IBTE CET holds CSR activity at Pusat Ehsan

THE Institute of Brunei Technical Education (IBTE) Continuing Education and Training (CET) held its first corporate social responsibility (CSR) activity yesterday at Pusat Ehsan Al-Ameerah Al-Hajjah Maryam (Pusat Ehsan) in collaboration with Syarikat Perniagaan Malar Setia.

IBTE CET sought to reach out further to the community in Brunei Darussalam, particularly to the less able and teach them to be independent in preparing food.

A total of 20 students from Pusat Ehsan took part in the activity under the guidance of 11 staff and five cooking instructors from IBTE CET, headed by Cikgu Rosinah binti Md Ariff, coordinator for the cooking courses.

The event started with the participants being educated on basic hygienic practices before food preparation. The students were then taught to prepare various types of sandwiches by the cooking instructors.

IBTE CET was established in 1958. With its vision to be the centre of excellence for non-formal and informal education and skills training, IBTE CET provides quality, innovative training and personal enrichment opportunities for both the citizens and non-citizens of Brunei Darussalam.

Winners of Musabaqah Tilawah Al-Quran awarded

THE final of the Musabaqah Tilawah Al-Quran Competition for officers and staff of the Ministry of Education (MoE) and the Islamic Studies Department in conjunction with the 26th Teacher’s Day celebration was held yesterday at the Auditorium Hall of Universiti Islam Sultan Sharif Ali (UNISSA).

Present as the guest of honour to present the prizes was Pehin Orang Kaya Indera Pahlawan Dato Seri Setia Awang Haji Suyoi bin Haji Osman, the Minister of Education.

The champions are Haji Abdul Rahman bin Haji Abdul Manaf from the Curriculum Development Department, Ministry of Education, in the male category; and Rubiah binti Haji Timbang from the Islamic Studies Department, Ministry of Religious Affairs in the female category.

In the male category, second place was won by Haji Mohd Asri bin Haji Timbang; third was Haji Nor Asilin bin Haji Puting, and fourth was Haji Mohd Khairuddin bin Haji Meraji. All three are from the Islamic Studies Department, Ministry of Religious Affairs.

In the female category, second place was won by Norzirwatul Fadhillah binti Haji Puteh from the Schools Department of the Ministry of Education; third was Zaiton binti Haji Abdullah and was fourth Julianawati binti Haji Hamdan, both are from the Islamic Studies Department, Ministry of Religious Affairs.

The male champion Haji Abdul Rahman said this was the first time he participated in the competition at the ministerial level. “My preparations involved studying the Tarannum recitation and learning different methods from the Al-Quran teachers,” he said.

The female champion Rubiah said, “In Brunei, the youth have begun taking notice of the importance of Al-Quran recitation. I encourage more youths to participate in these competitions to gain experience and improve their recitation,” she said.

Also present were the Deputy Minister of Education, Pengiran Dato Paduka Haji Bahrom bin Pengiran Haji Bahar; Permanent Secretary (Higher Learning) at the Ministry of Education, Dr Haji Junaidi bin Haji Abdul Rahman; Permanent Secretary (Core Education) at the Ministry of Education, Dr Hajah Romaizah binti Haji Mohd Salleh; and Permanent Secretary at the Ministry of Religious Affairs, Dato Seri Setia Haji Abdul Aziz bin Orang Kaya Maharaja Lela Haji Mohd Yusof.

The competition was organised by the Co-Curriculum Education Department to improve the quality of Al-Quran recitation among officers and staff of the MoE and the Islamic Studies Department.

Labour Dept organises LPA roadshow in KB

THE Labour Department held a roadshow yesterday in Belait District to highlight the new process to obtain the Foreign Workers Licence (LPA) to bring foreign workers to Brunei Darussalam.

It was part of the ongoing series of roadshows that are held in districts throughout the country.

The roadshow was chaired by Assistant Labour Commissioner, Hazmin Hatta bin Haji Hamzah, at the Municipal Hall, Belait District.

Also present were senior officers from the Labour Department and officials from various agencies, including Employees Trust Fund (TAP).

