Students to discuss global inequalities in model UN

The annual International School Brunei (ISB) Borneo Global Issues Conference (BGIC) will begin tomorrow with 300 secondary school students participating in a model United Nations (UN) style conference to discuss reducing equalities in the world.

Students from 22 government and private schools will debate on UN Sustainable Development Goal (SDG) 10 – Reduced Inequalities as the theme of the 17th ISB BGIC. The conference will conclude on March 8.

UN SDG 10 calls for reducing inequalities based on age, sex, disability, race, ethnicity, origin, religion or economic or other status within a country. ISB BGIC will be hosted by the Ministry of Culture, Youth and Sports and ISB.

ISB BGIC will see participants represent countries to address various views on current, real world issues. The initiative develops students’ understanding of global citizenship and critical skills in research, public speaking and negotiation.

The participants had been attending training sessions led by student leaders in recent months.

This year, the keynote speakers are the Interim Director of the Prisons Department Haji Muhammad ‘Isamuddin bin Abdullah Juna, and Board member of An-Nur Harapan, Noorsurainah Tengah.

The event is sponsored by Brunei Shell Petroleum Company Sdn Bhd, Brunei LNG, Progresif, and Brunei Cement, with support from TLT Enterprise, Interhouse, D’Sunlit Sdn Bhd and Brunei Press Sdn Bhd.

A step forward for first aid

Brunei Darussalam Red Crescent Society inked a memorandum of understanding (MoU) with Megamas Training Company yesterday.

Signing on behalf of Brunei Darussalam Red Crescent Society was Deputy President (Policy and Finance) Pengiran Dato Paduka Haji Md Yussoff bin Pengiran Haji Bahar and witnessed by National Training Academy Principal Haji Mohd Hilhamd bin Haji Johari while signing for Megamas was General Manager Mohd Firdaus Eswandi @ Michael Stringer witnessed by Deputy General Manager Haji Mahmud bin Haji Idris.

According to Megamas, the signing marked the first oil and gas approved Red Crescent First Aid training centre in Brunei that will provide the knowledge and skills of basic first aid to the participants.

Religious event marks RBAF Diamond Jubilee

A Tedarus Al-Quran opening ceremony was held in conjunction with the Royal Brunei Armed Forces’ (RBAF) Diamond Jubilee at Surau Ad-Difa’, Bolkiah Garrison yesterday.

The ceremony was also held simultaneously in suraus across other RBAF camps.

Commander of the RBAF Major General (U) Dato Seri Pahlawan Haji Hamzah bin Haji Sahat was the guest of honour. RBAF Joint Force Commander Brigadier General Haji Abdul Razak bin Abdul Kadir, officers and RBAF personnel were also present.

The Tedarus Al-Quran opening ceremony was officiated by the Commander of the RBAF with the recitation of Surah Al-Fatihah. The event continued with the recitation of Surah Al-Baqarah followed by Doa Peliharakan Sultan dan Negara Brunei Darussalam before concluding with a mass Asar prayer led by Imam of Surau Ad-Difa Suhif @ Syu’aib bin Haji Abdullah.

Hengyi launches Clean Beach Initiative

Hengyi Industries Sdn Bhd (Hengyi) launched the Clean Beach Initiative as part of it’s long-term corporate social responsibility during a clean-up activity at Muara Recreational Beach.

Over 100 participants comprising Hengyi staff and volunteers participated in the clean-up, organised by Hengyi Industries in a collaboration with Green Brunei.

The event is part of Hengyi’s long-term corporate social responsibility’s (CSR) commitment towards a sustainable future by providing an awareness on the importance of recycling and maintaining the beauty and cleanliness of the beaches in the country. The initative is aimed at tackling beach pollution and reducing the number of plastic litters entering the oceans.

Deputy General Manager of Hengyi Industries Xu Ye handed over recycle bins and signages to guest of honour, Acting Director of the Department of Environment, Parks and Recreation (JASTRe) Martinah binti Haji Tamit in a ceremony.

Two of the signages and six of the recycle bins were installed at the Muara Beach while the other two recycle bins were installed at the Serasa Beach as a reminder to the public to help keep the beaches clean and adopt a greener lifestyle.

Hengyi will engage a third-party cleaning company to ensure that the recycle bins are cleaned out regularly. The trash collected will be sent to a recycling facility to be recycled.

Beach pollution is an environmental threat to both humans and wildlife. Plastic litters on the beach often end up in the ocean where marine animals can become entangled or mistaken it for food, causing them to choke or starve.

Raising road safety awareness

The National Road Safety Council (MKKJR), under its Strategic Outcome of the Brunei Darussalam Road Safety Strategic Plan 2025 yesterday hosted a briefing on road safety for around 100 civil servants from the Ministry of Transport and Infocommunications (MTIC) and all departments.

Haji Syafien bin Yandol from the Secretariat of the MKKJR in his briefing, said that 100 road safety champions from 13 ministries and private sectors were appointed during the launching ceremony in November 2020.

The briefing highlighted statistics on accidents, ethical driving and road traffic laws. The MKKJR called on all road users to give their full attention while on the road, while observing prudent driving.

“All road users have the joint responsibility and a role in taking care of ourselves and those around us, as well as property. The attitude and culture of prioritising road safety will help to prevent accidents and provide safety for all,” said the MKKJR in its statement.

