Strong turnout to meet Duterte

PHILIPPINE President Rodrigo Roa Duterte met with over 4,000 Filipinos at the Indoor Stadium of the Hassanal Bolkiah National Sports Complex in Berakas last night, making it the largest gathering with a Philippine leader in Brunei to date.

Supporters came as early as noon yesterday to secure their entry into the venue, which was filled with ushers, marshals, security personnel and officials to ensure smooth flow of people.

The president received a warm welcome from the strong turn-out of Filipinos who gave him a standing ovation, with dozens waving miniature Philippines flags, collectively chanting “Du-ter-te” as the president headed to the podium.

The crowd, some donning customised T-shirts with the president’s signature hashtag #DU30, remained enthusiastic throughout the meeting, cheering and at times, bursting into laughing, in response to the president’s comical yet motivational speech, proving that he is the ‘man-of-the-people.’

After introducing members of his office, the president took the opportunity to thank His Majesty Sultan Haji Hassanal Bolkiah Mu’izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar ‘Ali Saifuddien Sa’adul Khairi Waddien, Sultan and Yang Di-Pertuan of Brunei Darussalam for providing a venue for the Filipino Community Meeting.

He lauded His Majesty for “taking care” of the Overseas Filipino Workers (OFWs) in the Sultanate, noting, “I’d like to thank the Sultan of Brunei for hosting the Filipinos in the country and treating them with kindness. Please accept our sincere gratitude. We will not forget that.”

President Duterte, who was Davao’s mayor before assuming the presidency in June, has walked a tightrope in trying to mend several key issues that the Philippines has endured for decades.

 

The president, who has been under international pressure from human rights advocates, discussed his controversial drug war that has plagued society.

According to a recent study obtained by the Presidential Communication Operation Office, illegal drugs have greatly affected the Filipino society, destroying lives and families. The office revealed significant reductions in crime rates related to drug abuse.

He also highlighted steps taken to tackle poverty issues in the Philippines, before underlining the strategies that will hopefully bring about peace and development to the nation.

The president’s concluded his speech by reiterating his promise that he will stake all that he has – his honour, life, and presidency – to fight for a clean government.

Earlier, the president together with the audience were serenaded by the power vocals of the Homes Sisters, Sheena and Sheila winners of the World Championship of Performing Arts from Team Philippines.

President Duterte, here on a three-day state visit, will be accorded an official welcome today at the Istana Nurul Iman before an audience and bilateral meeting with His Majesty.

A state banquet will be held tomorrow evening.

Al-Marhumah Yang Teramat Mulia Pengiran Babu Raja Pengiran Anak Hajah Besar is the mother of Her Majesty.

Also in attendance were His Royal Highness Prince Haji Al-Muhtadee Billah, the Crown Prince and Senior Minister at the Prime Minister’s Office; Her Royal Highness Paduka Seri Pengiran Anak Isteri Pengiran Anak Sarah binti Pengiran Haji Salleh Ab Rahaman, and other members of the royal family.

The funeral prayer was led by Pehin Datu Seri Maharaja Dato Paduka Seri Setia (Dr) Ustaz Haji Awang Abdul Aziz bin Juned, the State Mufti.

Their Majesties and other members of the royal family then attended the royal funeral of Al-Marhumah Yang Teramat Mulia Pengiran Babu Raja Pengiran Anak Hajah Besar at the Royal Mausoleum.

The recitation of Tahlil and Doa Tahlil was led by Pehin Orang Kaya Paduka Seri Utama Dato Paduka Seri Setia Ustaz Haji Awang Salim bin Haji Besar.

Al-Marhumah Yang Teramat Mulia Pengiran Babu Raja Pengiran Anak Hajah Besar passed away at 5.45am yesterday, at the Raja Isteri Pengiran Anak Hajah Saleha (RIPAS) Hospital, at the age of 88 years.

In her lifetime, Al-Marhumah Yang Teramat Mulia Pengiran Babu Raja Pengiran Anak Hajah Besar was awarded various honorary medals, state orders and decorations such as Darjah Kerabat Laila Utama Yang Amat Dihormati (the Most Esteemed Family Order Laila Utama), Darjah Paduka Seri Laila Jasa Yang Amat Berjasa, Darjah Kedua (the Most Distinguished Order of Paduka Seri Laila Jasa, Second Class), and Pingat Hassanal Bolkiah Sultan (the Sultan Hassanal Bolkiah Medal).

Al-Marhumah Yang Teramat Mulia Pengiran Babu Raja Pengiran Anak Hajah Besar married Al-Marhum Pengiran Pemancha Pengiran Anak Haji Mohamed Alam ibni Al-Marhum Pengiran Bendahara Pengiran Anak Abdul Rahman in 1943.

Al-Marhumah Yang Teramat Mulia Pengiran Babu Raja Pengiran Anak Hajah Besar had nine children, 37 grandchildren, and 29 great-grandchildren.

