Call for specialised insurance for cyber, pandemic, disaster risks

YUSOF bin Haji Abdul Rahman, the Managing Director of Autoriti Monetari Brunei Darussalam (AMBD), yesterday called on takaful and insurance providers in the country to support further economic growth by ensuring that emerging risks can be mitigated or reduced through specialised protection in the form of cyber, pandemic and disaster risk insurance.

He made the call while he was delivering his remarks as the guest of honour at the 2016 Takaful and Insurance Day held at The Airport Mall under the theme of ‘Securing Brunei Darussalam’s Future with Insurance and Takaful’.

He said that globalisation has made the world accessible to all types of risks that are wide-ranging and unpredictable. “Issues such as demographics dynamics, scarcity of resources, climate change and technology and innovation are global challenges requiring a concerted effort in order for us to secure the future of our next generation,” he said.

“We have recently heard about the devastation that follows in the wake of a natural disaster such as Hurricane Matthew, the impact of Zika virus outbreak on society and the impact of cybercrimes on businesses and government offices. These events have far-reaching consequences and can cost the global economy billions of dollars. In 2015, for example, Lloyds estimated that cyber-attacks cost businesses as much as US$400 billion a year. The World Bank estimates that pandemics can also cost US$800 billion.

“This is where takaful and insurance can provide specialised protection, in the form of cyber insurance, pandemic insurance as well as disaster risk insurance.”

He said, “I believe that our industry has the capacity to play a much bigger role in our society. As new risks emerge, takaful and insurance providers should be able to respond quickly to provide consumers with appropriate and adequate protection in terms of product and services innovation. Demand for insurance and takaful should also be continuously cultivated through continuous awareness programmes such as this. Consumers must be made aware of the capability of the industry to provide financial protection for their loved ones, their property, assets and businesses.”

Noting the changing innovations in the business, he said that “advancements represent both an opportunity and a challenge to the industry. In years to come, we believe the industry will undergo a significant transformation that will redesign its operating landscape. Local takaful and insurance companies, in particular, should take advantage of those opportunities and aim to grow on a bigger scale, by venturing into vast business prospects outside Brunei Darussalam. By enhancing the industry’s productivity and positioning the local players in the international and regional markets, I believe the industry can contribute tremendously to achieving the country’s goal to diversify the economy and sustain high growth”.

Meanwhile, Haji Osman bin Haji Mohd Jair, the Chairman of the Brunei Insurance and Takaful Association (BITA), talked about the association’s latest developments in his speech.

He said BITA has organised numerous events this year, including an introduction to Phase II of the IFRS (International Financial Reporting Standard) 4 on September 21, together with the multi-national professional services firm, Deloitte.

On a regional level, he said, “BITA is also involved in the Asean Council of Bureaux and the Asean Council of Insurance meetings in November. Towards the end of this month, BITA with Persatuan Insurance Am Malaysia and General Insurance of Singapore will be discussing on the Motor Claim framework, which is initiated by the Royal Brunei Police Force.”

Haji Osman, who recently attended the 28th East Asian Insurance Congress (EAIC) in Macau, said, “During the congress, there was a Macau declaration with the theme on the future of insurance – customer centricity. The executive board of EAIC, with the chief delegates of the members’ cities, have agreed that there is an urgent need to increase awareness and appreciation of the value of insurance to the individual, to the society and to the economy.”

With technology, social media and startups as the game changer, “they (EAIC members) agree to step up their digital strategy for a wider reach and optimal-cost efficiency in distribution, in a peer-to-peer community. EAIC also stressed the need for increased bilateral and regional cooperation within the members to tackle the priorities in coping with persistent low interest rates, increasing natural disasters, cybercrimes, terrorism, political risks and driverless cars, as well as ageing and runaway health inflation.”

Later, the guest of honour presided over the exhibition for the 2016 Insurance and Takaful Day, which included displays from the Brunei National Road Safety Council, the Ministry of Health and the Fire and Rescue Department, as well as from AMBD and BITA.

