP and Chairperson of Mastera Brunei Darussalam, in her speech commended Mastera for its achievements in enhancing and elevating the status and utilisation of Malay literature, particularly in the Malay Archipelago.

These efforts have witnessed the coordination of activities and research on Malay/Indonesia literature in a unified way as well as the availability of a relevant platform for literary experts to further develop and showcase their talents, conduct translation and publication with the required acknowledgement in the achievement of the knowledge of literature, she added.

The event’s special lecturer was Professor Dato Dr Haji Hashim bin Awang, a Mastera expert from Malaysia.

Among the series’ key objectives included to give guidance and exposure to students, graduates, researchers in Southeast Asia to obtain a deeper understanding of Malay literature; to develop and enhance the level of expertise amongst researchers, literary experts and intellectuals; to generate relevant dialogue sessions among researchers and intellectuals of Malay literature, especially in the discipline of Kesusasteraan Bandingan; to generate relevant ideas and creative thoughts to further enhance the theory and application of Kesusasteraan Bandingan; to make available a vehicle in the dissemination of the discipline of Kesusasteraan Bandingan in the Mastera context, as well as to publish lecture books as references, in particular Malay literature, in the field of Kesusasteraan Bandingan.

Building a resilient Red Crescent Society for future challenges

EFFORTS to expand the role of the Brunei Darussalam Red Crescent Society (BDRCS) as a resilient community able to provide aid and assistance during major natural disasters or during the spread of pandemics are something that need to be discussed between all stakeholders to identify the society’s strengths and areas for improvement.

The idea of hosting the forum – co-hosted by BDRCS – came from John Gwynn, Asia Pacific Organisational Development Coordinator of the International Federation of Red Cross and Red Crescent Societies (IFRC) who is on a two-day visit to the aforementioned society.

John Gwynn presented the Red Cross and Red Crescent 2020 strategic plan to school cadet officers and Red Crescent trainers yesterday afternoon at the Health Promotion Centre.

Gwynn said the BDRCS “has put together the next five-year strategic plan and is thinking of contributing to the nation’s building”.

The IFRC’s understanding of community resilience has grown to recognise the ever-evolving and dynamic nature of communities and the underlying vulnerabilities that challenge them.

Responding to this, the IFRC’s approach has focussed on combining humanitarian concern for imminent threats with long-term, sustainable approaches and institutional strengthening traditionally associated with development.

With an increased ability to adapt and cope with disasters, crises, shocks and stresses, communities can protect and build on development gains that they have already made and address the effects of underlying vulnerabilities that challenge them.

Gwynn praised the BDRCS for building up a strong presence in the country, with branches in all districts and a very strong youth base as well as presence in schools.

“Many other countries can learn from the success and knowledge of the BDRCS,” he added.

Fruit-planting project for inmates

THE Prisons Department recently held a soursop and longan tree-planting project as an additional programme organised by the Vocational Rehabilitation Training Unit, Jerudong Prison.

The event was attended by Haji Ismail bin Haji Murat, Acting Director of the Prisons Department. Also present were Poh Eng Hua, Acting Deputy Director of the Prisons Department; Aliakbar bin Haji Ludin, Commanding Officer of the Jerudong Prison; and officers and staff of the Prisons Department.

This project was a continuation of the series of programmes for inmates at the Agriculture and Livestock Farming Unit of Jerudong Prison, which began with the planting of Kulai Chilli using the Fertigation Method on February 10. This was followed by the planting of lime trees on April 16.

The planting of trees selected by the Agriculture and Livestock Farming Unit of Jerudong Prison was based on the current demand for these fruits and vegetables. Apart from making this programme a training rehabilitation activity for these inmates, the fruits of labour can be reaped once profits are made from its sales.

At the moment, the Vocational Rehabilitation Training Unit of the Prisons Department is in collaboration with the Agriculture and Agrifood Department in providing teaching manpower twice in a week for the inmates at all prisons institutions.

With this programme, it is hoped that inmates can benefit from what they learnt in the field of agriculture which they can implement once they are released from the prisons institutions.

Strengthening ties through regatta

BESIDES sport, regatta also promotes friendship and foster ties in Borneo through participation from neighbouring countries in the competition.

In addition to visitors, relatives from neighbouring countries like Lawas, Limbang, Baram as well as others will also visit Brunei to witness the annual event whereby the family ties is further strengthened.

Through the established friendly ties, the regatta also promotes peace and harmony between Brunei and neighbouring countries in Borneo.

The important role that Brunei Darussalam Regatta has played was highlighted by Dr Haji Tassim bin Haji Abu Bakar in his deliberation at the regatta discussion under the theme ‘Friendship through the sport of one Borneo regatta’ held at the Art Gallery of Dermaga Diraja yesterday morning.

From his childhood experience and research, Dr Haji Tassim also highlighted some of the differences between the old and current Brunei Darussalam Regatta.

Organised in conjunction with the Brunei Darussalam Regatta 2016 Exhibition currently taking place at the Dermaga Diraja by the Brunei History Centre and Museums Department, the aim of the event is to further disseminate information on the history of Brunei Darussalam Regatta to the community of the country through various written researches.

Through the platform, it is also hoped that information shared especially to the younger generation will help to preserve the heritage of regatta culture in Brunei Darussalam and increase the interest of carrying out in-depth research on Brunei Darussalam Regatta.

Others speakers included Pengiran Hajah Fatimah binti Pengiran Haji Md Noor and Norliah binti Md Zain who touched on ‘Brunei Darussalam Regatta: The Sporting Glory of the Nation’.