Brunei records decreasing trend in road fatalities

Brunei Darussalam has recorded four road fatalities, including a recent motorcycle accident in the Temburong District and a truck driver who succumbed to a heart attack in the Tutong District from January to February this year.

Haji Syafien bin Yandol from the Secretariat of the National Road Safety Council (MKKJR) mentioned the latest statistics for road fatalities during a briefing for 100 civil servants from the Ministry of Transport and Infocommunications (MTIC) yesterday.

Despite that, he said that the number of road accidents has decreased over the years – in 2016, there were 3,375 accidents, which dropped to 2,684 in 2017, 1,203 in 2018 and 1,079 in 2020. Road fatalities also showed a decreasing trend, with 29 recorded in 2017, 17 in 2018, 23 in 2019 and 11 in 2020.

Meanwhile, the number of active vehicles in the country has shown an upward trend with 275,475 in 2016, which then jumped slightly to 277,200 in 2017. In 2018, the number of active vehicles was 282,345, which went up to 289,978 in 2019 and 386,172 in 2020.

The briefing also addressed issues related to ethical driving such as speeding, signalling, violating road traffic rules, keeping to the left unless overtaking, using mobile phones while driving, failure to use seatbelts, and pedestrian crossings.

In areas without any road signs, the specified speed limit is 50km/h, unless in a school zone where the speed limit is 15km/h.

Haji Syafien on vehicle signalling, said, “I would urge road users to turn on the signal at least 100 metres early, before entering a junction.

“On dual carriage roads and when at roundabouts, it is important to use signalling to indicate that you are about to change lanes and enter a junction.”

He said that it is an offence for vehicles to stall in the yellow box at a traffic light stop: “If there is a traffic jam opposite the traffic light signal, road users should wait until it eases, before entering the junction. This should help to reduce traffic congestion.”

On the subject of keeping to the left lane unless overtaking, he said, “The right lane is for overtaking and for emergency vehicles such as ambulances, police cars and fire engines.

“Using mobile phones while driving and failing to use seatbelt continue to happen on a frequent basis, for which offenders can face compound fines of up to BND500 and levied with demerit points.

“Failing to stop and give way at a pedestrian crossing is also an offence, whereby offenders will also be levied with demerit points.”

Celebrated historian passes on

A prominent national figure that has hugely contributed in the fields of education, culture, literature, history and religion, Pehin Jawatan Dalam Seri Maharaja Dato Seri Utama Dr Haji Awang Mohd Jamil Al-Sufri bin Begawan Pehin Udana Khatib Dato Seri Paduka Haji Awang Umar passed away this morning at the Raja Isteri Pengiran Anak Saleha (RIPAS) Hospital. He was 99.

His Majesty Sultan Haji Hassanal Bolkiah Mu’izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar ‘Ali Saifuddien Sa’adul Khairi Waddien, the Sultan and Yang Di Pertuan of Brunei Darussalam this morning attended the funeral ceremony of the late Pehin Dato Seri Utama Dr Haji Awang Mohd Jamil Al-Sufri at his residence in Kampong Mabohai.

A well-loved public figure who has contributed significantly in the country’s development during his lifetime, he relentlessly renders his services and takes the lead in efforts to improve and expand knowledge for the benefit of the religion, society, nation and country.

A well-known historian and prolific writer who has made significant contributions to the historical documentation of Brunei Darussalam who held prominent positions in the country’s executive branch, the late Pehin, who also held the position of the Head of the Brunei History Centre until his demise, was born on December 10,1921 in Kampong Sungai Kedayan in the capital.

His career began as a teacher from (1939-1947), Assistant Headmaster (1948-1950), Manager of School Gardening from (1951-1955), Advisor of Teaching Methods(1957-1960), Director of Brunei Language Board (1961- 1964), Director of Language and Literature Bureau (1965-1976), Advisor to Language and Literature Bureau (1977-1981) and Chairman of Education Council (1983).

He was also a member of the Brunei Legislative Council from 1959 to 1963. Among the prominent positions he held during his lifetime was as a member of the Privy Council, Council of Succession, Religious Council and the Malay Islamic Monarchy (MIB) Supreme Council.

Converts complete guidance scheme

The 194th edition of the 14-day Basic Guidance Scheme for Female Converts concluded with a closing ceremony at the multipurpose hall of Islamic Da’wah Centre (PDI) yesterday.

Head of Planning, Research and Publication Section at PDI of the Ministry of Religious Affairs Hajah Middeni binti Haji Lamat presented certificates to the 18 female converts.

The converts completed their 10-day Introduction to Islam Guidance Scheme before parti-cipating in the Basic Guidance Scheme course.

In Belait District, 18 female converts completed the Basic Muallaf Guidance Course at the district’s Islamic Da’wah Centre.

Head of the Dakwah Unit in the Belait District Zikrinaidah binti Haji Mat Dikir presented the certificates.

The course is aimed at disseminating information about the Islamic faith, including Iqra, Ibadat, Tauhid and Hafalan, as well as practical activities and examinations.

The compulsory course began on February 16 involving five tutors from Islamic Da’wah Centre.

Expanding opportunities for local businesses

DARe (Darussalam Enterprise) is pushing towards improving initiatives in enabling Brunei Darussalam’s micro, small and medium enterprises (MSMEs) to grow further, said DARe CEO Javed Ahmad.

