Simpor Pharma sets sight on Middle East market

SIMPOR Pharma, Brunei’s first Halal pharmaceutical manufacturing company, has continued to make great strides forward, exporting its products abroad to multiple countries in Asia and North America, with an eye set on reaching even more markets, including the Middle East.

Simpor Pharma Sdn Bhd is a joint venture between Viva Pharmaceutical Inc of Canada and Strategic Development Capital Fund, one of Brunei’s private equity funds. With an investment value of over US$26 million, it is the country’s first Good Manufacturing Practice (GMP) and Halal-certified contract manufacturer of pharmaceuticals, nutraceuticals and cosmetic products.

The company’s pharmaceutical plant is the first in Brunei Darussalam, and is a 100,000 square foot manufacturing facility situated on a 7.5 acre plot within the Salambigar Industrial Park.

Production started at the plant in 2013. Simpor Pharma has the GMP-compliant capabilities of producing a wide range of innovative and tailor-made solutions for pharmaceutical products, health supplements as well as cosmetics.

The company’s vision is to become the global leader in the Halal industry for pharmaceutical products, health supplements, as well as cosmetics.

In terms of production capacities, it can produce 40 million softgel capsules per day, 50 million tablets per day, 324 tons of cream and liquid per annum, and 20,000 tonnes of powder and granular per annum.

The company’s progressive R&D Department has the capabilities and technologies to customise a formulation that suits any private label’s needs.

Speaking in an interview yesterday, Simpor Pharma Managing Director Edward Ko shared that the company currently has 56 employees, 34 of whom are local.

While holders of relevant degrees are hired for Quality Control and Quality Assurance jobs, high school graduates and technical graduates are also hired for production.

“We have interns, we also have training courses to train all employees. We provide all the training. For operators, we send them to Canada for training as well.”

Asked about the export markets that the company has managed to reach, he shared, “Canada, USA, Hong Kong, Taiwan, China, Singapore, and we are waiting for Thailand. We just signed an agreement with Thailand so we hope to export there soon. Also in Australia, we got a customer from there in September.”

On the number of products they produce, sell and export, he said, “We are producing somewhere around 80-100 different products already. For export, we’re exporting 25 different products to different countries.”

Locally, their products can be found at a number well-known supermarkets and pharmacies, he shared.

“The local market is mostly supplements, cosmetics and personal care products.

“Currently we are focused on the exports, with not a lot of attention on the local market. Gradually we are getting the Brunei Halal certification so we will try to reach the local market as well.”

Asked on the current status of the company’s Brunei Halal certification, he shared that so far the pharmaceuticals and some of the supplements have certification.

“We are now trying to get the Brunei Halal certification for the cosmetics. Because the cosmetics regulations for Brunei Halal being new (established just this year), we are still waiting for the guideline to submit our cosmetic application,” he said.

On the feedback from export markets with regards to having the Brunei Halal certification, he said, “Exporting to Singapore and North America, they don’t have any major requests on ‘Halal. Malaysia, like to have the Brunei Halal certification, they trust the Brunei Halal.”

Simpor Pharma will be exporting Paracetamol to Malaysia, with a first order of 300,000 tablets.

“It’s under the registration process right now.”

“The Middle East is our main target, especially those Halal countries. The problem is it’s currently under registration process, which takes one to two years.”

Sharing his thoughts on the business climate in Brunei since 2013, he said, “The ease of the shipping costs and regulation changes helped us a little bit. Of course, we want to see it a little bit more for us because we want it to be easier for us to exports and easier for us go through government processes.”

On what he feels needs changing or improving, he said, “Due to Brunei being a small country, it’s a very small economic centre, so shipping is a big problem for Brunei businesses, especially people who want to export. So in the future we want to see the government bring in more businesses, so that there will be more ins and outs, which will help us to reduce the cost of shipping and also provide more shipping choices.

“Currently we have the problem where the choice for shipping is very little, and the shipping cost is very expensive. We have a lot of shipping to Singapore, and customers keep complaining that the shipping costs are expensive,” he said, noting that there are also limitations when shipping by air.

“If in the future there is more business, then there could be a cargo jet, which will make it much easier for us to ship the products, and more business means that shipping it will become cheaper as well.

“When we first came here, we chose Brunei because it is very stable and a very friendly country. It’s very safe, with great nature. Those are the images for the company to set up a pharmaceutical company. We really like Brunei. Those images help us to market our own products.”

He noted that there were challenges.

“The infrastructure was not enough, the shipping costs were a little high and the shipping schedules were not stable, so that caused a bit of hassle to us. But gradually, things are improving, especially with the government bringing in the shipping line so there will be a more stable shipping schedule, which will be of much help to us to ship the products and get materials in.”

He also said that, in the beginning, the major challenge was gaining customers, because Brunei is not well-known as a country for producing pharmaceuticals, sharing that it was difficult to export their products because they didn’t have people’s trust.