Brunei duo crowned champions at Strongest Man Challenge

MONTHS of intensive training paid off for Pengiran Roslannie bin Pengiran Haji Jumat from Chainblock Gym (heavy weight division) and Jupri bin Osman from EWC team (light weight division) when they emerged champions at the Strongest Man Challenge in Perak, Malaysia.

They each received RM4,500.00 prize money.

Teams from Asean countries such as from Indonesia, Thailand and host Malaysia took part in the challenge.

During the competition, participants had to undergo various challenges such as tyre flip, tractor pull, carrying 60kg of water tank in the padi field, log lifting and many more.

Golfers raise funds to send children back to school

SOME 90 golfers yesterday morning teed off at the 16th Rotary Charity Golf to raise monies in helping less fortunate children to go back to school to continue their education. Organised by the Rotary Club of BSB and held at the RBA golf Club, Henry Ting, President of the Rotary Club of BSB in his speech conveyed his heartfelt appreciation to the participating golfers.

“This yearly golf event was organised so that children who are less fortunate are given the opportunity to continue their education again. After today, we have raised a total of over $250,000 through the long history of this golf charity,” he highlighted.

Despite the current economic uncertainty Henry Ting said, “We still managed to raise more than $20,000 this year and this means that we could send about 10 kids back to school. Together, we will continue to support this meaningful education project of the rotary that is in line with our current Rotary International Present Theme ‘Rotary Serving Humanity’.”

In the prize presentation ceremony, Allan Hor took home the overall gross winner trophy with the score of 77 gross while the trophy for overall nett winner went to Lim Cheng Ho after carding 69 nett.

Meanwhile KK Han won the champion trophy for the ‘Division A Nett’ after finishing with 70 nett OCB. Bruce Chia came in second with a 70 nett OCB and Haji Suhaimei Haji Besar placed third. For ‘Division B Nett’, Wee Hung Boon hit a score of 70 nett OCB and won the category. Second place went to Chris Yong with 70 nett OCB and Brian Sim came in third place.

‘Division C Nett’ saw Simon Lim scoring an impressive 71 nett to capture the winning trophy. Kim Ci Chul finished in second place with 73 nett OCB followed by Michael Guan in third place.

Concepts maintain perfect start in Veteran Cup

CONCEPTS Computer maintained their perfect start in the Concepts Veteran Cup 2016 with their second straight win after toppling Digimark 82-63 at the Brunei Basketball Association Court in Batu Bersurat last night.

The unbeaten Concepts can now start making preparations for the semi-final this Friday while Digi Mark – yet to win a single game- stood on the verge of elimination.

Concepts coach Jameel Mabanto bin Abdullah said that they have faced their toughest opponent but believes there is still room for improvement to further assert their dominance.

Jameel Mabanto added that their first opponents Winrun Tyre posed a greater threat than their opponents last night.

One particular area of emphasis is the need to tweak the defence though there were no concerns in their attacking department.

“Our first opponent was stronger but eventually we tried to solve our problems.

“We played more on defence. We only concentrate a little bit on our offence especially the running and the fast breaks,” said the coach.

“We hope we can get better in our next two games,” continued the coach whose team lifted the title in the last edition.

The coach admitted that this year will be more difficult in contrast to their title-winning campaign with lowered age a factor towards the challenge.

“There will be 39 and 40 year olds stepping into the court so there are stronger compared to last year.

Last year, there were veterans aged 43 or 44,” he concluded.

The competition resumes on Wednesday with Concepts Technologies squaring off against Home Kitchen and Cafe while Winrun Tyre take on Digi Mark.

2 Bruneians held in Miri over illegal trade of clouded leopard

TWO Bruneians are facing charges under Section 29 (c) of the Wildlife Protection Ordinance 1998 of Malaysia which carries a penalty of jail term of up to two years and fine of RM25,000, if found guilty.

According to a report from Malaysia, the duo has been remanded in Miri since Friday to assist with investigations into the illegal trade of a clouded leopard.

The case of the totally protected animal, known scientifically as Neofelis Nebulosa, has been handed over to the Forest Department Sarawak (FDS) for further action.

The selling of the clouded leopard was discovered on social media.

“Subsequently, enforcement officers went undercover to further investigate the case. This was the first time such a case had been received by the FDS,” said an enforcement officer.

“The clouded leopard is still alive. It is believed that the animal originated from Brunei and was brought to Sarawak for sale at a price of RM20,000.”

He added that the duo will be brought to court soon.

In Brunei Darussalam, the clouded leopard is an endangered animal and is protected under the Brunei Wildlife Protection Act (1984), an Act to make provision for the protection of wildlife and for the establishment of wild life sanctuaries.