“We have seen a lot of good Bruneian-made products that have high export potential and can go further,” he said during the launch of the Mini Brunei MSME Festival at the Yayasan Sultan Haji Hassanal Bolkiah Complex yesterday.

In fulfilling DARe’s vision to turn enterprises into dynamic and resilient drivers of economic growth, the CEO said there is a need to improve processes, products and service quality, consistency and competitiveness to gain success to new markets.

He added, “Given the ongoing pandemic, our locals have been increasingly spending on locally-made products and we hope to see it continue; and to rely less on imported products.”

A total of 890 vendors are participating in an event split across four weeks. Each week will feature 20 vendors allocated at the outdoor and ground floor of Block C at the Yayasan Complex.

Legislative Council members Yang Berhormat Haji Abdul Hamid @ Sabli bin Haji Arshad and Yang Berhormat Nik Hafimi binti Abdul Haadii officiated the launch in their capacities as members of DARe’s Board of Directors.

Javed said the festival, with the objective of increasing “exposure of MSMEs to the public by giving opportunities on a national scale”, was scheduled to be held last March, but was postponed due to the COVID-19 outbreak.

This year’s festival will be held in a series of mini events spread throughout the year, with the first one running throughout March 2021.

“It is also our hope that through this event, consumers can be encouraged to start their own business.

“We urge them to continue to do so by staying committed, persevere and resilient.

“DARe will continue to assess the business landscape in an increasingly globalised economy especially not that we have entered a different, pandemic-affected world,” he said.

DARe will be hosting the Mini Brunei MSME Festival in each district throughout the year.

UTB offers help in peatland conservation

Universiti Teknologi Brunei (UTB) hopes to play a role in helping provide solutions to conserve the peatland ecosystem in the country through cross-cutting research projects that involve technology and biology, said UTB Vice-Chancellor Professor Dr Hajah Zohrah binti Haji Sulaiman.

She made the statement during the 2nd Brunei-Networked ASEAN Peat Swamp Forest Communities (BRU-NAPC) Dialogue Session under the ICT Virtual Organisation of ASEAN Institutes (ASEAN IVO), National Institute of Information and Communications Technology (NICT) at UTB.

Professor Dr Hajah Zohrah highlighted that peat swamp forests – the second most dominant forest type in the country – is still facing threats due to development, peat drainage and fire.

She said the impacts of these threats to the peatland can be seen in the changes of climate, and drained peatland also increases the chances of peat fires thus releasing huge amount of greenhouse gases.

“I understand that the dialogue session is a platform where academics, research students, policymakers, and practitioners discuss their research findings and critical analyses on current issues on peatland,” Professor Dr Hajah Zohrah said.

Hence, she said, through regular academic exchanges among scholars and experts from the public and private sectors, “this human network will contribute to the consolidation for mutual cooperation”, and hoped the session will also bring impactful research outcomes.

Country Lead BRU-NAPC and Assistant Professor at UTB Dr Wida Susanty binti Haji Suhaili touched on the ongoing peatland projects, that began in 2016, by saying that “the research project on peatland has elevated UTB to another level when one of the research deliverables transformed and won the 1st Best NGO in the King Saudi Arabia Award, and showcased in the ASEAN-US Science Prize for Women 2020 as the context for Brunei’s National Finalist”.

The project is one of the approved 2018 initiatives under ASEAN IVO funded by Japan’s NICT aimed at deploying an IoT-based solution for peat swamp forest monitoring, targetting environmental and agricultural issues, analysing and disseminating information using an IoT-based peat swamp forest monitoring system, especially on sustainability, and engaging with the peat swamp forest communities for social innovation.

“The dialogue session is one of the several works done to hopefully get the locals to appreciate and gain an insightful understanding of the need to sustain and mitigate any forest fires in peatland,” Dr Wida added.

Themed ‘Lesson Learned on Peatland within the Region’, the event aimed at raising awareness on the best way forward to manage the peatland. The session brought together experts from local and regional organisations, universities as well as Japanese academicians to deliver their experiences on peatland-related areas.

Dr Hiroshi Emoto of the ASEAN IVO Secretariat, NICT Japan participated in the session virtually, joined by UTB principal officers, researchers and other stakeholders.

Religious ceremonies mark National Day

The 37 times Khatam Al-Quran Ceremony was held across the country in conjunction with the 37th National Day Celebration of Brunei Darussalam.

In Brunei-Muara District, the ceremony was conducted at Kampong Salambigar Mosque. Deputy Permanent Secretary (Youth and Sports) at the Ministry of Culture, Youth and Sports (MCYS) Colonel (Rtd) Pengiran Haji Maiddin bin Pengiran Haji Said attended.

Members of the Legislative Council, permanent secretaries and deputy permanent secretaries at the MCYS, officials from the Brunei-Muara District Office and MCYS staff were also present.

The ceremony began with the recitation of Surah Al-Fatihah led by the guest of honour, followed by the recitation of Al-Quran verses from Surah Adh-Dhuhaa to Surah Al-Masad led by Institut Tahfiz Al-Quran Sultan Haji Hassanal Bolkiah students and proceeded with the recitation of Takhtim Al-Quran led by students from Universiti Islam Sultan Sharif Ali and Religious Teachers University College of Seri Begawan.

