Formal senior caretaker training in the pipeline, says minister

Aziz Idris

The Ministry of Culture, Youth and Sports (MCYS) is in discussion with several non-governmental organisations (NGOs) to offer formal training for senior caretakers or care providers. This senior care accreditation can also be extended as part of a syllabus for trainees enrolled with National Service Programme (PKBN) to instil love and respect for the elderly.

Minister of Culture, Youth and Sports Yang Berhormat Major General (Rtd) Dato Paduka Seri Haji Aminuddin Ihsan bin Pehin Orang Kaya Saiful Mulok Dato Seri Paduka Haji Abidin said this during the 17th Legislative Council (LegCo) session recently.

He was responding to a suggestion raised by LegCo member Yang Berhormat Iswandy bin Ahmad for the MCYS to consider offering accredited caregiver courses, especially for upskilling youth, when working as a senior caretaker or care provider.

Yang Berhormat Iswandy said not all senior citizens can rely on close families for care, adding that caring for the elderly demands a lot of time and energy. He cited a recent case in which an elderly was dropped off at the hospital for medical staff to handle, because the family struggled to care for the ageing parent.

By combining efforts with specialists, the establishment of a formal training platform will not only benefit the caretakers or care providers, but also family members, he said.

Weighing in on the issue, LegCo Speaker Yang Berhormat Pehin Orang Kaya Seri Lela Dato Seri Setia Awang Haji Abdul Rahman bin Dato Setia Haji Mohamed Taib said a study should be conducted to determine whether the matter of providing elderly care is merely a family problem or community problem. He reminded families not to rely solely on the government (hospital) to provide care for ageing parents.

Echoing the same sentiment, Minister at the Prime Minister’s Office Yang Berhormat Dato Seri Setia Haji Awang Abdul Mokti bin Haji Mohd Daud said, “Islam teaches Muslims to respect and love their parents and treat them well. It is our obligation as a family institution not to rely on others, and to give our ageing parents the care and attention they need.”

Minister at the Prime Minister’s Office (PMO) Yang Berhormat Dato Seri Setia Haji Awang Abdul Mokti bin Haji Mohd Daud yesterday revealed that the PMO is paying serious attention to the issue of general harassment – particularly sexual harassment – in the public sector, as put forward by appointed Legislative Council (LegCo) members during the 17th LegCo session.

“The PMO, through the Public Service Department (JPA), is formulating an initiative, in the preparation of the standard operating procedures (SOPs) or guidelines for sexual harassment, as addendums to the acts and regulations that are currently being implemented,” he said.

“These guidelines are in the process of further review by stakeholders, through the proactive approach of improving awareness among civil servants. It can also be extended as a point of interest for members of the public, regarding sexual harassment in the workplace, along with the procedures for risk prevention and in overcoming the issue.

“The first draft is expected to be produced by July 2021. The guidelines are intended to instil a corrupt conduct in the workplace and also as a reference for JPA. It will give a comprehensive explanation of the guidelines in the management of harassment cases and provide guidance on actions that need to be taken by authoritative agencies on any reports related to sexual harassment, as well as instructions on misuse and irresponsible behaviour such as making false reports.”

In acknowledging certain issues being faced by pregnant women and working mothers, Yang Berhormat Dato Seri Setia Haji Awang Abdul Mokti said, “The government will continue to give attention to the matter, specifically in terms of assessing the needs and suitability, which can be added to the regulations in accordance with the relevant parties.

“At the same time, the best practices have been implemented in government agencies, depending on the consideration, good judgement and discretion from the heads of departments, in being flexible towards pregnant women and those who have given birth.

On the issue of succession planning in the public sector, the minister said, “The PMO, in collaboration with other government ministries, will continue to give attention to the assignment for chief posts and prepare the officers through the available leadership programmes.

“Integrated action from all parties – particularly from the permanent secretaries and heads of departments in each ministry, who bear the responsibility of managing their human resources – is critical in ensuring the efficiency of the initiative.

