The Ministry of Religious Affairs (MoRA) welcomes the idea of implementing a dual education system whereby general subjects will take place in the morning session while Islamic studies in the afternoon.
In a proposal by Legislative Council (LegCo) member Yang Berhormat Iswandy bin Ahmad during the 17th LegCo session yesterday, Minister of Religious Affairs Yang Berhormat Pehin Udana Khatib Dato Paduka Seri Setia Ustaz Haji Awang Badaruddin bin Pengarah Dato Paduka Haji Awang Othman said the matter has been largely discussed between the MoRA and the Ministry of Education. The minister explained that the modularity of the approach can be seen when religious teachings are practised in private schools, where students continue their learning in the afternoon.
“Two-thirds of schools in Brunei are equipped with the infrastructure to integrate both public and religious schools.
“In this way, integrating revealed knowledge (as the foundation) with acquired knowledge will produce a balanced individual who not only emphasises intellectual traits, but also has strong faith, is pious, and is of good character, to balance the life of the present world and the hereafter,” said the minister.
Yang Berhormat Iswandy said many parents working in the government and private sector claimed school runs are taking up their working hours, which in turn affect their productivity at work, especially when schools are located in staggered areas.
Hence, he added the concept will harmonise the two educational systems and help working parents save time in between school runs.
“This dual education system considers a whole day of school starting at 7.30am and finishing at 4.30pm. The arrangement is preferable to many working parents,” Yang Berhormat Iswandy said.
He added that the integrated education system was introduced few years ago, but was discontinued.
Legislative Council (LegCo) member Yang Berhormat Haji Abdul Wahab bin Apong at the ongoing 17th LegCo session yesterday suggested the installation of signboards at several strategic locations to highlight the proximity and provide directions to places of interest in the country.
The signboards should be placed along roads or pathways leading to a particular place of interest or facility to help draw tourists’ arrival, in an effort to boost development in the country, he said.
Now is the suitable time to focus on the development of places of interest and potential tourism products before the re-opening of borders, he added. In his response, Minister of Primary Resources and Tourism Yang Berhormat Dato Seri Setia Awang Haji Ali bin Apong said the ministry will further discuss the matter prior to implementation.
Meanwhile, Yang Berhormat Haji Mohimin bin Haji Johari @ Jahari suggested that the Ministry of Primary Resources and Tourism (MPRT) to open more investment tenders either through foreign direct investment (FDI), government-linked company (GLC) or public-private partnership (PPP) to tourism sites that have the potential to be developed.
In response to the suggestion, Dato Seri Setia Awang Haji Ali said it is already part of his ministry’s strategies to emphasise on sustainability and provide incentives to greater utilisation of MPRT’s funding.
The minister said this incentive has been implemented for many MPRT’s development projects including building 30 luxury chalets in Kampong Perdayan in Temburong District.
The project began its construction in the middle of last year and is expected to be completed and open by the end of this year.
The ministry also offered local and foreign investment to manage the Ulu Ulu Resort in Temburong and Teraja in Mukim Labi in an effort to make it a one-stop centre for tourists
and students.
Several requests for proposal (RFP) have been issued to further develop areas that has been gazetted for tourism such as amusement parks and restaurants, the minister added.

With the rise in social issues such as drug abuse, theft/robbery, child abandonment, domestic violence and the likes, Legislative Council (LegCo) member Yang Berhormat Khairunnisa binti Haji Ash’ari pointed out the need to have qualified officers and social workers, based on international best practices.
Responding at the 17th LegCo session yesterday, Minister of Culture, Youth and Sports Yang Berhormat Major General (Rtd) Dato Paduka Seri Haji Aminuddin Ihsan bin Pehin Orang Kaya Saiful Mulok Dato Seri Paduka Haji Abidin said that three officer or social worker positions were passed during the financial year 2020-2021, while another seven positions will be passed for the financial year 2021-2022, totalling 10 open positions for Division II officers or social workers.

Annually, the social workers handle over 5,000 cases, where one social worker takes on 300 cases each.
“The increase in 10 officers or social worker positions will enhance the quality and efficiency of service delivery,” the minister said.
