Quality public services begin with ‘big hearts’, says minister

“We need public servants with big hearts, dedication, discipline and strong work ethics to come up with strategies to provide high-quality services that are in line with current needs,” said Minister of Health Yang Berhormat Dato Seri Setia Dr Haji Mohd Isham bin Haji Jaafar on the second day of the 17th Legislative Council (LegCo) session yesterday.

The whole-of-government machinery, he said, serves as a catalyst to a paradigm shift to transform governance, which he believed will be more efficient, effective, transparent, proactive, innovative and customer-friendly.

Minister of Foreign Affairs II Yang Berhormat Dato Seri Setia Awang Haji Erywan bin Pehin Datu Pekerma Jaya Haji Mohd Yusof said that the whole-of-nation approach has led to joint efforts made to improve the quality of life of the people, including realising Brunei Vision 2035 for the present and future generations.

“The Ministry of Foreign Affairs, together with relevant agencies, will continue to work towards enhancing our efforts towards the goal,” he said.

He also brought up the theme for this year’s ASEAN Summit, ‘We Care, We Prepare, We Prosper’, which aims to focus on the welfare of the people in ASEAN member states.

The minister said the priorities and deliverables that will be addressed in the upcoming summit include regional travel arrangements, COVID-19 recovery framework, ASEAN coordination and mental health in the post-coronavirus era.

“These efforts are needed to accelerate regional recovery following the COVID-19 pandemic,” said Yang Berhormat Dato Seri Setia Awang Haji Erywan. “The Ministry of Foreign Affairs is grateful for the strong support received from all walks of life as well as government and non-government agencies to see Brunei Darussalam through as Chair of ASEAN this year.”

Yang Berhormat Dato Seri Setia Dr Haji Mohd Isham also shared that as ASEAN Chair, Brunei will be championing mental health with cooperation from other ASEAN member states as well as its dialogue partners.

Minister of Religious Affairs Yang Berhormat Pehin Udana Khatib Dato Paduka Seri Setia Ustaz Haji Awang Badaruddin bin Pengarah Dato Paduka Haji Awang Othman believed the pandemic disruption has brought awareness to new possibilities in reviving Brunei’s human capital as well as the importance of whole-of-nation approach in tackling the COVID-19 outbreak.

Earlier, Yang Berhormat Nik Hafimi binti Abdul Haadii shared the same sentiment, emphasising the importance of unity.

“I remember Brunei Darussalam’s 27th National Day Parade, which comprised of sectors instead of teams from ministries, companies and associations,” she said. “It reflected the spirit of cooperation. Through a whole-of-nation approach, we can deliberate, voice opinions and solutions but the direction will remain the same – to realise national aspirations.”

She added that the COVID-19 outbreak has opened the eyes of many to the importance of preparedness in supporting the Ministry of Health (MoH).

“I appreciate the openness constantly put into practice by the frontliners to ensure sufficient investment is made for our future,” she said.

Yang Berhormat Siti Rozaimeriyanty binti Dato Seri Laila Jasa Haji Abdul Rahman also saw the positives of the COVID-19 pandemic, by saying that “although we faced several challenges last year, positive changes have been made in public and private sectors, and I thank the public for its support in building the nation.

“I commend the efforts made by the frontliners and people from all walks of life for their hard work in containing the pandemic”.

Meanwhile, Yang Berhormat Haji Umarali bin Esung believed that the sacrifices and hard work of frontliners during the COVID-19 outbreak should be commemorated.

“We should have a special day to remember and celebrate their contributions to ensure that Brunei Darussalam is free of COVID-19,” he said.

BND431 million tabled for PMO budget

The Prime Minister’s Office (PMO) tabled a budget of BND431,520,380 for the fiscal year 2021-2020, with focus on developing the socio-economic resilience to assure the welfare and security of the people in the long run, Minister at the PMO Yang Berhormat Dato Seri Setia Haji Awang Abdul Mokti bin Haji Mohd Daud said on the third day of the 17th Legislative Council (LegCo) session yesterday.

In boosting national productivity, he touched on current and future programmes including the audit of human capital resources in the public service.

“It aims to evaluate the human resource needs and inculcate leadership development, and ensure an optimal workforce for organisation excellence,” he said.

He shared a project to introduce the Government Human Resource Management System (GHRMS) to fully replace the human resource management system in all ministries to enhance productivity and efficiency of the management of the public sector. To expedite recruitment processes, he said the PSC Recruitment System will be upgraded and integrated with JobCentre Brunei to become a single window national recruitment portal.

In the provision of sustainable and resilient facilities, he said the PMO with the National Council on Social Issues, together with the Ministry of Culture, Youth and Sports will introduce the Brunei Darussalam Social Blueprint which aims to guide the direction towards effective social policies that will fulfil the people’s basic needs and equal access and opportunities towards a high quality life, in line one of the objectives of the national Vision 2035.

In generating competent and employable human capital, he mentioned that the Manpower Planningand Employment Council (MPEC) through the JobCentre Brunei is actively making efforts to reach their strategic plans in boosting local jobseeker recruitments in all sectors to reduce the employment rate which is steadily declining.

Parliament members yesterday voted to pass the bill for the PMO’s budget for the fiscal year 2021-2022.