“On preserving peace and stability, as well as upholding the country’s laws, the PMO, with the cooperation of security and enforcement agencies, will continue to formulate strategy frameworks to maintain political stability and protect the country, in addition to connecting the defence and diplomatic capabilities, as a preparation for the country in managing security threats which include crime prevention and strengthening the capabilities of the relevant agencies in managing national crises and cross-border activities, particularly during the COVID-19 outbreak.

“The challenges of preserving peace and stability, are not only shouldered by security and enforcement agencies, but our shared responsibility. The cooperation provided by LegCo members as grassroots leaders, mukim penghulus and village heads, along with the community as a whole, is greatly hoped for in promoting a peaceful atmosphere and in crime prevention efforts.

“With this, I wish to thank members of the public who assisted the authorities in tackling crime by providing information. A number of criminal cases have been solved, by virtue of public assistance.”

Azlan Othman

Despite the uncertain world economic situation, and with the Sultanate bearing a deficit, in addition to facing the impact of the COVID-19 pandemic since March 2020, Brunei Darussalam, with the permission of Allah the Almighty and under the wise leadership of His Majesty Sultan Haji Hassanal Bolkiah Mu’izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar ‘Ali Saifuddien Sa’adul Khairi Waddien, Sultan and Yang Di-Pertuan of Brunei Darussalam, was able to record a favourable growth rate, while enjoying some significant reforms in terms of infrastructure to preserve the peace and well-being of the people of the country.

This was said by Minister of Home Affairs Yang Berhormat Pehin Orang Kaya Seri Kerna Dato Seri Setia (Dr) Haji Awang Abu Bakar bin Haji Apong at the final day of the 17th Legislative Council (LegCo) session yesterday, during which the issues of job opportunities among locals, stray dog population and cleanliness were also brought under the microscope.

“On the issue of unemployment, we have witnessed success in efforts and plans implemented by ministries and agencies responsible for providing employment opportunities, improving the marketability and employability of locals, and thereby lowering the unemployment rate.

“Similarly, there has been a change in mindset among the youth and job seekers. Based on Brunei JobCentre details, 65 per cent or 4,304 vacancies were filled. Graduates too are exploring the field of entrepreneurship, reflecting an innovative and creative attitude.

“I believe with whole-of-government and whole-of-nation approaches, we will achieve one of the national aspirations of having educated, highly skilled and successful people before 2035.

“On increasing the country’s productivity to diversify the economy, we are grateful to the appointed LegCo members for putting forward suggestions to help reduce dependence on oil and gas, and on ways to control the deficit, either by increasing revenue or reduce expenses.

“We listen to the input presented by ministries to jointly diversify the economy and strengthen the socio-economic resilience of the country. The government will continue to work with the private sector – including government-linked companies (GLCs) and micro, small and medium enterprises (MSMEs) – in providing facilities and incentives, as well as utilising the latest technology for products to be more competitive and to penetrate foreign markets through trade exports,” Yang Berhormat Pehin Orang Kaya Seri Kerna Dato Seri Setia (Dr) Haji Awang Abu Bakar said.

These include the preparation of the Brunei Darussalam Economic Blueprint; Towards a Dynamic and Sustainable Economy, Digital Economy Masterplan, National Welfare System (SKN); Green Protocol Policy and Brunei Darussalam National Climate Change Policy; and National Youth Policy and Strategy 2020-2035. These efforts will stimulate economic growth and ensure the welfare of the people is always guaranteed.

“In the digital era and with the world entering the Fourth Industrial Revolution (IR 4.0), we have also heard of ongoing ministerial efforts to increase initiatives towards digitalisation, including preparing a platform to strengthen the country’s digital economy.

“These include Government Employee Management System (GEMS), SKN, Immigration and National Registration System (INRS) Project, Labour Management Information System (LMIS) Project, One Common Billing System (OCBS), Treasury Accounting Financial Information System (TAFIS 2.0) and others. These systems hope to improve the quality of work and provide stable, effective facilities to the public,” he said.