Doa Khatam was recited by Qari Champion of the National Youth Musabaqah Tilawatil Al-Quran 2020 Awangku Adi Nazri bin Pengiran Haji Jofri followed by Dikir Marhaban led by National Service Programme (PKBN) trainees.

The ceremony ended with the recitation of Doa Peliharakan Sultan dan Negara Brunei Darussalam by the mosque affairs officer followed by a mass Zohor prayer.

In Tutong District, the religious ceremony was held at Haji Abdul ‘Azim Mosque, Kampong Luagan Dudok with an attendance of 300 people comprising members of the Legislative Council, youth associations and mosque Takmir committee members as well as officers and staff from public and private sectors in Tutong, penghulus, village heads, village consultative council members and students.

Present as the guest of honour was Commissioner of Police Dato Paduka Seri Haji Mohd Irwan bin Haji Hambali. Permanent Secretary (Administration, Finance and Estate) at the MCYS Pengiran Mohd Amirrizal bin Pengiran Haji Mahmud also attended.

The guest of honour led the Khatam ceremony with the recitation of Surah Al-Fatihah while the recitations of Surah Adh-Dhuhaa to Surah Al-Masad were led by Muda Hashim Secondary School representatives Muhammad Shafiq Wafie bin Rahim and Muhd Azib Fakrullah bin Haji Mohd Nor.

Takhtim Al-Quran was led by Sufri Bolkiah Secondary School representative Nur Batrisya binti Dzul ‘Izzie Abi’ Rafdhyie while the Doa Khatam was read by Mosque Affairs Officer at the mosque Ziemey bin Haji Ahim.

The Dikir Marhaban was led by Department of Islamic Studies members and Doa Peliharakan Sultan dan Negara Brunei Darussalam was read by Head of Imam Kamarudin bin Mohammad Ali.

The event concluded with a mass Zohor prayer.

In Belait District, the ceremony took place at Zainab Mosque in Lumut.

Present as the guest of honour was Commander of the Royal Brunei Armed Forces Major General (U) Dato Seri Pahlawan Haji Hamzah bin Haji Sahat.

Legislative Council members Yang Berhormat Haji Abdul Hamid bin Haji Mumin and Yang Berhormat Hanapi bin Mohd Siput and Belait District Officer Ramlee bin Haji Jamudin attended.

Some 350 participants including students from secondary schools and IBTE Jefri Bolkiah Campus as well as PKBN trainees also joined the ceremony.

Meanwhile, in Temburong District, Permanent Secretary (Strategy and Policy Management) at the MCYS Pengiran Haji Mohd Hasnan bin Pengiran Haji Ali Hassan officiated the ceremony at the Utama Mohammad Salleh Mosque in Pekan Bangar.

Some 190 people attended the event comprising members of Temburong associations and mosques, secondary and Arabic school students and PKBN trainees.

The event held across the country attracted 1,200 participants.

Work together to resolve economic issues: Minister

The pressing issues surrounding the country’s dependence on oil and gas, as well as the need for diversification and to increase export in non-oil and gas products, must be addressed by the current generation.

As such, the Ministry of Finance and Economy has adopted aggressive strategies to bring about positive changes to the country’s economy. How fast the issues can be resolved depends on how all parties work together as one nation.

This was stated by Minister at the Prime Minister’s Office and Minister of Finance and Economy II Dato Seri Setia Dr Awang Haji Mohd Amin Liew bin Abdullah in his presentation on Brunei Economic Blueprint during the 2nd edition of the Entrepreneurs Dialogue held at the main auditorium of Design and Technology Building.

Organised by the Young Entrepreneurs Association of Brunei (YEAB) in collaboration with DARe (Darussalam Enterprise), the event was a platform for young entrepreneurs to constructively engage with senior officials on matters of the economy and the ecosystem as part of YEAB’s initiative to support the development and growth of entrepreneurs and businesses.

The dialogue, titled ‘Towards a Dynamic and Sustainable Economy’ aimed at engaging entrepreneurs at the recently launched Brunei Economic Blueprint.

The blueprint, launched in January, is set to support the journey towards becoming a dynamic and sustainable economy, through six well-defined aspirations and policy directions including having productive and vibrant businesses that are resilient and able to harness economic opportunities created by the Fourth Industrial Revolution, while simultaneously contributing to economic progress and development.

YEAB President Fatin Arifin said, “Given the important role of businesses to economic progress and development, especially in reaching our Vision 2035 goals, the dialogue today is an important one as part of our aspiration to empower our entrepreneurs to realise that businesses in aggregate are the engine to Brunei’s economic development.

His Majesty Sultan Haji Hassanal Bolkiah Mu’izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar ‘Ali Saifuddien Sa’adul Khairi Waddien, Sultan and Yang Di-Pertuan of Brunei Darussalam consented to attend the funeral of late Pehin Jawatan Dalam Seri Maharaja Dato Seri Utama (Dr) Haji Awang Mohd Jamil Al-Sufri bin Begawan Pehin Udana Khatib Dato Seri Paduka Haji Awang Umar in Kampong Mabohai.

Late Pehin Dato Seri Utama (Dr) Haji Awang Mohd Jamil Al-Sufri who passed away at around 7am yesterday at Raja Isteri Pengiran Anak Saleha (RIPAS) Hospital at the age of 99.