The General Provision for the Protection of Wildlife under chapter 102 among others states that no person shall hunt, kill or capture any protected animal otherwise than under and in accordance with the conditions of a licence issued under this Act. The offence carries a penalty of imprisonment for one year and a fine of $2,000.

The Act further states that no persons, other than the holder of an appropriate licence issued under this Act, shall sell or offer for sale or have in his possession any protected animal or any trophy or flesh thereof, unless the same has been lawfully acquired. The penalty for this offence is a prison sentence of six months and a fine of $1,000.

10 Brunei companies to join food fair in Korea

THE Asean-Korea Centre (AKC) will be organising the Asean Fair, one of its flagship programmes, to expose Asean products to the Korean business community and enhance cultural exchanges between the two regions, from November 2-5 at Coex, Seoul, South Korea.

The centre will be inviting 100 Asean companies, comprising 10 companies from each country, from the food and beverage sector to exhibit food and related products at the fair.

In a collaboration between the Energy and Industry Department at the Prime Minister’s Office (EIDPMO), the Ministry of Foreign Affairs and Trade (MoFAT), and DARE (Darussalam Enterprise), 10 companies have been selected to represent Brunei in the fair: Tasconi’s International Sdn Bhd, Seri Pekatan Sdn Bhd, AmalHadizat Enterprise, Syarikat Rizqussalam, Ghanim International Corporation Sdn Bhd, ASEANA Taste, Eman Enterprise, SPHI Foods, and Sahamada Corporation Sdn Bhd.

A pre-departure briefing providing details of the event was held yesterday for the companies at the International Convention Centre, Berakas.

Other than promoting the diverse Asean food to the Korean market and public, the Asean Fair aims to provide updated information on trade and business environments, targeting both Asean and Korean business community.

During the fair, participants will be taking part in a trade forum to share knowledge and stimulate better understandings of the food market of the Asean member states (AMS) and offer appropriate strategic assistance for AMS to advance their competency in the Korean food market.

The fair also lets Koreans experience the exotic Asean culinary culture and traditions including activities such as the Asean Culinary Festival and the Asean Live Cooking Show.

Haji Mohd Muinuddin bin Haji Saidin and Mohamad Hapiz bin Abdul Wahab from Syarikat Rizqussalam, said that this is their first invitation to participate in a fair outside the country.

The duo decided to participate not only for themselves, but also for the country.

They hope any success in this fair could help expand their company, which will in turn help attract more unemployed local youths to seek work with their company.

Rizqussalam hopes to introduce their products Sambal Tahai and Air Kausar which use the recipe of Haji Mohd Muinuddin’s late mother into the Korean market. He will also be participating in the Cooking Show during the fair by cooking fried noodles and Prawn Sambal.

Meanwhile, Omardani Yusof, Senior Sales Manager from Ghanim International Corporation Sdn Bhd, and Mohd Nur Khalid bin Haji Ilias, Managing Director of Sahamada Corporation – both of whom had participated four times in the fair – agreed that despite their participation in the Asean Fair, it is difficult to break into the Korean market. Still, they carry hopes of achieving it this year as they will be bringing products that are currently trending in Korea.

“We also try to outsource our raw materials and some of the machines that Korea can provide us, as the latest technology and packaging are very important for us,” said Mohd Nur Khalid.

The Senior Sales Manager of Ghanim International, on the other hand, explained that Ghanim’s objectives are to carry out market research on what other Asean member countries are selling to get insight on what is currently trending in the market.

The manager sees the fair as an event not for selling products but for sampling, as it provides the opportunity to meet potential partners or customers face-to-face, allowing them to talk about the products they are bringing.

REPRESENTATIVES from the Sultan Haji Hassanal Bolkiah Islamic Exhibition Gallery (BPIS) on Sunday left for Kuala Lumpur, Malaysia at the invitation of the Tourism Development Department, Ministry of Primary Resources and Tourism to participate in the World Islamic Tourism Conference and Expo (WITCX), which will be held at the Putra World Trade Centre (PWTC) in Kuala Lumpur (KL) from October 18-22. This annual event is held in conjunction with the 7th Muslim World Biz 2016.

The BPIS representatives included Dato Paduka Ahmad Bukhari bin Pehin Siraja Khatib Haji Abu Hanifah, Special Duties Officer, and Rawandi Rafie bin Haji Awang Yahya, Assistant Public Relations Officer from the State Mufti’s Office.

Dato Paduka Ahmad Bukhari is also invited as one of the panellists in the OIC-World Islamic Conference, with the topic of discussion on ‘The Millenials Traveller Domination – How Does It Affect the Evolution of Halal Tourism’.

The one-week 7th Muslim World Biz, featuring conference, forum and expo, will focus on leveraging strategies to influence the number of Muslim tourists estimated to increase to 150 million by 2020 with a total budget of around US$200 billion.

Meanwhile the Expo WITC 2016 will act as a platform to display products and services offered by Islamic tourist destination rich in the national heritage in the OIC countries.