Aemy Azlena binti Haji Azahari, Assistant Commissioner of Labour, briefed employers on the LPA process, while Asiah binti Ibrahim, Finance Officer from Labour Department, spoke of the deposit payments for foreign worker quota focusing on the use of Foreign Workers Takaful Insurance (JITPA), which is one of the processes to acquire LPA.

The new LPA process was introduced to provide efficient and high-quality services to the public and to enhance procedures for employers while dealing with the Labour Department.

The new LPA process supports the nation’s objectives to create a pro-business environment and a more organised and safer management of foreign workers in the country to safeguard national interests.

The new LPA process was also introduced to prioritise or encourage the recruitment of the locals.

The new LPA process is being implemented in stages, namely First Phase (new application starting October 1), Second Phase (additional application starting January 1, 2017) and Third Phase (renewal of application and contract changes starting April 1, 2017).

According to JobCentre Brunei website of the Local Employment and Workforce Development Agency (APTK), more than 8,900 people are registered with the APTK to look for jobs.

Attorney General attends China-Asean prosecutors’ conference in Laos

THE Attorney General Datin Seri Paduka Hajah Hayati binti Pehin Orang Kaya Shahbandar Dato Seri Paduka Haji Mohd Salleh led a delegation to the 10th China-Asean Prosecutors General Conference held from November 9-10, 2016 in Vientiane, Lao People’s Democratic Republic.

The conference, themed ‘Strengthening Cooperation to Effectively Combat Transnational Crime’, focusing on tackling the crimes of drug and human trafficking, was attended by the attorney generals and prosecutors-general of all 10 Asean member states as well as China, representatives from the Public Prosecutor Office of Hong Kong, SAR, the Public Prosecutions Office of Macao, SAR and the Independent Commission Against Corruption of Macao SAR.

In his opening remarks, the Supreme Prosecutor of Lao PDR Khamsane Souvong, said in the past years, transnational crime, especially drug and human trafficking, has been the overall regional and international concern and continues to pose threats to national security, social and economic development of countries and causes great damage to life and property.

He hoped that the conference will facilitate the exchange of experiences on the roles of prosecutorial organisations in combating transnational crime, especially drug and human trafficking.

In her keynote speech, Datin Seri Paduka Hajah Hayati highlighted the steps taken by the Brunei Government in addressing the issues of drug and human trafficking, including the Attorney General’s Chambers’ efforts to amend legislation to comply with the Asean Convention Against Trafficking in Persons, especially women and children, and also reaffirmated Brunei Darussalam’s zero tolerance policy towards drugs.

One of the efforts highlighted by the Attorney General was the use of Brunei’s Criminal Asset Recovery Order 2012 to seize and forfeit proceeds of drug trafficking or any other serious crime.

She said these efforts deprive criminals of their lifeline which is the wealth they receive from their illegal activity and Brunei Darussalam is committed to fulfilling this objective.

The conference concluded with the signing of a Joint Declaration by all member states present to strengthen cooperation between Asean states and China to reaffirm the strong commitment to work closely together to address illicit drug trafficking and human trafficking at both national and regional levels.

RB in tie-up with RAK for tourism promotion

ROYAL Brunei Airlines (RB) yesterday announced the next phase in its year-long agreement with Ras Al Khaimah Tourism Development Authority (RAK) to develop the destination with UK consumers.

In addition to the existing activity, agents will be able to benefit from a new training module, hosted on RB’s Online Travel Training (OTT) site and dedicated to helping agents promote RAK as a destination. The course will give the trade the opportunity to learn more about RAK, as well as RB’s products and services, Travel Daily Media reported.

The partnership will also see RB and RAK run a series of roadshows for agents around the UK to help promote the destination.

RB and RAK will also be working with iambassador, an international network of some of the most influential travel bloggers in the world, to launch a trip to the destination in December this year. This will be focused on capturing their experiences through film, imagery and social media, to showcase all the destination has to offer to UK holidaymakers, the report added.

