Brunei vaccination to run in three phases

Brunei’s citizens and residents, including foreign nationals with a valid IC, will receive the COVID-19 vaccination for free. The vaccination process will be in place once the COVID-19 vaccine arrives in the country.

Details about the COVID-19 vaccination were revealed on the Brunei Darussalam Vaccination Strategy, Ministry of Health website. The vaccine distribution is divided into three phases.

Phase one is for frontliners, senior citizens aged 60 and above and students who will be studying overseas. Phase two is for the staff at childcare centres, adults at high risk and teachers, while phase three is for the public aged 18 and above.

Four locations have been identified for the inoculation of the vaccine. They are the Indoor Stadium in Brunei-Muara District, Pengiran Muda Mahkota Pengiran Muda Haji Al-Muhtadee Billah (PMMPMHAMB) Hospital in Tutong District, Suri Seri Begawan Hospital in Belait District and Pengiran Isteri Hajjah Mariam Hospital in Temburong District.

Bookings can be done through the BruHealth app by verifying the BruHealth account and clicking on the COVID-19 vaccination slot. Individuals must read the COVID-19 vaccination participation information statement and fill the questionnaires, according to the website.

The permission form needs to be filled next, followed by booking the appointment for the vaccination.

A reminder on the booking slot will be given 24 hours before the appointment. Successful participants will be given a QR code containing information of the appointment.

After the vaccination, the individual will need to report on any side effects after seven days through the BruHealth app.

The Ministry of Heath drafted the vaccination strategy with the involvement of agencies and health experts to ensure the COVID-19 vaccination programme’s success.

“The more people get vaccinated, the closer we get to reaching immunisation coverage that provides a herd immunity. This lowers the overall spread of the virus within the population and helps ensure vulnerable groups who cannot get vaccinated are kept safe,” the website stated.

It is important to ensure that those who are most at risk receive the vaccine first. This will involve looking at factors such as who is most exposed to COVID-19 and who can become seriously ill or die from it.

The process of assessment and the selection of vaccines in Brunei are carried out by the COVID-19 Vaccine Technical Committee comprising doctors, scientists and members of the pharmacy. Assessments began in mid-2020.

The committee carried out the assessment which included the need to comply with safety for the use in the community, vaccine efficacy and ensuring identity, effectiveness, quality and authenticity of the product adhering to the stated specification. The committee’s investigation uses data and information obtained from scientific journals, media reports and discussion with vaccine producing companies.

Ministry holds special National Day gathering

The Ministry of Religious Affairs (MoRA) held a special gathering that saw a poetry presentation and other performances to mark the 37th National Day at Raja Isteri Pengiran Anak Hajah Saleha Girls Arabic Religious Secondary School recently.

The gathering saw a poetry recital by Minister of Religious Affairs Pehin Udana Khatib Dato Paduka Seri Setia Ustaz Haji Awang Badaruddin bin Pengarah Dato Paduka Haji Awang Othman, who read ‘Pesan Nini Kepada Cucu tentang Kemerdekaan‘ and ‘Lewat Gerbang Kemerdekaan‘.

The officers and staff of the Islamic Studies Department also conducted a tausyeh performance and the officers and staff of the Religious Teachers University College of Seri Begawan (KUPU SB) led hadrah performances. In his remarks, Acting Director of Administration at the MoRA Mohd Sofian bin Haji Basri said the special gathering acted as a platform to jointly express gratefulness to Allah the Almighty for peace and prosperity in the Sultanate.

Also present were Deputy Minister of Religious Affairs Pengiran Dato Seri Paduka Haji Bahrom bin Pengiran Haji Bahar, Permanent Secretary at MoRA Haji Mohammad Rosli bin Haji Ibrahim, and Ra’es of KUPU SB Dr Haji Adanan bin Haji Basar.

Towing away tonnes of road hazards

Bengkel Kereta Berakas Sdn Bhd (BKB) launched its new heavy vehicle towing service yesterday in Lambak Kanan Industrial area in support of the National Road Safety Council’s (MKKJR) ‘Brunei Darussalam Road Safety Strategic Plan 2025’.

The new addition caters for all heavy vehicle types weighing more than eight tonnes.

In his address during the opening ceremony, Managing Director of BKB Mohammad Ali Hashim bin Haji Mohammad highlighted that one of the main objectives of the service was to address the issue of heavy commercial vehicles found broken down and stranded
on the road.

This led to potentially dangerous situations, which is a concern highlighted under the Brunei Darussalam Road Safety Strategic Plan 2025 as one of its 10 key performance indicators – reducing the proportion of accidents involving heavy commercial vehicles by 50 per cent.

To support the goal, BKB expanded its towing service to include heavy vehicles.

Officiating the launch of the new heavy vehicle towing service was the Deputy Permanent Secretary at the Ministry of Transport and Infocommunications Haji Hairul bin Mohd Daud who is also Secretary of the MKKJR.

Also in attendance was the Yang Amat Mulia Pengiran Anak Haji Abdul Wadood Bolkiah bin Pengiran Lela Cheteria Sahibun Najabah Pengiran Anak Haji Abdul Aziz, Chairperson of BKB.

