BRUNEI Darussalam coach Kwon Oh Son hailed his charges for their second-half performances in the comprehensive 4-0 victory over Timor Leste in their Group ‘A’ opener of the AFC Solidarity Cup 2016 at the Sarawak Stadium in Kuching, Malaysia on Wednesday.

The Wasps’ sub region rivals enjoyed the better chances as opposing striker Rufino Walter Gama came close to breaking the deadlock on a couple of occasions.

Both sides entered the break goalless as players were affected by a rain-soaked pitch after heavy downpour preceded kick-off.

However, the pendulum swung on Brunei’s favour after the interval following the introduction of Azwan Ali with the midfielder latching on Adi Said’s pass before placing his shot with Timor Leste goalkeeper Aderito Raul Fernandes off his line.

“The players adapted very well to the conditions and I think this great victory can lead to others. This was about the players’ performance and they did a fantastic job out there,” Kwon told AFC.

Meanwhile, two-goal hero Azwan Ali highlighted the success of the coach’s tactical approach after playing an instrumental role in the victory.

“So it was the coach’s tactics to bring me on to attack their full-backs and I think that’s what worked well in the second half,” said the DPMM FC star.

Azwan Ali was pleased with his contributions but echoed his coach’s sentiments on the importance of teamwork.

“I’m very happy to come off the bench and help my team by scoring two goals and taking three points in our first game, but it was all about teamwork.

“It was a soggy field and quite hard for the players in the first half as they felt it heavy on their legs,” he said.

Kwon revealed that the midfield maestro was not fully fit with the midfielder hoping that the extended break between matches will help him regain full fitness in time for the Nepal tie.

“Today I was a little injured and after I went on the pitch I felt it slightly during the game”, said Azwan Ali.

“But I think I can recover before the next game. There is time so we’ll see what happens.

“The first game is very important so today it was important we fought back and won the match,” he concluded.

Arabic and religious schools nationwide hold religious programme

THE National Religious Programme for religious and Arabic schools for the month of November themed ‘Cleanliness is the Core for the Welfare of the Ummah’, took place yesterday.

The event was held in participating religious and Arabic schools nationwide, and aimed to generate a sense of awareness that pertained to cleanliness, an obligatory characteristic in Islam.

One of the participating schools was the Hassanal Bolkiah Arabic Boys Secondary School, where the students attended a Tazkirah session presented by Ustazah Hajah Aniah binti Haji Awang.

The recitation of Surah Al-Waqi’ah was led by Abdul Hafiz bin Haji Kadirosman, Head of Religious and Character. The ‘Doa Peperiksaan’ and ‘Doa Peliharakan Sultan’ was read by Dr Haji Serbini, Head of Al-Quran and Hadith Section, Student Council.

The Tazkirah session placed its focus on self-hygiene and the cleanliness in places of prayer, the home as well as public places. Every individual in a community are responsible for the cleanliness within these surroundings and places, and to have that passion for cleanliness that also include places such as schools.

The Tazkirah session commenced at 8am for all Arabic schools and religious schools for the morning session, whilst for the afternoon session, Tazkirah began at 2pm. Among the participating schools in the media’s focus included Pengiran Anak Puteri Besar Religious School Kampong Peramu in the Brunei-Muara District, Sinaut Religious School in the Tutong District, Sungai Taring Religious School, Lumut in the Belait District and Bokok Religious School in the Temburong District.

DARE holds IBA session on ‘Basics on Accounting’

DARE (Darussalam Enterprise) held the latest session of its Industry Business Academy (IBA) initiative yesterday with a module on the ‘Basics on Accounting’.

The session took place at the iCentre, and was facilitated by Jenifer Tan, a Consulting Partner at BizAdvize Services Sdn Bhd.

Participants for the module were all members of cooperatives, and were invited to participate by the Cottage Industry and Cooperatives Division under the Energy and Industry Department at the Prime Minister’s Office.

In her presentation, Tan explained that financial management is the planning, organising and controlling of the acquisition, and use of financial resources for the purpose of achieving organisational goals.

Information needs to be provided in a variety of ways through which other departments can easily understand the information and for decisions to be made. This information comes in the form of balance sheets, profit and loss statements, cash flow statements and budgets, she shared.

She also touched on aspects of planning, beginning with investment planning, which involves the evaluation of new or existing projects, payback and current value. Financial planning involves the decision regarding loans, as well as a mixture of liabilities to owner’s equity. Risk planning, she said, involves various insurance strategies and intellectual property protection.

Underlining the importance of financial management, she highlighted a number of reasons why businesses fail, including: lack of capital, too many long-term assets, insufficient control of inventory and credit, cash flow and payment, lack of control over costs and sales into profits, wrong pricing, and accountability costs.

“All this involves the management and control of financial resources,” she said.

The IBA is a development and learning programme for small and medium enterprises (SMEs), and is open to all levels of business with different maturity levels from start-ups to established companies.

The IBA aims to pave the way for SMEs to successfully achieve their goals in starting, running and expanding their business.

IBA organiser DARE is a statutory body that looks to nurture and support local enterprises, with the aim of fostering their growth and enabling them to contribute to the country’s GDP.