New budget to focus on productivity using technology

The budget for 2021-2022 is themed ‘Towards Resilient Socio-Economic Development’. This was revealed by Minister at the Prime Minister’s Office and Minister of Finance and Economy II Yang Berhormat Dato Seri Setia Dr Awang Haji Mohd Amin Liew bin Abdullah at the 17th Legislative Council (LegCo) session yesterday.

The focus will be on three priorities – enhancing national productivity; provision of sustainable and resilient facilities and infrastructure for public welfare and economic development; and generating competent and employable human resources.

“The first priority focusses on new opportunities to improve productivity and sustainability of the nation through the latest technological developments and innovations with the whole-of-nation approach and whole-of-government approach,” said the minister.

Among the activities identified included supporting local product production. The government will continue to work together with private sector including government linked companies (GLCs) and micro, small and medium enterprises (MSMEs) in providing industrial and agricultural sites and utilising latest technologies so that the products will be competitive and can be exported.

The minister said, “Among the initiatives implemented by government agencies and GLCs to increase efficiency and productivity are assistance to local farmers by DARe (Darussalam Enterprise) through training by Agrome IQ.

“Meanwhile, the construction of a 55-hectare feedlot facility and napier farm under PDS Abattoir Sdn Bhd with the investment of BND6.3 million can accommodate 2,800 heads of cattle at a time and process about 7,000 heads of cattle a year. The initiative will help raise the production of meat and reduce the need of import.

“With the investment of BND14.5 million, the fish landing complex project in Muara is under the Fisheries Department of the Ministry of Primary Resources and Tourism (MPRT) with collaboration of Muara Port Company Sdn Bhd. The project is expected to help raise the production of the fisheries industry and contribute to export and bring more employment to locals as well as open business opportunities to MSMEs.

“Other initiatives, including a paddy cultivation area project in Kandol, Belait District, will continue with infrastructure construction works. PaddyCo Sdn Bhd, a subsidiary of Darussalam Assets, was established to handle the project since Phase One. Alhamdulillah, during the plantation season of May to September 2020 with 17.23 hectares, PaddyCo Sdn Bhd produced 50.22 metric tonnes of paddy.

“For phase two, PaddyCo Sdn Bhd will expand the project to 145 hectares that is expected to produce four metric tonnes per hectare.”

Meanwhile, Golden Corporation Sdn Bhd, which operates a shrimp farm, has recorded an export value of BND13.8 million. It will increase its production to 4,000 tonnes this year.

The minister said strategic development capital fund under Ministry of Finance and Economy (MoFE) has been working with Pure Fresh Group to develop the rostris blue shrimp industry in the country by establishing hatchery and breeding facilities, breeding farms and seafood processing facilities.

Alhamdulillah for year 2020, Pure Fresh joint venture company has produced 1.1 million baby shrimp and have harvested 1.6 metric tonnes of rostris blue shrimp. The company also exported the shrimp.”

Ghanim International Corporation Sdn Bhd has been working together with 18 MSMEs to export their products under the brand name bruneihalalfoods to the regional market through Ghanim International’s distribution network in Australia, Malaysia, China and Singapore. As an ongoing effort, Ghanim will build a processing facility to assist MSMEs to produce products that can meet international standards in terms of food safety.

On the establishment of Brunei Darussalam Food Authority (BDFA) with the Ministry of Health (MoH) and MPRT on January 1, he said, “BDFA is a statutory body that plays the role as an authority to coordinate on food quality and safety management. With its establishment, it will be a catalyst for local food industry in achieving international competitiveness.”

To increase the productivity of local products, especially in agriculture, fisheries and agri-food sectors under the MPRT, the minister said, “Several provisions have been provided under the National Development Plan (RKN) and Ordinary Expenditure.”

Under the RKN, an allocation of BND39.5 million will be provided to the agriculture sector to fund several projects. The projects are to develop aquaculture industry sites amounting to BND7.2 million; to open up paddy plantation areas in Kandol with the allocation of BND8 million; livestock industry development projects such as preparation of sites and infrastructure with a total of BND17 million; and a project to increase vegetable production with BND10 million.

Provisions to fund the MPRT include BND3.3 million under Fisheries Department to fund fisheries development and planning programme.

Department of Agriculture and Agrifood are allocated BND8 million to expand the agricultural and agrifood production system; BND15.7 million to fund the paddy repurchase scheme; and BND8.9 million to fund the Crop, Livestock and Agrifood Industry Management Programme.

The second activity under the first priority is improving public service productivity through the application of technology.

In the country’s aspiration to become a smart nation, a number of initiatives have been implemented.

The Government Human Resource Management System (GHRMS) is allocated with BND1.9 million. It is a collaborative project between the Prime Minister’s Office (PMO) and the MoFE. This system will be integrated with the Treasury Accounting Financial Information System 2.0 (TAFIS Two) to coordinate human resource management of the public sector including salary payment and other services.

The National Welfare System (SKN) is allocated BND729,000. The system was launched on July 15, 2020. The project is joint effort between Ministry of Culture, Youth and Sports (MCYS) and MoFE as well as Ministry of Religious Affairs (MoRA) through Brunei Islamic Religious Council (MUIB), Ministry of Education (MoE) and Yayasan Sultan Haji Hassanal Bolkiah.

The Immigration and National Registration System (INRS) project under Immigration and National Registration Department (INRD) and Labour Management Information System (LMIS) project under Labour Department will enable information sharing between the agencies through ‘People Information Hub’.