“As a predominantly leisure carrier in a highly competitive market, aligning ourselves with Ras Al Khaimah makes perfect sense. The destination has so much to offer travellers who want to enjoy a year-round resort-style experience. We are very much looking forward to working closely with travel agents and trade partners on increasing the awareness of the destination to the UK public and travel trade,” Christina Vidos, UK Country Manager for Royal Brunei, was quoted as saying in the report.

Survey Department teams shine in 19th KKC competition

TEAMS from the Survey Department under the Ministry of Development dominated the top three positions yesterday, in the final rounds of the 19th Kumpulan Kerja Cemerlang (KKC,) or Quality Control Circle, competition for public service.

The winner of the competition was a team called ‘LAKAS’, with their project on efficient management of fuel for marine vehicles.

The runner-up was team ‘PGS1516’ with their project on the speeding up of the geospatial mapping process. In third place was team ‘ToCad’, with their project on improving Certified Plans that do not meet certain specifications.

The winning team was awarded a cash prize of $6,000 while the first and second runner-ups received $4,000 and $1,000 respectively.

On hand to present the winners with their prizes, trophies and certificates of participation was Dato Paduka Awang Haji Mohamad Roselan bin Haji Mohamad Daud, the Deputy Minister at the Prime Minister’s Office.

The other KKC finalists – ‘TAHSIN’ from the Audit Department at the Prime Minister’s Office, ‘ITQAN’ from the Survey Department at the Ministry of Development, ‘Khazanah’ from the Treasury Department at the Ministry of Finance, ‘Livesaver995’ from the Fire and Rescue Department at the Ministry of Home Affairs, ‘RD FWD’ from the Revenue Division at the Ministry of Finance, and ‘TBT15’ from the Survey Department at the Ministry of Development – were awarded consolation prizes of $1,000 each.

Meanwhile, ‘TAHSIN’ from the Audit Department at the Prime Minister’s Office received the award for best performance, while the Survey Department at the Ministry of Development was awarded for its active participation in the KKC.

The award for the best facilitator went to Hajah Rusinah binti Haji Tengah from the Survey Department at the Ministry of Development.

A total of nine teams from five departments in four ministries took part in the one-day competition on the premises of the Prime Minister’s Office in Jalan Perdana Menteri yesterday, presenting their projects on how to improve work flow, productivity and quality in their respective workplaces.

The scoring in the KCC competition is based on evaluation of reports of respective projects, as well as a closed-session presentation and an open-session presentation. During the open-session, teams showcased their projects through various presentation methods using multimedia tools, drama skits and project illustrations.

The convention was attended by around 300 guests, including permanent secretaries, deputy permanent secretaries, department heads and senior officers from several ministries.

Islamic Fintech can take Brunei to new heights

ISLAMIC Fintech (financial technology) is an area through which Brunei can find fresh avenues for international collaboration and investment.

This was highlighted by Dato Paduka Awang Haji Abdul Mokti bin Haji Mohd Daud, the Deputy Minister of Religious Affairs, while delivering a keynote speech at a seminar on ‘Exploring Islamic Fintech’ yesterday.

“Islamic Fintech is a good example of where we can find avenues for international collaboration and investment that will enhance and strengthen our niche,” he said.

“It promotes the importance of aqad or mutual agreement which is clearly understood by users in order to validate the process.

“Most importantly, it provides security, transparency, a Syariah-compliant system and adopts the principality of the Syariah higher objectivity that is the preservation of wealth,” he continued.

“This can, in turn, create and generate capital, spinoffs in the local market employment opportunities and, ultimately, diversify and boost the Brunei economy.

“We are delighted by the favourable reception from various industrial players from the Republic of Korea in exploring these areas and encourage close cooperation and engagement.”

Reflecting on the topic of the seminar, he noted that it marries together two unique concepts – financial technology or ‘Fintech’ and Islamic values.

“The merging of the two into a single field of Islamic Fintech is symbolic of where our aspirations for Brunei Darussalam lie, that is to hold fast to and enrich our lives with Islamic values while also being unafraid of taking strides forward in an ever-advancing global society.”