Using social media as dissemination tool for language

BRUNEI Darussalam has the second highest percentage of social media users in Asean with 64 per cent last year while Singapore topped the chart with 81 per cent. According to the statistics last year, there are about four billion active social media users globally.

This was said by the Acting Director of Language and Literature Bureau (DBP), Hajah Nortijah binti Haji Mohd Hassan in her speech at the 9th Brunei Darussalam, Indonesia, Malaysia Language Council (MABBIM) talk titled, ‘The use of Electronics and Print Media for the Development of Machine Translation’ yesterday.

The talk was delivered by Insinyur Gunarso from Information Technology and Communication Centre of Application Technology and Studies, Indonesia. The talk was held at the bureau’s building at the Old Airport.

Hajah Nortijah said, “We can outline various strategies to widen the usage of the Malay language as the mass media can become the platform for world interactive technology and creativity.

“This would expose Malay language to the world. Social media is no doubt a useful dissemination tool, often called the ‘age of networked intelligence’. This is particularly so with our youths that we could instil with love of Malay language.”

Insinyur Gunarso said that translation technology has evolved from being a rule-by-rule basis of translation to popular statistical usage of language.

The talk is a project agreed upon by Brunei Darussalam, Indonesia and Malaysia during a meeting in 2006 in Brunei. It was agreed that the talk is held annually in the three countries.

To date nine speakers from the three countries have delivered talks on a wide range of topics on language in MABBIM countries.

Bangladesh Chamber of Commerce hands over donation to DANA

THE Bangladesh Chamber of Commerce in Brunei Darussalam yesterday donated B$2,000 to Pengiran Muda Mahkota Al-Muhtadee Billah Fund for Orphans (DANA) in a ceremony held at The Rizqun International Hotel in Gadong.

The donation was handed over by Mohammed Abdul Hye, the Bangladesh High Commissioner to Brunei Darussalam, to Haji Brahim bin Haji Ismail, Chief Executive Officer (CEO) of DANA.

Present at event were Mohammad Liakat Ali, President of the Bangladesh Chamber of Commerce, as well as members of the chamber committee.

Also present were officers from the High Commission and DANA.

According to Mohammad Liakat Ali, this is the first time the chamber organised such event and hope it will continue in the future.

He said the donation was raised during the recent Bangladesh Cultural Performances. Currently, the chamber has 88 members.

HIS Majesty Sultan Haji Hassanal Bolkiah Mu’izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar ‘Ali Saifuddien Sa’adul Khairi Waddien, Sultan and Yang Di-Pertuan of Brunei Darussalam yesterday received in audience Rodrigo Roa Duterte, the President of the Republic of the Philippines, who is in the country on a three-day state visit.

His Majesty the Sultan and Yang Di-Pertuan of Brunei Darussalam welcomed President Duterte on arrival at Istana Nurul Iman.

Accompanying the president from Istana Edinburgh to Istana Nurul Iman was His Royal Highness Prince Haji Al-Muhtadee Billah, the Crown Prince and Senior Minister at the Prime Minister’s Office, as Personal Representative of His Majesty.

The monarch, together with President Duterte, proceeded to the dais to receive the ‘Salute of Honour’, which was followed by the national anthems of both countries and a 21-gun salute. The two leaders then inspected the guard of honour mounted by the Royal Brunei Land Forces and Royal Brunei Armed Forces.

The President of the Republic of the Philippines was then introduced to members of the royal family; state dignitaries; Cabinet Ministers; deputy ministers; Commissioner of the Royal Brunei Police Force; Commander of the Royal Brunei Armed Forces; foreign envoys in Brunei Darussalam; as well as permanent secretaries at the Prime Minister’s Office and Ministry of Foreign Affairs and Trade.

His Majesty was also introduced to members of the delegation of President Duterte.

THE leaders of Brunei Darussalam and the Republic of Philippines reaffirmed the strong bilateral ties that have been shared for so long in many sectors, while anticipating a greater scope for cooperation as there are many opportunities in store in various areas.

In a titah delivered at a state banquet at the Istana Nurul Iman hosted in honour of the Philippines’ newly elected President Rodrigo Roa Duterte’s three-day state visit here last evening, His Majesty Sultan Haji Hassanal Bolkiah Mu’izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar ‘Ali Saifuddien Sa’adul Khairi Waddien, Sultan and Yang Di-Pertuan of Brunei Darussalam remarked that the historical links and common heritage that both countries share have cultivated strong ties and mutual understanding.

The monarch went on to say that the strong ties have enabled good cooperation in a wide range of areas including trade and investment, labour, defence, health, education and air services, while also acknowledging the economic contribution from some 23,000 Philippine expatriates in Brunei.

“The regular air linkages between our two capitals have made it easier for us to visit one another as well as facilitating economic activities between our businessmen,” His Majesty noted.