DARE also develops local enterprises by assisting in capacity building, facilitating access to funding, access to international markets as well as providing indus-trial spaces for SMEs to grow.

Brunei’s fight against smoking faces many challenges

THE difficulty in regulating advertisements and sale of tobacco products, including e-cigarettes on social media, as well as the use of e-cigarettes are among the challenges in Brunei Darussalam’s fight against smoking to make the nation smoke-free by 2035.

This was revealed by Nurliza binti Haji Abdul Halim, the scientific officer of health regulations under the Ministry of Health in her presentation at the Dangers of Smoking workshop attended by Science teachers yesterday at the Ministry of Education

Other challenges she mentioned are the prevalence of illicit cigarettes and cross-border smuggling of tobacco products via mouse trails and open access via sea or river.

She said following the country’s move to raise taxes on cigarettes to reduce demand, there was a decreasing trend of import declaration of cigarettes. Her presentation showed in the year 2010, a total of 315,232.01 kg or 24,000,000 sticks of cigarettes were declared and the number dropped to just 2.18 kg or 594,200 sticks of cigarettes in 2014.

She said Brunei Darussalam has ratified the World Health Organization (WHO) Framework Convention on Tobacco Control (FCTC) in June 2004.

The Ministry of Health is utilising measures under an approach known as ‘MPOWER’ to implement effective intervention to reduce demand for tobacco.

In MPOWER, she said M stands for monitor tobacco use and prevention policies, P is protect people from tobacco smoke, O stands for offer help to quit, W is warn people about danger of tobaccos smoke, E is enforce ban on advertising, promotion and sponsorship while R is raise taxes to reduce demand.

Under the ‘Offer help to quit’, she said the nurse-led community smoking cessation services are provided in all health centres in Brunei Darussalam, while one hospital-based smoking cessation service is provided at Pengiran Isteri Hajjah Mariam Hospital, Temburong.

Vehicle damaged in power bank explosion

A SALOON car at a major supermarket in Rimba was damaged yesterday after a mobile phone power bank exploded inside it.

According to the Fire and Rescue Department, two fire engines with six personnel responded to the incident after receiving a distress call at around 1.25pm.

The fire was extinguished before the fire personnel arrived. The damage to the car was estimated to be worth $2,000.

The Brunei National Road Safety Council recently revealed that a total of 64 cases of car fires were reported in the country from January until October 9 this year. Of this, 32 cases were found to be caused by faulty wiring to the battery, car lamp, fuse box and air conditioning system.

Four of the car fires were caused by road accidents while the remaining cases were caused by overheated engines, leaking oil and sparks from the engine bonnet that did not have anyinner cover that grazed the battery head.

In light of the concern over the increasing cases of car fires caused by faulty wiring, the Brunei National Road Safety Council through the Land Transport Department, Traffic Control and Investigation Department of Royal Brunei Police Force, and Fire and Rescue Department urged members of the public to use accredited mechanics to carry out wiring work on their vehicles.

Car owners are also advised to always maintain the engine and system of the vehicle in accordance with the timeframe set by each car dealership.

TOTAL E&P Borneo BV held a ceremony to commemorate its 25th anniversary at the Total Onshore Processing Plant in Lumut yesterday.

The ceremony was also held to celebrate the operation of the Maharaja Lela South platform which served as a significant achievement for both the company and the oil and gas industry in Brunei.

The event was officiated by Pehin Datu Singamanteri Colonel (Rtd) Dato Seri Setia (Dr) Awang Haji Mohammad Yasmin bin Haji Umar, Minister of Energy and Industry at the Prime Minister’s Office.

Also present were Loan Forgeron, French Ambassador to Brunei Darussalam, and representatives of Block B partners.

“In a few months the barrel lost 50 per cent of its value. This major price crisis challenges our strategy, our projects, the way we work”, he said. “It challenges all our assets because it is much harder for them to bring a good return on equity.”

“This situation can last for a long time,” he said. “The industry can’t wait for the price to rise again, we have to react. The purpose of an oil company is to get as much added value as possible from its assets.”

He noted three principles in their strategy. First one being a high ambition for safety, where he said that it is not only the company’s priority; it is the core value of the group.

The second principle he mentioned was to increase the company’s operational excellence by operating facilities with high availability and good maintenance while the third principle was to reduce the cost of operations to capture margin in a low price market.

“When the environment is low, cost reduction is the only way to prepare a sustainable future. We have to perform more than before,” he said. “Total in Brunei is a good example of this strategy. Our safety rules are implemented without compromise. Safety and efficiency work together, as our current drilling operations shows.”

In Brunei, no injury has been recorded for 17 years. It is an excellent result and he congratulated the teams. He also highlighted the significant progress in the production.

“Production on Block B has totaled to around 15M BOE (barrel of oil equivalent) per year thanks to the investments made by the partners,” he stated. “The company also has to go further by reducing unwanted shutdowns, both offshore and onshore, and by maintaining a strong discipline in operations and maintenance.”

He also highlighted the good results in regard to cost efficiency. He said the project at Maharajah Lela South was an industrial success.

“This is true for the design of the new MLJ3 platform. For the debottlenecking of the OPP plant, for the deep and high pressure / temperature wells we are drilling now,” he said. “In all these fields the technological know-how of our teams, including partners and contractors, has made the difference.”