Blood donation drives to commemorate 37th National Day

The Ministry of Health (MoH) through its Blood Donation Centre of the Department of Laboratory Services, is joining forces with the Ministry of Culture, Youth and Sports and the Ministry of Home Affairs to conduct blood donation drives in conjunction with the 37th National Day celebration.

The drives will be held at Bandar Seri Begawan Youth Centre tomorrow and on Tuesday from 9am to noon; the Tutong District Civic Centre Complex on March 15 and 16 from 9am to noon; and Kampong Pandan Library in Kuala Belait on March 22 and 23 from 9am to noon.

The Blood Donation Centre will also be holding a blood donation drive at Mabohai Shopping Complex on March 13 from 10am to 3pm.

The Blood Donation Centre will operate as usual. Visitors can use the paid car park at Block 10 for free for two hours and are reminded to bring the parking tickets when donating blood.

The registration time to donate blood at the centre is between 8am to 11.45am and 1.30pm to 4pm.

Donors are reminded to scan their QR codes and practise social distancing.

Programme highlights vehicle safety awareness

The National Road Safety Council (MKKJR), through the Land Transport Department (JPD, launched the Vehicle Safety Awareness Programme at The Airport Mall yesterday.

The programme is part of the initiatives to support the Brunei Darussalam Road Safety Strategic Plan 2025 launched on December 28, 2020 under the 4th Strategic Enablers – Socialising Education and Awareness on Road Safety.

The event also saw the launch of an e-book guideline titled ‘Understanding Your Vehicle’ by Minister of Transport and Infocommunications Dato Seri Setia Awang Abdul Mutalib bin Pehin Orang Kaya Seri Setia Dato Paduka Haji Mohd Yusof as Chairperson of MKKJR.

Understanding Your Vehicle aimed to guide users on auto upkeep, basic car care, maintenance, and repair. The public can log on to MKKJR website at www.mkkjr.gov.bn to download the e-book.

Through the Vehicle Safety Awareness Programme, MKKJR hopes to boost awareness on the importance of car maintenance and safety. It also underscores the significance of legal modification and upgrade installed by accredited workshops.

The two-day programme is also aimed at disseminating information on car maintenance, including the correct use of petrol or fluids such as engine oil, brake fluid, power steering fluid, coolant for the vehicle and steps to prevent car fire.

An online forum with Director-General of Malaysian Institute of Road Safety Research (MIROS) cum Asean Secretary-General for New Car Assessment Programme (NCAP) Dr Khairil Anwar bin Abu Kassim on the importance of maintaining and emphasising safety was also held.

Other panellists in the forum were representatives from Brunei Automobile Traders Association (BATA) Peter Ta’ala and Haji Mansor bin Haji Mohd Yassin from NBT Brunei.

The programme also features an exhibition on the list of accredited workshops, and Road Accident Data Enhancement and Development (RADED).

The Fire and Rescue Department is also exhibiting car fire prevention measures while the Brunei Automobile Traders Association on the importance of car maintenance.

There are also displays on safe steps to refuel petrol and vehicle fluids by the Brunei Shell Marketing Sdn Bhd (BSM) and the importance and role of car insurance by the Brunei Insurance and Takaful Association (BITA).

Solar film, tyre condition, workshop safety and equipment as well as vehicle dashcam are also on display.

COVAX vaccine to arrive in Brunei this month

The Brunei Darussalam government received about 52,000 doses of the Sinopharm COVID-19 vaccine provided by the People’s Republic of China to inoculate around 26,000 individuals, Minister of Health Dato Seri Setia Dr Haji Mohd Isham bin Haji Jaafar said yesterday.

He said the Ministry of Health is conducting technical assessment, particularly on the content of the dose as well its components.

Once the technical assessment is completed, the ministry will conduct a vaccination drive, the minister said in a press conference.

Dato Seri Setia Dr Haji Mohd Isham said the country will also receive 10 per cent of the COVAX vaccine according to the World Health Organization (WHO) agreement while another five per cent will be available via a bilateral agreement.

“The COVAX vaccine is expected to arrive in the Sultanate sometime this month,” he added.

“Healthcare workers and frontliners including those on duty at the borders, uniformed personnel and crew as well as senior citizens aged above 60 will be included in the first phase,” Dato Seri Setia Dr Haji Mohd Isham said. “Teachers will receive the vaccine under the second phase while the public will be included in the third phase.”

The minister said once the vaccine arrives in the country, details on how to book a slot via BruHealth will be revealed.

Responding to a question regarding vaccination for Brunei students who are overseas, the minister said most countries are offering the vaccine for students in the country they are studying.

Citing the United Kingdom as an example, Dato Seri Setia Dr Haji Mohd Isham said the vaccine is prioritised for the elderly aged 50 to 70.

“A person in his 20s may not be vaccinated. However, we encourage the students to get the vaccine. If this is not possible, they could get inoculated once they return to Brunei,” he said.

Her Royal Highness Paduka Seri Pengiran Anak Isteri Pengiran Anak Sarah binti Pengiran Haji Salleh Ab Rahaman launched the 17th International School Brunei Borneo Global Issues Conference (ISB BGIC) at the International Convention Centre (ICC) yesterday.