However, he added, “This year, around August, we got US FDA (United States Food and Drug Administration) manufacturing license for drug and supplement. So during a tradeshow in Hong Kong, we gained a lot of customers. People see your license, they trust you, so we have a lot of orders, and it helped us quite a bit. We will still maintain these international licences to help us market our products.”

He also expressed hopes that more businesses will come in to Brunei that Simpor Pharma can make use of.

“For example, we need a printing company to print our labels, to print our boxes. We need a plastic company to make plastic boxes, bags, bottles. Those will be the supply chain in the future for us.”

Currently, Simpor Pharma imports these items from China and Taiwan.

Road traffic fines to go up from February

ROAD traffic fines in the country will be increased with effect from February 1, 2017.

The decision was taken by the Land Transport Department under Ministry of Communications in consultation with the Royal Brunei Police Force (RBPF).

According to the new rule, the rate of compound fine, especially for the most common offences that cause accidents and affect road safety, will be raised between $50 and $500, according to section 91 (1) of the Road Traffic Order (Amendment) 2013.

The latest legislation also entails making a number of road offences that usually lead to a summons to compoundable offences.

The new rules that aim to reduce road accidents were unveiled by Dr Haji Supry bin Haji Ladi, Director of the Land Transport Department; Senior Superintendent Kevin Chiuh Ted Voon from RBPF; and DPP Christopher Ng, Deputy Senior Counsel and Head of Special Duties Unit of the Criminal Justice Division of the Attorney General’s Chambers (AGC), at a press conference yesterday.

The new penalty rates are currently under review and updates will be provided to the public before the implementation on February 1, 2017, it was revealed.

Meanwhile, compound fines issued before this date will remain at $50.

In case of pending summons from January 1, 2014, offenders are offered to settle their cases by paying a compound fine of $50 before February 1, 2017, Kevin Chiuh Ted Voon said.

According to RBPF, there are currently more than 2,150 summons cases that are yet to be settled.

Giving a detailed description of the new rule which allows some summons cases to be made compoundable ones, Dr Haji Supry explained that the new Road Traffic (Composition of Offences) Rules 2016 is an amendment to the existing Road Traffic (Compounding Offences) Rules 1967 and involves the switching of a number of road traffic offences of summons (court) cases to compound (fine) cases.

“From the 92 types of road traffic offences listed, 46 offences have been switched to compoundable offences that were being issued summons previously. All the 92 types of road traffic offences can be found on the website of Land Transport Department and the Royal Brunei Police Force.

“Examples of frequently committed road traffic offences that have been switched from summons to compound are driving without valid road tax, driving without valid driving licence, using mobile phone while driving, driving without the consent of the owner of vehicle, vehicle with tinted glass and driving without seat belt.”

The new move is aimed at reducing the number of road traffic cases being brought to the court, increasing the capacity of court in concluding pending cases, raising efficiency of law enforcement as well as improving road safety standards in the country, he said.

“The new rule is the early-phase implementation of a project under the initiative called ‘Ease of Doing Business Alternatives to Court’ that involves a number of agencies, namely: Ministry of Communications, Land Transport Department (the Chair), Royal Brunei Police Force, Attorney General’s Chambers, Roads Department under the Public Works Department – that have formed a committee for drafting and reviewing the laws and regulations of Chapter 68 under the Road Traffic Act, under the supervision of the Prime Minister’s Office,” the Director of the Land Transport Department said.

Haji Idzam, Christopher victorious in P1 Aquax 2016

HAJI Idzam Norhaidi bin Haji Mashud emerged as the Champion of the Sprint Ski Category, while Christopher Keasberry championed the Enduro 200HP Category during the P1 Aquax 2016’s Malaysia Round 1 recently at Kepong, Kuala Lumpur.

Haji Idzam and Christopher are in a three-man team from Brunei and Malaysia, along with Ariff Tarmizi from Malaysia, under the Jetstar Racing Team.

The event is one of three series where the second series will be held from November 26 to November 27 in Selangor, Malaysia, and the third series will be on December 10 to December 11 also in Selangor, Malaysia, with a total of 24 riders from all over the ASEAN region joining the championship.

The P1 Aquax Malaysia includes three categories, which are the Sprint Spark, the Sprint Ski, and the Enduro 200 HP and 300 HP.

The first championship was launched in 2011 in the United Kingdom, and has since expanded its championships to the United States of America in 2013, and now to Malaysia.

DPMM FC’s Ramazotti scoops Top Scorer Award

DPMM FC’s striker Rafael Ramazotti has been awarded the RHB Top Scorer Award for a second consecutive year in the S League Awards Night 2016 at the Marina Bay Sands in Singapore last night.

The free-scoring Brazilian enjoyed a prolific season with 20 goals to his name including a couple of hat-tricks in the league against Garena Young Lions and Balestier Khalsa.

Albirex Niigata (S) were unsurprisingly the biggest winners of the night after claiming a quartet of awards for Player of The Year, Coach of The Year, Singapore Pools Fair Play Award and Goal of The Year.

Albirex’s hitman Atsushi Kawata scooped the prestigious Great Eastern Player of The Year award after helping his club to their maiden S League title and producing a string of impressive performances in a hugely successful season.