His Majesty said that there remains much potential to be tapped in economic cooperation between Brunei and the Philippines, including in reinforcing work in the energy sector, as well as exploring new areas in the Halal industries.

On defence cooperation, the monarch noted the good cooperation both countries share, particularly in the International Monitoring Team (IMT) in Mindanao. “Since 2004, we have worked closely to promote peace and stability in that part of your country. Your personal commitment towards this endeavour is very much appreciated, as it contributes to overall regional security.”

His Majesty conveyed Brunei’s full support to the Philippines which is preparing to take the Chairmanship of Asean next year. “It is important that we strive to be politically cohesive, economically integrated and socially responsible for the benefit of our peoples as outlines in the Asean Community Vision 2025,” the monarch added.

Under the sub-regional economic cooperation BIMP-EAGA (Brunei Darussalam-Indonesia-Malaysia-Philippines East Asean Growth Area), His Majesty said, Brunei will continue to work closely with the Philippines to boost growth in the area, including in nurturing micro, small and medium enterprises (MSMEs), conserving the environment and enhancing connectivity through infrastructure development and tourism.

On the wider Asia-Pacific region, Brunei looks forward to continuing the initiatives under the Asia-Pacific Economic Cooperation (APEC), including professing the Free Trade Area of the Asia-Pacific, as well as to establish a competitive service sector.

“I believe these undertakings will complement our efforts towards the Asean Economic Community and provide more opportunities for our people,” His Majesty added.

The monarch also said Brunei looks forward to continuing the close people-to-people contact and deepening the warm and long-standing friendship and cooperation between the two countries.

Meanwhile in his speech, President Duterte also praised the excellent ties both countries share, that he said is deeply valued.

“Throughout the history our countries we have faced many common challenges that each of us managed to eventually overcome.

“We have explored and forged several undertakings that further cemented our special relations. This cooperation will continue to be reinforced for the mutual benefit of our nations,” he added.

As both countries strive for greater peace, progress and prosperity, President Duterte said, there are a lot of opportunities to further strengthen the partnership in trade and investments, security cooperation, peaceful settlement of disputes, bringing just and lasting peace to Mindanao and in building a strong Asean.

“Above all, we must continue to view each other with the respect, mutual trust and confidence that have defined the Philippines-Brunei relations for the past 32 years,” he said, while also thanking His Majesty for his role in making the relations excellent between Brunei and the Philippines in many aspects.

Prior to the state banquet, a prayer was recited by Pehin Datu Seri Maharaja Dato Paduka Seri Setia (Dr) Ustaz Haji Awang Abdul Aziz bin Juned, the State Mufti.

Silat showcase adds to Brunei fitness scene

SILAT, one of the most formidable and long established martial arts in the world will be showcased in the BruXFit 2016, a four-day fitness convention taking place in October 20-23 at the Airport Mall.

Showcased by Fitness Zone, Silat will have an open trial session forum on October 23 at 11am in BruXFit 2016, along with other latest trends in Brunei fitness scene. Poni Divers, Shooting Stars Brunei, Bar-rage Calisthenics, and more will take part to cater fun filled activities for everybody.

A brief introduction about Silat was held in a press conference yesterdau at Fitness Zone Kiulap.

Present at the press conference are Wu Chun, Managing Director of Fitness Zone who is also the official health club partner; Jaz Taha, Silat instructor at Fitness Zone; Siti Kaprawi from Astera Consultant and Syen Sofian from Syensai Design and one of the fitness expert presenters, Sofia Theologou, Brunei-born creative and health enthusiast.

Silat has been practiced for more than 50 years in Indonesia, and 10 official countries such as Australia, UK, USA, Japan, Germany, Switzerland, Timor Leste, France, Sweden and Brunei Darussalam.

Brunei face uphill battle to qualify for AFF finals

BRUNEI Darussalam face an uphill task of reaching the AFF Suzuki Cup main tournament after bowing to a 3-0 defeat at the hands of qualifiers-elect Cambodia at the Olympic Stadium in Phnom Penh last night.

Though the Angkor Warriors won it fairly comfortably in the end, it was the Bruneians who created the first opportunity of the game after Shahrazen Said stung Cambodia’s goalkeeper Um Sereyroth with a fierce drive from the edge of the box with only two minutes of the clock elapsed.

Cambodia midfielder Prak Mony Udom opened the scoring in the 6th minute straight from the corner kick before Keo Sokpheng drilled home a Sok Sovan cushioned header in a move initially manufactured by the outstanding Chan Vathanaka two minutes later.

Brunei were unfortunate not to get back into the game after Faiq Jefri Bolkiah had slipped through Adi Said with the latter seeing his shot pushed into the post by Sereyroth.