Upon arrival, Her Royal Highness as the Royal Patron of the conference was welcomed to the venue by Chairman of ISB Board of Directors Haji Ahmad bin Pehin Orang Kaya Laila Setia Bakti Diraja Dato Laila Utama Haji Awang Isa and ISB Executive Principal Laura Thomas.

Minister of Culture, Youth and Sports Major General (Rtd) Dato Paduka Seri Haji Aminuddin Ihsan bin Pehin Orang Kaya Saiful Mulok Dato Seri Paduka Haji Abidin, as well as invited foreign dignitaries, school officials and student representatives were also present.

The event began with a welcoming address by Laura Thomas who thanked Her Royal Highness for gracing the event, and the Ministry of Culture, Youth and Sports for supporting the 22 participating schools and students in Brunei Darussalam, developing youth leadership and enhancing active learning experiences beyond the classroom to benefit the youth of Brunei at the centre of all their joint efforts and collaboration.

“We also wish to thank Brunei Shell Petroleum Co Sdn Bhd (BSP), Brunei LNG Sdn Bhd, Progresif Sdn Bhd and Brunei Cement for supporting and sponsoring ISB BGIC to foster international cooperation, develop caring global citizens in our community and increasing human capital,” added the executive principal.

The event also saw a welcoming speech by ISB BGIC Secretaries General (Student Leaders) Wei Han Ko and Ministry of Education Scholarship student Charissa Eve Bina thanking sponsors and supporters prior to the keynote address delivered by guest speakers, Acting Director of the Prisons Department under the Ministry of Home Affairs Haji Muhammad ‘Isamuddin bin Abdullah Juna, and board member of An-Nur Harapan and proponent of the UnikLearn Programme Noorsurainah binti Tengah on the conference’s theme, ‘Reduced Inequalities’.

Her Royal Highness delivered a sabda prior to officially launching the conference.

Youth urged to be proactive in stemming inequality

The theme of the 17th International School Brunei Borneo Global Issues Conference (ISB BGIC) 2021 ‘Sustainable Development Goal 10: Reduced Inequalities’ is highly relevant and fitting for youth dialogue and engagement as the global community continues to face serious threats and witness the devastating impacts of the COVID-19 pandemic on almost all aspects of lives.

Her Royal Highness Paduka Seri Pengiran Anak Isteri Pengiran Anak Sarah binti Pengiran Haji Salleh Ab Rahaman highlighted this in a sabda during the launch of the 17th ISB BGIC 2021 at the International Convention Centre (ICC) yesterday.

Her Royal Highness said the pandemic’s repercussion on humanity, healthcare, economic stability, food systems, education, mental and physical well-being has been unprecedented.

“In the face of these new challenges, world leaders are working tirelessly to adapt and innovate in ensuring continuity of normal life as much as possible,” said Her Royal Highness.

“His Majesty Sultan Haji Hassanal Bolkiah Mu’izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar ‘Ali Saifuddien Sa’adul Khairi Waddien, Sultan and Yang Di-Pertuan of Brunei Darussalam’s Government alongside fellow ASEAN member states continue to work collaboratively to combat challenges presented by this global pandemic, through active sharing of strategies and good practices that benefit their citizens.”

Brunei Darussalam’s ASEAN Chairmanship this year, themed ‘We Care, We Prepare, We Prosper’, is a culmination of commitments to find ways in safeguarding the well-being and livelihoods of people in post-pandemic recovery plans and for continued regional peace and stability, Her Royal Highness added.

“Indeed, these efforts are consistent with ISB BGIC’s theme this year, where the focus is on addressing inequality in the face of deepening crisis, whether that means improving access to social welfare, quality health services or education systems. Lack of accessibility only serves to further exacerbate social inequality,” said Her Royal Highness.

Her Royal Highness added, the failure to adapt and innovate education continuity for children and young people will have a severe impact, particularly for countries with already low learning outcomes, low resilience to shock and inadequate infrastructure to resist and rebuild, adding that the growing ‘digital divide’ within and among countries globally has never been more stark than in the current context of global COVID-19 pandemic.

“There is an urgency for all countries to improve accessibility to good-quality Internet connections, as well as hardware such as computers as the world is forced to work and study from home,” said Her Royal Highness. “This ‘lost generation’ can result in significant loss in human capital, and in turn, vital economic opportunities for any nation.”

Her Royal Highness said the situation poses challenges as well as new opportunities including opportunities to advocate and create more inclusive, equitable systems that can promote a high quality of life for all people, as the youth are well placed as important agents of change.

“It is here that ISB BGIC provides a platform for our youth to engage in dialogue and debate resolutions, to produce policies advocating more inclusive and equitable systems, at the same time mitigating the negative impacts of COVID-19 across every aspect of human life,” said Her Royal Highness.

Wiser leaders, added Her Royal Highness, critically consider different ideas and perspectives to produce peaceful and workable solutions, and likewise, ISB BGIC encourages strong and diverse partnerships which strive for mutually respectful and peaceful collaborations.