One Common Billing System (OCBS) was set up to ease the process of collecting government revenues for government departments that do not have a billing system. This was allocated BND2.2 million.

The One Common Portal (OCP) is a project to integrate the System for Tax Administration and Revenue Services in the Revenue Division and Corporate Registry System in the Registration of Companies and Business Names Division. The project was aimed at making sure private companies comply with the Income Tax Act. With the integration, it can allow actions to be taken by Registration of Companies and Business Names Division on companies that failed to forward their annual tax returns. This was allocated BND1.8 million.

Brunei Darussalam National Single Window 2 upgrading project by the Royal Customs and Excise Department (RCED) was allocated BND860,000 to put all functions and processes into one platform that was previously implemented in the e-Customs system.

The improvement of Vehicle Exit-Entry System under RCED comes with the cost of BND227,000.

The Centralised Data Management System costing BND1.2 million is to collect information in MoFE to facilitate policy formulation as well as share information with other government agencies.

The e-Census System Project for the Population and Housing Census (BPP) 2021 under the Department of Economic Planning and Statistics (JPES) is to enable the collection of comprehensive and up-to-date information on the population. The allocation is BND2.2 million.

The Ministry of Transport and Infocommunications (MTIC) is allocated BND5.4 million to fund projects under the National Development Plan.

The projects are the National Centralised Database with the cost of BND1.8 million, Government Data Centres and cloud infrastructure with BND3.6 million price tag.

The Ministry of Health (MoH) is allocated BND4.98 million for Bru-HIMS upgrade.

The MoE is allocated BND1.9 million for Government School Network Infrastructure Upgrading Project.

The Ministry of Home Affairs (MoHA) introduced the e-Voting System to improve the selection and election of penghulus and village heads using an online voting system.

The third activity under the first priority is strengthening the government’s fiscal position.

The minister said, “Government expenditure needs to be controlled according to expected revenue to avoid budget deficits.

“A balanced approach must be taken so that economic diversification, strengthening the private sector and expand the country’s income base are not hindered.”

Initiatives under the Fiscal Consolidation Programme (FCP) was introduced in the financial year 2018-2019. The FCP have marked several achievements.

The incorporation of the Government Printing Department on July 1, 2020 to Print Plus Sdn Bhd allowed it to provide expanded products and services to government departments and the public.

Ministry of Defence’s (MinDef) Scan Eat initiatives increase efficiency in food distribution and saved the government BND1.4 million a year.

MoE’s asset management have provided more conducive and comfortable learning environment while saving the government BND6.8 million a year and generating 260 jobs for locals.

MoE’s Local Contract Teachers Programme to increase local teacher’s ability to teach English and Mathematics is expected to be effective starting 2024 and can save the government about BND6 million a year.

Several projects have been implemented with GLCs including the supply of medicines for MoH by outsourcing to Royal Brunei Technical Services (RBTS). It is intended to improve quality and efficiency in medical supply chain management as well as provide savings to the government.

Boustead’s ‘Kids World’ held at the parking lot in front of the Royal Regalia museum will conclude Sunday.

The event offers games, activities and the offerings of local food vendors. It is open from 9am to 9 pm from today until Saturday, except for Friday when it is closed from 12pm until 2pm for prayers. On Sunday, it is open from 6am until 9pm.

The event was launched yesterday by Acting Deputy Chairman of the Bandar Seri Begawan Municipal Board Norisham bin Haji Md Saini with Executive Manager of Boustead Sdn Bhd Lim Jin Lee.

Lee said that the event was a gesture of appreciation to customers for their support since its establishment in 1956.

“Our customers are the heart and soul of our business,” he said.

Suzuki and Nissan car roadshow as well as numerous food vendors like Potato Habit, Stop Lok Go and London Kebab are available at the event. Children can also join activities like the Kids’ barber, carnival games, mini playground, the reptile exhibition and a cat exhibition.

Boustead ‘Kids World’ is supported by BIBD At-Tamwil Berhad, Baiduri Finance Berhad, Takaful Brunei Am Sdn Bhd, Insuran Islam TAIB General Takaful Sdn Bhd, SUCI, Brunei Shell Marketing Co Sdn Bhd, Volvi and  UB Trucks.

Visitors will need to comply with the guidelines issued by the Ministry of Health (MoH) including temperature checks and physical distancing.

Enlightening minds with library visit

The Language and Literature Bureau (DBP) hosted BIBD Advocating Lifelong Learning for an Aspiring Future (ALAF) students at its main library in the capital recently.

The visit aimed to inculcate a reading culture among BIBD ALAF students while exploring more collaboration between the DBP and BIBD ALAF on utilising public education facilities like libraries to help gain knowledge and inspire creativity and innovative thinking.

BIBD ALAF Manager A’dhwatul Amanda binti Haji Abdul Kadir led a group of 44 people, including BIBD ALAF staff and officers. The group participated in a quiz on the culture and tradition of Brunei Darussalam and toured the General and Bruneian Reference Unit.

The unit is responsible for the collection, organising and giving access to materials published and written by local writers and foreign publication on works on the country.