PATRIOTISM and passion when combined are great motivators for individuals to pursue their careers at greater lengths, especially when there is the possibility to contribute to the country’s progress.

Bruneians Muhammad Alkawi bin Abdullah and Ali Yassin bin Haji Norrawi have joined the prestigious ranks of the seven people in Cameron International (a Schlumberger Company) certified by the International Well Control Forum (IWCF) for completing the Level 4 Well Intervention Pressure Control Programme.

A presentation ceremony was held recently at Cameron Brunei Sdn Bhd in the Kuala Belait Industrial Area. Haji Mohamad Azmi bin Haji Mohd Hanifah, the Deputy Permanent Secretary (Energy and Industry) at the Prime Minister’s Office (PMO), was present as a personal representative of Dato Paduka Haji Jamain bin Haji Julaihi, the Permanent Secretary (Energy) at PMO, as the guest of honour.

During an interview, the two recipients told the media about their experience and what it would mean for their career’s future.

“We were challenged by our supervisor that if we wanted to stay in the field of wellhead maintenance, we have to prove ourselves by taking this course,” said Muhammad Alkawi.

He also mentioned that if they rejected the challenge they would be forced to move to installation services, which they were not keen on.

“At that moment, the course seemed to be very well sought after… When we tried to apply for the training with BSP (Brunei Shell Petroleum Company Sdn Bhd), the seats were full.

“But since our supervisor wanted us to sit for the programme as soon as possible, we looked for other options, leading us to enrol into the Aberdeen Drilling School Ltd in Kuala Lumpur, Malaysia,” he added.

He further explained that the course included five days of theory-intensive programme, which helped increase the know-ledge and understanding of pressure control theory, practice and equipment.

He added that one of the key components in the course was the ‘Barrier Principles’, in which they learned of the well barrier – a component in a well which prevents fluids or gases from flowing unintentionally from one formation into another – a mechanism used to control hydrocarbon from flowing out to the atmosphere.

“If the barrier is not in place, we have to find or create another barrier. Without the barrier, catastrophe including oil spill may happen, which could greatly affect the environment,” said Muhammad Alkawi.

“This is a high-risk job because in wellhead, unlike other equipment which is usually remotely maintained, we face the pressure directly on the job and if anything goes wrong even at 10 PSI, it can kill someone,” said Ali Yassin, adding that the course was quite difficult as they had to learn from the beginning.

The duo told the media at the end of the interview that they will continue to work at Cameron and help the company grow.

Andrew Paton, Operation Specialist for Brunei’s Aftermarket Wellhead Maintenance, told the media that since the duo joined Cameron as part of the maintenance crew, they have performed their jobs at the highest levels and helped out above and beyond wherever they could.

“They have a deep love for what they do… are respected by their peers and are now in the position of leadership and management,” added Andrew.

“Not only did this put them in the position they deserve but it also motivate their peers.”

THE Criminal Justice Division of the Attorney General’s Chambers (AGC) conducted a three-day Advocacy Training Workshop that was designed to help increase advocacy standards for law enforcement agencies.

Aldila binti Haji Mohd Salleh, Principal Counsel and Head of the Criminal Justice Division, in her speech at the recent opening of the workshop held at the Law and Courts Building, expressed the AGC’s enthusiasm in sharing their knowledge and skills in tandem with their strategic vision to be the highest quality legal service provider to the government.

She also hoped that the workshop would create a better appreciation among participants concerning the role of prosecutors, better understanding of the law and the attainment of the necessary skills to equip them for future court appearances.

According to a press release from the AGC, the workshop is aimed at enhancing the advocacy skills of new officers within the AGC and from various law enforcement agencies that employ prosecutors or are considering setting up a prosecution unit.