“I urge our young people to look to our ASEAN and community leaders as examples of impactful leadership and strong collaboration,” said Her Royal Highness. “I hope all young delegates here today understand that this crucial exercise they are undertaking now at ISB BGIC is an important part of their preparation for their future lives at university and work.”

Her Royal Highness said the conference led by students for students is a testament to the contributions and generous support of participating schools, organisers, teachers, speakers, sponsors and supporters, demonstrating their renowned “Bruneian heart” and combined community care in nurturing and empowering youth voice, youth engagement and youth action.

“I am confident that ISB’s well-received conference will prove to be a great success and I wish you all the best in your deliberations and debates,” added Her Royal Highness prior to launching the 17th ISB BGIC.

Top Belait schools, students receive recognition

Brunei LNG Sdn Bhd with Lumut Primary School and Lumut Religious School organised a Brunei LNG Academic Excellence Awards at Liang Lumut Recreation Club (LLRC) recently.

This is the 18th award ceremony since its inception in 2002. It is part of Brunei LNG’s initiative to encourage and recognise academic achievements.

Brunei LNG Managing Director and Chief Executive Officer Hajah Farida binti Dato Seri Paduka Haji Talib, Brunei LNG leadership team and stakeholders were present.

Organising chairperson Hajah Mizawati binti Haji Marusin welcomed the guest of honour.

Hajah Farida said she hopes the student recipients will be motivated to improve their studies and achieve continued success in their educational journey and later, better employment opportunities. She also voiced her appreciation of teachers without whom future leaders would not reach their full potential.

Chung Hua Middle School won Best Primary School
St Margaret’s School wins Best Secondary School

The event continued with the award presentation. Chung Hua Middle School, Kuala Belait won Best Primary School while St Margaret’s School won Best Secondary School and Sungai Liang Religious School won Best Religious School. The schools received certificates of achievement and cheques for BND1,000. Over 165 students and 19 teachers also received recognitions for their achievements.

Primary and religious school students received trophies, certificates and vouchers while GCE ‘O’ and ‘A’ Levels students received trophies, certificates and smartwatches. The teachers received certificates and smartwatches.

The awards were presented by the guest of honour, Brunei LNG Finance Manager Pengiran Mas Norhazilinah binti Pengiran Momin and Brunei LNG Human Resources, Communications and External Relations Manager Mizan Adiliah binti Haji Mohamad Deli.

Faith with health and nature

Mosque community members in the country took up healthy activities to connect with to congregations and to promote active lifestyles.

Saiful Rijal Technical College Surau (MTSSR) Takmir committee held a two kilometre walkathon yesterday morning in conjunction with the 37th National Day celebration to instil healthy living practices and foster closer bonds within the congregation. Minister of Culture, Youth and Sports Major General (Rtd) Dato Paduka Seri Haji Aminuddin Ihsan bin Pehin Orang Kaya Saiful Mulok Dato Seri Paduka Haji Abidin participated.

The event also aimed at expanding Islamic teachings through Takmir activities of the mosque and the surau. The morning event started off with mass Subuh prayer followed by the recitation of Ratib Al-Attas.

The Bukit Batu Bujang Pahang trek involved some 30 hikers to encourage recreational and sports activities among members as well as forge closer ties.

It also answered government’s calls to nurture a healthy lifestyle. while instilling a balance of work and piety.

Religious contest brings out youthful talent

Firqah Amaturrahman and Hilawatul Qolbi, youth groups participating in a Tausyeh Competition, won first place in their categories of Belia and Beliawani.

The competition was held in conjunction with the 37th National Day celebration and was organised by the Takmir Committee of the Pekan Seria Mosque.

Head Imam of the mosque Imam Haji Aminorddin bin Haji Mohd Yusof in his speech said the competition helped to sustain the art of reciting Tausyeh across generations.

“In conjunction with the 37 National Day celebrations, the Takmir Committee of Pekan Seria Mosque has taken the initiative to encourage participations from the youth to compete as it provides opportunities for them to spend time wisely in learning the recitation of Tausyeh while also involving themselves with activities held at mosques,” he said.

A total of eight Tausyeh groups took part in the competition. Five groups are competing in the Belia category, while three are competing in the Beliawanis Category. Their scores are judged based on their song choice, Fasahah, and voice.

Firqah Amaturrahman who scored a total of 93 per cent with their performance of Qomarun won in the Belia category.

Mujahid scored 90.5 per cent with a performance of Rabbama Makkah took second place and Syababul Masyhuur scored 88 per cent with a performance of Astaghfirullah came in third.

In the Beliawanis category, Hilwatul Qolbi were able to wow the judges with their performance of Qod Kaffani with a score of 90.5 per cent, followed by Al-Munajah with a performance of Man Ana and Amiratul Jannah with a performance of Solatun Bissalam. A peak into life of visually impaired

Brunei Darussalam National Association of the Blind’s (BDNAB), organised the event in conjunction with its 20th anniversary celebration and World Braille Day.

Event Chairman Mohammad Hakim Safree bin Radat, in his welcoming remarks, highlighted that the event was hoped to raise public awareness on the visually impaired as a main issue for international public health, especially in managing daily life from the aspect of food and drink.