The Japanese forward netted 13 league goals including a four-goal masterclass against Garena Young Lions and completed eight assists as well as 16 completed league games under his belt.

There were no major surprises either for RHB Coach of The Year as Albirex Niigata (S) tactician Naoki Naruo deservedly picked up the accolade with last year’s recipient DPMM FC head coach Steve Kean and Hougang United FC’s K Balagumaran making the three-man shortlist.

The Japanese coach guided the White Swans to an unprecedented quadruple after winning the Singapore Community Shield, Singapore League Cup, S League and the Singapore Cup.

Strong faith in MIB wards off bad influences

BRUNEI Darussalam has made the Malay Islamic Monarchy (MIB) concept a shield to protect the nation.

This was said by Dr Haji Muhammad Hadi bin Muhammad Melayong, Special Senior Duties Officer of Malay Islamic Monarchy Executive Committee, Universiti Brunei Darussalam (UBD) in his working paper titled ‘MIB Values and Challenges’ at a one-day seminar organised by the Anti-Drugs Association (BASMIDA) yesterday at The Empire Hotel & Country Club.

The seminar was themed ‘Prevention of the Misuse of Drugs through Malay Islamic Monarchy (MIB) noble values’.

Dr Haji Muhammad Hadi’s paper was read by Haji Raffee bin Haji Shafiee from the Academy of Brunei Studies (APB) of UBD.

If our foothold to values of MIB based on Islam is strong, we can enjoy peace and stability, Dr Haji Muhammad Hadi said.

“As MIB is a blessing from Allah the Almighty, the people have the obligation and responsibility to practise it as a strong foothold.

“We should be thankful to Allah the Almighty as over the past 49 years of His Majesty Sultan Haji Hassanal Bolkiah Mu’izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar ‘Ali Saifuddien Sa’adul Khairi Waddien, Sultan and Yang Di-Pertuan of Brunei Darussalam’s reign, we are still convinced to practise MIB as the country’s philosophy, which has become the nation’s heritage.

“We hope that the present and the future generation will uphold the historical heritage to maintain the establishment of an independent and sovereign nation,” he stated.

Dr Haji Muhammad Hadi also touched on the values found in MIB, which has become Brunei’s way of life.

These values have become the core essence of the government’s policy to establish peace and prosperity in a community and a nation that is over 600 years old.

“MIB should not be diluted. Certain people may not be attuned to the national philosophy,” Dr Haji Muhammad Hadi said. “Some Bruneians are not convinced with the MIB values.

The monarch system has been in place for 600 years and it should not be questioned.”

Meanwhile the Dean of Usuluddin Faculty of Universiti Islam Sultan Sharif Ali (UNISSA), Dr Lily Suzana binti Haji Shamsu, in her paper titled ‘Strong Aqidah (Belief) Prevents Misuse of Drugs’ said drug abuse is a big global issue.

The problem is getting harder to tackle as the vaccine for prevention lies inside the individual, which can be overwhelmed by addiction. Islamic Aqidah or belief is a strong vaccine to free the individual from worldly foothold.

Quoting statistics from the Narcotics Control Bureau (NCB), she said that throughout 2013-2015, some 1,928 arrests were made over misuse of drugs. In 2015, 639 arrests were made.

Throughout the three-year period, 44 per cent were relapse cases while 56 per cent were new cases.

Meanwhile, a speaker from the Islamic Da’wah Centre, Pengiran Norhayati binti Pengiran Haji Kasharan spoke on ‘Piety, Faith and Repentance in the Prevention of Drugs’ she said that misuse of drugs come from individual level and curiosity drives them to such a menace.

This curiosity later leads to addiction and affects the physical and mental condition of those involved.

Islam is very concerned in looking after mankind and the warning to refrain from engaging in such misuse has been highlighted in the Al-Quran.

Faith, piety and repentance can become a shield and every individual has the responsibility to look after oneself from such undesirable elements.

If the person’s faith is strong, outside factors will not affect his/her stance, she said.

BASMIDA seminar promotes MIB values to prevent drug abuse

THE National Anti-Drug Association (BASMIDA) yesterday launched a seminar where the speakers focussed on upholding the values of the country’s Malay Islamic Monarchy (MIB) philosophy to prevent drug abuse.

In her speech, President of BASMIDA, Datin Hajah Masni binti Haji Mohammad Ali said the seminar’s theme is relevant because the society is facing issues such as cyber security threats that could damage one’s mind, family institutions, Islamic Aqidah and Malay heritage.

The theme of the seminar is ‘Pencegahan Penyalahgunaan Dadah Melalui Nilai-Nilai Melayu Islam Beraja (MIB)’, or ‘Prevention of Misuse of Drugs through Malay Islamic Monarchy (MIB) Noble Values’.

The seminar was officiated by Her Royal Highness Paduka Seri Pengiran Anak Isteri Pengiran Anak Sarah binti Pengiran Haji Salleh Ab Rahaman at The Empire Hotel & Country Club in Jerudong.