Youth Day award recipients honoured for inspiring youths

THREE individuals and one organisation were honoured yesterday for their significant contributions towards the development of youths in the Sultanate, during the 11th National Youth Day celebration at the International Convention Centre (ICC) in Berakas.

One of the honourees, Nurizzatul Izzah binti Haji Abdul Rahman, who received the Voluntary Youth Award, has been actively involved in voluntary programmes since her schooldays, and also occupies a position as the secretary for Society for Human Development (KESAN), Brunei Youth Council.

“After graduating from the University of Manchester, my interest in making contributions to the country grew,” she said. “The first project that we organised was ‘Belia Brunei Bakti’ under KESAN, which marked the beginning of our continuing projects.

“On Mondays, I coach youths on the significance of leadership and offer them support, because without leadership skills, it is difficult for them to make any progress.”

Nurizzatul Izzah said that her charity work was inspired by a Hadith of the Prophet Muhammad (pbuh) which states, “The best of those among you are the ones who benefit the rest of mankind.”

She also has a few words of advice for local youths, “Make sure that your goals are beneficial to you, your family and your country.”

Another honouree, Mohammad Anwar bin Haji Mohammad, was presented with the Young Leader Youth Award for his work with local youth associations. He is chairman of the Society for Community Outreach and Training (SCOT), and has been involved with the organisation for more than four years.

He believes that his award will motivate more sponsors from the government and private sector to support SCOT’s mission in eradicating poverty in Brunei.

“I know that our youths are very creative, with some involved in the creative industry or entrepreneurship, while selling their products to an overseas market,” he said. “This is the kind of enthusiasm and spirit which should be instilled into Bruneian youths. If you have a vision, just go along with it and if it can benefit the whole community, it will definitely bring benefit to you.”

The third honouree, Siti Huzzaimah Yadey binti Haji Rosli, received the Excellent Youth Award for her commitment towards developing local youths. A keen participant in Al-Quran reading competitions, she won third place in 2014 and 2016, and even conducts Al-Quran classes in her home.

“Without the support of my husband and family, this award would not have been possible,” she said. “My advice for youths is to stay focused, think positive thoughts and always remember Allah the Almighty.”

The Society for Community Outreach and Training, meanwhile, received the Youth Association Excellent Project Award for its dedication and key contributions to the community through the ‘SCOT Green Xchange’ project.

Mohammad Khairul Azmi bin Haji Mohd Salleh, the Vice-Chairman of SCOT, said that the main concept of the programme is to encourage underprivileged families in the Kampong Ayer area to collect recyclable materials in exchange for basic commodities such as rice.

“Over the years, we have accumulated over 38 tonnes in exchange for over 100 bags of rice,” he said. “The whole idea of Green Xchange is to tackle poverty while educating the public on environmental issues.”

He added, “We are also bringing in the 3Ps (Public, Private and Partnership), while encouraging more volunteers and stakeholders to engage in our projects.”

HIS Majesty Sultan Haji Hassanal Bolkiah Mu’izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar ‘Ali Saifuddien Sa’adul Khairi Waddien, Sultan and Yang Di-Pertuan of Brunei Darussalam yesterday attended the 11th National Youth Day celebration held at the International Convention Centre, Berakas.

His Majesty, who was accompanied by His Royal Highness Prince Haji Al-Muhtadee Billah, the Crown Prince and Senior Minister at the Prime Minister’s Office; and His Royal Highness Prince ‘Abdul Malik, was greeted on arrival by the Minister of Culture, Youth and Sports, Pehin Datu Lailaraja Major General (Rtd) Dato Paduka Seri Haji Awang Halbi bin Haji Mohd Yussof.

The theme of the annual event is ‘Visionary Youth: Catalyst for Transformation’.

The minister said the theme was chosen to take into account the importance for youths to prepare themselves to be educated, skilled and successful citizens who can contribute towards creating a society that is of quality, as well as in generating a dynamic and resilient economy under the objectives of the National Vision 2035.

“Transformation is a must to achieve a developed country,” he said.

The youths and youth organisations who have made the country proud through their services to the nation were awarded under four categories – Excellent Youth Award, Voluntary Youth Award, Youth Leader Award, and Youth Association Award.

The recipient of the Excellent Youth Award went to Siti Huzzaimah Yadey binti Haji Rosli, Chairwoman of the Kampung Junjungan Women’s Association; while the Voluntary Youth Award went to Nurizzatul Izzah binti Haji Abdul Rahman from the Society of Human Development (KESAN); the Youth Leader Award then went to Awang Mohammad Anwar bin Awang Haji Mohammad from the Society for Community Outreach and Training (SCOT); and the Youth Association Award went to SCOT’s Green Exchange Project from SCOT.

All the recipients received a trophy, Kain Tenunan (Woven Fabric), certificate of presentation and $300 cash.

The award was presented to show recognition and appreciation to the youth movement in Brunei Darussalam for responding to His Majesty’s titah to support the youth in upholding the spirit of volunteerism.

The minister’s opening speech was followed by a titah from His Majesty, and the recitation of the Youth Pledge led by Dr Mohd Ezam bin Emran, a cardiologist, along with a group of youths from various backgrounds.

