|     Aziz Idris     |

BRUNEI Gas Carriers (BGC) hosted its inaugural ‘RAKAN’ event yesterday at the Goldstone Ballroom in The Centrepoint Hotel, Gadong.

The ‘RAKAN’ event, which stands for Raising Awareness, Knowledge and Networking, was attended by 150 guests including BGC staff in the hopes to fulfil its mission for ‘Shipping Energy First Class’.

Featured themes included upcoming business opportunities specific to the LNG Shipping industry, managing HSSE in contracts, BGC’s Code of conduct, payment processes within BGC and Local Business Development (LBD) Reporting requirements.

Pengiran Dianawaty binti Pengiran Haji Matzin, BGC Contracts and Procurement Manager, in her speech, expressed hope for local business partners to have a better understanding of the respective goals of BGC.

“In the case of BGC, this relates to our aspiration towards ship management, the standards of excellence required to fulfil our mission of ‘Shipping Energy First-Class’, the available opportunities for growth in the LNG shipping industry as well as exchanging experiences with us and our other business partners in order to cultivate a culture of collaboration,” she said.

Pengiran Dianawaty also revealed that in the last two years, BGC has started to manage seven contracts that were previously managed by Shell International Trading and Shipping Co Ltd (STASCO) in London, and some of these services are now provided by local players.

“Along with the corporate contracts that support operations, about 75 per cent of our effective contracts are local,” she noted. “This will continue to be the aspiration for the upcoming years. The key to succeeding in meeting our objectives depends on having a collaborative relationship, one where we are growing along with you.”

The event also saw the launch of BGC’s Vendor Portal by Haji Shahbudin bin Haji Musa, BGC’s Managing Director.

According to Pengiran Dianawaty, the introduction of the self-service portal, was part of the first phase of BGC’s recently implemented enterprise resourcing planning system, named ‘AXiS’, and would allow BGC’s registered vendors to check their status and update information with BGC online.

“The Vendor Portal allows you, our business partners, to check your registration status and update your key information with BGC online,” she added.

RAKAN is also an initiative in line with BGC’s Social Performance commitment to continuously engage stakeholders in this instance with BGC’s existing local business partners. The event provided a networking opportunity for local business partners to share experiences of working in the industry.

It was highlighted that among the tenets of developing local businesses under the Energy White Paper, was to foster businesses that embody true Bruneian principles, including the practise of upholding business integrity.

To establish business with BGC, vendors were urged to heed the call for fair and transparent process by having a solid corporate governance system in place.

This is the first time that BGC organised such an event, realising the increasing role the company has towards overall economic welfare of the country and local business development.

Since 2012, BGC has been embarking on a journey towards becoming a fully-fledged ship management company in its own right whereby the key elements of this transition involves the management of contracts in support of its operations, which is currently managed by STASCO in London.

BRUNEI Darussalam is witnessing an increase in the number of breast cancer patients. In 2015, 118 new breast cancer cases were reported, compared to 99 cases in 2014 and 78 cases in 2016.

This was revealed during a sharing session with a number of breast cancer survivors last night, organised in conjunction with the Breast Cancer Awareness Month, which is annually held in October to highlight the importance of raising awareness on breast cancer.

During the session, a num-ber of cancer survivors shared their stories, detailing how they fought themselves to get out of the disease and overcome the dilemma, myths and misconceptions associated with breast cancer. They also explained their symptoms as well as preventive measures they have taken, and most importantly, how to help themselves in their battle against cancer.

Lili Yong, the owner of specialty undergarment making firm Lilli Lingerie, told the media that she decided to organise the talk and sharing session with breast cancer survivors as the illness is on the rise in the Sultanate.

According to Lili, it is important to wear the ‘best fit bra’ after having mastectomy or undergoing breast surgery. During her visit to the Occupational Therapy at Raja Isteri Pengiran Anak Saleha (RIPAS) Hospital, she said she was told the patients will be given their supply from the hospital, but, since women’s bra sizes vary, some might have difficulties in finding the perfectly fitted item to accommodate their size.

“I was thinking how this bra could balance both sides so that it would look perfect and balanced. Therefore, I did some research and went for a training at ANITA, a specialist undergarment making company that supplies special bras for patients who have undergone mastectomy,” she added.

During the sharing session, Betsy Aveda shared the ordeal she survived successfully. She was diagnosed with breast cancer five years ago. Betsy said she went for a medical check-up in her home country the Philippines, after experiencing continuous pain which she had experienced on her breast for almost three months.

After going through several medical examinations, her doctor confirmed that she has cancer which is between stages 0-1.

