There is no doubt the country and the world have entered the era of infotechnology based on the rapidly changing power of innovation and creativity, which is competitive, fast and borderless.

This was said by Minister of Culture, Youth and Sports (MCYS) Major General (Rtd) Dato Paduka Seri Awang Haji Aminuddin Ihsan bin Pehin Orang Kaya Saiful Mulok Dato Seri Paduka Haji Abidin during Kolej International Graduate Studies (IGS) 2020’s convocation ceremony on Saturday.

The minister said being provided with the intellect of Industrial Revolution 4.0 is critical to the future development of the nation and it is the graduates’ turn to apply the knowledge they have acquired.

“Towards this end, take the step with the courage to challenge yourself, cultivate a strong drive and focus your mind on thinking far, wide and out of the norm.

“I am very confident that every graduate here is able to meet the criteria essential to succeeding in this era of technology,” said the minister.

The minister also called on the graduates to believe in their own abilities and continue to prove that they are on par with their peers globally.

Touching on the global creative industry, the minister said it has recorded a revenue of USD2, 250 billion or three per cent of the global gross domestic product (GDP), while generating 29.5 million jobs, or one per cent of the world’s population.

“This is a golden opportunity for graduates to venture into this international industry by daring to cross the border because nothing is impossible,” said the minister.

He also believed that education is not only aimed at just producing knowledgeable people, but also creating individuals who are excellent, resilient and able to lead in selected fields globally while maintaining the well-being of society and the country.

The minister added that in providing a platform to ensure that graduates will achieve the best for themselves and the country, lifelong learning plays a critical role in addressing it effectively, as in this era of creative economy, collaboration, relationship and cooperation with one another are very important.

“Overcoming uncertainty among graduates in this era requires strong support through knowledge-sharing and strong collaboration with each other, to take advantage of every opportunity available while fending off any challenges,” said the minister.

“Towards this end, we welcome Kolej IGS and other educational institutions to further enhance collaboration and cooperation to ensure the future of our youth on an ongoing basis.”

The minister said as an institution that plays a critical role in producing youth to meet the country’s needs, full governmental support will always be provided to ensure that their aspirations and hopes for the sake of the nation, religion and country will be achieved.

“With the 3E – Enable, Educate and Empower – objective, the whole-of-nation approach will continue to be employed to achieve Brunei Vision 2035, InsyaAllah,” added the minister.

Be courageous and transparent, LegCo members told

His Majesty Sultan Haji Hassanal Bolkiah Mu’izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar ‘Ali Saifuddien Sa’adul Khairi Waddien, Sultan and Yang Di-Pertuan of Brunei Darussalam highlighted the government’s efforts to further enhance human capital development, the economy and the country’s fiscal sustainability, at the opening ceremony of the First Meeting of the 17th Legislative Council (LegCo) session yesterday.

“These require the commitment of all parties, especially those in charge of government policies,” said His Majesty.

“Policyholders are required to be courageous and transparent. During these meetings, there should be no limits imposed on discussions to restrict the views of council members, as the opportunity only occurs once a year. It is therefore appropriate for council members to engage in vigorous, yet healthy discussions.”

His Majesty said, “I constantly followed the progress of the council members during their talk (muzakarah) sessions with the ministries, in order to convey the issues raised by village and mukim residents, as well as local entrepreneurs. These sessions should be continued from time to time, without waiting for the commencement of the LegCo meeting sessions.

“There are plenty of important issues to be discussed, such as the reduction in the government’s fiscal due to unpredictable global oil prices. What has happened to our nation’s economic production? If there are any negative elements, how should they be addressed?

“This also applies to other issues, such as the Employees Trust Fund (TAP) Scheme, which still raises a major concern regarding its capacity to provide security for members who have families to support after retirement.

His Majesty Sultan Haji Hassanal Bolkiah Mu’izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar ‘Ali Saifuddien Sa’adul Khairi Waddien, Sultan and Yang Di-Pertuan of Brunei Darussalam delivers his titah during the opening of the 17th session of the Legislative Council. PHOTO: INFOFOTO

“These can be examined at a discussion level, without the need to provide solutions or decisions. It is important to look first for diverse views, particularly among the appointed council members.