The celebration also featured a video produced by the Creative Youth Group led by Haji Mohammad Sukoran bin Haji Ismail that showed the achievements of youths in different fields in order to inspire other youths to continue to pursue their goals.

The monarch later toured the Youth Entrepreneur Innovation Showcase 2016 and received a pesambah from the National Youth Day Celebration Executive Committee 2016.

Pehin Datu Lailaraja Major General (Rtd) Dato Paduka Seri Haji Awang Halbi said the celebration brought together almost 1,000 youths who have answered His Majesty’s call to utilise His Majesty’s government’s youth development programmes and projects.

Another aim of the celebration is to gather youths from across the country to participate in activities that are meaningful and provide an opportunity for them to exchange views, especially on the development and progress of youths.

Delivering a titah to thousands of youth from different backgrounds and organisations during an annual assembly to mark the 11th National Youth Day celebration at the International Convention Centre (ICC) in Berakas, the monarch also urged the country’s youth to be relentless in investing time and energy for their own progression.

Touching on the theme for this year’s celebration ‘Visionary Youth: Catalyst for Transformation’, His Majesty said, “This should be embraced as a challenge. Transformation means bringing in an era of changes and opportunities for all, especially the youth, who are the agents of change.”

Even at a young age, many of our youth today have triumphed in various sectors such as medicine, law, engineering, religion and entrepreneurship, noted His Majesty, which he said is a testament to the youth’s attitude for making rapid change. “These achievements are means for them to delve into shaping the country’s future.”

Calling the youth as “pillars” of the nation’s strength, His Majesty said visionary and outstanding youth are what the country needs, while reminding that weakness and giving up is never an option and are not the youth’s nature, as they must be bold and courageous.

Noting that many of the younger generation today have explored entrepreneurial opportunities that began from humble beginnings such as car wash services, fish rearing, creative industries and many others, His Majesty said that even from the scratch, it can flourish into something great with hard work and perseverance.

His Majesty further said this is a form of challenge that requires sacrifice and hard work that entails not only money and energy, but more essentially, time. “When time is used in the path of virtue, that is considered the most effective sacrifice,” the monarch added, while noting that this is a smart practice that is in the right and safe path.

His Majesty also highlighted that even Allah the Almighty has sworn with time, that all mankind are in loss, except for those who fill in their time with good virtues, as stated in Surah Al-‘Asr in the Al-Quran.

His Majesty further noted that time utilisation is a challenge for all and cautioned that if it is not being used wisely, one will plunge into a life-crisis, which he said must be overcome at once.

“With so much time and chance to continuously develop, the decision rests on the youth to grasp the opportunities,” the ruler said, while expressing hope that the country’s youth will demonstrate these qualities.

His Majesty also cautioned the youth to always keep in mind their religion and cultural roots, by staying away from being too immersed in today’s age of unrestricted technology in a world without borders, which the monarch said could mess with people’s minds, causing them do the unthinkable.

“And then, there comes a group that glorifies freedom without restriction that sparks a new culture that no longer cares about tradition and religion. Usually this group is dominated by the youth everywhere,” His Majesty said, while expressing hope that Brunei’s youth will not be “trapped in such free concept”, but will remain as youth that are faithful to the religion and abide by national laws and traditions.

HAJI Zul Azmi bin Haji Mohin was crowned Champion at the 9th Canang Citra Budaya competition, held last night at the Raya Hall of Radio Televisyen Brunei (RTB).

Presenting the award and a cash prize of B$1,500 to the winner was the Minister of Culture, Youth and Sports, Pehin Datu Lailaraja Major General (Rtd) Dato Paduka Seri Haji Awang Halbi bin Haji Mohd Yussof, in his capacity as the guest of honour.

Coming in as first and second runner-ups were Pengiran Md Fauzie bin Pengiran Zainal Abidin and Haji Muhd Ubaidah bin Haji Damit.

In his welcoming speech, the minister highlighted the importance of preserving traditional songs as well as promoting them in the community, especially among the youth.

Ten singers were selected for the final round, out of the 19 between the ages of 18 and 35 competed in the initial round of the competition.

The event was held as part of the Ministry of Culture, Youth and Sports’ initiative to promote and preserve the cultural heritage of Brunei, especially traditional melodies and songs.

Organised in collaboration with RTB, the competition aimed at reviving and preserving Bruneian traditional music.

Witnessing the competition were members of the foreign diplomatic corps; Permanent Secretaries at the Ministry of Culture, Youth and Sports, Dato Paduka Dr Haji Affendy bin Pehin Orang Kaya Saiful Mulok Dato Seri Paduka Haji Abidin, and Datin Paduka Dr Hajah Norlila binti Dato Paduka Haji Abdul Jalil; Permanent Secretary (Media and Cabinet) at the Prime Minister’s Office Mohamed Riza bin Dato Paduka Haji Mohamed Yunos; officers of the Ministry of Culture, Youth and Sports as well as members of the public.

Students attend financial literacy programme

AUTORITI Monetari Brunei Darussalam (AMBD), with the collaboration of Employee’s Trust Fund (TAP), Brunei Association of Banks (BAB), and Brunei Insurance and Takaful Association (BITA), recently conducted a financial literacy programme for the students of the Youth Development Centre.