Betsy said she was fortunate to receive early treatment which helped her prevent the disease from spreading. “I didn’t have any special experience during that time as there was no cancer history in our family. But, I started imagining things that I saw in movies or television. But I did trust my doctor; I followed all his advise and looked after myself by practising a healthy lifestyle and taking positively everything that has happened.

“Since it was at an early stage, there was no need to go through chemotherapy, but I underwent 35 radiation sessions,” she said.

“I could survive the illness, which helped me lead a happy life and to be positive. I underwent medical treatment at Jerudong Park Medical Centre (JPMC). It took only three months and then doctors advised me to stop mammogram and have regular check-up annually.”

Unlike Betsy, Irene, another cancer survivor, explained that her journey to recovery was painful and she almost lost her life during her first chemotherapy.

She was an ambitious and strong person, and it was in 2011 she realised that she has breast cancer, which totally changed her entire life perspective.

“When the doctor told me that my breast cancer is at stage 1, I felt like a whole building crushing on my head. I fell, and kept myself inside the room for months in fear, after losing the last bit of my confidence.

Luckily, I had strong support from my family and friends which encouraged me to stand up on my feet and lead a positive life,” she said.

Irene is now cancer free for almost five years, but she still takes her regular medicine and undergoes regular check-ups.

For Susan Smith, who fought breast cancer successfully, being positive is the most important thing in life.

“Take things one day at a time. The journey to recovery, once you are diagnosed with breast cancer, is not an easy task.

“Some may not be prepared like me. My years of recovery were painful and for three months I could not eat anything other than canned food and lemonade. All foods taste so awful. But I strived myself to be positive, pinning trust on my doctor,” she said.

The Japanese Anime Movie Festival is organised by the Embassy of Japan and the Japan Foundation.

Noriko Iki, the Japanese Amb-assador to Brunei Darussalam, in her welcoming remark said, “We were delighted to see a lot of Bruneians enjoy Japanese movies at least year’s festival. This encouraged us to run the Japanese film festival again this year.”

Japanese animation, she said “contains a wide variety of art styles and stories, but as a whole it is said to be characterised by its detailed depiction including background sceneries.”

As for the storyline, Noriko Iki said, “Quite a few productions have a rather complex storyline that involves the audience in raw emotions such as romantic attachment, joy, admiration, courage as well as suffering, struggle, conflict and grief. This is because Japanese animation caters not only to young children but also to teenagers and adults. “If you go to a movie theatre in Japan, you would be surprised to see a lot of adults including middle aged people enjoying the anime films.”

PRESIDENT of the Republic of the Philippines Rodrigo Roa Duterte will make a three-day state visit to Brunei Darussalam beginning tomorrow.

Duterte will be accorded an official welcome on Monday at the Istana Nurul Iman before an audience and bilateral meeting with His Majesty Sultan Haji Hassanal Bolkiah Mu’izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar ‘Ali Saifuddien Sa’adul Khairi Waddien, Sultan and Yang Di-Pertuan of Brunei Darussalam.

A state banquet will also be held on Monday evening.

According to the Philippines Embassy in Brunei Darussalam, the president is also scheduled to meet the Filipino community at the Indoor Stadium tomorrow.

President Duterte will be flying to Brunei on October 16 before heading on to China on October 18, Philippine Foreign Affairs spokesperson Charles Jose said yesterday.

“Both (state) visits are expected to enhance our friendly relations with both countries and to ensure them that the Philippines continue to be their partners in the region,” Jose said in a press briefing in Malacañang.

President Duterte had cancelled his official visit to Brunei Darussalam scheduled in early September following a deadly explosion in his hometown Davao City, Philippines.

Global port operator International Container Terminal Services Inc (ICTSI) expressed confidence that the state visit of President Rodrigo Roa Duterte to the Sultanate will result in better diplomatic and trade relations between the Philippines and Brunei, it said in a statement yesterday.

Top officials from the New Muara Container Terminal Services (NMCTS) – a subsidiary of ICTSI which operates the Muara Container Terminal – will be attending the meet-the-president session with the Filipino community.

“We are hopeful that this state visit will open up more opportunities for the two countries to further develop the Brunei-Indonesia-Malaysia-Philippines East Asean Growth Area (BIMP-EAGA).

ICTSI is fully committed to be an active partner in both countries’ drive to promote economic growth, especially through sound investments in port management and development,” Christian Gonzalez, ICTSI’s Senior Vice-President and Head for Asia Pacific Region, said.

ICTSI, through NMCTS, has been successfully operating the new container terminal at the Muara port for the past eight years under the stewardship of highly experienced managers and staff, 85 per cent of whom are Bruneians.

“Given our global expertise and sound business practices, backed by international financial institutions, we can develop world class port facilities in Brunei,” Gonzalez added.