He also highlighted the importance of the use of Braille for the visually impaired in the country.

Mohammad Hakim recalled the history of BDNAB, a non-government organisation (NGO) under the Registration of Society (ROS) and the Council for the Welfare of Persons with Different Abilities (MKOKU).

BDNAB was established on January 17, 2001 to empower visually-impaired individuals by encouraging equality and full participation in society.

BDNAB, he said, “will continue to fight for the civil rights and equality of visually impaired individuals, education development, technology and innovative training programme so that they can continue to live their life independently.

“BDNAB also brings together visually impaired individuals to share success stories and support each other during hard times and to achieve suitable solutions”.

Mohammad Hakim also hoped that visually impaired individuals can stand tall with the local community in the fields of education, employment opportunities, technologies, social, sports and culture.

Contributions for the construction of a permanent building for BDNAB and for future activities were collected during the event.

The new building will be used as a training centre to teach visually impaired individuals’ skills for independent living, daily life management, braille training, training for the use of aid equipment for the visually impaired, orientation and mobility training.

Education Officer and Head of the Assistance Services Division especially for Visual Sensory from the Special Education Unit Pengiran Hajah Hijrah Mahani binti Pengiran Haji Abdullah, in a sharing session, touched on her personal challenges as an individual who is visually impaired.

She also shared the many initiatives implemented by the government to support the visually impaired community in the country.

Minister launches local publications

The Brunei History Association (PESEBAR) achieved a 30-year milestone as the nation’s oldest association, while standing firm as an active group with great contributions to the development of Brunei’s history.

This was said by Minister of Culture, Youth and Sports Major General (Rtd) Dato Paduka Seri Haji Aminuddin Ihsan bin Pehin Orang Kaya Saiful Mulok Dato Seri Paduka Haji Abidin, at a book launching ceremony which coincided with the association’s 8th annual general meeting yesterday, at the Brunei History Centre.

“Such integrity and the success of the administrative committee – as well as that of former and current PESEBAR members in organising several prestigious seminars and conventions at national and regional levels, along with publications – has left an impression on Brunei history research,” he said.

“The publication of books related to PESEBAR’s role in disseminating our nation’s history at each level is appropriate. What is more important is to ensure that it continues to be revitalised and maintained, as our civilisation and culture.

“It is reasonable to focus on ensuring that Brunei’s history will continue to be appreciated and studied in depth, particularly among the younger generation, so that they are aware of their roots, possess self-resilience and have a strong sense of identity.

“In this borderless era of globalisation, awareness of our nation’s history plays a critical role as a strong and effective protection against outside challenges which can threaten Bruneians’ core values.

“The use of digital technology undeniably has and will continue to shape and change our daily lives, without any irregularities on the efforts to maintain a sense of love and nationalism towards our nation’s civilisation.”

The minister also launched six PESEBAR publications at the event.

PESEBAR Acting President Dr Muhammad Hadi bin Muhammad Melayong, meanwhile, noted, “Since the association’s establishment in 1984, there have been many reference and reading material on the subject of Brunei history for the general public, which was one of the objectives of its establishment, apart from studying, preserving and upholding the history of Brunei Darussalam.”

The lists of publications launched yesterday include The History of Development in Education in Brunei 1950-1985 by Associate Professor Dr Haji Awang Asbol bin Haji Mail, Associate Professor Ampuan Dr Haji Brahim bin Haji Tengah and Dr Haji Tassim bin Haji Abu Bakar; Politics and the Brunei Sultanate 1804-1904: Enduring the Storm to the Blessed Shores by Associate Professor Dr Haji Awang Asbol, Associate Professor Ampuan Dr Haji Brahim and Haji Moshin bin Abu Bakar; Brunei Darussalam Educational Policies in Six Decades: A Study of Developments and Challenges by Associate Professor Dr Haji Awang Asbol, Associate Professor Ampuan Dr Haji Brahim, Dr Roziman bin Makmun, Dr Nani Suryani binti Haji Abu Bakar and Dr Hajah Suraya binti Haji Tarsat; Pengiran Bendahara Brunei and Bendahara Malacca: A Comparison of Roles and Issues of Daulat Derhaka by Associate Professor Dr Haji Awang Asbol; Brunei’s Culture in A Betelnut Shell by Haji Mohd Rozan bin Dato Paduka Haji Mohd Yunos; and Buku Melayu Islam Beraja: Amanat 1984 by Dr Muhammad Hadi.

Most of the publications are translations from the original Malay except for Melayu Islam Beraja: Amanat 1984 by Dr Muhammad Hadi, which is a compilation of 63 titah related to the Malay Islamic Monarchy (MIB) concept was delivered in the country and abroad from 1984 to 2021 by His Majesty Sultan Haji Hassanal Bolkiah Mu’izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar ‘Ali Saifuddien Sa’adul Khairi Waddien, Sultan and Yang Di-Pertuan of Brunei Darussalam.

The printing of these publications was sponsored by Yayasan Sultan Haji Hassanal Bolkiah, to support the practice, appreciation and implementation of MIB values which form the nation’s policy and the Bruneian lifestyle.