Datin Hajah Masni said the nation is lucky to be have His Majesty Sultan Haji Hassanal Bolkiah Mu’izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar ‘Ali Saifuddien Sa’adul Khairi Waddien, Sultan and Yang Di-Pertuan of Brunei Darussalam as a leader to look after the purity of the values of Islam.

She said the objectives of the seminar are relevant to Preventive Drug Education (PDE) that teaches and put into practice MIB values to prevent the misuse of drugs.

The participation of members of PEMADAM and SANA will encourage the sharing of knowledge and experiences in combatting the drug problems together, she said.

431 MoE staff receive PKL award

SOME 431 recipients from the Ministry of Education (MoE) received the Long Service Medal or Pingat Kerja Lama (PKL) yesterday during a ceremony held at the International Convention Centre.

The medals were presented by the Minister of Education, Pehin Orang Kaya Indera Pahlawan Dato Seri Setia Awang Haji Suyoi bin Haji Osman, who was the guest of honour, in conjunction with the 68th and 69th birthday celebrations of His Majesty Sultan Haji Hassanal Bolkiah Mu’izzaddin Waddaulah

In his remarks, the minister said the medals signify the loyalty and commitment of each recipient in performing their duties and responsibilities in serving in His Majesty’s Government for at least two decades.

Support Al-Islah’s effort to save drug addicts

ACCORDING to the World Drug Report 2016, one in 20 adults aged 15 to 64 years is reported to have used at least one type of drug in 2014 and 29 million people are estimated to suffer from the use of drugs. The report also stated that 12 million suffer from HIV through drug injections and that in 2014 alone, an estimated 207,400 people died from misuse of drugs.

The State Mufti, Pehin Datu Seri Maharaja Dato Paduka Seri Setia (Dr) Ustaz Haji Awang Abdul Aziz bin Juned, highlighted this in his keynote address at the opening ceremony of the National Anti-Drug Association of Brunei Darussalam (BASMIDA) Seminar yesterday.

He further pointed out that the community should be content with the approaches made by Asean member countries in related issues and reaffirmation of their integrated stance of saying ‘No to Drugs’, despite the existence of a movement for the legislation of drugs among western countries.

Brunei Darussalam, he noted, is not exempted from drug-related issues and the country relies on the Al-Islah Rehabilitation Centre to support and deliver the process towards treatment and rehabilitation.

While other countries have different rehabilitation approaches, Al-Islah focuses on rehabilitation by education through the establishment of several phases such as, Phase 1 Intensive Religious Class, Phase 2 Stress Management, Emotional Control and Awareness Education Class, Phase 3 Vocational Programme and Phase 4 Temporary Release Scheme.

With the country, through Al-Islah, shouldering not only the responsibility of prevention of drug abuse but also the responsibility of treating and rehabilitating the drug addicts until they have fully recovered, the State Mufti called on the public to give their full support to the centre and stressed that it is the responsibility of all to ensure that Al-Islah stays relevant.

Personally agreeing to BASMIDA’s approach of preventing misuse of drugs through Malay Islamic Monarchy (MIB) values, he suggested that the approach should also add more than just preventing the misuse of drugs but also treating drug addiction.

“Prevention is general, while treatment is specific to the drug addicts, yet both are needed. Prevention is needed for the community and treatment is needed specifically to rehabilitate the drug addicts,” said the State Mufti.

He also highlighted that there are no drug rehabilitation centres that have really taken the approach of treatment with the holy Al-Quran except those applying Zikir, and on this, he shared a few easy to recite Zikir that will enable individuals to be released from their burden, including recovering from sickness.

The State Mufti also raised issue on why Air Zam-Zam is not used by rehabilitation centres to treat the drug addicts and stressed that if the country uses this approach, Brunei will be the first country to uphold the Hadith on Air Zam-Zam and if Brunei succeeds in doing so, it will be an eye opener to the rest of the world, on how great the meaning of the Hadith is.

DARE expands Business Support Centre to Kuala Belait

DARE (Darussalam Enterprise) announced yesterday that it has expanded its Business Support Centre by opening up a new branch in Kuala Belait (KB).

In a press release, it is stated, “To further improve the business ecosystem in the Sultanate and to ease the transactions made by our local enterprises on any business related matters in other districts, DARE is pleased to announce that it is opening up a Business Support Centre (BSC) branch in KB.”

Located at the ground floor of the Kuala Belait and Seria Municipal Department building, where the Business Faciltiation Centre was previously running, BSC KB began its operation yesterday, and will play the same role as the BSC and the Design & Technology Building in Anggerek Desa, which aims to be an action centre for individuals, entrepreneurs and enterprises to assist them with any business-related matters.

At this initial stage of its operation, the agencies offering services at BSC KB include DARE’s Business Help Desk, the Ministry of Home Affairs for the renewal of business licences for health and beauty establishments as well as the Cottage Industry and Cooperatives Division of the Energy and Industry Department at the Prime Minister’s Office.