Udom, who is regarded as one of Cambodia main men in a multi-talented squad, made the game safe after rounding Wardun and slotting into the empty net with Vathanaka again the architect of a fine move with a defence splitting pass.

With Brunei looking to find a lifeline in the second half, Shahrazen Said swung a lovely ball into the box which skidded off the surface with Adi Said looking to get any contact.

Cambodia’s star Chan Vathanaka was replaced with Khoun Laboravy after a notable clash with Rosmin Kamis while Nur Ikhmal Damit made way for Abdul Khair Basri after limping off the field.

Adi Said, the goal-scorer against Timor Leste in the first game, was taken off for fresh legs in the shape of MS ABDB man Azizi Ali Rahman.

Awangku Fakharrazi was fortunate to escape a heavy punishment after a rash challenge on Sovan as free-kick taker Udom searched for his hat-trick whose attempt crashed against the wall.

The DPMM FC full back received a little bit of luck after the ball bobbled off a Cambodia defender but his effort just sailed wide though the goalkeeper may have got things covered.

The referee brandished a yellow card to Cambodia’s substitute Laboravy for kicking the ball after the whistle had been gone despite pleading his innocence that he did not hear the whistle.

The Wasps were reduced to 10 men after Yura Indera Putera was sent off for appearing to have manhandled Tith Dina just outside the box.

Samoeun Pidor hit the side-netting before the Cambodia attacker collected a good ball from the wings and fired a powerful shot which was magnificently saved by Wardun Yussof.

Laboravy brilliantly skipped past his marker but took an additional touch when he was poised to test Wardun closed the angle and could only manage the side-netting.

Meanwhile, the early kick-off saw Laos gained renewed hope from qualifying to the tournament proper after edging Timor Leste 2-1 in a dramatic tie.

Laos took the lead from the penalty spot courtesy of Phattana Syvilay before Timor Leste pegged back through Ricardo Maia despite the efforts of the Laotian defence to steer the ball away from goal.

BIBD announced as strongest bank in Brunei

THE Asian Banker (TAB) recently announced Bank Islam Brunei Darussalam (BIBD) the strongest bank in Brunei, and one of the strongest in Asia-Pacific on par with top international banks from Hong Kong, Malaysia and China.

In a listing of the strongest banks by balance sheet, BIBD is the only Bruneian bank featured in the ranks of the Asia-Pacific’s top 500 financial institutions, holding the 14th spot for 2016, a press release said.

With a strong aggregate strength score, BIBD also scored top marks in its assets over GDP, liquidity and Credit Adequacy Ratio. The bank scored highly in the Financing-to-Deposit ratio, and Return on Asset ratio.

The recognition given by TAB, a leading provider of strategic intelligence on the financial services industry in the region, was based on the BIBD’s 2016 balance sheet. The award is BIBD’s third recognition from TAB this year, after receiving the Best Retail Bank in Brunei, and the region’s Best Smart Branch Project.

According to TAB, BIBD has maintained high levels of liquidity with strong capitalisation as well as a healthy cost-to-income ratio, which played a key role in the bank’s excellent performance.

Speech winner invited to Japan

THE winner of the 30th Japanese Speech Contest will be visiting Japan at the invitation of the Japan Overseas Enterprises Association (JOEA).

Dayangku Zayaputeri binti Pengiran Haji Mohd Yamin, whose winning speech was ‘Don’t cry’ in the Advanced Level, will represent Brunei and share her winning speech with other Asean representatives during her visit to Japan from October 23 to 30.

She will also visit industrial, cultural and historic places, and will be acquainted with Japanese customs during this cultural exchange programme, according to a press release issued by the Japanese Embassy in Brunei Darussalam.

Dayangku Zayaputeri also paid a courtesy call on Noriko Iki, Ambassador of Japan to Brunei Darussalam.

The main purpose of the cultural exchange invitation is to enhance mutual understanding between Japan and Asean member countries.

The return ticket to Japan is sponsored by All Nippon Airways (ANA) and the Japan Foundation; while accommodation, and all related expenses, are covered by JOEA.

A total of 11 Japanese language learners took part in the contest, which was held at Institute of Brunei Technical Education (IBTE) Sultan Saiful Rijal Campus on August 27.

The contest was divided into two categories: Beginner’s category and Advanced category.

Its aim was to encourage contestants to give a public demonstration of their competency in Japanese.

Women’s role in national development equally crucial

WHEN it comes to national development, the efforts of both men and women are of equal importance. It is also without a doubt that this progress is thanks, in part, to the efforts of Muslimah women, who show determination and will to contribute to national development.

This was recently shared by Dr Lily Suzana binti Haji Shamsu, the Dean of Usuluddin Faculty at Universiti Islam Sultan Sharif Ali (UNISSA), in her keynote presentation on ‘Brunei’s Muslimah in a Country’s Development: Prospects and Challenges’ at the Regional Women Conference 2016 held last week at the International Convention Centre (ICC).

