THE Civil Service Excellence Award (ACPA) saw an increase in the number of submissions this year where a total of 41 projects were submitted for the awards – 22 project papers and 19 proposal papers.

In an interview with the ‘Project Paper Category Silver Award’ winners, the AZRAQ Team from the Permanent Secretary of Core Education Office, Ministry of Education, their team representative, Haji Mohd Redzuan bin Haji Botty said that their project ‘Implementation of Primary Education Initiatives’ focuses on the early stages of primary education starting from Year 6 students who will sit for their Primary School Assessment (PSR) examinations.

“In this project, the discussion came from thinking of ways of increasing performance, especially in PSR students, and from there we came up with a strategy based on five factors – leadership, teaching and learning, accountability and performance management, attendance and social factors, and relationships,” he added.

He said that performance can be increased with the cooperation of Year 6 teachers, principals, assistant principals and members of the school’s management.

“In 2015 alone, the project recorded an increase of performance in the students compared to the previous year.

“Seeing the achievement, the project will carry on with focus moving onward to an area which will have a bigger impact in 2017; the project will move onto secondary education,” Haji Mohd Redzuan said.

“The project began in 2015 as a catalyst and with its success, this year the project continues with additions focused on assisting students and teachers.

“The achievements of the students will set a target for the rest and provide a guide and motivate the students to reach this goal simultaneously realising Brunei Vision 2035,” he added.

Meanwhile Awang Rhymin CA Mohammad, representative of the GTD Team of Rhymin & Partners, Silver Award Winner of the Proposal Paper Category said that the ‘Intelligent Queue Management System’ project focused on shortening the duration of counter queues in government departments.

“We set out to come up with ideas on how to shorten the queuing time, one of the pros are that people don’t have to wait for two hours.

“We hope that when this project is implemented in government departments the waiting time of two hours can be shortened to an hour, and from an hour to 30 minutes. This will have a big effect on the government and private sector,” he said.

The ACPA was divided into two categories – project paper and proposal paper. Nominations on paper projects were open to officers and employees of ministries and departments in the public service of Brunei Darussalam only.

While the proposal paper was open to all officers and employees of ministries and departments in the public service of Brunei Darussalam, the private and public sector.

HIS Majesty Sultan Haji Hassanal Bolkiah Mu’izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar ‘Ali Saifuddien Sa’adul Khairi Waddien, Sultan and Yang Di-Pertuan of Brunei Darussalam has called on the country’s civil servants to focus chiefly on their obligations towards society and financial investors, while at the same time urging for added momentum in reform measures towards a more proactive civil service.

His Majesty made the call yesterday while delivering a titah during the 23rd Civil Service Day celebrations at the International Convention Centre (ICC), under the theme of ‘Transformation towards a Progressive Civil Service’.

The monarch described the theme “as dynamic in character and relevant for many years to come. (It) also provides a means for effective evaluation on reviewing the capabilities of the civil service to meet all current challenges.

“We often tend to think of civil services as the core basis for the development of a nation. Civil servants are the managers, facilitators and also agents for development. They should possess high standards of discipline and the determination to carry out their respective roles.”

“They should improve themselves by identifying their respective baseline to what extent their reasoning, outlook and capabilities can provide quality services for the good of the country and their clients. The country is really in need of civil services. It is through such services that productivity can be enhanced, together with the country’s revenue.”

His Majesty Sultan Haji Hassanal Bolkiah Mu’izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar ‘Ali Saifuddien Sa’adul Khairi Waddien, Sultan and Yang Di-Pertuan of Brunei Darussalam; His Royal Highness Prince Haji Al-Muhtadee Billah, the Crown Prince and Senior Minister at the Prime Minister’s Office; His Royal Highness Prince Mohamed Bolkiah; and His Royal Highness Prince ‘Abdul Malik being greeted upon their arrival at the International Convention Centre.

His Majesty then said, “We are actively using the Key Performance Indicators (KPI) and the delivery approach, which have been adapted to gauge the best performances. In addition, we are also benchmarking for our international standing, such as the World Bank ranking on Ease of Doing Business; and recently, we participated in the World Competitiveness Index by the World Economic Forum.