The press release also shares that, for the meantime, DARE’s Business Help Desk will open two days a week, every Tuesday and Thursday, from 8.30am until 3.30pm with a lunch break form 12pm until 2pm. Opening hours for other agencies will be from Monday to Thursday and Saturday, from 8am until 4.30pm, with lunch break from 12pm until 2pm.

In the near future, DARE is looking to expand the services provided at BSC KB, including OneBiz and other relevant agencies.

DARE is a statutory body that aims to nurture and support local enterprises from start-up to growth.

DARE works closely with government and non-government agencies with the aim to foster the growth of business enterprises so as to increase our nation’s exports and GDP growth.

Strong action to ensure zero-tolerance on drug abuse

THE current social development is at a worrying state, particularly with the movement for legalisation of drugs gaining momentum in some western countries.

Such disturbing developments require specific responses in order to defend the country’s stance of zero tolerance against abuse of drugs and controlled substances.

This is in keeping with the Asean spirit of mutual respect for the sovereignty of each member state to determine and implement the best policies towards the region’s development and create a drug-free society.

This was stated by Her Royal Highness Paduka Seri Pengiran Anak Isteri Pengiran Anak Sarah binti Pengiran Haji Salleh Ab Rahaman in her sabda at the launching of the seminar organised by the National Anti-Drug Association of Brunei Darussalam (BASMIDA) Seminar yesterday.

The theme of the seminar, ‘Prevention of Misuse of Drugs through Malay Islamic Monarchy (MIB) Values’, is highly relevant in the current challenging global scenario, Her Royal Highness added.

In the context of Brunei Darussalam, the MIB concept is very much relevant and has a significant role towards empowering the capabilities and resilience of the community to prevent any causes of social ailments, which include the misuse of drugs and its harmful effects to an individual’s identity, community and country.

Her Royal Highness noted that Preventive Drug Education (PDE), one of the objectives of the establishment of BASMIDA, is one of the effective and cost effective methods in tackling drug abuse.

“With the programmes that aim to strengthen awareness and knowledge on the dangers of misuse of drugs and drug addiction among all levels of society, especially those in the vulnerable groups, PDE is able to build a respectful identity and integrity among individuals, saving them from getting caught in the drug trap.

“More importantly, PDE emphasises on efforts towards building good individuals with spiritual, religious, political, moral, cultural, and social attitudes and values and the instilling of these values starts from early childhood education through the dissemination of best practices, in a conducive social environment.”

Thus, added Her Royal Highness, the noble values in the MIB concept aim to strengthen the personality and mental strength of each individual from being gullible to the various forms of bad elements and habits including misuse of drugs and other controlled substances.

Aside from being visionaries, people also need to be positive and ethical with complete spiritual adhering to the Ahli Sunnah Wal Jama’ah in achieving the Brunei Vision 2035 and the Zikir Nation aspiration, Her Royal Highness said, adding that involvement of every member of the society in building a community mind through holistic drug prevention education is the key to the success of eradicating the drug abuse threats.

She further added that the success of the seminar is not only seen through the dissemination of knowledge and ideas but there is also a need to ensure the nation’s development and create an Asean Community that is free of drugs.

Towards this, Her Royal Highness highlighted that BASMIDA, as the local NGO that has received the Asean People’s Award, needs to move further forward to spread its role and contribute more in ensuring the development aspirations of the Asean region.

BRUNEI Darussalam took a giant step closer towards reaching the knock-out phase of the AFC Solidarity Cup following a resounding 4-0 victory against Timor Leste at the Sarawak Stadium in Kuching, Malaysia last night.

The national team produced their biggest win since beating the same opponents in a 4-1 win in the Asean Football Federation (AFF) qualifiers in Phnom Penh, Cambodia in 2008.

With the top two teams advancing in a group of three, Brunei Darussalam are almost guaranteed a semi-final berth on November 12 with a draw possibly confirming top spot of Group ‘A’.

Fernandes was blocked by his own team-mate and his throw landed at Shahrazen Said who attempted to chip the ball into the net only to be cleared away by Oliveira.

Raising awareness on hearing impairment

A HEARING Awareness Charity Bazaar was launched last night at The Mall in Gadong, to raise awareness among the public on hearing impairment.

Initiated by Hear Better Services Co, a hearing assessment and solutions centre at The Mall and supported by the Special Education Unit (SEU) under the Ministry of Education, the project is aimed at providing hearing aids for students under the SEU, and to provide financial support in the training of speech therapists or special needs educators for hearing-impaired children.

Attending the launch as the guest of honour Haji Abdul Rahim bin Derus, the Director-General of Education.

In her welcoming speech, Hajah Noorafzah binti Dato Paduka Haji Ahmad, the General Manager of Hear Better Services Co and the Project Manager of the ‘Better Hearing, Better Living’ charity, highlighted the importance of providing aid to children with hearing-impairment: “These children are no different than any other children,” she said.

“They have talents and dreams. and to help them overcome their struggle, we decided to have activities where they can express themselves in a way which comes naturally to them.”