According to a consensus carried out every decade since 1981, statistics showed that the Muslimah population of the country stands at around 49 per cent – nearly half the population. These women, the backbone of a family, play a vital role.

Before independence, the role of a Muslimah woman in the Sultanate was limited to assisting men or their husbands in daily life.

As time passed, however, there grew a situation where the demand for women to fill in several positions in the government and private sectors was apparent, and women started filling these positions.

According to statistics released in 2014, the involvement of women either in the government or private sector increased to 2.6 per cent as compared to 2010.

The 2014 statistics revealed that 26,395 (or 52.6 per cent) held posts between divisions 1 to 5. Of the figure, 13,558 women (59.6 per cent) served in the first three upper divisions – including positions as heads of department, senior officials, officers and supervisors.

Likewise, the enrolment of students at local higher educational institutions also increased over the years, with the number of female students pursuing further education dominating the figures.

To further enhance the potential and status of women in the country, the government has outlined a number of action plans and is currently implementing some of them under the National Council on Social Issues.

The action plan aims to develop the potential of women in the country through eight priority focuses – strengthening family institution, balancing work and family, economy, women’s legal right, source of information for the family, health, education, and mechanisms to empower women.

The government’s strategies and and projects under the National Development Plan (NDP) steered by the Brunei Vision 2035 has brought a positive impact in maximising women’s potential. Therefore women, particularly the Bruneian Muslimah, are more competent in facing knowledge-based challenges.

Labour Department introduces new LPA application process

THE Labour Department, Ministry of Home Affairs (MoHA) held a roadshow to brief the business community in the Tutong District on the new application process for attaining foreign workers licence (LPA) in the country.

The briefing was held at Main Hall, Tutong District Community Hall Complex in Pekan Tutong. The event was chaired by Assistant Commissioner of Labour, Aemy Azlena binti Haji Azahari.

The briefing was presented by officials from the Labour Department, and Local Employment and Workforce Development Agency (APTK) and from the Employees Trust Fund (TAP).

The event began with a recitation of Surah Al-Fatihah, followed by a briefing from Hajah Norajimah binti Haji Ali, Assistant Commissioner of Labour, where she detailed the procedures for obtaining LPA.

It continued with a briefing from Asiah binti Ibrahim, Labour Department Finance Officer who talked about the procedures for foreign workers’ recruitment deposit payment, focusing on the use of the new deposit payment method through the Takaful/Insurance Guarantee for Foreign Workers (JITPA) in order to obtain the LPA.

The briefing also included sharing of information on e-Amanah by a TAP officer and on the mandatory registration by an APTK officer.

The roadshow aimed to provide detailed information to stakeholders that comprised employers and the public on the new process for recruiting foreign workers and procedures for applying for a foreign workers licence.

The LPA is a new process introduced by the Labour Department and is a requirement for recruiting foreign workers to work in private sectors. In short, the previous separate processes of acquiring foreign workers licence (labour quota) and the process of obtaining work pass recommendation (BUR500/555) have become one process. The LPA was first implemented on October 1, 2016.

The LPA was made with the aim to provide efficient and high-quality services to the public and to ease employers in dealing with the procedures at the Labour Department.

The new process supports the nation’s hope to create a pro-business environment, and towards a more organised and safer management of foreign workers in the country for the higher purpose of safeguarding national interests.

It is also designed in a way that it prioritises or encourages recruitment of the local workforce.

The application of LPA requires applicants to first obtain the following documents before submitting their application for the LPA: (i) register and advertise job vacancies at APTK; (ii) attaching a list of local employees approved by TAP through e-Amanah; (iii) submitting supports or valida-tion from other government agencies if there is a need for it.

In the new LPA process, among the important improvements made are – the processes of recreating foreign workers at the Labour Department are shortened from 12 steps to seven steps; the Clients Charter (TPOR) for the whole process of recruiting foreign workers at the Labour Department was shortened from 41 working days to just nine working days.

This change includes the issuance of LPA where it only takes seven working days; a follow-up inspection from the Labour Department will be made after the LPA is issued (three to six months after it is issued), where previously it was made before the application was approved, however, the construction sector will be exempted from this.

The new LPA process is being implemented in stages, which are: First Phase (new application starting October 1); Second Phase (additional application starting January 1, 2017) and Third Phase (renewal of application and contract changes starting April 1, 2017).

This process also hopes to provide ample time for existing employers who already have foreign worker’s recruitment licences to register at APTK and TAP where it is a requirement prior to applying for the LPA.

Brunei airport sees rise in tourist arrivals

THE total number of international tourist arrivals to Brunei Darussalam through the Brunei International Airport reached 52,292 in the second quarter of 2016 (Q2 2016) compared to 55,647 in Q2 2015.