He noted that developments in Fintech have taken the financial industry by storm, covering the field of disruptive technologies that deliver innovative financial products and services, adding that it includes the novel payment methods and financial software and hardware services that are seen today.

“The growing cashless society is built on the foundations of Fintech advancements. With the surge in demand from consumers for cheaper, faster and efficient financial solutions and services, it is no wonder that Fintech has sparked global interest, Brunei Darussalam included.”

He cited a recent Accenture study, which shows that global investments in Fintech ventures in the first quarter of 2016 reached $5.3 billion – a 67 per cent increase over the same period last year. Investments going to Fintech companies in Europe and Asia-Pacific nearly doubled to 62 per cent. He shared that Accenture also reported that Asean will play host to the next wave of growth in global Fintech investment in 2016.

The deputy minister then went on to highlight that significant growth has been seen in Islamic financial services in recent years. This growth is expected to continue at a rapid pace, particularly in the Middle East and Asia Pacific regions, he said, noting that there has been an increase in the number of Islamic financial institutes being established, with over 600 operating in about 75 countries across the globe.

The growth of Islamic finance is evident with a move by large international banks and other private sector financial institutions now offering various Islamic financial services and products, ranging from banking, Islamic insurance (Takaful) to capital market that comply with the basic principles of Syariah. Market interest in Islamic bonds or Sukuk has also risen, with many being issued and bought even outside the Islamic world.

“Brunei is in a unique position to leverage these developments,” he said. “Not only is Brunei a gateway into the Asean and TPP market, but Brunei Darussalam has continued to make great progress in its Islamic finance industry.

“With its strong Islamic values coupled with growth of Islamic insurance Takaful and Islamic bonds Sukuk, Brunei has carved out a niche for itself in the international Islamic financial services,” he said.

“This presents an excellent competitive platform for the country to offer itself as an Islamic financial hub within the region. Brunei’s reputation for strong Islamic values also provides a good foothold across the Islamic world, including the Middle East.”

“As consumers become more sophisticated, our Islamic financial sector too must be able to match the growing complexity and sophistication of the market,” he asserted. “Innovation and technology, as key enablers for future business development, become more paramount.”

He cited the Gulf Times, which earlier this year declared Fintech to be a game changer for Islamic finance, and further reported that new ventures are combining Syariah-compliant financing principles with new technologies, such as web-based Islamic crowd funding; peer-to-peer lending; as well as other forms of IT-based financing options such as Bitcoin-based and Syariah-compliant micro-lending.

“Hence, from this angle, we are mindful of Fintech solutions that can revolutionise our Islamic financial services and leverage on the so-called ‘Fourth Industrial Revolution’ which is the movement towards combining everyday aspects of our lives, such as finance, into the digital realm that will help increase speed, efficiency and convenience.

“Technologies that will help drive this change include the Internet of things (IoT), artificial intelligence (AI) and data analytics,” he continued. “We hope that our digital start-ups, companies and ventures recognise that there are great opportunities to be explored by enhancing and reshaping traditional Islamic financial services with these technologies.”

Brunei boost as confidence restored

BRUNEI Darussalam coach Kwon Oh Son has highlighted the ease of restoring confidence back into the camp ahead of their much-anticipated semi-final tie against Macau in the AFC Solidarity Cup at the Sarawak Stadium in Kuching, Malaysia tonight.

The national team started the campaign in stunning fashion with a 4-0 thumping of Timor Leste despite heavy conditions but were humbled 3-0 by Nepal in their final group game having already assured of qualification.

However, the loss to Nepal if anything have allowed the players’ to be in accord with the coach who found a way to convey his thoughts into the squad.

“It was pretty easy to bring their confidence back up, the players understand why they lost and the problems they had”, Kwon told AFC.

“I tried to give them some feedback and they accepted that,” said the South Korean who nearly guided the national team into the AFF (Asean Football Federation) tournament proper in a coaching stint four years ago.

Kwon, whose charges avoided Laos who will instead take on Nepal, is also in confident mood ahead of the Macau test.

“We won 4-0 against Timor Leste and lost 3-0 against Nepal, so it was a very good match to get feedback for the players.