Leaders share experiences in women’s day conference

Bank Islam Brunei Darussalam (BIBD) marked International Women’s Day with the Community for Brunei’s Women Empowered Conference, aimed at empower women through sharing inspirational stories from the challenges of working mothers and to provide awareness for women to constantly improve and strive for a healthy work-life balance.

Among the activities organised for the conference was a roundtable talk, held in collaboration with the ASEAN Youth Advocates Network (AYAN), which brings together female professionals from various backgrounds as key drivers in leading the conversation on power and gender in the workplace. BIBD Chief Marketing Officer Hajah Nurul Akmar binti Haji Mohd Jaafar was present.

The roundtable talk aimed to foster a productive dialogue for both established and emerging female leaders to share their insights and experiences.

Hajah Nurul Akmar said, “BIBD has always been committed to promoting the empowerment of women. For example, BIBD SEED, one of our corporate social responsibility (CSR) initiatives is aimed at empowering underprivileged mothers by providing them with the skills and opportunities to succeed as business owners.

“In fact, this programme won the 3G Women’s Empowerment Awards at the Global Good Governance Awards.

“Currently BIBD SEED is in its third cohort, supporting 10 mothers on their journey to become successful entrepreneurs.”

She added, “We strongly believe that success can only be achieved when we support each other and lift each other up. Through our initiatives and involvements as well as our role as a Partner in Progress for the nation, we will always look for ways to support the less fortunate, to give opportunities and empower those who may not be blessed with the same opportunities.”

Among the notable and distinguished speakers were Australian High Commissioner to Brunei Darrusalam Tiffany McDonald and Legislative Council member Yang Berhormat Siti Rozaimeriyanty binti Dato Seri Laila Jasa Haji Abdul Rahman, also the Principal Architect and Director of EcoBumiArkitek.

Imagine Sdn Bhd (imagine)’s partnership with Ensign Infosecurity is the beginning of the telco’s efforts to introduce new technology and services as Brunei makes it way towards realising Brunei Vision 2035 and Digital Economy Masterplan 2025.

This was underscored by imagine Information Technology Vice President Radziman Rahman at a press conference at The Empire Brunei in Jerudong.

Radziman said imagine is now better positioned to cater to the needs of Brunei’s development especially in cybersecurity. The partnership is exciting as their cybersecurity services is needed to digitise the economy and day-to-day life.

Joining the press conference online from Singapore was Ensign InfoSecurity International Business and Consulting Executive Vice President Charles Ng. He said Ensign is excited to be able to partner with imagine to offer this world class services in Brunei.

“Since our formation we have been investing in our clients in Brunei. We are excited about this partnership and expanding our presence.”

Ng said cybersecurity has become a competitive advantage as transactions are increasingly going digital. Cybersecurity will allow greater and deeper digital transformation.

Ng said several key efforts include raising cybersecurity awareness; having the right tools and technology to monitor, detect and understand; to see these things from the enterprise level; and having the right cyber experts.

Cybersecurity is a global issue and the recent hack of WhatsApp is a demonstration of that.

Radziman said imagine wants to position itself as the country’s preferred telco. It is always on the lookout for what’s next and forges partnerships locally and internationally.

“As one of the telco providers, we have the responsibility to introduce new technology complemented by our customer care service. We hope to develop more partnerships and Ensign is just the first of many,” he said.

MPRT inclined towards reducing imports

The topics of imports and Halal certification were among those put forward during the 17th Legislative Council (LegCo) session yesterday.

Responding to a question from LegCo member Yang Berhormat Haji Tahamit bin Haji Nudin pertaining to the import of meat into Brunei Darussalam, Minister of Primary Resources and Tourism Yang Berhormat Dato Seri Setia Awang Haji Ali bin Apong highlighted that the Ministry of Primary Resources and Tourism (MPRT) is inclined towards increasing the country’s output for export and to reduce imports.

“However, we as a small country are not able to produce all that is required and therefore there is a lot that we import, especially products that cannot be grown here such as apples and strawberries,” said the minister.

“With regard to the import of vegetables, meat and others, there are regulations where the ministry continuously liaises with the authorities of countries whereby before the respective country exports goods to Brunei Darussalam, the authorities must first certify that the goods are fit to be exported abroad, and indeed the MPRT will contact the relevant ports to ensure it is safe to import into the Sultanate,” he added.

As an example, he said, with regards to meat, the ministry will liaise with authorities in Australia, Malaysia or elsewhere to ensure their farms are clean and free from diseases that could affect consumers.

“For other goods we will continue to work with domestic entrepreneurs, for example in crop goods, to ensure that the imported goods will be replaced by national production.”

The minister also noted that the import of meat requires Halal certification from the Brunei Islamic Religious Council (MUIB).

He said there are two aspects necessary to ensure the meat is suitable for import. One is in terms of biosecurity which is handled by the MPRT, while the Halal aspect is handled by MUIB.

Minister of Religious Affairs Yang Berhormat Pehin Udana Khatib Dato Paduka Seri Setia Ustaz Haji Awang Badaruddin bin Pengarah Dato Paduka Haji Awang Othman said the country has laws that regulate meat that is imported or that is from within the country, so that it is certified.

Regarding the MUIB certification for imported meat, the minister explained that first of all, the slaughterhouse must be inspected and audited to ensure its safety aspects and eligibility as a Halal meat producer.

“Among them is to ensure the qualification of the one who will slaughter, not the qualification in terms of operating the machine, but the qualification as a Muslim which is in line with the religious practices of our people here.”