“I am aware that almost half of the allocated annual budget is for employees’ salaries, with the remainder for recurring expenses. Nevertheless, several projects under the Fiscal Consolidation Programme introduced by the Ministry of Finance and Economy (MoFE) since the financial year of 2018/2019 has already begun to produce results.

“Regarding unemployment issues, my government, through the Manpower Planning and Employment Council, has successfully reduced the unemployment rate.

“Insya Allah, with the implementation of several initiatives under the Economic Blueprint, the country will be able to generate job opportunities for locals. It is hoped that these opportunities will not go to waste, due to choosiness over jobs, which is a detrimental mindset.”

“This year, Brunei Darussalam will be chairing meetings at the ASEAN level, with the theme ‘We Care, We Prepare, We Prosper’. This theme carries a broad meaning at the ASEAN level and indeed, for Brunei Darussalam itself.”

Earlier, His Majesty alluded to the country’s success in controlling the COVID-19 pandemic: “As we know, the coronavirus outbreak left a profound global socio-economic impact, including here in Brunei Darussalam. Alhamdulillah, with the coordinated efforts of all parties and through constant prayers, our country has been able to contain the outbreak successfully.

“My highest congratulations go out to all of the frontliners, as well as to all levels of society that worked together with the government. May this situation continue to endure.”

In concluding the titah, His Majesty said, “I pray for this year’s meetings to proceed smoothly, as well as capable of generating productive bilateral debates, in order to implement the projects under the financial year of 2021/2022.”

“The commitment from all levels of society, especially government policyholders, is very much needed in the implementation of current and forthcoming matters by the government, particularly in terms of human capital development, the economy and the strengthening of the country’s fiscal resilience.”

This was said by Minister at the Prime Minister’s Office Yang Berhormat Dato Seri Setia Haji Awang Abdul Mokti bin Haji Mohd Daud, in his motion of thanks on the second day of the Legislative Council (LegCo) session yesterday.

“His Majesty Sultan Haji Hassanal Bolkiah Mu’izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar ‘Ali Saifuddien Sa’adul Khairi Waddien, Sultan and Yang Di-Pertuan of Brunei Darussalam has urged for dialogues between LegCo members and government agencies to be carried out, without needing to wait for LegCo meetings. The discussions should be carried out in a vigorous, yet healthy manner, particularly with regard to issues that are beneficial to the country,” His Majesty said.

LegCo member Yang Berhormat Haji Abdul Wahab bin Apong noted that there are several opportunities and steps to stimulate the progress of commercial activities as well as explore growth of new industries, such as construction, real estate, agriculture, tourism, and transportation logistics.

“Hard work is needed from various parties to examine the suitability of existing policies and processes together to see if they can be formulated to meet the needs of local investors and interested parties,” he said.

LegCo member Yang Berhormat Naim bin Haji Kamis suggested addressing the issue of fiscal reduction by providing support to village consultative councils to empower the One Village One Product (1K1P) through structured entrepreneurship courses that give clear directions to trainees.

Yang Berhormat Awang Naim believed that giving recognition to those who succeed may inspire others to follow suit.

Meanwhile, LegCo member Yang Berhormat Haji Tahamit bin Haji Nudin opined that the country needs to maintain the stability of national development towards more comprehensive economic digitalisation to ensure that the country does not lag behind.

LegCo member Yang Berhormat Haji Emran bin Haji Sabtu, meanwhile, raised his concern over the technological gap between the youth and the older generation.

Representing Temburong District, he said digital services and products should be inclusive to all, including those with different abilities.

Yang Berhormat Haji Emran also believed a harmonious family can shape a prosperous community and complements the human capital ecosystem, which he said is one of the pillars in the Brunei Vision 2035.

LegCo member Yang Berhormat Haji Mohimin bin Haji Johari @ Jahari lamented the issue of ‘Ali Baba’ businesses which he said is now mushrooming in the country, despite repeated calls for solutions in previous LegCo meetings.

‘Ali Baba’ is a term describing business practices involving indigenous and non-indigenous cooperation to take advantage of affirmative action provisions favouring indigenous natives of the country.