Some 32 participants from various agencies including the Military Legal Unit of the Royal Brunei Armed Forces (RBAF), the Anti-Corruption Bureau (ACB), the Immigration and National Registration Department, Royal Customs and Excise Department and the Labour Department are taking part in the workshop that concludes today.

Over the course of the workshop, participants were shown basics of prosecution, which entailed the drafting of charges and statement of facts as well as the mechanics of how a trial is conducted which involves the questioning of witnesses and the tendering of documents in court.

Following the presentations, participants were tested on their newfound knowledge through a series of case studies and mock trials.

The AGC has organised a number of basic prosecution courses over the last five years but has evolved their training methods to adapt to the needs of its participants based on feedback gathered from those who previously took the course. This marks the second year for AGC to organise a workshop that targets law enforcement agencies.

HIS Royal Highness Prince Haji Sufri Bolkiah, the President of the Brunei Darussalam National Olympic Council (BDNOC) delivered a sabda yesterday morning, asking the country’s three Olympians in the recent Rio Games – national badminton player Jaspar Yu Woon Chai, and sprinters Mohd Fakhri bin Ismail and Maizurah binti Abdul Rahim – to continue training and striving for improvement.

His Royal Highness was addressing the athletes at a post-mortem meeting for the Rio Games, which was held at the Hassanal Bolkiah National Stadium.

During the Olympics, Mohd Fakhri finished with the time of 10.95s in the seventh heat of the 100-metre event, after crossing the finishing line in third place with 10.92s in the preliminary rounds. Meanwhile, 17-year-old Maizurah improved her personal best time to 28.02s in the 200-metre event, compared to her previous record of 28.26s in the Brunei Open 2015.

Jaspar Yu Woon Chai lost both his matches at the Rio Games to a Hong Kong player ranked 12 (16-21, 15-21) and a Spanish player ranked 34 (12-2, 10-21).

During the meeting, His Royal Highness Prince Haji Sufri Bolkiah also challenged the athletes, saying, “I want you all to work on your performances, to prove to other countries that Brunei is also capable of producing athletes with high potential. Keep up with the training, listen to your coaches’ instructions and always communicate with them to improve your skills.”

Noting some of the weaknesses in the athletes’ performances during the Olympic Games, His Royal Highness encouraged them to work on overcoming their faults, while at the same time warning them not to be too over-confident or lose focus while competing in tournaments.

His Royal Highness told the athletes, “If you all are selected, focus on training for the Southeast Asian Games next year, while Mohd Fakhri should start aiming for the IAAF and IPC 2017 World Championships in London.”

His Royal Highness concluded his sabda, with the hope that the athletes would provide more suggestions and ideas to help with the improvement of their respective training programmes.

The Minister of Culture, Youth and Sports, Pehin Datu Lailaraja Major General (Rtd) Dato Paduka Seri Haji Awang Halbi bin Haji Mohd Yussof, then delivered a speech, stating, “In moving forward from the post-mortem, the Ministry of Culture, Youth and Sports as the ministry in charge of development of sports will continue to work with the Brunei Darussalam National Olympic Council, as well as sporting associations to overcome constraints that may become obstacles in the future progress of our athletes and sporting associations.”

The Chef-de-Mission for the Brunei Darussalam contingent in the Rio Games, Umi Kalthum binti Haji Abdul Karim, gave a presentation, in which she made a number of suggestions, including specific and effective long-term planning by local sporting associations; performance analysis to identify individual weaknesses; and the application of sports science to improve the overall performance of athletes.

The presentation also highlighted the need for support, assistance and observation from relevant stakeholders in providing potential Olympians with exposure on a regional and international level.

PETROL stations in the country are encouraged to hold fire drills to be better prepared in the event of a fire-related incident.

The Malay Business and Enterprise Cooperatives Berhad (KO-PPMB) was willing to allocate precious business time yesterday to run a fire drill, seeing the involvement of the station’s staff, Brunei Shell Marketing as well as Fire and Rescue officials and medical personnel.

The exercise aimed to equip participants with knowledge on how to handle emergency situations and coordinate emergency response procedure.