“I believe that with integrated efforts by all ministries, coupled with strategies that are based on action and results, Insya Allah, we will succeed in implementing our country’s Vision 2035.

“It is in line with the strategies of Brunei Vision 2035, that I welcome efforts of the Prime Minister’s Office in implementing initiatives in the framework of the civil service for 2016-2020.

“I hope that the framework will motivate the civil service to a better and more progressive stature. Another initiative towards the reform of the civil service should be made through efforts to amend regulations for government officers under the Public Service Commission Act, known as the General Orders, which have been in place since 1961. The amendment provides new impetus for the civil service to be progressive and comprehensive, especially in terms of producing efficient and well-disciplined human capital.”

His Majesty also congratulated the winners of the Civil Service Excellent Employee Award (APCPA) and the Civil Service Excellent Award (ACPA), while expressing confidence that these awards would inspire and motivate the local workforce to perform better.

The monarch also extended his personal appreciation to the civil servants retiring this year, for their contributions and services to the government, while stating, “May they receive multiple blessings from Allah the Almighty.”

BRUNEI Darussalam showed their competitive side but ultimately ended the qualification round of the AFF Suzuki Cup in a thrilling 4-3 defeat to Laos at the RSN Stadium last night.

Laos’ Sitthideth Khanthavong spurned a glorious opportunity with a free header after directing the ball straight to Wardun Yussof from a delicate ball from the dangerous Phattana Syvilay.

Faiq Jefri Bolkiah started the move and found Adi Said who returned the favour with a clever pass as the former decided to use the instep to test goalkeeper Vathana Keodouangdeth.

The Leicester City starlet proved a menace and laid off for Azizi Ali Rahman who rounded Vathana but took a heavy touch and was unable to pounce despite the goalkeeper floored.

The action was end to end as Soukaphone combined with a team-mate though Wardun saved the ball with ease.

Azwan Salleh found his team-mate in the box as Azizi nodded the ball towards the path for Adi Said who slammed the ball into the roof of the net for his second goal in his last three appearances.

Laos nearly got an immediate response but the Bruneian defence successfully nullified the threat as Wardun collected the loose ball.

Soukaphone Vongchiengkham grabbed the equaliser for Laos on the stroke of half-time.

Brunei made a change in the break with a like-to-like substitution as Md Afi Aminuddin was introduced in place of Khairil Shahme Suhaimi.

Soukaphone fed Thotnilath Sibounhuang with a deft touch but the Laotian made a hash of his lob attempt with his effort sailing over the bar with Wardun off his line.

Phattana tucked a second half penalty in the 51st minute before adding a second as a result of uncertain defending six minutes later from a set-piece.

The Wasps were handed a lifeline after Faiq Jefri Bolkiah coolly slotted a penalty for his first senior international goal in the 67th minute.

In contrast of a rather ordinary first half, Soukaphone was immense releasing a fine ball for the overlapping Maitee Hatsady before finding Phattana on the far post who completed his hat-trick

The clinical winger also cemented his name as the qualifying tournament’s top scorer on four goals, one ahead of Cambodia’s Prak Mony Udom.

Hearing issues require better attention

THERE remains a lack of awareness in the society here on hearing impairment and loss, thus more coordinated and sustained efforts need to be initiated to raise understanding on common hearing problems at all levels of the society, said an advocate for a charity movement.

Hajah Dayang Noorafzah binti Dato Paduka Haji Awang Ahmad from Hear Better Services, which is a hearing assessment and solutions centre, told the Weekend Bulletin yesterday that pertinent issues for raising awareness include the magnitude of the problem and its common causes, effective prevention strategies, consequences of inaction and benefits of timely intervention, especially among children.

In its bid to raise more awareness on hearing problems in Brunei Darussalam, Hear Better Services continues to host fundraiser events annually as part of its corporate social responsibility initiative.

From November 2-6, 2016, it will host its fourth Hearing Awareness Charity Bazaar at the Ground Floor of The Mall in Gadong.

She shared that over the past three years under the ‘Better Hearing, Better Living Charity Project’, the organisation has sponsored hearing aids for some 28 children through the fundraiser event and also directly through sponsorship from companies such as DST and Brunei LNG.