Over 25 students from different courses, including Kursus Belia Berpadi as well as the Entrepreneurship Course, participated in the two-day programme which ran from October 26-27.

The programme began with an introduction to AMBD, providing an insight on its role as the central bank of Brunei Darussalam.

The students also learnt about the functions of AMBD such as the licensing and regulating of financial institutions in the country; issuing and managing the country’s currencies as well as maintaining financial stability through the monetary policy.

A representative from AMBD’s Currency Management presented on the Currency Order, 2004, touching upon the dos and don’ts when handling Brunei Darussalam’s currency notes or coins.

Talks titled ‘Be Financially Smart’ and ‘Avoid Financial Scams’, were led by rep-resentatives of the AMBD’s Financial Consumer Issues Unit.

Institutions from the financial industry also participated in the programme to share about their respective financial products and services.

TAP explained the different schemes under their purview, including their retirement sch-emes such as TAP and Sup-plemental Contributory Pension (SCP) as well as the Housing Fund Scheme. From the insurance and Takaful industry, Takaful Brunei Keluarga Sdn Bhd and Insurans Islam TAIB Sdn Bhd talked about the importance of protecting oneself and loved ones through the Islamic practice of Takaful.

Streetwear brands ‘hang out’ at Skate Park to promote arts and skateboarding

FANS of hip street fashions are welcome to visit the Hangout Round 5 at the Skate Park near the Hassanal Bolkiah National Stadium, where several local streetwear labels are currently showcasing their designs and creations.

Open from 10am to 9pm, Hangout Round 5 is also offering some workshops on the art of spray-painting, skateboarding and longboarding.

Muhd Nur Rahmat Ubaidillah, the event organiser and founder of streetwear label Kraytion Company, told the Sunday Bulletin that the project is intended to raise the profile of local streetwear vendors, along with more awareness of the creative arts scene.

Regarding the growing interest in street fashions, he said, “At the first Hangout in 2014, there were only six vendors. The number grew to 20 in the third round, and there are now more than 40 vendors at this year’s event.”

On what inspired him to start his own label, he said, “I used to spray-paint, which was how I became interested in streetwear. My company Kraytion, which sells T-shirts and caps, was started in 2014.”

He also thanked Progresif Cellular Sdn Bhd (PCSB) for its support, and plans to organise another Hangout event next year.

SEAMEO Voctech holds training programme

“THESE days, focusing on programme evaluation to improve transparency and accountability of public spending is becoming more of a necessity. The practice of more precise evaluation is more demanded by stakeholders. Therefore conducting an impact study is one of the ways to ensure a more specific evaluation. In this kind of study, the focus is more on the impact on the clientele than on the programme itself.”

This was highlighted by the Acting Centre Director of SEAMEO Voctech, Hajah Noorzainab binti Haji Abdullah, in her remarks at the opening ceremony of the two-week training programme titled ‘Conducting an Impact Study to Enhance the Effectiveness of Education Interventions’, which began yesterday at the SEAMEO Voctech Regional Centre in Gadong.

She said the training is timely as it is being conducted during a period of financial difficulties. When resources are limited, there is a need to strategically select programmes that offer higher impact and show stakeholders that studies have been conducted to support the decisions from pervious and current interventions.

The tradition of conducting an impact study should be embedded in routine activities, regardless of limited resources to make people aware of the potential impacts and to be conscious of their decisions and actions.

The training programme is very relevant for those involved in projects and interventions that have a high probability to be replicated in other programmes. There are many interventions happening in the area of technical and vocation education, and training as well as in general education. There are still plenty of such projects that are not properly assessed and evaluated, especially with regard to assessing their impacts to the clientele, she added.

The Acting Centre Director continued that at the regional level under the Asean Secretariat “…we are now entering an Asean Economic Community in which labour mobility is one of the strategies. Mutual Recognition Arrangements, Mutual Recognition of Skills, Asean Qualification Reference Framework, Regional Technical and Vocational Education and Training (TVET) Standards, Regional Curriculum and Regional TVET Personal Standards are some of the tools that are expected to enhance the quality of TVET systems and the graduates as well as to facilitate collaborations among TVET institutions in the form of students and staff exchange, resource sharing, scholarships, research collaborations and many others”.

She added that the training has been planned to raise awareness and to equip participants with the skills necessary to carry out an impact study. She hoped that participants can partake in the local and national impact studies after completion of their training.

The two-week regional training programme is one of five programmes that SEAMEO Voctech is offering annually. The centre also offers in-country training programmes dedicated for individual SEAMEO member countries and also Customised Training Programmes for providing more flexibility. These training programmes show the organisation’s commitment to continuously assist the member countries in addressing current issues of capacity building programmes.

She hoped that participants will gain knowledge and skills from the training.

Some 28 participants from the 11 SEAMEO member countries – Brunei Darussalam, Cambodia, Indonesia, Laos, Malaysia, Myanmar, Philippines, Singapore, Thailand, Timor Leste and Vietnam – are attending the programme.

The course addresses various topics including the justification for conducting impact studies, its common processes, various techniques in conducting an impact study and writing an impact study proposal and report. At the end of the course, participants will produce a brief group impact study report and an action plan that will be implemented after the completion of the training programmes.