Meanwhile, the 8th Annual General Meeting saw the appointments of new committee members for session 2021/2023.

One new imported COVID-19 case detected

Brunei Darussalam detected a new imported COVID-19 case yesterday. The man arrived in the country from Indonesia via Singapore on February 22. The national tally of confirmed cases now stands at 190.

With the latest imported case, five active cases receiving treatment at the National Isolation Centre in the Tutong District are in a stable condition.

The Ministry of Health (MoH) revealed details in its daily release on the COVID-19 situation in the country yesterday.

Case 190 is a 42-year-old man. Contact tracing is ongoing.

Brunei Darussalam recorded 305 days with no local COVID-19 transmissions.

Meanwhile, the MoH has obtained 539 samples for SARS-CoV-2 virus testing over the past 24 hours, and 106,972 have carried out tests since January 2020.

Six hundred and sixty-four individuals are undergoing mandatory self-isolation at government monitoring centres after arriving from abroad while 14,321 have completed their stint since March 2020.

Healthinfo.gov.bn revealed that there have been 155 cases in Brunei-Muara District, 29 in Belait District and six in Tutong District.

‘Technology helped businesses thrive’

Technological advances not only contributed in the effort to curb the pandemic in Brunei Darussalam, but also helped businesses to stay afloat and built on innovation and resilience, in order to thrive.

This was one of the examples of innovative use of technologies highlighted by Minister of Health Dato Seri Setia Dr Haji Mohd Isham bin Haji Jaafar during the Business Dialogue organised by the Britain Brunei Business Forum (BBBF) at the Radisson Hotel on Saturday.

The minister said the use of innovative technologies helped to control the pandemic, “such as the introduction of BruHealth app as a monitoring and surveillance tool, as well as a platform, to educate and keep the public informed.

“With restrictions enforced during the pandemic, the use of virtual meeting platforms has become more pertinent, especially when working from home during self-isolation and quarantine periods,” he said.

The minister expressed his conviction that there are significant opportunities for businesses to thrive and innovate, especially for businesses in the healthcare industry or support services.

“The Ministry of Health (MoH) welcomes and supports business opportunities especially in relation to pharmaceutical, medical consumables, healthcare technology and advanced healthcare systems,” he said.

Sharing the same sentiment was Minister at the Prime Minister’s Office and Minister of Finance and Economy II Dato Seri Setia Dr Awang Haji Mohd Amin Liew bin Abdullah.

He said the experience and expertise of the private sector in the utilisation of technology and innovation will be invaluable in post-pandemic recovery efforts, to ensure that the shift towards a digital era is all inclusive.

“It goes without saying that the private sector plays a very significant role in stimulating the economy, in advancing innovation and ensuring our markets remain open and competitive,” he added.

“While economic agreements and cooperation are in place to help set the direction of our economic integration agenda, for a development to be truly inclusive, it will require a holistic and deeper understanding of ‘on-the-ground’ needs and demands.”

Dato Seri Setia Dr Awang Haji Mohd Amin Liew also expects there to be acceleration in the work on digitalisation this year and beyond, but warned that the ecosystem needs to be ready and conducive, in order for the outcome to be favourable.

At the same time, the universal acceptance by all stakeholders is critical, to ensure the successful implementation of all initiatives that will take place.

“There is no easy solution but with cooperation and support by everyone, only then can we recover stronger and faster,” he said.

The ministers were invited speakers at the business dialogue titled, ‘What to expect in 2021’. BBBF Chair Yvonne Kuan, meanwhile, expressed her appreciation to the Government of His Majesty Sultan Haji Hassanal Bolkiah Mu’izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar ‘Ali Saifuddien Sa’adul Khairi Waddien, Sultan and Yang Di-Pertuan of Brunei Darussalam, for the way the country has managed the COVID-19 pandemic.

She also stated that one of the BBBF’s aims is to further promote trade between the United Kingdom and Brunei Darussalam, and that “it is through events such as these that members are provided with a platform to achieve this aim”.

Among those in attendance was British High Commissioner to Brunei Darussalam John Virgoe.

The event was also attended by Legislative Council (LegCo) representatives, along with the BBBF Executive Committee and its members from a spectrum of business industries with links to the United Kingdom, from banking to oil and gas to education.

Over 100 guests attended the talk, including members of the Diplomatic Corps to leading corporate companies and BBBF members.

Code launched to keep kids away from unhealthy diet

Children in Brunei Darussalam are not exempted from being exposed to the consequences of increasingly extensive marketing on unhealthy food and beverages.

Findings from a general survey conducted by the Health Promotion Centre in Brunei-Muara District in 2014, found that over one-third of local newspapers and more than half of the billboards and grocery stores surveyed contain advertisements of unhealthy food and beverages such as fast food and canned products.

More than half of the local radio network has fast food advertisements and almost three quarter of beverages advertised are high in sugar. Fast food is also heavily advertised on social media such as Facebook and Instagram.