“The duties of social workers in the department were not originally of social work, so the staff did not have previous background experience or qualification.
“However, they have undergone capacity building training and exposure through various platforms in the country and abroad regarding social work, such as from the Social Service Institute, Ministry of Social Development and Family, Singapore; ASEAN Social Work Consortium; and the ASEAN Training Centre for Social Work.”
He said those in Division IV are support staff who have been given ongoing training and have specific experience through the approach and preparation of social reports, while in National Social Work Competency standards, MCYS has also prepared the Social Work Officer Service Scheme under JAPEM in 2020.
Royal Brunei Airlines (RB) announced its pledge to increase female representation in key positions by 25 per cent by year 2025 towards greater advocacy of women in aviation.
The pledge is part of a global initiative by nearly 60 signatories to improve gender balance in the aviation industry under a voluntary initiative dubbed 25by2025. The initiative is organised by the International Air Transport Association (IATA) and participating organisations committed to either increasing the number of women in senior positions and under-represented areas by 25 per cent or up to a minimum of 25 per cent by 2025.
RB is well-advanced in nearing gender balance, with only seven per cent to reach an equal ratio of females to males employed at the company.
As of March, women represented 43.6 per cent of the overall RB population, shifting the status quo in what has traditionally been a male-dominated industry. For the pledge, RB will work to further increase by 25 per cent female participation in under-represented areas as well as in senior roles, from the Vice President level and above.
At the management and senior management levels, RB is well represented by women. Notably, at least 40 per cent of RB Managers and Vice Presidents are women.
RB’s main focus is to promote, educate and increase visibility of female roles during its career talks and in events that champion female representation. It is hoped that these actions will further appeal to the next generation of women who may explore a career in an array of roles within the industry.
RB Chief Executive Officer Captain Haji Khalidkhan bin Haji Asmakhan said, “As a keen adopter of change and innovation – be it in green operating practices or gender diversity and equality – RB has always sought to empower our people and lead by example. The 25by2025 campaign complements our goals as a modern airline, and therefore, we are excited to pledge our commitment towards gender balance.”
He added, “RB women have already made great strides with breaking the glass ceiling in the industry. We were the first to have a female captain for a national airline in Southeast Asia, and in 2016, our all-female flight crew to Jeddah made headlines around the world. These notable achievements have brought us much pride and we wish to build on their success through this initiative.”
RB’s top female executive Chief Financial Officer Nurbahriah Eliza binti Abdullah said, “Joining 25by2025 demonstrates RB’s commitment to close the gender gap as we work towards the advancement of women in the industry. While women have a high representation in RB, there is still a lot of work to be done to promote this industry-wide and to support women to rise further as emerging leaders in the workplace.
Research has shown that gender equality benefits everyone. The more gender-equal companies are, the better it is for both the male and female employees. This is one of the reasons it’s number five in the United Nations (UN) Sustainable Development Goals.”
“I welcome RB’s participation in the industry-wide 25by2025 initiative. It is very encouraging to see the airline commit to further improve gender balance and diversity despite the challenging circumstances brought about by COVID-19. We look forward to working with Royal Brunei Airlines to bring change across the industry,” said IATA’s Regional Vice President for Asia Pacific Conrad Clifford.
The 25by2025 initiative also ties in with the recently launched RB Harapan, an initiative inviting schoolchildren of Brunei to RB Campus and Hangar where they are able to learn and ask questions about the diverse roles and job scopes at RB. Through the school visits, RB female staff will deliver talks as an empowering figure in their line of work, and aim to inspire female students to take up Science, Technology, Engineering and Mathematics (STEM) subjects for their higher education. This may potentially help RB realise its pledge for 2025 and beyond.
RB and signatories of the 25by2025 initiative will also report annually on their key diversity metrics to track their respective progress.

Meanwhile, some BND26.1 million is allocated for community development programmes including infrastructure improvements through three major initiatives – strengthening social security and protection for the needy through the Poverty Eradication Plan Programme.