The second step is certification. “So our importing companies can apply to MUIB to import meat from the relevant centres and the permission for import in terms of quotas and so on is on the part of the MPRT to determine.”

“The company is then required to bring two inspectors who will determine whether the slaughter method is correct, that the packaging for export is correct, and to ensure that there is a seal or is approved by the inspector. Upon exporting to our port, the container is checked again and assessed on whether the seal is still intact to ensure it is not contaminated.

“It is not an easy process to get imports from abroad. So far, several slaughterhouses in Australia and Malaysia have been certified,” he said.

The minister said the inspection procedure is enforced by MUIB regulations, adding, “In the future, it will be dynamic. Because of our recent experience, we cannot send inspectors there to a recognised centre, so we are represented by our embassies/high commissions and officials appointed through virtual training. They can then also get guidance from Muslim societies or Islamic councils in those places to carry out the duties of inspectors that are usually brought from Brunei.

Expanding further on Halal certification, the minister said, “Of course, at this time there is thought towards raising the integrity of the Halal certification so that it can contribute to the national economy, as has been attained by some countries close to us, whereby the Halal certification can contribute to the economic generation of their respective countries.”

“We are confident because our Halal is a very valuable brand. Many overseas want to use it,” added the minister. “At this time we are in the stage to assess how things like this can be done appropriately, not only in terms of Halal from the aspect of religion but also Halal in the aspect of an industry,” he said.

His Majesty Sultan Haji Hassanal Bolkiah Mu’izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar ‘Ali Saifuddien Sa’adul Khairi Waddien, Sultan and Yang Di-Pertuan of Brunei Darussalam emphasised the need for the Royal Brunei Police Force (RBPF) to set high standards for its training policies, during an unscheduled visit to the Special Operations Squad (PGK) Complex in Kampong Sungai Akar yesterday.

“The PGK is an elite force and the pride of the RBPF. The squad’s preparedness, vitality and prestige should be given priority, so that it is capable of performing its assigned duties and responsibilities,” said His Majesty.

“The PGK must be constantly aware of the people’s high expectations for its personnel in carrying out their responsibilities towards the peace and security of this country.

“The RBPF has obviously undertaken a number of initiatives and efforts to increase and bolster the fitness level of the PGK personnel, through improving the training and requirements, particularly in terms of logistics and infrastructure, in addition to maintaining the overall image of the force, following my previous visit (in October 2019).”

His Majesty said, “Nevertheless, there are still issues and problems that require appropriate attention and action.

“In my view, it is vital for the RBPF to have an outstanding training policy, which, among other things, determines the selection of officers and personnel who are qualified to undergo any type of mandatory training within the force.

“PGK should give priority to the standards of training; therefore the RBPF needs to set standards for each type of training to be carried out. The methods used to determine these standards should be up-to-date and internationally recognised.

“I do hope that the PGK has the current expertise for the establishment of such standards. If so, then who is responsible for deciding their proficiency in this matter?

“All this while, how has the PGK been making sure that the training is up to the established standards?

“I would like the Operations Department to make operational movement plans or operations for the short term and the long term, which should set the policy and standards related to PGK training.

“I am delighted to learn of the joint exercises between the PGK and the Special Forces Regiment of the Royal Brunei Armed Forces (RBAF), which allows both sides to exchange views and knowledge, as well as improve proficiency and promoting professionalism.

“I welcome the PGK’s plan for involvement in joint training with elite squads on a regional and international level, as well as locally,” His Majesty said.

On leadership, the monarch said, “All organisations need to have a competent leader – particularly when in charge of an elite team – who is disciplined, willing to look after the welfare of personnel and listen to the problems of subordinates. These are some of the most important qualities in leading an elite team.

“Selfish behaviour such as the arbitrary adjustment of existing policies, according to personal capacity, is inappropriate. So too is issuing orders and penalties, which change according to whim and not following proper procedures.

“Standard operational procedures (SOPs) definitely need to be carried out, such as the fitness training set out for the PGK personnel. The complete 3km run in special PGK gear has been replaced with a 1.6km run with the personnel wearing only vests.

“This should not be allowed to happen. Moreover, it can compromise the personnel’s performance standards and physical strength.

“It is my view that the RBPF should make plans for the immediate replacement of leadership at the PGK. The candidates must not only be mature, but also qualified and possess leadership qualities that are apposite to the awarding of the PGK Barrett and badge. They should not be chosen due to partisanship or cronyism.

“It is my hope that the PGK will have the right officers in the right posts.

“I would also remind the superiors to be committed in the handling of personnel issues and the infrastructure at the PGK Complex such as water problems, building construction and the shooting range, as well as the expansion and restoration of the obstacles course area to ensure quality and effective training. If the equipment and infrastructure are all in good condition, then surely this would guarantee the safety of the personnel and boost their morale when undergoing training.

“In ensuring safety during training, are there any training safety regulations within the RPBF in the PGK?

“Aside from this, particular attention should be made to other operational assets such as vehicles, which are reportedly insufficient in number.

“It is surprising if the PGK only has a few operational units to the extent of borrowing vehicles from the Department of Criminal Intelligence.

“If this is true, then it will affect the effectiveness of the PGK’s operations in carrying out its roles and responsibilities. How can the PGK perform according to expectations if it lacks vehicles that are functioning properly?