On the subject of domestic maid recruitment, the minister said that since the pandemic broke out here in March 2020, the government has only given consideration to bringing in foreign workers for essential matters and absolutely needed fields as a precautionary measure in curbing the spread of the virus.

Assessing the COVID-19 situation in neighbouring countries, the government has allowed the return of domestic helpers and private drivers who had left for home on holiday.

For those allowed to return to the Sultanate, they must comply with current regulations, including undergoing a swab test and mandatory isolation. The government will continue to monitor the situation to alleviate the problem of bringing in maids and private drivers from abroad.

The issue of stray dogs was also raised, with the minister extending gratitude to NGO Sejahtera Community for helping to manage the situation. The minister hopes the community will extend support and assistance to Sejahtera Community for the charitable effort.

On the subject of cleanliness, the minister said, various agencies have implemented efforts to address hygiene issues and problems.

“We are, however, still not satisfied with the level of cleanliness. We need to examine the extent to which we are effective through task forces and through the whole-of-nation approach to overcome the problems of garbage disposal, and maintaining overall cleanliness,” Yang Berhormat Pehin Orang Kaya Seri Kerna Dato Seri Setia (Dr) Haji Awang Abu Bakar said.

With the consent of His Majesty Sultan Haji Hassanal Bolkiah Mu’izzaddin Waddaulah ibni

Al-Marhum Sultan Omar ‘Ali Saifuddien Sa’adul Khairi Waddien, Sultan and Yang Di-Pertuan of Brunei Darussalam, an initiative has been provided for the duration of the Electric Vehicle (EV) Pilot Project, where vehicle licences (VLs) for any EVs involved or otherwise in the project are exempt from payment until a later establishment of the VL rate for EVs, based on electric motor power.

This was highlighted by Minister of Transport and Infocommunications Dato Seri Setia Awang Abdul Mutalib bin Pehin Orang Kaya Seri Setia Dato Paduka Haji Mohd Yusof during the launch of the EV Pilot Project at the BRIDEX Hall 2 in Jerudong, yesterday.

“I understand that one of the main activities that will be carried out during this pilot project is to identify strategic locations, where charging stations for electric vehicles will be installed in phases and stages, according to the needs of the people in the country,” he said.

The minister also encouraged members of the public to visit the exhibition.

“We very much welcome public feedback for the use of the agencies and companies involved, to assist in the general and comprehensive EV policy review as well as the marketing surveys of the companies involved,” he said.

The EV Pilot Project will involve various stakeholders with the target of making evaluations and studies on the effectiveness of the EV, along with the public’s response, after two years of implementation.

Minister of Primary Resources and Tourism Dato Seri Setia Awang Haji Ali bin Apong, Minister of Development Dato Seri Setia Ir Awang Haji Suhaimi bin Haji Gafar, Minister of Energy Dato Seri Setia Dr Awang Haji Mat Suny bin Haji Mohd Hussein, Minister of Transport and Infocommunications Dato Seri Setia Awang Abdul Mutalib bin Pehin Orang Kaya Seri Setia Dato Paduka Haji Mohd Yusof and Deputy Minister of Energy Dato Seri Paduka Awang Haji Matsatejo bin Sokiaw during the launch of the pilot project. “The policies and programmes have been, and will continue to be reviewed and monitored by an action group which was established since early last year, which is the Electric Vehicle Joint Task Force (EVJTF) led by the Ministry of Energy, said the minister.

“Through a whole-of-nation approach with the involvement of government, non-government agencies and stakeholders, the objective of EVJTF, among others, is to discuss the short and long-term needs for EV implementation, so that the country is better prepared before the widespread deployment of EVs in the country.”

The minister further noted that based on the Brunei Darussalam National Climate Change Policy (BNCCP), which was launched on July 25, 2020, the contribution of carbon emissions from the land transport sector in 2018 was 13.6 per cent, which is the third largest sector in terms of greenhouse gas (GHG) emissions in the country.