Present at the opening ceremony yesterday was Dr Paryono, Deputy Director for Professional Affairs and Research Manager of SEAMEO Voctech, who is also the Course Coordinator and Resource Person for the training programme.

ROYAL Brunei Catering (RBC) Sdn Bhd hosted a charity event for the special needs students at Pusat Bahagia in Tutong District as part of giving back to the community and bringing smiles to the students.

Present to support the cause were Desmond Koh, Deputy High Commissioner of Singapore to Brunei Darussalam, and Pengiran Haji Haris bin Pengiran Haji Duraman, Managing Director of Riza Group. Also present at the ceremony were Haji Adnan bin Haji Adam, Acting Tutong District Officer; Abdul Rahman bin Haji Apong, Deputy Director of Community Development; and Noryani binti Haji Abdul Rani, Assistant Director Department of Community Development.

In his welcoming speech, Ahmad Husaini bin Hassan, General Manager of Royal Brunei Catering spoke of charity projects done by RBC.

“The RBC charity event is part of our yearly social corporate responsibility programme where we aim at strengthening relations between RBC and trainers at Pusat Bahagia Tutong,” he said.

The event continued with a showcase from trainees with special needs, the donation of sewing machines to Pusat Bahagia which was received by Noryani, and presentation of goodie bags to all 50 special needs students.

KACA Fund donors receive certificates of appreciation

THE Centre for Children with Special Needs (KACA) yesterday presented certificates of appreciation to generous individuals, who contributed to the KACA Fund throughout 2015, during an event held at the centre in Kiulap.

The certificates were presented by Dato Paduka Haji Zainal bin Haji Momin, President of KACA, in his capacity as the guest of honour.

The KACA Fund aimed to help with the purchasing of learning tools and provide training for KACA’s children at all three branches of the centre throughout 2015/2016. It also sought to assist KACA with conducting activities and home-based learning as well as to help orphans of the centre.

Throughout 2015-2016, KACA extended the ‘Kemahuan Diri’ programme and 3M KACA for its members who needed additional books. KACA received new and used books for Year 1 to Year 6.

“We are thankful to the generous individuals for their contribution and donation to the KACA Fund throughout 2015. Every dollar we received is highly appreciated,” said Haji Abdul Alim bin Haji Othman, Managing Director of KACA.

Winners of Enikki Festa receive awards

THE Mitsubishi Public Affairs Committee, Asian Pacific Federation of UNESCO Clubs and Associations (AFUCA) National Federation of UNESCO Associations in Japan (NFUAJ), and the Co-Curriculum Education Department at the Ministry of Education held an award presentation ceremony for the international winners of the Mitsubishi Asian Children’s Enikki Festa 2015 – 2016.

Present at the ceremony to hand over the awards and souvenirs to the winners was the guest of honour Haji Abdul Rahim bin Derus, Director General of Education.

In a speech, Roslin bin Suhailee, the Acting Assistant Director of Co-Curriculum Education, explained that the Mitsubishi Asian Children’s Enikki Festa is for children to create ‘enikki’ (illustrated diaries) that portray daily events and thoughts in the form of a picture and a short essay.

“The goal of the festa is to use enikki as a very effective means to promote cross-cultural understanding of each other’s lives and cultures, and eventually share them by having cultural exchanges among themselves,” he said.

For this year’s participation, he added that the department received more than 2,500 entries from 182 primary schools in Brunei Darussalam to participate in the competition. Out of the number only 700 entries from 70 schools were eligible to be screened in which finally only eight entries were selected to proceed to the international screening in Tokyo.

“The screening committee will look at how the enikki portrays the participants’ culture, their daily lives as well as their impressions and thoughts,” he added.

The enikki shall show the features, unique to the country such as culture, national characters, local customs, life, nature and the environment. The enikki shall also demonstrate the sensitivity or viewpoints unique to the child such as the workmanship of concept, construction, carefulness and coverage of varieties of topics.

“The award winning artworks will be exhibited in Japan and overseas and will also be displayed at the head office or branch offices of member companies of the Mitsubishi Public Affairs Committee where people will have the opportunity to see the children’s works. The prize-winning artworks will also be used as literacy education materials as an effort to contribute in raising the level of literacy of each participating country,” he added.

Awangku Muhammad Isa Daniel Muqri bin Pengiran Kamarul Zaman from Seri Mulia Sarjana School was named as the winner for the Grand Prix Award. While Hebe Liaw Wen Hui from Chung Hwa Middle School was named as the winner for the AFUCA Award, Kamalia Ayusofea binti Rani Aswandy from St Andrew’s School won the NFUAJ Award and Cely Jelita Cristy from St George’s School received the Mitsubishi Pac Award.

Meanwhile, the Excellence Awards went to Faathia Aaisha, Faadhilah Shiraz both from St Andrew’s School and Khairunnisa Balqis Hidayah binti Ahmad from Arabic Preparatory School.

The National Federation of UNESCO Association of Japan (NFUAJ) has invited children from 24 countries in Asia to draw illustrations diaries with the theme ‘This is My Way of Life’. Among participating countries were Bangladesh, Bhutan, Brunei Darussalam, China, China Taipei, Philippines, Indonesia, Japan, Kazakhstan, Cambodia, Korea, Laos, Malaysia, Maldives, Mongolia, Myanmar, Nepal, Pakistan, Singapore, Sri Lanka, Thailand, Timor-Leste and Vietnam.