The scenario saw a fire breaking out from within a customer’s vehicle. Acting swiftly, the petrol station workers alerted the relevant agencies.

Minutes later, Fire and Rescue personnel arrived to control the fire and rescue the injured, with medical support provided by an ambulance.

Police personnel were also stationed around the perimeter to ensure the smooth flow of traffic in the area.

Speaking to the Bulletin, KO-PPMB Managing Director Dato Paduka Pengiran Haji Mustapha bin Pengiran Metasan said it was the station’s first fire drill.

It is important to establish individual responsibilities among personnel in the event of a fire.

This assures the public that the staff will secure their safety, he said, adding that the primary goal of holding the drill was to hasten the response time among staff members’ when attending to an emergency situation.

He hopes other stations will follow suit in holding similar drills, which he deems is an important exercise to enhance the level of preparedness in the event of an emergency.

Private sector agencies also supported and participated in the event, including Bank Islam Brunei Darussalam (BIBD), Baiduri Bank Berhad, Tabung Amanah Islam Brunei (TAIB), Maybank, BAG Networks and LiveWIRE.

“Moving forward, the enterprise open days held by DARE are a continuous initiative that will be conducted annually in each district to update the public on any improvements being made to the business ecosystem, to further follow up on new business-related issues, and to create awareness on the services provided by the government agencies and private sectors for local enterprises,” said DARE in a press release.

Speaking in an interview, he shared, “We have had the Enterprise Open Day in Brunei-Muara District, Tutong District and Belait District. This is the first Enterprise Open Day in Temburong District. There is quite a sizable number of people doing business and entrepreneurship in Temburong.”

The Enterprise Open Day, he said, is a chance for DARE and other government agencies to look at the people’s business issues and problems.

The single most important factor in helping small and medium enterprises (SMEs) is data, he said, adding that over the last few years, not enough of such data has been collected. “We must have all this data so that we can understand where the SMEs are so that we can then devise a plan to make sure that we are giving the right help and capacity building. That’s what we have to make sure of.”

He expressed his hope that the event would help businesses and entrepreneurs in Temburong District resolve any issues they may have, as well as help them know where to go to have those issues resolved.

‘ASEAN Harmony’, a special song dedicated to the Asean-Japan anniversary written by Pamela Tan Nicholson, the mother of world famous violist performer Vanessa-Mae, will be performed for the first time in this year’s Toyota Classics held at the Jerudong International School Arts Centre on Saturday.

This was revealed by Pamela Tan-Nicholson, a piano soloist, who arrived in Brunei Darussalam yesterday with violin soloist, Vasko Vassilev and the Baltic Neopolis Orchestra from Poland.

Pamela Tan-Nicholson in an interview with the Bulletin said, “I have taken phrases from the languages of all local countries as the chorus of the song. A local choir from the Brunei Expression Music Academy will be singing the song.”

“The song is comprised of different types of oriental music. If you are from the Asean region, you will recognise the various instrumental rhythms,” she added.

“It took around a month to complete the song because I already had an idea what I wanted to do. I recorded the song which took some time so that the students from all the countries can learn it.”

Meanwhile, Vasko Vassilev said, “This is the first concert of our tour and we are very excited to perform for the Bruneian audience on Saturday night.”

Vasko revealed that aside from classical music, the orchestra will also be performing three local songs – Jong Sarat, Ya Hayu Ya Qayyum and Dang Mengalai.

The Baltic Neopolis Orchestra is lauded for its high artistic standards which the core team pursues tirelessly in perfection of the standard classical repertoire. The orchestra searches constantly for new challenges by working with the best and most inspiring musicians available in and out of the country.

To date, it has recorded and performed with artists across different musical fields, ranging from collaborations with the Jan Szyrocki Choir of West Pomeranian University of Technology (2013), composers Miko?aj Górecki and Pawe? ?ukaszewski, saxophonist Alina Mleczko (2014) and soprano Joanna Tylkowska-Drozdz (2015).