“BNCCP has set 10 strategies to pave the way for the country’s resilience in climate change and low carbon emissions. EV is the third strategy, with the target of increasing EV shares to 60 per cent of the total vehicle sales in this country by 2035.

“The annual average number of new vehicle registrations in the country for the past five years is 12,658 vehicles per year; and by 2035, based on EVJTF’s preliminary study with the Brunei Climate Change Secretariat (BCCS), an estimated 11,400 new vehicles will be registered of which 60 per cent or 6,800 are targetted to be electric vehicles by 2035.

“Towards achieving this target, the preparation of policies and programmes to promote EV ownership including incentives, provision of infrastructure, customer protection, capacity building programmes including retraining and upskilling, emergency response, waste disposal and continuous provision are being worked on and planned for implementation under the role of EVJTF; and this is done together with industry players and other stakeholders,” he said.

Meanwhile, at the EV Pilot Project Symposium, Head of the Brunei Climate Change Secretariat Noor Dina Zharina binti Haji Yahya said that the projects (RKN 2015-2020) to address the impact of climate change impact on the country have cost the government BND68.2 million.

“Although Brunei is among the lowest contributor of green house gasses, at 0.025 per cent, we are also feeling the impact of climate change and it will become worse in the future. If we don’t take any mitigation measures, our temperature will increase up to four degrees Celsius to 35 degrees Celsius daily, by 2100,” she said.

The three-day symposium features the involvement of ministries and government departments, as well as non-government organisations (NGOs) and private sector.

Two speakers from Singapore and Malaysia have been invited to share their best practices through a virtual medium.

Only 25 per cent of people are aware of the cost of cancer treatment, based on data compiled from previous cancer awareness seminars, said BR-Nancy and Associates.

They also said that they found that 38 per cent are aware that only certain insurance covers the cost of treatment for cancer, and not all will have cover for early stages of cancer. Seventy-five per cent would also like to review their insurance policies to see if they had cancer treatment coverage.

BR-Nancy and Associates shared the information during a Cancer Awareness Talk attended by over 60 people at the AIA Brunei’s office at Pavo Point in the capital.

Three speakers were invited during an interactive panel discussion on the topic – cancer patient Mohd Rusdi bin Haji Selamat; mother of cancer patient Kok Wan Hoi and BR-Nancy and Associates Agent Cheng Chea Khai.

The panel discussion session moderated by Wan Ching from BR-Nancy and Associates, touched on the experience of battling cancers and how to prepare for oneself and loved ones.

On average, about 600 people in Brunei are diagnosed with cancer annually and over 20 per cent die. The Ministry of Health (MoH) also said that more than one in four Bruneians will be diagnosed with cancer in their lifetime. The two risk factors that continue to pose challenges in Brunei is smoking and obesity.

BR-Nancy and Associates Senior District Director Nancy Kwang shared her belief that prevention is better than cure.

“In the world of financial planning, the motto is: plan for the best and prepare for the worst,” she said.

Being in the industry of more than 30 years, she said they have established friendship with clients and helped them through difficult times.

“In the process of being there for them, we ourselves also learn a lot from their experiences,” Kwang said, adding that they hope to assist more clients, especially protecting their loved ones against cancers.

Cooperation between universities and enterprises can be key in promoting a solution to the talent dilemma, Chief Executive Officer (CEO) of Huawei Technologies (B) Sdn Bhd Zhang Jianwei said.

“The purpose of the HAINA programme is to promote the development and dissemination of ICT technologies, cultivate ICT talent for society and meet the long-term talent requirements of the ICT industry,” he said at a ceremony where Universiti Teknologi Brunei (UTB) and Huawei Technologies (B) Sendirian Berhad joined forces to establish a Huawei ICT Academy Lab at the university to cultivate ICT talents among the students to prepare them to be future-ready for ICT developments in Brunei Darussalam.

UTB is the first university in the Sultanate to become a part of the Huawei ICT Academy that has a presence in 72 countries.