Brunei has strong defence relations with the Philippines and gives active support to the peace process in Mindanao. Royal Brunei Armed Forces and Royal Brunei Police Force personnel continuously take part in the International Monitoring Team’s peacekeeping mission in the strife-stricken island.

In December last year Brunei and the Philippines signed a Memorandum of Understanding (MoU) for cooperation in the field of information and communications technology (ICT) and multimedia.

The MoU aims to promote cooperation in ICT and multimedia initiative and help both countries’ aspiration to achieve economic and social development, connectivity and shared prosperity in the BIMP-EAGA region towards realising Asean economic integration.

He added that the selection process for the trip was different from other youth exchange programmes with other countries as only eligible participants were chosen.

Roadshow hopes to remove stigma against mental disorders

|      Faza Suraj      |

THE stigma associated with having a mental disorder is something many sufferers are faced with. It can come from strangers, friends and worst still – from their own families.

This was among the messages laid out at a roadshow themed ‘Dignity in Mental Health: Psychological & Mental Health First Aid for All,’ held at the Sentral Shopping Centre in Kuala Belait, in conjunction with World Mental Health Day.

Alinah binti Haji Tamin, a Clinical Psychologist and Head of Clinical Psychology Services told the Sunday Bulletin that people who go through mental disorders such as stress, depression or anxiety may not be able to function normally in their day-to-day activities.

“If someone is really distressed, it would affect them. For example, they wouldn’t be able to sleep, which would affect their studies, work, and even their relationships with families and colleagues. Having someone who will listen and try to understand would help,” she said.

Because of the stigma, rejection of the illness is common and if it comes from family members, it has the possibility of making things worse.

A woman writes a message on a board.

A woman writes a message on a board.

“It would make the individual feel like they have nowhere to go and no place to seek help because their family – who is suppose to be the ones who help them – cannot accept their illness, which is the worst thing that could happen to a sufferer,” she added.

She noted that it was uncommon for individuals with mental disorders to approach them, because they lacked or couldn’t get the support they needed from their own family members.

“There are even teenagers who wish they have someone (such as their parents) to talk to about their problems, and convince them that they were not making things up,” she said.

Hosting events that help raise mental health awareness to educate the public is important to get rid of the stigma associated with mental health.

“Basically, stigma comes from the lack of awareness and understanding. So if the public knows more about the dangers of mental health, they can start to accept and support those who need it,” the clinical psychologist pointed out.

She explained that raising awareness of the Psychological First Aid (PFA) is the main aim of the roadshow to help intervene and help victims of mental health disorders earlier.

In a press release issued by the Clinical Psychology Services, it stated that PFA is a set of skills that anyone can use to reduce the painful range of emotions experienced by people with high stress. It further described that PFA is humane, supportive and practical assistance using non-intrusive and practical care and support.

The target audience are the professionals and the general public, so that they are able to apply the PFA skills in helping people in distress.

“The public can adapt PFA by using the steps: ‘Look, Listen and Link’. It should be available to everyone, and not just a few, so that we can maintain good health together,” the press release added.

Various activities were held with the most popular being a board where people could write messages of what they wish someone would’ve said when they were feeling down, and encourage people to open up when suffering from a mental disorder.

HER Royal Highness Princess Hajah Masna, the Ambassador-at-Large at the Ministry of Foreign Affairs and Trade (MoFAT) yesterday officiated the Regional Women Conference 2016, organised by the Women Graduates Association of Brunei Darussalam (PSW).

Upon arrival at the International Convention Centre (ICC), Her Royal Highness was greeted by the regional women conference organising committee led by President of PSW, Pengiran Hajah Zabaidah binti Pegiran Haji Kamaluddin.

The conference carries the theme ‘Muslimah Personality Exemplary Axis to the Excellence of Ummah’. It was also held in line with the association’s vision to empower women to participate in economic life in all sectors in terms of building stronger economies, in achieving agreed goals for development and sustainability and in improving the quality of life for women, families and communities.

The ceremony commenced with the recitation of Surah Al-Fatihah and verses from the Al-Quran read by Siti Huzaimah Yadey binti Haji Rosli.

In her welcoming address, Pengiran Hajah Zabaidah shared that the conference hoped to provide women with relevant and appropriate knowledge in line with the roles and guidelines that are Syariah-compliant.

She added that, in conjunction with the International Women’s Day that was celebrated last March, the association conducted a random online survey based on sexual harassment at the workplace.

She explained that according to the findings of the survey that received 200 responses from both the public and private sectors, many of these women who have experienced sexual harassment were in the middle of their service.