“I would like these issues to be addressed in an appropriate manner, by the relevant parties. Any amelioration plans for PGK, such as human resources development, the acquisition of equipment and assets, as well as the maintenance of infrastructure, should not be done only on paper. These issues should be noted and all developments reported back to me.

“The relevant parties must give their cooperation in ensuring the effective functioning of plans so that the PGK can perform its duties and responsibilities as an elite squad on par with its regional counterparts,” the monarch said.

During the unscheduled visit, His Majesty took a closer look on the squad’s equipment and weaponry.

The PGK was previously known as the Special Section during its establishment in 1974. In 1980, the section was named Pasukan Gerak Khas (PGK) or Special Operations Squad, with the role of safeguarding His Majesty and the royal family members, in addition to combatting terrorism, criminals and militants.

His Majesty also made an unscheduled visit to the Anti-Corruption Bureau (ACB) at Old Airport, after concluding his visit at the PGK Complex.

A memorandum of understanding (MoU) was signed between the Brunei Gas Carriers Sdn Bhd (BGC) and Singapore Maritime Academy (SMA) during a virtual event at the BGC office in Jerudong yesterday.

BGC Managing Director Pengiran Shamhary bin Pengiran Dato Paduka Haji Mustapha signed on behalf of BGC while Captain Mohd Salleh bin Ahmad Sarwan represented SMA.

Acting Director of the Institute of Brunei Technical Education (IBTE) Dr Haji Mohd Zamri bin Haji Sabli, Head of the Brunei Maritime Academy Mohammad Iskandar bin Haji Jani and members of BGC management were present to witness the deal.

The MoU demonstrates BGC’s commitment in developing local seafarers which will include cadets under BGC’s marine cadetship programme undertaking studies in Singapore and opening an avenue for the sharing and exchange of trainers between SMA and Brunei Maritime Academy.

It also establishes BGC’s intent to promote and develop formal collaboration and cooperation between BGC and SMA in the fields of education, research and training programmes of mutual interest.

Pengiran Shamhary, in his remarks, said, “We aspire to strengthen the relationship between the two organisations and provide an avenue for the sharing of knowledge and trainers to both SMA and the Brunei Maritime Academy in the areas of research, conferences and seminars.”

He added that the collaboration also opens an avenue for both organisations to explore potential business opportunities, increasing technical know-how and ultimately boosting BGC’s aspiration to fuel the talent pipeline for the country’s maritime industry.

Local journalist completes leadership programme

Norazlan Othman, a journalist with the Borneo Bulletin, completed the 2020 International Visitor Leadership Programme (IVLP), organised by the Embassy of the United States (US) in Brunei Darussalam.

He was one of 10 journalists across East-Asia Pacific and South Central Asia regions who participated in the Edward R Murrow Programme for Journalists – Media Responsibility in the Age of Disinformation.

Chargé d’Affaires at the US Embassy in Brunei Darussalam Emily Fleckner presented the certificate.

She said, “I was pleased to hear how much Norazlan took away from this programme despite the challenges of conducting it virtually during a pandemic.

“Learning how to better recognise and combat disinformation will not only benefit him professionally but also his colleagues. This is a key priority for the US here in Brunei and around the world: promoting responsible journalism by sharing best practices.”

The programme was held from February 8 to March 6 via Zoom.

Participants were exposed to current trends and technologies in detecting and combatting disinformation and deceptive news.

It highlighted the importance of investigative journalism, fact-checking, myth-busting in countering misleading information, and demonstrating the serious impact of disinformation campaigns on domestic publics.

Participants also examined strategies designed to encourage greater public awareness of the phenomenon of disinformation. They explored the role of government agencies, NGOs, academia, and traditional and social media outlets in the fight against the proliferation of deceptive media and the dissemination of disinformation. They examined strategies that support responsible and ethical reporting in an increasingly complex information environment.

“It was an amazing, lifetime experience connecting with experienced journalists from the Asia-Pacific and the US in so many time zones, all at one time,” said Norazlan. “We made the best use of this experience to learn best practices, listening to their success stories, and have intellectual discussions on topics including disinformation, misinformation and artificial intelligence.”

The IVLP is one of the US exchange programmes, connecting current and emerging foreign leaders with the American people through short-term programmes to build mutual understanding on a wide range of issues.

Expo showcases local timber products

Local-made wood products are up for grabs at the Brunei Darussalam Timber Products Expo, held in conjunction with the International Day of Forests 2021 at The Airport Mall.

Available until March 21, the products include furniture, doors, display cabinets and souvenirs among others. Permanent Secretary at the Ministry of Primary Resources and Tourism Hajah Tutiaty binti Haji Abdul Wahab officiated the launch yesterday.

“The main aim of the Brunei Darussalam Timber Products Expo is to help local companies promote their timber products,” said Acting Director of Forestry Department Noralinda binti Haji Ibrahim during the launch.

She hopes the expo can “raise awareness on the development of the country’s timber industry and its products that can rival those from overseas”.

Noralinda added that the expo also includes business matching for exhibitors, stakeholders, and company managers to discuss potential collaborations, which “will be beneficial to stakeholders in developing a business ecosystem within the timber industry”.