A national historian who spoke English, Japanese and Arabic, the late Pehin Dato Seri Utama (Dr) Haji Awang Mohd Jamil al-Sufri was born on December 10, 1921 at Kampong Sungai Kedayan in the capital.

His academic journey began at the Pekan Brunei Malay School from 1928 to 1935, after which he pursued his studies abroad at Sultan Idris Teacher Training College in Tanjong Malim from 1939-1941 and 1947 to 1948, before receiving education at the Kani Yosezyo Training Centre in Kuching, Sarawak from 1944 to 1945.

From 1950 to 1951, he studied at the Serdang College of Agriculture before attending City of Worchester Teachers College in the United Kingdom from 1956 to 1957.

His working career began as a teacher from (1939-1947), Assistant Headmaster (1948-1950), Manager of School Gardening (1951-1955), Advisor of Teaching Methods (1957-1960), Director of the Brunei Language Board (1961- 1964), Director of the Language and Literature Bureau (1965-1976), Advisor to the Language and Literature Bureau (1977-1981) and Chairman of the Education Council (1983).

He was also a member of the Brunei Legislative Council from 1959 to 1963, where among the prominent positions he held was as member of the Privy Council, Council of Succession, Religious Council and Malay Islamic Monarchy (MIB) Supreme Council.

He held the post as Principal of the Brunei History Centre from 1982 up to his demise.

By the consent of His Majesty’s titah, the late Pehin Dato Seri Utama (Dr) Haji Awang Mohd Jamil Al-Sufri was conferred with the Manteri 32 title that carries the title ‘Yang Dimuliakan Pehin Orang Kaya Amar Pahlawan’ on March 14, 1968; and later Manteri 4 that carries the title ‘Yang Dimuliakan Pehin Jawatan Dalam Seri Maharaja’ on August 25, 1992.

During his lifetime he was also conferred with state titles and honorary medals such as the Most Esteemed Family Order Seri Utama (DK) that carries the title Dato Seri Utama (1970), the Most Distinguished Order of Paduka Seri Laila Jasa (DSLJ- 2nd Class) that carries the title Dato Seri Laila Jasa (1967) and the Most Honourable Order of Seri Paduka Mahkota Brunei (DPMB-2nd Class) that carries the title Dato Paduka (1965).

He was awarded with Omar Ali Saifuddin Medal (POAS), Sultan Hassanal Bolkiah Medal (PHBS), Pingat Bakti Laila Khas (PBLI), Meritorious Service Medal (PJK) and Long Service Medal (PKL).

He was also awarded the Honorary Doctorate in Literature from the American Institute of Science Indiana, United States (1967), Honorary Doctorate in Correspondence from Universiti Brunei Darussalam and Universiti Kebangsaan Malaysia; Anugerah Hang Tuah Dunia Melayu Islam (DDM); Jasawan Ugama/Bakti Hijrah (1430/2008), Pingat Guru Berjasa (1998); 2nd ASEAN Culture Award in the field of correspondence from ASEAN-COCI (1990); Tokoh Guru Berbakti (1992), Penulis Berjasa (1993),and Pemikir Budaya (1997).

On October 12, 2019, His Majesty consented to award him with Honorary Professor at the Knowledge Convention 2019.

He was also very active in writing about history, literature, culture and education from 1950 onwards, as well as feature articles in several magazines such as Ikhtisar Budaya, Bahana Dewan Bahasa dan Pustaka, Sarawak Gazette, The Brunei Museum Journal, Brunei di Tengah-Tengah Nusantara, Jurnal Darussalam and Pusaka.

He was involved in writing poetry and an anthology of poems in the 1960s, in addition to presenting several working papers at seminars, forums, symposiums and courses in the fields of history, language, culture and education, hosted by local and overseas organisations.

MoH’s objectives need to be reached, says His Majesty

“The Ministry of Health (MoH) launched its strategic plan in September 2019, with a focus on five objectives – excellence in healthcare services, the prevention and control of infectious diseases, public protection through effective policies and regulations, immunity through the use of optimum and innovative resources, and a transparent and proactive administration.

“All of these objectives are impressive, but we have yet to see them being reached. The MoH was provided with a huge budget of almost BND400 million, and is expected to deliver excellent services for citizens and residents.

“The services are being supplied by four government hospitals. Given this, there is no reason why good and quality services cannot be provided.”

His Majesty Sultan Haji Hassanal Bolkiah Mu’izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar ‘Ali Saifuddien Sa’adul Khairi Waddien, Sultan and Yang Di-Pertuan of Brunei Darussalam said this during an unscheduled visit to the ministry.

“But these are all determined by the quality of the management and administration – if both are good, then the results will be good.

“Being provided with a huge budget and sufficient equipment is just a standard process in achieving goals. The most essential component is human resources.

“There have been cases where the achievements were outstanding, despite a small budget allocation and modest equipment.

“Within the Ministry of Health, there are various levels of officers and staff from the highest to the lower ranks. All of them are required to carry out their respective duties well and perfectly,” said His Majesty.

Nevertheless, the monarch complimented the MoH for its success in managing the COVID-19 pandemic with the integrated cooperation of various parties.

“This is a remarkable fact which is worthy of our gratitude,” said His Majesty.