“Most of the harassment includes using of obscene words, immoral practice of physical actions, sharing inappropriate images or pictures either at the work place or via social media. It leads to embarrassment and pent-up anger among women and degrades their dignity,” she said.

According to the survey, 32 per cent of women have been harassed by their workmates, and 37 per cent by their superiors or top officials. Among the objectives of the survey was to find percentage of sexual harassment encountered in both the public and private sectors and to suggest mechanisms in handling the complaints.

She shared that, out of the 200 responses, 52 per cent were from the public sector while 44 per cent were from the private sector. Most of these women who faced such harassment shared their problem either with their colleagues (48.7 per cent), bosses or superiors (31.1 per cent), administrative or management personnel (19.3 per cent) and only 9.2 per cent lodged reports to the police.

Based on the findings, she added, that it was interesting but not surprising to find that 59.2 per cent of these women felt that their cases were not handled properly and unfairly, while 84.4 per cent added that legal protection is still not enough for them to be out of the situation.

Her Royal Highness officiated the conference and later on presented certificates to former and current presidents of the association as well as invited speakers. Her Royal Highness also received a pesambah from the President of PSW.

Among the objectives of the conference were to have a deep understanding and appreciation of Muslimah during the days of Prophet Muhammad (pbuh), familiarise and understand Brunei Darussalam’s Islamic figures and to follow their examples, increase knowledge and awareness on the various forms of challenges against young Muslimah, inspire and establish the new generation in applying the idea and cultivating true personalities of Muslimah and generate the awareness on the importance of scholarly and strengthened self-esteem.

A keynote paper was presented by Dr Lilly Suzana binti Haji Shamsu, Dean of Faculty of Usuluddin, Universiti Islam Sultan Sharif Ali (UNISSA) titled ‘Muslimah Brunei Dalam Pembangunan Negara: Prospek dan Cabaran’ (Brunei’s Muslimah in the Country’s Development: Prospect and Challenges).

The conference then continued with a plenary session presented by Pengiran Dr Hajah Nur Ashikin binti Pengiran Haji Petra chaired by Dr Hajah Sarinah binti Haji Yahya.

The conference also saw the presentation of working papers from three international speakers Kurnia Irawati Istadi from Indonesia, Dr Norsaleha binti Mohd Salleh from Malaysia and Suriati Abdullah from Singapore.

Some 300 local and regional participants attended the conference.

UNIVERSITI Brunei Darussalam (UBD) and other higher education institutions need to continuously ensure that their programmes are relevant and of high quality towards producing marketable and future-ready graduates, said His Majesty Sultan Haji Hassanal Bolkiah Mu’izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar ‘Ali Saifuddien Sa’adul Khairi Waddien, Sultan and Yang Di-Pertuan of Brunei Darussalam and Chancellor of UBD.

“This requires strong cooperation with relevant stakeholders such as the recently established National Human Resources Planning Council as well as various industries to upgrade graduates’ employability,” the monarch said in a titah at UBD’s 28th Convocation Ceremony yesterday.

In the titah, His Majesty consented to the establishment of the Centre for Lifelong Learning, or C3L, which is aimed to act as a catalyst to improve the higher learning and teaching systems in the country, covering continuous and professional education.

As Brunei is not exempted from the impact of a challenging global economic situation, we must not compromise on the quality of education, the monarch noted, hoping that the new centre will contribute significantly towards development of the nation and creation of a knowledge-based society and economy.

Expressing desire to see UBD produce quality research, His Majesty said research and knowledge discovery are integral components of higher learning and they are important for contributing to the welfare of economy.

It is vital that UBD and other higher education institutions to be involved in strategic planning to meet their targets, the monarch added.

His Majesty also expressed hope that the initiatives that UBD has initiated under its Five-Year Strategic Plan 2016-2020, will carry the university to a higher level in the future.

Acknowledging the increase in number of graduates this year compared to last year, including Doctorate recipients, the monarch said that rising numbers at higher education level is important to generate a knowledge-based economy and raise the nation’s competitiveness.

Touching on employability, the UBD Chancellor said he was happy to learn that UBD has pioneered collaboration with several industries locally and globally, with the first batch of the Bachelor of Engineering in the field of Chemical and Process Engineering graduating yesterday already receiving job offers as a result of one such collaboration.

On this note, His Majesty noted that one’s most important qualification factor is lifelong learning.

On UBD’s initiative to provide flexible learning opportunities, the monarch said it will be able to provide all citizens and residents a bigger access to higher education without the need to hold back their employment or business.

His Majesty hoped that the new graduates will take their success as a motivation to continue success in whatever fields they venture into, and stressed on the need to use their achievements for a good life now and in the hereafter.