She said that the hearing aids, costing up to $5,000 per unit, is an important investment especially for children showing early signs of hearing impairment. “We try to provide hearing aids to these children early so once they are detected to have hearing loss, they will have the ability to maintain their hearing and avoid the depreciation of hearing,” she added.

Apart from sponsoring hearing aids, the funds raised are also being used to provide care and advice through follow-up sessions with the children. It will also be used to provide financial support for the training of speech therapists or special needs educators for hearing-impaired children.

Hajah Dayang Noorafzah shared that the recipients of hearing aids from the project are normally recommended by the Special Education Unit of the Ministry of Education and there are about 300 of hearing-impaired children registered with the unit so far.

The number could be more due to the lack of awareness, she added.

During the five-day bazaar themed ‘Garden Tea Party’, visitors can expect a host of fundraising activities and competitions including a booth to demonstrate basic sign languages, music recitals, acoustic music, henna and face painting, Alice in Wonderland Photobooth, art exhibition by hearing-impaired individuals and local artists, MINI Cooper Charity Test Drive that will see $10 donated for every test drive as well as fundraising games for children by the Special Education Unit.

The event is also supported by Ministry of Health (MoH), Ministry of Education and DST. There will also be a booth to demonstrate a new-born screening procedure from the MoH which now includes hearing tests.

Hear Better Services said they hope that their efforts will help reduce dependency on the government and encourage greater community awareness.

“WE WANT the Sultanate to be drug-free and we have zero tolerance to drugs,” said President of the National Anti-Drug Association (BASMIDA), Datin Hajah Masni binti Haji Mohd Ali.

“It is now easy for people to spread through the social media teachings that are against Islam like use of marijuana. We are against it, as through this more people will be addicted to drugs. We want to prevent the harm,” Datin Hajah Masni added, while announcing the association’s upcoming seminar entitled ‘Prevention of Misuse of Drugs through Decent Malay Islamic Monarchy (MIB) Values’, at a press briefing yesterday.

She also urged members of the public to be wary of foreign movements that use social media to promote legalisation of marijuana.

Statistics from the Narcotics Control Bureau (NCB) has revealed that over 600 drug-related arrests were made last year. Another worrying trend is relapse among ex-drug offenders.

Datin Hajah Masni added that relapse among offenders occur due to weak faith, peer influence, depression and unemployment.

Talking about the seminar, she said, “As an association, we want to empower the younger generation on decent and perfect norms, Bruneian and MIB values and way of life.

“It is also to highlight the importance of developing our knowledge and awareness, as frequently stressed by His Majesty Sultan Haji Hassanal Bolkiah Mu’izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar ‘Ali Saifuddien Sa’adul Khairi Waddien, Sultan and Yang Di-Pertuan of Brunei Darussalam, to uphold and support the monarch’s titahs and government policies, through NCB and for BASMIDA.”

The seminar, which will be held at The Empire Hotel & Country Club on November 1, is aimed at reiterating the association’s teachings on how to prevent the misuse of drugs and upholding the importance of strengthening and practising the virtuous values of MIB philosophy, among others.

The registration fee is $30 for participants from government ministries, departments, private sector and NGOs.

BASMIDA volunteers have graciously sponsored students to attend the one-day seminar which is expected to attract some 250 participants, Datin Hajah Masni said.

Malaysian Anti-Drug Association (PEMADAM) members from Miri, Limbang and Bintulu are also invited to the seminar, along with ‘Friends Under Supervision’.

Three local speakers will be leading the seminar.

Dr Haji Muhammad Hadi bin Muhammad Melayong, Senior Special Duties Officer at MIB Supreme Council, Universiti Brunei Darussalam (UBD), will touch on ‘MIB values’; Dr Lilly Suzana binti Haji Shamsu, Dean of Usuluddin Faculty at the Univesiti Islam Sultan Sharif Ali (UNISSA), will talk about ‘Strong Belief to Tackle Misuse of Drugs’; and Ustazah Pengiran Norhayati binti Pengiran Haji Kasharan will speak on ‘Faith, Repentence and Piety in Prevention of the Misuse of Drugs’.