Meanwhile, DST is also hosting an exhibition at the same venue on its contributions to the special needs community, including hearing-impaired individuals.

Carrying the theme, ‘Garden Tea Party’, this project aims to provide hearing aids for individuals from six to 20 years old, and will continue until November 6.

Minister presents certificates to 91 tourist guides

THE Minister of Primary Resources and Tourism, Dato Seri Setia Awang Haji Ali bin Haji Apong, presented certificates to 91 tourist guides who have completed the Bridging Tourist Guide Course at a ceremony held yesterday at the Setia Pahlawan Hall of the Ministry of Primary Resources and Tourism (MPRT).

The course was conducted in five sessions from August 29 to October 13 as a collaboration between the Tourism Development Department and Laksamana College of Business.

The college offers two types of courses, namely the five-day Bridging Tourist Guide Course for current tourist guides and the one-month Basic Tourist Guide Training Course for members of the public who are interested to become tourist guides.

In an interview with one of the certificate recipients, Zulkifli bin Jaluddin, who has 10 years’ experience as a tourist guide shared that the course helped improve the participant’s standards as a tourist guide.

“Being a tourist guide is a challenging job as we are dealing with various nationalities and need a lot of patience. For those who had attended the course, they will now know how to handle the problems that arise,” he said.

He advised those who are interested to become a tourist guide to have a strong spirit and patience as well as be willing to learn.

Among the main objectives of the Bridging Tourist Guide Course were to ensure the quality and competency of every tourist guide in accordance with prescribed standards, provide employment opportunity for locals, and as a prerequisite in applying for Tourist Guide Licence as outlined by the new legislation, Tourism Order 2016.

The MPRT through Tourism Development Department also announced that His Majesty Sultan Haji Hassanal Bolkiah Mu’izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar ‘Ali Saifuddien Sa’adul Khairi Waddien, Sultan and Yang Di-Pertuan of Brunei Darussalam has consented to a new Tourism Order 2016 that took effect on October 26, 2016 to cover four main areas, namely, the Brunei Tourism Board, Licensing of Travel Agents, Registration of Tourist Accommodation Premises and Licensing of Tourist Guides.

It is hoped that with the new Tourism Order 2016, the MPRT can enhance the quality of tourism products and services as well as regulate tourism activities in the country to ensure a sustainable tourism industry.

Also in attendance were the Permanent Secretary at the MPRT, Dr Haji Abdul Manaf bin Haji Metussin and Deputy Permanent Secretary (Tourism) at the MPRT, Wardi bin Haji Mohammad Ali.

BRUNEI Darussalam will experience unsettled weather con-ditions for next few days where heavy rain and strong winds are expected until November 4 due to the active low pressure system at the South China Sea that usually marks the start of the monsoon period.

A weather advisory issued by the Brunei Darussalam Meteorological Department (BDMD) has warned of potential gusty wind of up to 45 km/h and heavy rain, especially at sea and near shore areas. It also warned of the risk of flash floods in low-lying and flood-prone areas during continuous heavy downpour.

Heavy rains and gusty wind across the country that began early yesterday morning and continued throughout last night have caused at least one reported landslide near a road in Kampong Kilanas that has led to traffic snarls before it was cleared as well as several incidents of uprooted trees in Kampong Pulaie, Muara Highway, Kampong Rimba, Kampong Lumut, Kampong Penanjong and Kampong Tanah Jambu, according to the Fire and Rescue Department.

The BDMD also warned that the sea levels may rise above 2.0m during gusty showers and advised small boat operators to avoid the sea during the period as it may be dangerous.

NCB foils attempt to cultivate cannabis

THREE local men have been arrested and are under investigation for the cultivation of cannabis following a search at a residence in Kampong Pandan Housing Scheme, Kuala Belait.

During the search, a few pots of plants believed to be cannabis were found in the kitchen, while packets of dried leaves and stems believed to be cannabis were also discovered, the Narcotics Control Bureau (NCB) said in a statement yesterday.

“NCB would like to remind the public that cultivation of plants that can be extracted as controlled drugs such as cannabis is an offence under Section 8 of the Misuse of Drugs Act (MDA), Chapter 27. The offence is punishable with a minimum sentence of three years’ imprisonment or BND5,000 fine or both and the maximum sentence of 20 years’ imprisonment or BND40,000 fine or both,” NCB added.

According to the NCB, the case unfolded during a routine search at the Sungai Tujuh Control Post, Kuala Belait where as a result of close cooperation among enforcement agencies, the NCB arrested a suspect, a 28-year-old local woman, who was entering the country, on suspicion of drug-related crimes.

A search was conducted on the suspect’s vehicle, however no drug-related items were found.

Further investigation was made at the suspect’s residence at Kampong Pandan Housing Scheme. During the investigation, five local men, aged between 21 and 24, were arrested on suspicion of drug-related crimes, NCB said. A search uncovered the items believed to be cannabis.