“They have prepared themselves well to perform at their best level in tomorrow’s match,” he said on Friday.

Kwon has suggested that there is no room for error with the remaining four teams in the competition equally strong.

He is also happy to be drawn against Macau even though they relinquished top spot in Group ‘A’.

“It’s a very important game because all four teams in the semi-finals are strong. Macau has a really strong attack, midfield and defenders but we are happy to face them.

“The semi-final is sudden death, there are only winners and losers. There is no second chance.”

Kwon further stressed the importance of delivering a good performance if they were to realise their aspirations for a historic feat in the final.

“It’s important the players do well and whoever wins will qualify for the final,” he concluded.

Meanwhile, Kwon’s opposite number Macau coach Tam Iao San highlighted that both teams will be fighting for a place in the final.

“This is a new chapter for both Macau and Brunei to enter the semi-finals and we will make sure both of us honour the importance of the tournament and we want to show our football.

“We tried to pass through the group matches and our next target is to fight for the final, but both teams are the same,” the coach added.

Brunei and Singapore mark 40 years of defence ties

FIRST Admiral (Rtd) Dato Seri Pahlawan Abdul Aziz bin Haji Mohammad Tamit, the Deputy Minister of Defence, was in Singapore from November 8 to 11, to take part in the celebrations to mark the 40th anniversary of bilateral defence ties between Brunei and Singapore.

According to a press release from Singapore’s Ministry of Defence, during the visit, the deputy minister called on Dr Ng Eng Hen, Singapore’s Minister for Defence, and inspected a guard of honour at the Singapore Ministry of Defence (MINDEF).

The deputy minister also visited the Cyber Security Agency and the Defence Science and Technology Agency (DSTA) Integrated Complex, after which he was hosted by Dr Ng at an official lunch.

On November 9, First Admiral (Rtd) Dato Seri Pahlawan Abdul Aziz was also hosted by Chief of Staff – General Staff Brigadier-General Desmond Tan, at the Murai Urban Training Facility, where he observed officer cadets from both the Officer Cadet Schools (OCS) of the Singapore Armed Forces (SAF) and the Royal Brunei Armed Forces (RBAF) undergoing urban operations (UO) training together.

The deputy minister also received a briefing by Commander OCS Colonel (COL) Kenny Tay, and interacted with both the RBAF and SAF cadets.

On November 11, he visited the Republic of Singapore Air Force (RSAF)’s 126 Squadron, as well as watched the ongoing Exercise Maju Bersama between the Singapore Army and the Royal Brunei Land Forces (RBLF).

The visits were also hosted by the Chief of Air Force Major-General Mervyn Tan, and Chief of Defence Force Lieutenant-General Perry Lim.

Singapore and Brunei have enjoyed close defence ties since 1976.

THE National Anti – Drug Association (BASMIDA) yesterday presented certificates of appreciation during a ceremony to its executive and working committee members as well as volunteers for the success of the recent BASMIDA seminar themed ‘Prevention of Misuse of Drugs through Malay Islamic Monarchy (MIB) Values’.

The ceremony took place at the Aneka Rasa Restaurant in Kiulap. The event was attended by chief guest President of BASMIDA, Datin Hajah Masni binti Haji Mohammad Ali, who presented the certificates to the members.

Deputy Co-Chairlady of BASMIDA, Hajah Linda Aini binti Abdullah, in her welcoming speech hoped that members of the working committee, volunteers and members of BASMIDA will continue to support BASMIDA while also contributing their energy and devotion with sincerity to uphold the name of association.

A VOLUNTEER group of Mukim Sengkurong (SUMUS) was officially launched by Acting Brunei-Muara District Officer, Misle bin Haji Abdul Karim. The event was held yesterday at the Community Hall of Mukim Sengkurong.

Hosted by SUMUS in collaboration with Mukim Sengkurong Consultative Council, the event commenced with a recitation of Surah Al-Fatihah and Doa Selamat by Haji Kamarulzaman bin Haji Jakar, Imam of Al-Ameerah Al-Hajjah Maryam Mosque in Jerudong, followed by a welcoming remark by the chairman of the event, Haji Abdullah bin Haji Timbul, and continued with a speech by the Acting Brunei-Muara District Officer, who was also the guest of honour.