The Poverty Eradication Action Plan of the National Council for Social Issues (MKIS) was approved in July 2020 and integrates whole-of-nation poverty eradication initiatives to break the poverty cycle.
The plan focusses on generating sufficient income through skills, employment and entrepreneurship to create an independent and resilient society. Throughout 2020, 873 impoverished people and people with disabilities (OKU) managed to get jobs through the cooperation of the Manpower Planning and Employment Council (MPEC) and JobCentre Brunei. This achievement exceeded the target of 500 people working as a sign of a change of mindset among the target group.
Some 350 target groups including recipients of BKB and low-income people have undergone skills and entrepreneurship training in the last three years under the community programme. The two companies are Mama’s Tailor at the Belimbing Temporary Placement Centre and Syarikat Mazroni at the Hassanal Bolkiah National Stadium. Recently, sewing skills training was conducted for 14 women from Kampong Setia ‘A’ in Kampong Ayer.
Some 77 houses under the Housing Focus Group have been handed over to the less-fortunate through the Quick-Win Programme and the cooperation programme of Yayasan Sultan Haji Hassanal Bolkiah with the JAPEM. Some 216 families in three districts have been provided with temporary accommodation. On April 1, 2021, MCYS will receive eight additional housing units in Belait District from the Ministry of Development (MoD) for 34 family members.
Management and Financial Literacy briefings were given to new BKB recipients aimed at changing mindset with a target of 40 people per month.
Meanwhile, in terms of child welfare and protection, the National Framework nn Child Protection (NFCP) was launched in December 2020 and the first phase of the Register of Children and Young Persons in Need of Protection (RCYPP) will be completed in April 2021. Under the Child Care Centres Act , 53 childcare centres are licensed. JAPEM handled 206 vulnerable children including 50 for protection cases and 14 rehabilitation cases housed at the Welfare Home Complex (KRK). The Shelter Construction Project will be completed in November 2021 to accommodate 77 children.
The minister said 117 OKUs have been registered at JobCentre Brunei in which, 44 got jobs. The 2019 survey by JAPEM showed 75 OKUs are working in the public sector and 35 in the private sector.
Some BND75,500 was given to nine OKU associations to carry out community activities including capacity building. Facilities are also provided for the Council for the Welfare of Persons with Different Abilities (MKOKU) and four OKU associations. The OKU Association is also allocated up to BND1,000 per month for water and electricity payments starting April 2020.
Through the Elderly Issues Action Plan, the Caring for the Elderly (PMWE) programme is implemented every month on a monthly basis to residences of 119 senior citizens starting in 2020 for the provision of disposable diapers and milk, attending doctor’s appointment and the provision of pensions for those aged 100 and above. The Qaseh Amanah Warga Emas (QAWE) programme by Persatuan BERSATU involves youth to care for 55 senior citizens.
The Senior Citizen Activity Centre (PKWE) recorded 1,105 members nationwide with a target of 1,500 members this year. PKWE operates more than 300 daily programmes and activities towards healthy ageing. The Wargamas organisation reaches nearly 1,000 members and will be provided a building in May 2021.
Some BND123,925 was given to 37 associations and non-governmental organisations (NGOs) to carry out community and welfare projects. For example, the MPK Kampong Mengkubau and TeachMeGuru have provided free extra classes to underprivileged students.
Last year is the third year of the collaboration with MCYS and the Brunei-Muara District Office in the implementation of the Knowledge Outreach Programme for 44 students from 12 villages. This year, the programme will be implemented in conjunction with the Mumtaz Programme run by TeachMeGuru by targetting 103 impoverished students including BKB and MUIB recipients from 28 villages.

Minister of Health Yang Berhormat Dato Seri Setia Dr Haji Mohd Isham bin Haji Jaafar, in his deliberation of the Ministry of Health’s (MoH) budget for the financial year 2021-2022 during the Legislative Council (LegCo) session yesterday, reassured the public that the COVID-19 vaccines are safe.
The minister said, “Regarding the National COVID-19 Vaccination Programme soon to be launched in this country, it is understandable that there is a profusion of disturbing news regarding vaccines and their impact on individuals. The efficacy rate of each vaccine is also widely spread across the mass media.”