Three of the five suspects are being investigated under Section 8 of the MDA, Chapter 27 for the offence of cultivation of cannabis plant. In addition, the suspects are also investigated under Section 6(a) of the MDA for being in possession of controlled drugs; Section 6(b) for consumption of controlled drugs; and Section 7 for possessing utensils used for drug abuse.

NCB thanked all the enforcement agencies at the Sungai Tujuh Control Post which played a very important role in providing joint and effective response to ensure the security of Brunei’s border.

Deputy minister calls for more hard work to revive Islamic knowledge glory

THE Deputy Minister of Religious Affairs, Dato Paduka Awang Haji Abdul Mokti bin Haji Mohd Daud, yesterday called on local scholars to put more hard work into reviving Islamic knowledge based on the Al-Quran and Hadiths, during the 2016 Inter-University Seminar on Post-Graduate Studies (SAPLI) at Universiti Islam Sultan Sharif Ali (UNISSA).

“Initiatives such as this seminar are conducive towards research,” he said. “Not just for researchers, but also as a means of providing early exposure for post-graduates before they venture into the real world.

“There can be no doubt that knowledge enhances the quality of life, both spiritually and physically. The early history of Islam witnessed the rise of renowned scholars whose contributions put the Islamic civilisation ahead of others.

“Their expertise was duly noted and acknowledged by Western scholars, inspiring them in turn to apply those principles in their respective communities and countries. Islamic knowledge in those times was based on the Al-Quran and Hadiths.

“This seminar is relevant with current demands, which require authentic knowledge based on genuine sources without isolating universally accepted knowledge.”

Dato Paduka Awang Haji Abdul Mokti then concluded his speech with the hope that the seminar would be extended to other areas of research for the benefit of UNISSA and other Islamic institutions.

Meanwhile, Dr Hajah Rasinah binti Haji Ahim, the Director of the Post-Graduate Studies Centre of UNISSA and Co-Chairperson of the Working Committee at the seminar, said universities play a role in producing well-informed, educated and competitive human capital for nation building.

“In this age of globalisation, universities have undergone many transformations,” she said. “Previously, they focused primarily on aspects of teaching, but they are now extending their wings into research activities.

“In other words, research has become interchangeable with universities and higher institutions of high quality, and therefore should be conducted in a systematic and holistic fashion.

“The method to conducting research was already explored by Islamic scholars in the past. Our knowledge of those scholars is a testament to the civilisation of Islam and its legacy which has had a tremendous influence on mankind in general.”

The seminar is being co-hosted by UNISSA and the Graduate Studies Centre of International Islamic University College, Selangor (KUIS). It was first held in 2014 at UNISSA, and last year’s seminar was held in Putrajaya, Malaysia.

Two keynote speakers, Professor Dato Dr Ab Halim Tamuri, the Rector of the International Islamic University College in Selangor (KUIS); and Associate Professor Dr Naamane Djeghim, the Deputy Director of Post-Graduate Studies at UNISSA, presented respective papers on ‘The Role of Higher Institutions for Sustainable Islamic Traditional Knowledge’ and ‘Bridging the Gap between Traditional and Modern Research Technology’. A total of 12 regional and local educational institutions are participating in SAPLI this year, with 52 working papers being presented in Malay, English and Arabic.

New MPRT packages to increase tourist arrivals

THE Ministry of Primary Resources and Tourism (MPRT) has intensified efforts to develop and improve a slew of tourism products with the aim to post an average 15.6 per cent annual growth in tourist arrivals into the country.

The Temburong Holiday Package, which was launched in September this year, is one such product designed to realise this goal, said Dato Seri Setia Awang Haji Ali bin Haji Apong, the Minister of Primary Resources and Tourism.

Speaking at the Tourist Guide Certificate Presentation Ceremony, held at Setia Pahlawan Hall of the MPRT yesterday, the minister revealed that the ministry, through the Tourism Development Department, is currently in the process of launching the Bandar Seri Begawan and Kampong Ayer tourism packages by January 2017.

“In 2017, the ministry also plans to develop new tourism packages in Tutong and Belait districts, namely, the Sungai Basong and Pekan Tutong, Luagan Lalak and Bukit Teraja. And to complement the upgrading of the tourism packages, we are working closely with relevant stakeholders in the tourism industry, especially in the area of tourist guiding,” he said.

Brunei Darussalam recorded over 218,000 tourist arrivals through the Brunei International Airport in 2015, which is an increase of 8.6 per cent compared to 2014, the minister said, adding that the Sultanate aims to double this figure to 450,000 by 2020, registering an average 15.6 per cent growth per year.

Training of tourist guides is aimed to ensure better quality of tour guiding, and the ministry has appointed Laksamana College of Business to conduct the training course for tourist guides on behalf of the ministry, he said.

“Through the training, these tourist guides will be able to improve their guiding skills and give accurate and reliable information on the places of interest, and upon completion of the training, they are also eligible to apply for the Tourist Guide Licence under a new legislation,” the minister added.