His Majesty said, “On the other hand, there are reports of MoH employees violating standard operating procedures (SOPs), such as one health centre instructing the cleaning staff to clean the equipment for storing swab samples such as glass tubes and refrigerators.

“In accordance with the SOPs, the cleaning process should have been performed by a nurse, instead of a cleaner who was not trained to conduct the procedures.

“In a similar manner, there were violations in the delivery of swab samples, by failing to isolate the samples and even putting them in the same vehicle for conveying blood and urine test samples. In keeping with the SOPs, the delivery should have been made with a different vehicle.

“Such incidents indicate the deficiencies of the management and the administration.”

The monarch also said, “Another ongoing issue is that of overdue or delayed coronavirus allowances for some frontliners, such as ambulance drivers and nurses.

“Apart from that, there has been some confusion regarding payment. Several nurses complained that they should have received five payments, but instead collected only three.

“Then there is the issue of medicine shortage and depleted stocks in hospitals and health centres, especially in the three districts beyond Brunei-Muara. Patients are sometimes forced to go to Raja Isteri Pengiran Anak Saleha (RIPAS) Hospital to get their medicine which is burdensome, especially for the elderly.

“In recent years, there have been persistent reports of changes in medicine brands, which raises the question : Why? Were these changes made in order to get cheaper prices? We also need to ask whether the MoH has ever based its selection process from visiting pharmaceutical companies, in order to ensure medicine quality and consumer safety.

“It must be acknowledged that the MoH is trying to provide proper health services, but there are still obvious weaknesses in certain areas, such as patients being made to wait for long periods to see a doctor, which inevitably results in resentment and annoyance.

“More serious still is patients having to wait for hours in order to receive treatment at the Accident and Emergency Department, due to a continual lack of doctors. As a rule, there shouldn’t be such a deficiency in this department, but it still happens. Why?

“Is the administration aware of this matter. And if so, what has been done or what action has been taken to address it? If any action has been taken, then why is it still ongoing?

“In my view, those in charge of the administration should conduct a firsthand investigation of the situation. It is not enough to just read or receive reports, particularly if there had never been any reports at all.

“What is the meaning of the Accident and Emergency Department? It is a place to wait for hours?

“Then there are weaknesses related to the management of the ministry’s own staff, such as the service scheme, which has not been updated. This has led to many qualified officers within the ministry receiving a Higher National Diploma (HND) salary scale, which is believed to have originated from their Scheme Allied Health Professional (AHP) services not being renewed.

“Similarly, a number of paramedics are reportedly engaged in nurse’s positions because the paperwork for the provision of paramedics has not been completed by the administration.

“There is also a tendency for government nurses to move to private hospitals. Why is this happening? The MoH needs to do a study on it.

“Also worth examining are equipment and mechanisms, such as how many ambulances are required for each district and how many drivers are needed?

“There are also reports of paramedics occasionally taking over as ambulance drivers, despite the fact these paramedics not having been given training on how to drive an ambulance.

“These are not trivial matters; they are crucial in ensuring efficiency and safety,” said His Majesty, concluding the titah.

His Majesty’s arrival was greeted by Minister of Health Dato Seri Setia Dr Haji Mohd Isham bin Haji Jaafar.

Before delivering the titah at the MoH’s Al-’Afiah Hall, His Majesty toured the departments and sections under the ministry.

The monarch visited the first floor which houses several units and sections, including Medical Superintendent Community Health, Community Health Services, Administration and Finance and Operational Unit.

Moving on to the third floor, His Majesty took a closer look at the Permanent and Deputy Permanent Secretaries’ offices before proceeding to the Minister of Health’s Office.

His Majesty then continued his unscheduled visit to the Department of Scientific Services (DSS), which bears the responsibility of providing laboratory services through comprehensive scientific analysis and calibration, to support public health and law enforcement agencies.

His Majesty also visited the Toxicology Section, the Food Chemistry Section, the Environment Section, the Illicit Drugs Section, the Physical Evidence Section, and the Forensic Biology and DNA Section.

Before concluding the visit, His Majesty signed on the royal parchment.

Also present during the visit was Minister at the Prime Minister’s Office and Minister of Finance and Economy II Dato Seri Setia Dr Awang Haji Mohd Amin Liew bin Abdullah, as well as the permanent and deputy permanent secretaries of the PMO and MoH.

With the vision ‘Together towards a Healthy Nation’, the MoH has formulated its five year strategic plan aimed at strengthening the healthcare system through the provision of services that are of better quality, efficient, effective, responsive, equal and easily accessible in line with the Universal Health Coverage concept.

Porsche is expanding the product portfolio of its first all-electric sports car range with the addition of the Taycan Cross Turismo which made its world debut in a virtual launch on Thursday night.

The latest installment from the sports car manufacturer now comes with a versatile off-road version, thereby continuing the systematic pursuit of its path towards sustainable mobility.

Similar to the sports sedan sibling, the Taycan Cross Turismo benefits from an innovative electric drive with 800-volt architecture (Taycan Cross Turismo Models: CO2 emissions combined 0g/km, electricity consumption combined 29.4 – 28.1kwh/100 km).

The new high-tech chassis with all-wheel drive and adaptive air suspension also ensures uncompromising dynamics off-road.

Thirty six millimetres more headroom for rear-seat passengers and more than 1,200 litres of load capacity, loaded through the large tailgate at the rear, make the Cross Turismo a true all-rounder.