The Health Promoting School Survey carried out in schools under the Ministry of Education (MoE) and the Ministry of Religious Affairs (MoRA) in 2016, found unhealthy food and beverage marketing to students take place both at and outside of the school grounds. Over one quarter of schools (28.4 per cent) had advertisements of unhealthy food and beverages such as fast food, sugar-sweetened beverages and ice cream on school grounds and mostly through pamphlets in the form of flyers and posters.

Minister of Health Dato Seri Setia Dr Haji Mohd Isham bin Haji Jaafar raised the issue of irresponsible advertisement and marketing of unhealthy food and beverages targetted at children in his address as the guest of honour at the launch of the ‘Code on Responsible Marketing on Food and Beverages to Children In Brunei Darussalam’ at Al-‘Afiah Hall, Ministry of Health yesterday.

The minister also pointed at a survey on ‘Advertising and Marketing Practices of Food and Beverages to Children’ conducted in December 2020, participated by 183 parents and guardians as well as 140 companies from the food and beverage industry, and marketing and advertising agencies in Brunei-Muara District.

The findings from the survey showed there were more unhealthy food and drink advertisements observed by parents and guardians, compared to healthier ones within the past month.

Social media, he said, “is among the platform frequently used to advertise unhealthy food and drinks in the country accounting for 78.1 per cent, followed by advertising through billboards at 47.0 per cent and advertising through local radio networks at 35.5 per cent”.

Alhamdulillah,” he said, “based on the survey, over 90 per cent of parents and guardians as well as representatives from the food and beverages industry and advertising agencies felt that irresponsible unhealthy food and beverage marketing contributed an increase rate of obesity among children while acknowledging that the industries have an important role to play in controlling the exposure, given their power and influence of unhealthy food and beverages to children in the country.

Almost all parents and guardians agreed that the government needs to regulate the marketing of food and drinks that have high salt, sugar and saturated fat contents to children. Additionally, 82.5 per cent of parents and guardians agreed that a code of conduct will help to reduce the rate of obesity among children.

The impact of non-communicable diseases, the minister said, “are becoming more widespread. It not only affects the health of individuals but also their well-being and productivity as well as the social economic development of individuals, the community and the country in general.”

The minister added, “We know that the risk factors of these non-communicable diseases are caused by an unhealthy and unbalanced diet, little to no physical activity, obesity and smoking. Such unhealthy daily lifestyle practices are largely influenced by our environment, including the environment where we live, work, study and eat.

“Therefore, measures for the prevention of non-communicable diseases require strategies and approaches at various levels, as well as strong cooperation from the stakeholders. One of the effective approaches is through the formulation of policies that can influence and change the marketing and nutrition environment.”

The wide availability and variety of marketing techniques used for a majority of products, especially food and beverage products that are of high in fat, sugar or salt, he believed, “have been identified as challenges and obstacles in the societal effort in promoting healthier food and beverage choices”.

In the era of globalisation, the minister said, “Our society is often influenced by various types of advertising. This includes advertisement of unhealthy food and beverage products targetted at children. This is particularly troubling because exposure to the advertising and marketing of such products can stimulate unhealthy eating behaviours and increase the risk of early onset of obesity in children.”

Around the world, he added, “the marketing of food and beverages to children is becoming more and more alarming. The advertising influence among children is the biggest influence in marketing of snacks and fast food. Children have their own purchasing power known as the power of ‘pressure’. Generally, because of the power of ‘pressure’ in the hands of these children, parents are forced to buy what their children like. Therefore, familial relationships are often used as the key concept in an advertising and marketing”.

The Code on Responsible Marketing food and beverages, the minister said, “is in line with the Convention on the Rights of the Child whereby all children have rights that must be defended in giving them the opportunity to grow and develop in an environment that can nurture and encourage them to make healthier food choices to maintain healthy weight”.

With the code and its provision, the minister said that “it is hoped to provide guidance to entrepreneurs in the food and beverage industry as well as the advertising and marketing industry to create a sense of responsibility for the marketing procedures of food and beverage products, especially to children.

He believed it can be used “as a useful source of reference for policymakers and stakeholders, including schools, in regulating the marketing of food and beverages in our country”.

The minister also hoped and encouraged all stakeholders to provide their continued support for the initiative by complying with the stated principles in the code.

“The code will be implemented in phases through various advertising and marketing platforms such as print media, billboards, posters, newspapers, magazines, exhibitions, in cinemas and news websites, as well as local radio and television networks. Compliance with the code is currently voluntary. But stakeholders and vendors are strongly encouraged to comply with the code. We hope this code will be formally mandated at an appropriate time, Insya Allah,” the minister said.

The newly elected Brunei Institution of Geomatics (BIG) Council of the 2021-2023 session made a courtesy call on Minister of Development Dato Seri Setia Ir Awang Haji Suhaimi bin Haji Gafar.

President of BIG Haji Ali Bakar bin Haji Kasim led the official visit, followed by Vice President Haji Mohd Don bin Haji Omar, Secretary General Haji Mahadi bin Haji Mohd Tahir and Treasurer Nor Liza binti Haji Mohd Daud.