He then continued, “The Ministry of Primary Resources and Tourism is determined to continue its efforts to further develop the tourism ecosystem, which include improvements in connectivity, services provided by travel agencies, provision of accommodation and food as well as legal and regulatory framework. These will not only increase the tourist arrivals and lengthen their duration of stay in Brunei Darussalam, but also raise the standards of tourism industry in the country.”

Through the Brunei Tourism Board, the MPRT will be working closely with main tourism stakeholders such as travel agencies, airlines, hotel associations, food and beverage establishments, government agencies and the public, and they will also function as a platform for dialogues to develop policy directives for the tourism industry, the minister said.

“It is our hope that the introduction of the new Tourism Order 2016 will promote better governance within the tourism industry and also serve as a new framework for the sustainability of the industry, and hence, will facilitate the realisation of our goals,” the minister added.

His Royal Highness first received in audience Hajah Johariah binti Haji Abdul Wahab, Ambassador of Brunei Darussalam to the Republic of the Philippines.

Hajah Johariah previously served as Director of the Asean Department, Ministry of Foreign Affairs and Trade.

The newly-appointed ambassador received her Letter of Credence from His Majesty Sultan Haji Hassanal Bolkiah Mu’izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar ‘Ali Saifuddien Sa’adul Khairi Waddien, Sultan and Yang Di-Pertuan of Brunei Darussalam on October 25, 2016.

His Royal Highness then received in audience Nicola Rosenblum, High Commissioner of Australia to Brunei Darussalam. Nicola Rosenblum had served as Director of Humanitarian Operations Section, Department of Foreign Affairs and Trade, Australia.

Shortly after, His Royal Highness received in audience Major General (Rtd) Tariq Rashid Khan, High Commissioner of Islamic Republic of Pakistan to Brunei Darussalam. Major General (Retired) Tariq Rashid Khan previously held the post of Additional Secretary, Ministry of Defence Production, Islamic Republic of Pakistan.

The newly-appointed foreign envoys to Brunei Darussalam presented their Letters of Credence to His Majesty on October 25, 2016.

Enterprising youths share words of encouragement

LARGE crowds gathered around booths where local small and medium enterprise (SMEs) exhibited their products and services during Brunei Darussalam’s 11th National Youth Day celebration yesterday at the International Convention Centre (ICC) in Berakas.

The exhibition was participated by both new and experienced businesses that displayed products such as clothes, jewellery, beverages and cleaning products.

One of the businesses is ‘Jambangs Barbershop’ that was founded by Mohd Khairul Kayum only four months ago.

Mohd Khairul said the barber business not only provides him with an income but also allows him to put his skills of cutting hair to use.

At age of about 17, he experimented with hair-cutting but only later took his skills seriously when his hostel friends gave positive feedback when they received hair-cuts from him.

Mohd Khairul offered words of encouragement to youths who are interested in venturing into entrepreneurship.

“They should think positive. Even if you don’t have enough resources or budget or knowledge, that doesn’t mean you shouldn’t do it. You have to work. You don’t have the budget? Find a budget! You don’t have the knowledge? Learn! You don’t have the set of skills? Seek the right people for the training.”

‘Jambangs Barbershop’ currently employs three barbers in addition to its owner.

Another exhibitor is ‘Haus Von Jimmy R’ that was founded more than two years ago by Mohd Nurul Abdul Azim bin Rosli who runs the business single-handedly.

Mohd Azim developed his business skills through online resources and also advice from more established people in fashion.

Over time, he saved up enough money to start ‘Haus Von Jimmy R’ which sells fashion items such as hand-made jewellery, apparel and graphic designs.

What is his advice for youths who are planning to go into entrepreneurship?

He emphasised the importance of mental endurance.

“Be prepared to fail. Be prepared for days where you feel that nothing is going right.”

He remarked that an entrepreneur has to commit and continue despite obstacles.

“In the two years, I’ve been in business, I’ve thought about quitting about six times. But at the same time, I have already put so much work into it. I’ll just continue.”

Representing Battlepro Event Management at the exhibition was its Junior Project Manager, Mohd Syukri bin Jamil who said the company not only manages events but also offers consultancy to businesses of fellow Bruneians.

“We don’t just focus on organising events, we have been able to assist in developing most of the entrepreneurs. With the knowledge and experience we gained from our mentors in business, we have guided entrepreneurs in terms of marketing such as how to promote themselves on social media platforms.”

He mentioned that among the company’s successful events were ‘Letup Lebaran’, ‘Bazaar Amal’ and the Entrepreneur Bazaar held in conjunction with this year’s National Day.

“Another project we worked on was the ‘Satu Baju, Satu Senyuman’ in which whenever a person buys one shirt, a complete set of Baju Cara Melayu is made for an orphan.”

He said, “To the youth out there, don’t be ashamed to step forward. If you are ashamed you will miss out. If you lack knowledge, don’t be shy to ask around. That is the importance of having a mentor. Learning from them (mentors), I developed my personal skills. Look for a mentor and keep trying. Don’t limit yourself to your comfort zone. Try to take on new challenges everyday.”