A LOCAL social enterprise is making a name for itself through its community-based ecotourism projects.

Borneo Guide was founded by Leslie Chiang Jin Kiong, Managing Director in 2007. Leslie shared that he envisioned a community based tourism focusing on ecotourism projects which serve to promote awareness and cultivate sustainability – environmentally, socially, culturally and economically.

A pioneer project of Borneo Guide is The Sumbiling Eco Village (SEV) project, materialised with the Iban communities of Kampong Sumbiling Lama in Temburong District, Brunei Darussalam.

Borneo Guide contributes the concept, funding, planning and management of the project, while the villagers contribute in terms of manpower, outdoor and cultural expertise, as well as suggestions and ideas.

“The ecovillage enables travellers to enjoy an experience that brings them close to nature in a manner consistent with local ways of life,” it was shared. “At the same time, it provides the Iban villagers with means of earning an income while bringing new value to environmental conservation.”

Running on the social enterprise blueprint, SEV, through its tours and projects, put the money earned back into the community.

“To date, we support 15 family members by providing them with jobs and opportunities as trekking guides, boatmen, staff, craftswomen. We are also sponsoring two school students in aide of funding their school fees, uniforms and books.”

In addition to independent travellers, the enterprise also caters to corporate trips.

In November 2015, Borneo Guide was recognised for being the founder and owner of the Sumbiling Eco Village project, and was invited by the AirAsia Foundation to attend ‘Destination: GOOD – Asean Social Enterprise 2015’ conference.

At this conference, the SEV ecotourism venture was acknowledged for their commitment in empowering the local communities and educating the visitors while preserving and enhancing the environment and culture in their daily operations.

Leslie shared with the Sunday Bulletin that, at one point, he had an issue at the Sumbiling Eco Village where they had no electricity or water.

He shared that solving the issue was proving to be rather difficult, until he met with representatives of DARE (Darussalam Enterprise). During a dialogue session, Leslie spoke with DARE and, through them, was able to attain assistance from the relevant agencies to set up electricity and water.

He said that DARE and the relevant agencies were very helpful, and expressed his thanks to them for their assistance.

Going forward, Leslie shared that he hopes to set up more community tourism projects, with a specific focus on cultural tourism, to allow tourists to learn more about Brunei’s culture.

“Brunei has a lot of tourism potential,” he said.

In the interview, Leslie shared some advice for other entrepreneurs and businesses, highlighting, “Do whatever you are strong at. Be unique, be patient and focus on your strengths.”

He also affirmed that it is important to do something that can benefit the country, and underlined the need to give opportunities to local youth.

AFTER months of preparation, Year 6 students in the country began sitting for their Primary School Assessment (PSR) Examination yesterday.

Prior to the start of the examination, primary schools throughout the country conducted their respective programmes to motivate and prepare the students.

Hajah Hainyisah binti Haji Mustapa, Headmistress of Haji Mohd Salleh Primary School in Kampong Sungai Hanching, in an interview with the Sunday Bulletin said that the school started preparing their students since last year to identify their strength and weaknesses.

Quality teachers were also selected by the end of last year to implement the teaching strategy practice of assigning one teacher to handle one subject. Students were also grouped according to their learning capabilities to allow teachers to plan their teaching and learning strategies.

Parent-teacher meetings were also conducted after every Check Point Assessment (CPA) with the headmistress personally briefing the parents before handing over the results transcript and providing an arrangement of a more organised extra classes schedule involving all teachers.

An incentive system was also implemented which entailed awarding students with cer-tificates and stars each time they showed signs of improvement.

The headmistress added that the involvement of parents and guardians attending the mass Maghrib, Isyak and Sunnat Hajat prayers conducted prior to the examination helped encourage the students to go the extra mile.

Hajah Hainyisah noted that teachers and parents/guardians also established a good rapport to keep updated with progress while having the school’s teachers educate their students without feeling pressured to produce a positive outcome.

With the delegation of teaching responsibilities done according to the teachers’ strength to maximise results and reach the target of a better performance, she hopes that the school this year will excel, if not sustain last year’s improvement.