Survey Department’s Surveyor General Haji Arefin bin Haji Jaya, Acting Assistant Surveyor General Dayangku Siti Saihalina binti Pengiran Haji Ibrahim and Surveyor Hajah Nona Lieza binti Haji Yahya were also present.

Among the matters discussed during the meeting were; the roles of BIG in the national development of the country in the fields of land surveying and GIS mapping, planning and real estate while also working closely with the Ministry of Development; BIG’s contribution to the government and private agencies in co-organising seminars and workshops especially to its members and stakeholders; and the Global Surveyors’ Day, which will be jointly organised by the institution and the Survey Department on March 21.

Women urged to have health check-up, mindful of symptoms

Failing to have a general check-up or ignoring symptoms could lead to more difficulties in treating illnesses in the future.

Upon hitting 30 years, women usually focus on career, marriage, family, pregnancy and children that may cause them being unaware of rising health issues.

These were among the key points during a health talk for Bureau Veritas Brunei management and staff hosted by Jerudong Park Medical Centre (JPMC) yesterday to mark International Women’s Day.

Representing Bureau Veritas was Country Chief Executive Md Rizan bin Haji Abdul Latif alongside JPMC Chief Operating Officer Zauyah binti Md Tarmizi.

The event also marked a call to action in ensuring good health towards better lifestyle, from challenge to change, as women’s achievements.

The talk highlighted two main topics: women’s general health and common cancers in women.

Both topics were presented by Head of Department and Consultant of Obstetrics and Gynaecology and Reproductive Medicine Unit of JPMC Dr Chitra Karat and Consultant Obstetrician and Gynaecologist at JPMC Dr Siti Khadijah Ismail.

With emphasis on the value of consuming a well-balanced diet, engaging in daily moderate exercise and taking care of emotional health, Dr Karat said it can be done by ensuring the correct way to plan a healthy lifestyle to lead a healthier life and increase chances of living longer.

Meanwhile, Dr Siti Khadijah cited a recent report by the World Health Organization (WHO) which stated that one in 12 women are at risk of developing cancer at some point in their life. The most common types of cancer in women are breast and cervical.

Dr Siti Khadijah said early detection through regular health check-up and breast screening is the best preventive measure, adding that quitting smoking, maintaining healthy weight, breastfeeding when feasible are attributing factors to reducing the risk of developing cancer.

The event concluded with hands-on learning for audience to reflect on what they’ve learned.

Empowering women, key to driving country’s development

Empowering women to participate in growth opportunities will result in accelerated productivity, economic and social development, and other positive development outcomes.

This was said by Permanent Secretary (Community and Culture) at the Ministry of Culture, Youth and Sports Hajah Nor Ashikin binti Haji Johari in her welcoming speech during the premier forum in conjunction with International Women’s Day Celebration yesterday.

“Women’s successes remain celebrated globally amid COVID-19 pandemic, through various events, according to the new norms,” she said, adding that “we are very grateful for the opportunity to interact with guest speakers from Malaysia as well as other members of the women’s panel in this country who lead in their respective careers”.

Several programmes and events have been planned by various associations including the private sector, women’s advocates and foreign delegates to mark the celebration.

Hajah Nor Ashikin said these initiatives will be channelled to the production of research on women in the country in an effort to further strengthen the Women’s Action Plan under the National Council on Social Issues.

As the ASEAN Chair this year, Brunei Darussalam will be highlighting issues of women’s development in ASEAN as one of the deliverables under the pillars of the ASEAN Socio-Cultural Community, she added.

The ceremony also saw a video message from the United Nations Women representative Mohammad Naciri and ASEAN Secretary General Dato Paduka Lim Jock Hoi.

The forum began with a virtual dialogue session titled ‘Women’s Development According to Islam’ with Director of Institut Hadis dan Aqidah from Kolej Universiti Islam Antarabangsa Selangor Associate Professor Dr Norsaleha binti Mohd Salleh, facilitated by President of Women Graduates Association of Brunei Darussalam (PSW) Pengiran Hajah Zabaidah binti Pengiran Haji Kamaludin.

It continued with a panel discussion on ‘Women’s Leadership in National Development’ facilitated by Business Strategy and Development Manager of Ghanim International Corporation Nurliyana Fatin binti Arifin.

The panel comprised Lieutenant Colonel Norsuriati binti Haji Sharbini from the Ministry of Defence; Raja Isteri Pengiran Anak Saleha (RIPAS) Hospital ophthalmologist Dr Hajah Helena binti Pehin Orang Kaya Setia Jaya Dato Paduka Haji Hurairah; and Universiti Teknologi Brunei Assistant Professor Dr Wida Susanty binti Haji Suhaili. Held at the Digadong Hall of the Ministry of Culture, Youth and Sports building, Legislative Council member Yang Berhormat Nik Hafimi binti Abdul Haadii as the guest of honour officiated.

Deputy permanent secretaries, members of the Diplomatic Corps, private sector and non-government organisations (NGOs) as well as government officers were also present.

The event was held live via Instagram @kkbs_brunei, @japembrunei and @familymatters.japem, jointly organised by the Ministry of Culture, Youth and Sports through the Community Development Department (JAPEM) and the PSW.