Following the launch, Hajah Tutiaty and Noralinda toured the exhibition that included booths from the Housing Development Department, Forestry Department, timber companies and local businesses producing wooden handicrafts.

A furniture-making competition will also take place on March 21.

Locally-made wood furniture, souvenirs and products are on sale at the first Brunei Darussalam Timber Products Expo at the Airport Mall until March 21. Meanwhile, Siti Hannan binti Ishak and Nurhamizah Nadiah binti Haji Harmizal received the Silver Award while Hasna Syazwina binti Hasnan and Dhiya ‘Afiyah binti Afnan received the Bronze Award.

Four special awards were also presented – Siti Hannan binti Ishak and Nurhamizah Nadiah binti Haji Harmizal for Best Project Award; Dhiya ‘Afiyah for Best Presenter Award; Muhd Aamirul Afeef bin Haji Ainolnizam for Best Developer; and Nurrabi’atul Adawiyah binti Suhaimi for Best Mentor Award.

The winner of TechKids Camp 2021 will represent Brunei Darussalam in the ASEAN Cyberkids Camp 2021.

Fifty-eight young coders, comprising seven students from government schools, 46 from private schools and five from Arabic schools, participated in an annual event that has been conducted during the March school holidays since 2012, organised by AITI and supported by the Ministry of Education (MoE).

The participants, in teams of two, were challenged to develop educational animations and games based on the theme ‘science, technology, engineering, art and mathematics (STEAM)’.

The event targetted Year 3 to 5 students as it is aimed at promoting passion in information and communications technology (ICT) at an early age and providing a platform for innovation by allowing the young generation to experience ICT in a practical and fun way.

Vaccine briefing for Temburong senior citizens

In preparation for the COVID-19 Vaccination Programme launch, the Ministry of Health (MoH) organised a Muzakarah session for penghulus, village heads and Senior Citizen Activity Centre members in Temburong District yesterday.

The programme will be implemented in phases, with senior citizens aged 60 years and above receiving the vaccine in the first phase.

The briefing, held at the Temburong District Civic Centre, aimed to clear any doubts and answer inquiries as well as provide information on the vaccine.

Some 200 participants attended the briefing facilitated by officer from Temburong Health Department Dr Hajah Martina Melati binti Dato Seri Paduka Haji Kifrawi.

The MoH will hold similar sessions at Muhibbah Hall in Brunei-Muara District on Monday and Tuesday, and at Senior Citizen Activity Centre in Lambak Kanan for members of the centre and Persatuan Wargamas Brunei on Wednesday.

Over BND600 million for Brunei’s defence spending

A BND610,170,920 provision was approved for the Ministry of Defence (MinDef) for the new fiscal year 2021-2022, aimed at defending Brunei’s sovereignty and territorial integrity, maintaining defence diplomacy and Brunei’s participation in peacekeeping and humanitarian missions, said Minister of Defence II Yang Berhormat Pehin Datu Lailaraja Major General (Rtd) Dato Paduka Seri Haji Awang Halbi bin Haji Mohd Yussof during the fourth day of the 17th Legislative Council (LegCo) session yesterday.

The new budget is BND4.1 million more than the previous year, marking a 0.68-per-cent increase.

Yang Berhormat Pehin Datu Lailaraja Major General (Rtd) Dato Paduka Seri Haji Awang Halbi said the MinDef is also preparing to launch a new Defence White Paper in May 2021, in conjunction with Royal Brunei Armed Forces (RBAF) 60th Diamond Jubilee.

“It is high time to update the Defence White Paper – the last publication was in 2011 – especially with the current geopolitical and geostrategic shifts in the regional and global environments becoming more complex especially from traditional and non-traditional security threats,” he said.

The defence diplomacy approach, he said, “has enhanced regional security, creating an environment conducive to peace. The region in which we live is relatively stable, but the task at hand is to prepare for the future security environment, which can be difficult to predict.”

This is in line with the ASEAN Defence tagline ‘We Prepare’, as Brunei holds the chairmanship of the ASEAN this year, the Sultanate will also host the 15th ASEAN Defence Ministers Meeting (ADMM) and the ASEAN Defence Ministers Meeting-Plus (ADMM-Plus) which will be held virtually from June. The ADMM is ASEAN’s highest defence consultative and cooperative mechanism and the minister believes the framework highlights the importance of coordination between national agencies to provide a holistic approach to defence.

TAP established to replace old pension scheme: Minister

The Employees Trust Fund (TAP) was established in 1993 to replace a previously implemented pension scheme, said Minister at the Prime Minister’s Office and Minister of Finance and Economy II Yang Berhormat Dato Seri Setia Dr Awang Haji Mohd Amin Liew bin Abdullah.

The minister was responding to Legislative Council (LegCo) member Yang Berhormat Naim bin Haji Kamis, who suggested that the pension scheme should be revised for officers and staff members who meet the criteria and have been promoted up to three times.

“If the pension scheme could be revised, it would lead to healthy competition among civil servants at Level 4 and above. It could also boost their motivation and quality of work, along with the performance of their respective ministries and departments,” said Yang Berhormat Naim.

However, Yang Berhormat Dato Seri Setia Dr Awang Haji Mohd Amin Liew said, “We cannot revert to the pension scheme, as we already have TAP now. What we can do is to improve on the TAP scheme, which is currently being reviewed by the TAP Board of Directors and Management.