BRUNEI Darussalam coach Mike Wong is confident that his team stand a chance of beating Laos if they replicate their second half display in the Cambodia loss in their final group match in the AFF Suzuki Cup qualifiers at the RSN Stadium in Phnom Penh today.

Wong, who famously guided the national team to a historic first ever win in a World Cup qualifying match last year against Chinese Taipei, has indicated that they managed to shrug off a shaky start in the first half.

“I thought in the first half (against Cambodia) we were a bit shaky. We tried a new formation and it did not work and we lost two goals too early,” Wong was quoted as saying to the AFF Suzuki Cup website.

Defender Asnawi Syazni Aziz made his international debut and helped shore the defence in the second half after making way for Shafie Effendy.

“In the second half, we did better. If we carry that second half into the next game (against Laos) we can win. I definitely think we will win,” asserted the coach.

Brunei Darussalam, who will start the tie in third place, have their odds stacked against them needing to win by four goals without reply while hoping that Timor Leste do them a huge favour by beating Cambodia by three clear goals.

Laos, who are in a slightly better position, also carry a glimmer of hope but need to win by two clear goals assuming that already eliminated Timor Leste end their group with a three-goal winning margin.

The Singaporean insisted that they are not poles apart from the teams chasing for the sole qualifying berth.

“If you look at the four teams, we’re all at a similar level. Of course Cambodia has the home advantage but Timor Leste are still strong.

“We did ourselves proud and I’m proud of the boys. We kept a clean sheet in the second half which was a positive,” he added.

Defender Yura Indera Putera will be suspended for the clash following his dismissal in the Cambodia game.

Cambodia are in pole position of securing a spot to the main tournament at co-hosts Myanmar next month needing only a draw to be assured of qualification.

Meanwhile, Brunei Darussalam have been drawn in Group ‘A’ alongside Nepal and Timor Leste in the AFC Solidarity Cup which will be held next month in Malaysia.

THE drug situation remained under control in Brunei Darussalam last year and the country has not detected any drug production, diversion of chemical precursors or illicit crop cultivation.

However, Brunei Darussalam continues to stay alert – that includes being wary of the threats of infiltration of drugs into the country, Deputy Minister at the Prime Minister’s Office Dato Paduka Awang Haji Hamdan bin Haji Abu Bakar said at the 5th Asean Ministerial Meeting on Drug Matters (AMMDM) held yesterday in Singapore.

The Sultanate will continue to work closely and coordinate with other Asean member states to tackle drug matters, he said.

It is now even more vital and relevant for Asean to demonstrate unity and commitment in developing the region as it approaches the 50th anniversary of Asean next year, he added.

The deputy minister said Asean should continue to uphold a united front to ensure that the outcomes of international meetings do not contradict the region’s policy, interest and aspiration of a ‘Drug-Free Asean’.

He also said it is important for Asean to make early preparations for the 2019 new global drug policy through the United Nations.

At the opening ceremony of the meeting, Teo Chee Hean, Deputy Prime Minister of Republic of Singapore called on Asean to be united as one voice to ensure a ‘Drug-Free Asean’ and zero-tolerance approach against drugs and also to work together so that Asean has a better chance of protecting its citizens and families from the dangers of drugs, as well as rehabilitating drug abusers and reintegrating them into the society.

The meeting was also attended by Haji Mohd Jaffari bin Haji Mahadi, Acting Director of Narcotics Control Bureau (NCB), and senior officers from the Prime Minister’s Office and NCB.

The meeting adopted the Asean Work Plan on Securing Communities Against Illicit Drugs (2016–2025) that outlines the region’s activities and initiatives in combating issues of illicit drugs.

The Anti-Drug Abuse Ribbon that symbolises Asean anti-drug efforts was also launched alongside the region’s theme of ‘Securing Asean Community Against Illicit Drugs.’