Speaking at the world premiere was Chairman of the Executive Board of Porsche AG who said, “In 2019, we sent out a key signal with the debut of our first all-electric sports car.

“We see ourselves as pioneers of sustainable mobility: by 2025, half of all the new vehicles we will deliver will have an electrified drive – either fully electric or plug-in hybrid. In 2020, one in three of all vehicles we delivered in Europe had an electric powertrain.

“The future belongs to electric mobility. With the Taycan Cross Turismo, we’re taking another major step in this direction.”

The crossover version will launch with four variants: the Taycan 4 Cross Turismo, Taycan 4S Cross Turismo, Taycan Turbo Cross Turismo, and Taycan Turbo S Cross Turismo.

The Performance Battery Plus now comes as standard in all variants, which has a total capacity of 93.4kWh.

All variants of the Cross Turismo will feature dual-motor all-wheel drive, two-speed rear transmission, Porsche Adaptive Suspension Management in conjunction with air suspension and its 800-volt battery architecture, adaptive aerodynamics, panoramic glass roof, and Porsche’s PCM system that puts navigation, entertainment, and charging systems, right at motorist’s fingertips.

Also crossing over from the sedan will be the myriad of colour, interior, trim, as well as a Cross Turismo specific items such as the Off Road Design Package and 20-inch Off Road Design and 21-inch Cross Turismo Design wheels.

This means that the Cross Turismo can also be driven on demanding off-road terrain. The standard “Gravel Mode” improves the suitability of the new model for driving on rough roads.

Apart from this, the Cross Turismo has special flaps at the corners of the front and rear bumpers and at the ends of the sills. These make for a striking exterior as well as providing protection from stone impacts.

In terms of its visual appearance, the Taycan Cross Turismo closely follows the Mission E Cross Turismo concept study presented at the 2018 Geneva Motor Show: Its silhouette is defined by the sporty roofline sloping downward to the rear – called a “flyline” by the Porsche designers.

Especially for the Taycan Cross Turismo, Porsche has developed a rear carrier for up to three bicycles that sets the benchmark in terms of package size and handling. It can be used universally for different types of bikes. One of its innovative feature is that the tailgate can be opened even when the rear carrier is loaded.

Porsche is also presenting two high-quality e-bikes at the same time – the eBike Sport and the eBike Cross. With their timeless design as well as their powerful and sustainable drive technology, they are perfectly matched to the Taycan Cross Turismo.

The world premiere of the new Porsche Taycan Cross Turismo took place in the Hyperbowl Studio at the Munich Trade Fair Centre.

New community centre set to focus on youth

A new Youth Centre at Kampong Bolkiah ‘B’ in Kampong Ayer was opened yesterday to enhance the local community’s development, particularly through initiatives such as upskilling programmes.

The project, initiated in November last year through a partnership between Ristaan Abadi Initiative and Blue Raincoat Collective was made possible with the help of young members from the Institution of Surveyors, Engineers and Architects (PUJA).

In collaboration with sponsors, a donated residential unit was renovated into a space with a large modern open concept and outfitted with furnishings and amenities. The centre will serve as a place to hold future workshops and events that focus on upskilling the residents and promoting literacy and development skills in the village, in particular the youth of
Kampong Bolkiah ‘B’.

The event saw a presentation from PUJA and the Blue Raincoat Collective and tokens of appreciation presented to the major sponsors of the Youth Centre transformation. A video was also showcased featuring PUJA’s work in the transformation process that also involved the youth from the village.

Legislative Council (LegCo) members Yang Berhormat Dayang Khairunnisa binti Haji Ash’ari and Yang Berhormat Nik Hafimi binti Abdul Haadii were also present at the launch.

The doors to a new youth centre was open to the public at Kampong Bolkiah ‘B’ in Kampong Ayer yesterday. The centre will be used to host workshops and events focussed on upskilling participants, as well as promoting literacy and development skills among residents, particularly the youth in the area. Talk focusses on stimulating ideas, nurturing leaders

Universiti Teknologi Brunei (UTB) hosted a group of experts in a talk to discuss ideas at the university’s lecture hall yesterday.

Themed ‘Using Technology in a Globalised Workspace’, the talk was facilitated by UTB’s co-curricular club TEDxUTB, in collaboration with TEDxBandarSeriBegawan.

Permanent Secretary at the Ministry of Culture, Youth and Sports Pengiran Haji Mohd Hasnan bin Pengiran Haji Ali Hassan was the guest of honour.

TEDxUTB President Kevin Siu, who is also an undergraduate student at UTB, said the vision of the club is to empower youth, especially UTB students. He shared that the club started in 2019 with its first TEDx event themed ‘Youth Development’.

Yesterday’s event initiated with a talk titled ‘Digital Literacy’ by TEDxBandarSeriBegawan Founder and Curator, who is also Assistant Professor at the Centre for Communication, Teaching and Learning (CCTL) at UTB, Dr Malai Zeiti binti Sheikh Abdul Hamid.

A talk titled ‘Can Brunei Be a Transition Leader in Electric Vehicle (EV) Technology’, by Founder of Mantuka Brunei Pengiran Fairol Malek Faesal bin Pengiran Haji Marali, concluded the series.