“If the new improved scheme is successful, then we will make an announcement in the near future.”

Over BND130 million budget tabled for MoHA

A budget of BND130,352,620 has been allocated to the Ministry of Home Affairs (MoHA) for the financial year 2021-2022, announced by Minister of Home Affairs Yang Berhormat Pehin Orang Kaya Seri Kerna Dato Seri Setia (Dr) Haji Awang Abu Bakar bin Haji Apong at the 17th Legislative Council (LegCo) session yesterday afternoon.

In his opening remarks for the budget deliberation, the minister explained that in line with this year’s fiscal theme ‘Towards Resilient Socio-Economic Development’, the ministry will continue to plan and implement strategic initiatives in realising the country’s goals that is strengthening socio-economic resilience while maintaining the welfare and peace of Brunei Darussalam.

Yang Berhormat Pehin Orang Kaya Seri Kerna Dato Seri Setia (Dr) Haji Awang Abu Bakar said that 2021 is a significant year as the ministry is evaluating the achievements that have been made on the Strategic Plan 2017-2021. It has identify factors that have contributed to its achievement and failures, analysing on the issues and problems related to its implementations, thus it will be made as ongoing guidance for MoHA in preparing the Strategic Plan of 2022-2026 so that the annual plans could be well-implemented and systematic.

On assisting the country’s socio-economic development, one of the efforts by the MoHA is the revitalisation of the city area.

The revitalisation will look at three government buildings at Jalan Cator in the capital which include the Bumiputera Commercial and Trade Centre, the multi-storey car park, and the Local Employment and Workforce Development Agency.

“Discussions have been carried out with government agencies, P Cube Sdn Bhd and Darussalam Assets for the implementation,” the minister said.

Another project under the public-private partnership (PPP) is the relocation of Tamu Selera at Jalan Dato Taib to a new location near Sultan Haji Hassanal Bolkiah Silver Jubilee Park in Jalan Kumbang Pasang.

“Interests have been expressed and we have received positive response from the developer featuring the idea of providing food court and mixed development (apartments and business premises). The next process is a request for proposal which will be issued in the near future.”

The minister hoped that the new infrastructure will draw in both local and international investors to further advance the government’s assets along with other areas that can be developed.

In enhancing the country’s productivity, the MoHA looks to strengthen mukim and village institutions including speeding up the selection process for Mukim penghulu and village heads by introducing the E-Undi (e-voting) system, which is currently in the final phase of design.

“With such app, it could ease the registration process for villagers to be eligible voters in electing penghulus and village heads. There are currently 30-50 per cent of vacancies for the position this year,” the minister said.

Towards the effort in maintaining public safety and well-being, the Immigration and National Registration System (INRS) and National Labour Management System (NLMS) by the Immigration and National Registration Department (INRD) and Labour Department will be available this year, the minister shared.

It is hoped that with such a system, public services in facilities such as the registration for identification card (IC), passport, birth and death certificates, and bio-metrics at the control posts can be improved.

The system will also facilitate the process of visa and work pass issuances as well as matters pertaining to foreign workers in the country.

Yang Berhormat Pehin Orang Kaya Seri Kerna Dato Seri Setia (Dr) Haji Awang Abu Bakar also stressed the system could address the issue of granting entry to foreign workers and stub power abuse among irresponsible parties.

In terms of emergency response, the Fire and Rescue Department (FRD) and the National Disaster Management Centre (NDMC) will always involve the community in their outreach programmes, which shows their initiative in inculcating a culture of readiness and preparedness.

As of December 2020, 21,108 people had participated in public awareness programmes conducted by FRD. Up until January 2020, FRD had joined 101 community services where fire was contained before fire and rescue personnel arrived. Meanwhile, 1,164 people have participated in training programmes such as Community-Based Disaster Risk Management (CBDRM) and School-Based Disaster Risk Management (SBDRM).

The Prisons Department also plays a significant role in assisting inmates in achieving competency and improve employability by training them in handicrafts-making, carpentry, sewing, culinary, agriculture and maintenance of vehicles.

The minister said the One Village One Product (1K1P) initiative has made significant impact on the country’s economy. Last year, revenue obtained from 1K1P was BND523,285, showing a decrease of 34 per cent due to less activities held due to the COVID-19 outbreak.

The opening day of the three-day School Holiday Camp organised by the Brunei Netball Association (BNA) with the cooperation of Netcademy was held at the Multi-Purpose Hall of the Hassanal Bolkiah National Sports Complex yesterday.

Her Royal Highness Princess Fadzilah Lubabul Bolkiah led the camp as facilitator including the warm-up session.

Yang Amat Mulia Pengiran Anak Raheemah Sanaul Bolkiah binti Pengiran Maharaja Setia Laila Diraja Sahibul Irshad Pengiran Anak Haji Abdul Rahim was also at the camp training the participants.

The netball camp provided basic training concerning the techniques found in netball.

The first session of the camp incorporated circuit training designed to build on strength and footwork, ball and team drills to help increase upper body strength and getting used to catching and throwing as well as fun games to build on teamwork and competitive drive.

The camp aimed to grow the game of netball especially at the grassroots level and to introduce the sport to the younger generation.

The camp will continue today with participants set to be exposed to a match atmosphere.

Nearly 100 participants from the ages of six to 15 divided into three age groups attended the camp.