In an interview, Mardiana binti Haji Hashim, mother of Awangku Muhammad Isa Daniel Muqri expressed her gratitude for her son’s achievement. She explained to the Bulletin that her son has the passion for drawing since he was in kindergarten. Since knowing that her son has the potential to be an artist, Mardiana hoped that her son’s talent can be polished further and she will always support his passions.

Meanwhile Hebe’s mom, Lim Guat Fong expressed her happiness and excitements for her daughter’s success and winning the AFUCA award. According to Mrs Lim, her daughter has participated in various colouring and drawing competitions. In learning her passion and talents, the school’s art teacher also encouraged Hebe to further polish her talent in drawing and colouring.

“As a mother, I hope Hebe will further succeed in her hobby and hopes she will participate in many international competitions like this,” she said.

Being small makes Brunei agile

BRUNEI Darussalam has the potential to become a fully “Smart Nation” rapidly despite its small size as it has the advantage of being more “agile” due to its access to a vast pool of talent and resources, a senior telco official said.

The ambitious goal to emulate neighbouring countries like Singapore, in creating a future of better living for all through integration of tech-enabled solutions in different aspects of life, is realisable, said Buharie Amath, Senior Manager for Technology and Operations at Telekom Brunei Berhad (TelBru), on the sidelines of the TelBru ICT Forum and launch of the Smart Nation Online Community at The Rizqun International Hotel in Gadong yesterday.

As a senior manager at TelBru, he said he has seen throughout the years a lot of things that have been done which will enable Brunei to get to the goal much faster. “And being a smaller nation makes us a little bit more agile in terms of what we want to do, but I think if we all put all our efforts together we can do it fairly quickly,” he added.

Although factors such as our economies of scale and the size of the country might hinder this ambition, but by being wise with what we want and coming together, it is possible to reach the goal in a short time, he said. “For instance in Malaysia, if you just drop something it can be popular, but it might not be the case here but the advantage for us is that we can be agile… we can be smart about things,” he added.

He also mentioned that opportunities abound for Bruneian ICT and App developers who have wide access to the international market that will further help flourish the ICT industry here. “Whatever that is being developed here can be sold overseas as well, so it is not just for our use but it also provides an industry for Brunei, and it provides some financial justification or incentive to actually invest in that stream.. That is the definite advantage for us… I believe that there are a lot of talented people in Brunei who can actually develop those applications and contribute to the industry,” he added.

Elaborating more on the Smart Nation Online Community launched and developed by TelBru, he said, is hoped to encourage more in-depth discussions on Brunei’s journey towards becoming a Smart Nation. “The whole objective of the community (Smart Nation Online Community) is to continue the discussion of the ICT Forum and take Brunei towards becoming a Smart Nation… so we want to keep the conversation going,” he said.

Different sections in the community such as a blog, forum and challenges page allow people from different levels and backgrounds to contribute their ideas so they can mould the direction of the Smart Nation that the country is trying to create and head in the direction of. “If we want to do a smart nation it is not up to TelBru, but it is up to the nation to do it… that’s why we encourage these ideas and views coming from everybody… we want the ideas come from the people,” he added.

He said that this will allow other telecom operators and relevant agencies here to have a better understanding on the scope of what Brunei needs in its Smart Nation endeavour, in a Bruneian way. “We want our own thing… we want our people to be the voice and mould it the way they want to see it,” he added.

Giving examples, he said the online community may help identify the core focus of Brunei’s Smart Nation vision. “Maybe we want to focus more on living instead of working… or maybe we want to focus more on health… we want to find that focus and mould the way the operators and agencies do this… this is going to be on their watch,” he added, while highlighting that only by voicing these ideas out it will eventuate into something productive and feasible for the nation.

The online platform which can be accessed through www.smartnation.com.bn is the brainchild of TelBru, and is part of a management project steered by its senior managers with the help of their young and talented management trainees.

ICT forum takes a journey through Smart Nation

TELEKOM Brunei Berhad (TelBru) infrastructure has capabilities to support the Smart Nation vision, but more cohesive cooperation among stakeholders is needed to realise this initiative, a top official of the telecom major said.

“The Smart Nation concept can take Brunei into the next ICT era and improve the quality of life. Innovation is our way of life and our people are constantly making things better and bigger. Bruneians are no longer followers, but leaders in their own way. “Our broadband customers have now grown to 37,000 in the second quarter of 2016 from 28,000 in 2013, and this includes home and business connections. As of September 2016, the speed of delivery has increased to 9.5 mbps and this enables subscribers to have better communication not only within the country but also with the outside world,” Lim Ming Soon said.

“We in the Sultanate are now witnessing the fourth industrial revolution which has the potential to improve the quality of people’s life. The possibilities are endless from agriculture, retail, and healthcare to defence, and this include increasing facilities of the consumers and businesses.

“Brunei vision 2035 is our benchmark to what we are doing at TelBru. In the 21st Century, Internet is the right tool to achieve this vision. Whatever we do, or how we are going to do it, Internet will always be one of our key necessities in the future.