Dr Malai Zeiti said TEDxBandarSeriBegawan was founded as a platform for mentoring young people, sharing of ideas and nurturing potential future leaders.

Several initiatives have been organised under TEDxBandarSeriBegawan, to encourage more young talents to speak and share critical ideas to nurture them in becoming the new generation of Brunei’s young leaders.

Student-led conference puts equality gaps on the table

Student-delegates are debating on resolutions to address inequalities based on gender, race and education at the 17th International School Brunei Borneo Global Issues Conference (ISB BGIC).

The conference attended by 300 delegates from 22 schools began yesterday and will continue until March 8 at the International Convention Centre. The conference focussed on 10th Sustainable Development Goal (SDG10) – Reduced Inequalities.

Inequalities based on race, gender and education has worsened during the COVID-19 pandemic, said a statement from ISB BGIC. This had led to deepening gaps in wealth, opportunities, accessibilities and a range of other societal measures.

The delegates had a month to prepare and research on these topics to be addressed during the conference.

ISB BGIC is an annual student-led Model United Nations (UN) style conference where participants represent countries to address various views on current, real world issues. This initiative is to develop students’ understanding of global citizenship and critical skills in research, public speaking and negotiation. ISB BGIC also invited two keynote speakers, Acting Director of Prisons Department Haji Muhammad ‘Isamuddin bin Abdullah Juna and board member of An-Nur Harapan Noorsurainah binti Tengah

ISB BGIC is sponsored by Brunei Shell Petroleum Company Sdn Bhd and Progresif Sdn Bhd. The Diplomatic Corps hosted a farewell dinner at the Indera Kayangan Ballroom of The Empire Brunei on Thursday in honour of outgoing Ambassador of the Republic of Turkey to Brunei Darussalam Mehmet Suat Akgün.

Dean of the Diplomatic Corps and Ambassador of the Sultanate of Oman to Brunei Darussalam Sheikh Ahmed bin Hashel Al-Maskari expressed farewell wishes on behalf of the diplomatic community and congratulated the departing envoy on his successful tenure.

“On behalf of the Diplomatic Corps, I would like to congratulate Mehmet Suat Akgün for representing the Republic of Turkey with great distinction since presenting his Letter of Credence to His Majesty Sultan Haji Hassanal Bolkiah Mu’izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar ‘Ali Saifuddien Sa’adul Khairi Waddien, Sultan and Yang Di-Pertuan of Brunei Darussalam,” said the dean.

He elaborated on the advancement attained in Brunei-Turkey relations, saying that the bilateral relations between Turkey and Brunei continue to grow in a promising way, covering a wide-range and substantive cooperation in many important fields.

Digital Fikra, which is located at the BIBD Headquarters in the capital, was officially launched by BIBD Managing Director and CEO Mubashar Khokhar. During the launch, Deputy Managing Director I Hajah Noraini binti Haji Sulaiman presented certificates of appreciation and prizes to the two winners of an internally run competition to name the new space.

Mohammad Ismail bin Haji Abu Bakar and Riana Pertiwi binti Abu Bakar’s creative and well thought out submissions inspired the name ‘Digital Fikra’. The word Fikra is Arabic for thoughts or ideas, paired with ‘Digital’ – the name of the space signifies its purpose – to encourage employees to have a digital mindset, ideate and innovate.

With the launch of the dedicated space, employees will have access to two ideation spaces, the first is a mini-amphitheatre equipped with a Smart TV which can connect to employees devices wirelessly, perfect for knowledge sharing sessions.

The second ideation space is designed to facilitate group discussions and encourage innovation. The ideation spaces were designed to have a modern and minimalist feel, coupled with views of Kampong Ayer and lush green hills, it is a conducive environment for out-of-the-box and innovative thinking. Digital Fikra also features an e-learning hub that is equipped with full Internet access for employee to complete online learning and do research.

BIBD Chief Human Resources Officer Habibah binti Haji Harry said, “Employee learning is a vital part of the bank’s digital transformation journey. Our hope is that providing a dedicated space for employees to access online learning platforms, and discuss ideas openly and collaboratively, will further enhance the bank’s learning culture and encourage an innovative mindset.”

She added, “Over the past year, and through the global pandemic, online learning tools have been a great asset in supporting our employees and the bank in general, as we drive the digital transformation of our capacity building efforts.”

The launch of Digital Fikra and the objectives behind it are in line with the bank’s focus on increasing learning accessibility by leveraging on digital learning platforms. Currently, BIBD offers a wide range of online learning programmes covering topics such as Islamic finance and capital markets, customer service, anti-money laundering and cyber- security.

In 2020, BIBD provided all employees with access to online learning programmes focussing on topics such as digital transformation, artificial tntelligence and robotic process automation (RPA), which are increasingly relevant and important in the era of IR4.0.

Although social distancing measures and travel restrictions brought about by the COVID-19 pandemic caused significant disruptions to face-to-face learning programmes, BIBD was able to adapt to the new normal and ensure employees’ development was not impacted. Despite the challenges faced last year, BIBD recorded a higher number of learning days compared to previous years.

As BIBD seeks to position itself as the best Islamic bank in Asia-Pacific, the bank strongly believes that the foundation of its success and indeed the country’s future relies significantly on the quality and efficiency of its people. Thus, BIBD will continue to invest in efforts to develop its excellent workforce.