Minister of Education Dato Seri Setia Awang Haji Hamzah bin Haji Sulaiman launched the Huawei ICT Academy lab located within the UTB campus yesterday morning.

“In practice, however, the cooperation between universities and enterprises can be difficult to implement. The integration of industry and education has encountered a bottleneck. There are three main reasons”.

“The talent cultivation model of collaborating and cultivating people isn’t fully developed. Generally, collaboration between universities and enterprises is spontaneous and shallow.”

“Some enterprises aren’t active in the training process, and they aren’t aligned with the talent cultivation goals of universities. The content of the courses doesn’t match the professional standards, and the teaching process isn’t aligned with the industry’s production processes. The prioritisation of theories over practices is an ongoing problem,” Zhang said.

He added, “There are problems in colleges and universities, such as teachers lacking motivation to participate in industry-education cooperation projects and a lack of desire to learn among students.

“The challenge is to achieve efficient communication between the ICT industry and the education industry and solve the talent shortage problem. In 2020, the world faced the COVID-19 pandemic which affected industries globally, causing major disruptions especially in the educational system.

“Despite the setback, new technologies were introduced to serve the majority by providing online systems to continue the grooming efforts of the new generations ahead. Huawei has no plans to stop here, but to continue evolving new technologies.”

Vice-Chancellor of UTB Professor Dr Hajah Zohrah binti Haji Sulaiman said, “The academy is equipped with IP network equipment and products donated by Huawei. Huawei also provides the training material which are in line with the trend of ICT networking technology, as well as, networking simulator software that allows participants to design small and medium-sized networks prior to practical implementation.

“With support from Huawei, the academy is able deliver industry-standard trainings that offer hands-on experience required to potentially fill the ICT skill gaps for future workforce.”

Under Huawei Authorised Information and Network Academy (HAINA), the Huawei ICT Academy Lab is offering Huawei certification-related courses to provide participants with the knowledge of computer networking concepts using Huawei’s enterprise networking equipment and products to prepare them for an examination leading to being certified as a Huawei Certified ICT Associate – Routing and Switching (HCIA-R&S).

Forty-two students participated as the first cohort of the course which commenced on February 20 for this year’s February and March intake.

Participants studied how computer networks are designed and structured to be able to provide networking services.

They also learnt about network security and how to ensure that the networks remain resilient and adaptable to changes. Participants will be able to set up and manage small-to medium-sized networks which utilise Huawei’s networking devices. They will then undergo certification examination, which will help them learn more complex concepts of networking.

The minister also presented certificates to participants.

Deputy Minister of Education Datin Seri Paduka Dr Hajah Romaizah binti Haji Mohd Salleh, Ambassador of the People’s Republic of China to Brunei Darussalam Yu Hong, Permanent Secretary (Higher Education) at the Ministry of Education (MoE) Dr Haji Azman bin Ahmad, and Deputy Permanent Secretary (Higher Education) at the MoE Dr Chin Wei Keh were
also present.

The Ministry of Development participated in the World Wildlife Fund’s (WWF) Earth Hour, a movement aimed at increasing awareness and action on preserving nature and the environment by switching off non-essential lights of its building from 8.30pm to 9.30pm.

Themed ‘Climate Change to Save Earth’, the Earth Hour event is celebrated every last Saturday of March by switching off all non-essential lights for an hour.

The observance of the event is also in support of Brunei Darussalam National Climate Change Policy (BNCCP) to pave for Brunei Darussalam’s low carbon and climate-resilient pathways for a sustainable nation.

Key departments such as Department of Mechanical and Electrical, Public Works Department, Survey Department, Lands Department, Town and Country Planning Department, Drainage and Sewerage Department Authority for Building Control and Construction Industry and Department of Environment, Parks and Recreation under the ministry also switched off non-essential building lights.

Lights off across all households in the country for just one hour would prevent 14 tonnes of carbon dioxide emissions, equivalent to the amount sequestrated by 282 trees, according to estimates by the Brunei Climate Change Secretariat.