“The growing fibre optic infrastructure and technology delivers to realise what we want, opens up the gateway to innovative ideas, creates employment opportunities and encourages the young leaders and innovators to think big,” he said.

Lim Ming Soon also said that in last October, TelBru launched the first ever Smart Nation showcase in Brunei Darussalam. “It was relatively small, but size doesn’t matter. We believe every Smart Nation starts from home,” he added.

“Slowly we will create awareness on applications outside the home. From home, we will bring the latest in technology to the classroom, on the road, at financial institutions, hospital and government administration. We have identified various applications to be used to help in operations in these different fields.”

Meanwhile, participating in a panel discussion on Smart Government, Zainurijal bin Haji Abdullah from e-Government National Centre (eGNC) at the Prime Minister’s Office, touched on digital government where the focus areas are collaboration and integration, optimisation, enterprises information management, capability and mindset, security and service innovation.

The centre’s digital government programmes include advancing digital services, implementing universal access for government systems, optimising digital assets, strengthening security, enhancing stakeholder engagement and developing enterprise information management capability, he said.

Another speaker, Sheikh Abas bin Sheikh Mohammad from InfoCom Federation Brunei, called on the government to form a committee to promote the Smart Nation initiative for our nation to go in the right direction.

“We really look forward for this (Smart Nation) to happen. But we need to focus on our niche market due to our small population to ensure return of investment.” He cited the example of Halal market where the country has the right data for the Smart Nation drive to flourish.

Meanwhile, Pengiran Mohd Amirrizal bin Pengiran Haji Mahmud, Land Transport Department Deputy Director, highlighted Intelligent Transportation System (ITS) focusing on real time information. ITS allows the public to have real time information on travel, safety and security, he said.

To enhance travel safety of the general public, tourists and travellers, CCTVs are installed to monitor bus driver’s behaviour onboard. And to enhance efficiency, cost effective mobile apps and LED displays are put in place at public transport facilities, besides wifi, GPS and GPRS in public buses as well as an integrated ticketing system.

Brunei going all-out to create a Smart Nation

IN LINE with the national vision to ensure a high quality of life for all by 2035, the Ministry of Communications (MinCom), through the Authority for Info-communications Technology Industry of Brunei Darussalam (AITI) and the national telecom firms, is making all-out efforts to meet the requirements of realising Brunei’s Smart Nation goal.

The ministry is striving to achieve this goal through technological advancement, human capacity development, investment and creating a conducive environment in terms of infrastructure, accessibility and affordability for all, said Haji Azhar bin Haji Ahmad, the Permanent Secretary at the MinCom.

Speaking at the opening of the one-day Telekom Brunei Berhad (TelBru) ICT Forum at The Rizqun International Hotel yesterday, he said, “While capitalising on the rapid changes in technology, we should aspire to not only become the end users of technology but venture aggressively into providing solutions through dedicated research, innovation as well as institutionalisation of intellectual property rights for ICT products.

“The Ministry of Communications and AITI will continue to evaluate the effectiveness of existing regulatory policies relevant to the current sophisticated ICT eco-system. This is where the close cooperation between the government and telecom operators will play a critical and mutually-beneficial role in various areas such as local content development and other aspects of creative industry in the name of Brunei-made products,” Haji Azhar added.

“Advancements in technology specifically related to telecommunications, are already included in the existing national policy which is aimed at realising sustainable development to address 21st Century challenges. I believe that this forum can provide us with another avenue to ensure effective implementation of these initiatives. This will help us achieve the goal towards narrowing the digital divide, enabling us to create a dynamic and knowledge-based society.

“This knowledge-based society will become the springboard for us to venture into a variety of telecommunication services, improve efficiency in services, grow the private sector and strengthen the overall economic climate for continuous development, the permanent secretary said.

This year’s TelBru ICT Forum highlighted a theme specifically chosen to raise public consciousness on the possibilities presented by the Smart Nation vision.

The event provided insights into the possibilities of realising the Smart Nation concept, which primarily utilises the ‘Internet of Things’ (loT), improving day-to-day living conditions while also addressing the pressing issues related to globalisation.

The sidelines of the forum saw the launching of the Smart Nation Online Community developed by TelBru. The community was created to encourage further Smart Nation discussions among the population, to provide the people with a voice of what it means to live with Smart Nation, to better understand their needs and how the current and future ICT tools can meet their expectations.

Over 300 participants from across the nation including corporate entities, government officials, ICT developers and students were present at the forum which aimed to inspire potential and young leaders to seriously consider the role they can play in realising Brunei’s Smart Nation ambition.

WANDERERS Softball Club have been crowned champions of the President’s Cup.

Wanderers edged Zombies 3-2 in the page system semifinal to leave the latter with the bronze medal.

Wanderers then overpowered Black Arrows in the final, romping to a 13-3 victory after five innings.

Jamil @ Muda Haji Ahmad, team manager and coach of Wanderers Softball Club, said the win was due to teamwork and the hard work put in during pre-season.

“Alhamdulillah, our hardwork paid off. We trained hard and played hard but without forgetting to have fun. These were key to our win. With teamwork, everything comes easily.

“I express my gratitude to all Wanderers players for all the hardwork and for giving 100 per cent in the field,” he said.