In his speech, the Acting Brunei-Muara District Officer underlined that SUMUS is a platform for the residents of the Mukim to take the initiative in contributing ideas, energy, time and money to help the less fortunate residents of Mukim Sengkurong.

He also said, “SUMUS has received encouraging response and will be able to provide services such as welfare, recovery, development, education, security, health, conservation of the environment and others that are beneficial to society.” The event also saw presentation of certificates of appreciation to contributors by the guest of honour and a souvenir presentation to the guest of honour.

SUMUS aims to provide assistance to Penghulu and village head as well as to establish a network between government agencies and non-government organisations in handling any disasters that may occur in the Mukim.

Baiduri Bank Group marks Festival of Lights

IN CELEBRATING Deepavali, the Festival of Lights, the Baiduri Bank Group yesterday hosted a dinner for its customers and partners at The Empire Hotel & Country Club, which saw Counsellor at the Indian High Commission in Brunei Darussalam Ravinder Nath as the guest of honour.

The evening began with an Indian classical dance performed by the Nattiya Bharatha Academy students.

Following this was the traditional lighting of the lamp ceremony by the guest of honour, along with Baiduri Bank Chief Executive Officer Pierre Imhof, Brunei-India Friendship Association President Pehin Dato Paduka Haji Mahdini bin Dato Paduka Haji Basir, and Bandar Seri Begawan Indian Association President Dr Arumugan Sundrapandi.

In his speech, the CEO of Baiduri Bank outlined the major progress and achievements of Baiduri Bank Group throughout the year, among them being that Baiduri has set up a new unit under the Retail Banking Unit that caters to the increasing number of micro, small and medium Enterprises (MSMEs).

“We set up the Business Banking Unit which caters to the MSMEs and complements the bank’s Corporate Banking Department. This is in line with developing the private sector of Brunei,” Imhof said.

He went on to add that Baiduri Bank will continue to invest in their business as they believe in the future of Brunei’s financial industry, with the recent relocation of the Tutong and Kiulap branches to much larger premises, offering a wider range of facilities in an effort to better serve customers.

Baiduri Bank has been maintaining a high level of liquidity and strong capital base, as per Standard & Poor’s credit rating. With this level of liquidity, Baiduri Bank intends to pursue more business opportunities and finance more business, projects and individuals, he said.

The group has continued to receive major international banking awards, bearing testament to its good performance. This year alone, Baiduri had received three major banking awards – Domestic Retail Bank for Brunei 2016 from the Asian Banking and Finance magazine; Best Banking Group for Brunei 2016 from World Finance magazine; and World’s Best Emerging Markets Bank in the Asia-Pacific 2016 for Brunei by Global Finance.

ICTSI to make Muara Port world-class

GLOBAL port operator International Container Terminal Services Inc (ICTSI) said it will provide world-class services at the Muara Port, fully supporting the Brunei Government’s ambitious Vision 2035 development plan.

ICTSI, through its Brunei unit New Muara Container Terminal Services Sdn Bhd (NMCTS), is currently operating the Muara Container Terminal (MCT) with the help of Bruneian workforce and suppliers.

Currently, 85 per cent of NMCTS’ work is manned by Bruneians and supported by local businesses.

“MCT is key to achieving the goals of Vision 2035. The country needs a world-class trading gateway to develop a more vibrant Brunei economy that is capable of creating quality employment opportunities for Bruneians,” said Manuel De Jesus, ICTSI Vice-President for Business Development (Asia).

ICTSI also expressed support for the government’s goal of further developing the Muara Port into a modern facility on par with the best in the region.

“As we pursue a more long-term development plan in Brunei, ICTSI will continue to be an able partner in achieving the goals of Vision 2035. We will continuously implement global best practices, deploy modern port technology and investments in human development in the years to come,” De Jesus said.