“The public should not feel too anxious by the negative news spread through social media and so on, as most of it is biased and untrue. Studies also show that most of the reported deaths were not due to the vaccines, but chronic health problems that the individuals were suffering from,” the minister said.
He added, “Vaccination is the most effective way to break the chain of COVID-19 infection. The process of obtaining them is very difficult, because the amount of vaccine produced for the whole world is insufficient, despite the manufacturing companies’ promise to produce a billion doses of vaccine until 2021.
“Brunei Darussalam was forced to choose a limited selection of vaccine; therefore the government is always mindful to ensure that the country is guaranteed a sufficient number of vaccines, through international consultations.
“The process of selecting the vaccines was carried out very carefully, taking into account the safety aspects through a review of data and the result of scientific studies conducted on each COVID-19 vaccine.
“Therefore, we must appreciate the efforts of the government, in providing support to the vaccination programme.”
Yang Berhormat Dato Seri Setia Dr Haji Mohd Isham also highlighted that the leadership of His Majesty Sultan Haji Hassanal Bolkiah Mu’izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar ‘Ali Saifuddien Sa’adul Khairi Waddien, Sultan and Yang Di-Pertuan of Brunei Darussalam was clearly the main success factor and catalyst to the effective response towards the COVID-19 outbreak in the country, together with the integrated cooperation of government agencies and the public through a whole-of-government and whole-of-nation approach.
“Among the major factors in the effectiveness of curbing the pandemic was the unwavering support of the public, in adhering to the instructions and standard operating procedures from the government such as social distancing, maintaining personal hygiene, mass gathering guidelines, the use of QR codes, and so on. The whole-of-nation approach is seen as a unity of government directives and the public to control the COVID-19 outbreak.
“In 2020, the MoH placed a major focus on its workforce, to curb the COVID-19 pandemic.
“Apart from the frontliners – who were not only hospital staff, but almost the entire staff at the MoH – the frontline officers from other agencies and volunteers worked very hard. They all united for the main purpose of saving lives, despite having to sacrifice family time, facing the risk of infection and experiencing unexpected fatigue,” he said.
The minister thanked frontliners from the MoH; the Ministry of Home Affairs, particularly the Fire and Rescue Department, the National Disaster Management Centre, the Immigration and National Registration Department; the Royal Customs and Excise Department; the Royal Brunei Police Force; the Royal Brunei Armed Forces; the Ministry of Culture, Youth and Sports, especially the Youth and Sports Department and the Community Development Department; the Brunei Darussalam Red Crescent Society; and volunteers, from the National Service Programme (PKBN) and the Royal Brunei Airlines.
Yang Berhormat Dato Seri Setia Dr Haji Mohd Isham also thanked to those who contributed to the COVID-19 Relief Fund which raised BND11,137,514 for the construction of an additional building at the National Isolation Centre (NIC) in Tutong District, alongside the purchase of medical equipment for the new building which can accommodate 166 beds, compared to the previous 27.

“This is an exciting time for the nation as we see the country embrace greener mobility and welcome evolving technologies to co-exist with conventional transport fuels in the next few years. I am pleased to share, as part of the pilot project, BSM will offer high-powered 150-kilowatt and 50-kilowatt rapid chargers this year at selected retail stations and destination
sites. These locations have been chosen because of their proximity to main driving routes and infrastructure readiness.
“BSM is also working with car dealerships to offer home DC chargers to their customers.
“We will work on expanding to other locations and in parallel explore opportunities to collaborate with commercial centres and office buildings to install rapid chargers while continuing to work with car dealerships for home charger DC installations,” he said.
To identify the needs and requirements to meet the growth of electric vehicle ownership, BSM will continue to work closely with relevant authorities, he added.
BSM showcases a range of chargers, namely the home charger for overnight charging and the 50-kilowatt rapid chargers that can charge most cars from zero to 80 per cent in 30 minutes, at the exhibition.
BSM will also carry out a survey to gauge public preference for future Shell Recharge destinations. Shell Recharge first debuted in Singapore and was introduced later in Malaysia.