In terms of percentage growth, Q2 2016 has continued to show positive growth from the Far East Region with an increase of 8.9 per cent year on year (y-o-y) from the previous quarter at 8.3 per cent (y-o-y) with China and Japan both contributing significantly at 8.0 per cent (y-o-y).

The increase can be attributed to the ease of visa requirements for the visitors from China and high Japanese currency rate which has influenced travel demand from Japan for the month of April to June 2016, according to a statement issued by the Tourism Development Department, Ministry of Primary Resources and Tourism.

“This increase was despite the decline of the total air arrivals for Q2 2016 of 6.0 per cent (y-o-y) from the previous quarter of the same period for 2015 and 2016. This was mainly due to the persistent declining trend in travel demand, high competitiveness from other countries within the region, and negative growth from the main source markets comprising Australia/ New Zealand markets which have decreased to 26.6 per cent (y-o-y), followed by Long Haul market at 15.0 per cent (y-o-y) and Asean market at 9.5 per cent (y-o-y).”

The top five countries for tourist arrivals in Q2 2016 was Malaysia due to its easy air accessibility and proximity with 25.0 per cent (26.5 per cent in Q2 2015), followed by China at 18.3 per cent (15.9 per cent in Q2 2015), Indonesia at 9.5 per cent (8.9 per cent in Q2 2015), Philippines at 8.7 per cent (9.8 per cent in Q2 2015) and Singapore at 6.8 per cent (7.6 per cent in Q2 2015).

In total, the top five countries have contributed the majority portion of international tourist arrivals into the country for Q2 2016 at 68.2 per cent.

The main source market for Q2 2016 was Asean region at 54.9 per cent (57.0 per cent in Q2 2015), followed by Far East region at 23.1 per cent (19.9 per cent in Q2 2015), Long Haul market such as Europe and Middle East at 9.9 per cent (10.9 per cent in Q2 2015) and both Australia and New Zealand markets contributed at 4.0 per cent (5.1 per cent in Q2 2015).

The statement said the main purpose of visit to Brunei Darussalam is for leisure and holiday at 41.9 per cent (38.8 per cent in Q2 2015). About 18.4 per cent of tourists travel for business (19.6 per cent in Q2 2015), visiting friends and relatives (VFR) at 11.6 per cent (12.2 per cent in Q2 2015), in transit at 11.0 per cent (11.7 per cent in Q2 2015), government purposes at 2.6 per cent (3.4 per cent in Q2 2015), exhibition at 0.8 per cent (0.9 per cent in Q2 2015), others at 13.3 percent (9.9 per cent in Q2 2015) and not specified at 0.4 per cent (3.6 per cent in Q2 2015).

China and Malaysia remained as the main contributors for the leisure and holiday market at 57.3 per cent for Q2 2016 with each comprised of 39.1 per cent and 18.2 per cent respectively.

The average length of stay for hotels in Q2 2016 was 2.0 days compared to 2.2 days over the same period from last year. Whereas, the average hotel occupancy rate for Q2 2016 was 34.4 per cent compared to 38.62 per cent in Q2 2015.

For accommodation in Q2 2016, there are a total of 84 establishments ranging from luxury resorts (for example The Empire Hotel & Country Club), international standard hotel (for example Radisson Hotel); business standards; budget; lodgings; apartments, guest houses and homestays.

The total number of hotels, resort and apartments are 50, followed by homestays at 17, guest houses and rest houses at 15 and government guest houses at two. Meanwhile, the total number of rooms and beds available were 4,319 rooms and 6,057 beds.

In Q2 2015, the total number of establishments was recorded at 71, followed by 3,649 rooms and 5,184 beds available from the same categories of accommodations.

For Q2 2016, the total number of registered travel agents under the Tourism Development Department was 60 establishments compared to 57 establishments over the same period from last year. All travel agents are based on inbound and outbound travel.

Samsung Galaxy Note 7 prohibited on all RB flights

ROYAL Brunei Airlines (RB) has prohibited the carriage of Samsung Galaxy Note 7 smartphones on all RB flights in accordance with the Brunei Department of Civil Aviation Security Notice dated October 17, 2016.

The ban took effect on that date, RB said in a statement.

“As a safety and precautionary measure, the prohibition applies to Samsung Galaxy Note 7 devices that are carried onto the aircraft in person, carry-on baggage, checked-in luggage and cargo.”

Passengers found in possession of the Samsung Galaxy Note 7 will be denied boarding, RB said.

“RB’s utmost priority is the safety of its crew and valuable passengers,” RB added.

Recently, Malaysian budget airline group AirAsia also joined a growing number of international carriers, including those in Singapore and Japan, in prohibiting carrying Samsung Galaxy Note 7 onboard any of its flights due to safety concerns.

The decision of not allowing the latest Galaxy Note series smartphone came after a recent ban by US Department of Transport on the device and reports of replacement units catching fire, AirAsia said in a statement release.