ICTSI’s pledge to help promote Brunei’s economic growth is also in line with China’s Maritime Silk Road initiative, which fosters intra-regional trade in Southeast Asia, Oceania, and North Africa via the South China Sea, South Pacific Ocean, and Indian Ocean through investments from Beijing, he added.

China has already put up an aggressive investment portfolio in Brunei that includes the development of Pulau Muara Besar, a 955-hectare industrial port complex in Brunei Bay. The Philippines is also taking advantage of the revival of Silk Road with China. Aside from Muara in Brunei, ICTSI also has operations in the ports of Silk Road economies such as Umm Qasr in Iraq, Karachi in Pakistan, Jakarta and Makassar in Indonesia, Manila and five other ports in its country headquarters, the Philippines, and Yantai in China.

A green gem in Heart of Borneo

KEEPING up the spirit of the Heart of Borneo Declaration, Brunei has been effectively managing its forest resources through commendable conservation efforts over the past years that have gained global recognition for the Sultanate.

Brunei Darussalam has also gained international acclaim for having bio-rich tropical rainforests, majority of which are still in pristine condition and protected by effective legislation, despite occupying just one per cent of the total forest in the island of Borneo.

Brunei Darussalam is among those countries with a leading forest area, according to Asia Development Bank (ADB).

According to ADB’s Key Indicators for Asia and the Pacific 2016 (Key Indicators 2016) report published this week, Laos topped the list with a forest cover of 81.3 per cent followed by Bhutan (70 per cent), Brunei (70 per cent) and Papua New Guinea (70 per cent).

The report was prepared by the Development Economics and Indicators Division (ERDI) of the Economic Research and Regional Cooperation Department (ERCD) of the ADB.

Forest area is a crucial foundation for maintenance of biodiversity, management of sustainable water sources, and even in mitigation of harmful consequences of extreme weather conditions, the report said.

Estimates based on the latest data suggest that about 22.2 per cent of Asia and the Pacific’s total land area is covered by forest.

Forest cover in East Asia is estimated at 30.9 per cent and in Southeast Asia at 28.6 per cent. On the other hand, forest cover in Central and West Asia is estimated at 2.6 per cent.

According to the report, the economies with air pollution levels that are below the maximum air pollution level set by the World Health Organization (WHO) include Australia, Brunei Darussalam, the Federated States of Micronesia and New Zealand.

Brunei now has the highest proportion of intact peat swamp forests in Southeast Asia. According to the Forestry Department, about 80 per cent of the peat swamp forest is still in good quality, covering around 16 per cent of the country’s total land area.

The department said last year that forest law and the national forest policy have been further strengthened with the formulation and implementation of the National Master Plan or Vision 2035.

Embedded in the five-year national plan are the implementation strategies and programmes of the forestry sector that provide allocation of government funds for projects that would facilitate economic and environmental development as envisioned under the Vision 2035.

In Brunei Darussalam, there has been a strong political will at all levels of the society to manage and conserve its forest resources since 1934 when the Forest Act was formalised in the country.

The high appreciation for forest and the role of forestry in the Bruneian society have ensured active participation from a wider range of stakeholders in the protection and conservation of the Sultanate’s natural forests.

Meanwhile, commitment by three governments in Borneo to a common conservation vision to effectively manage the island’s forest resources was further strengthened with the International Conference on the Heart of Borneo, which ended on Wednesday (November 9, 2016) in Sabah with a promise not to let the future generations down.

Brunei, Indonesia and Malaysia had made a commitment nine years ago to secure a sustainable future of Borneo’s highland rainforest by signing the historic Heart of Borneo Declaration that committed them to a common conservation vision.

Under the common vision, the countries are to ensure the effective management of forest resources and the creation of a network of protected areas, sustainably managed forests and land-use zones across the 22 million hectares which constitute the Heart of Borneo – an area which covers almost one third of the island.

French-Brunei Arts Festival officially opens

ART enthusiasts and members of the French community in Brunei attended the launching of the French-Brunei Arts Festival last night, at the Rotunda of The Empire Hotel & Country Club.

The guest of honour was Datin Paduka Dr Hajah Norlila binti Dato Paduka Haji Abdul Jalil, Permanent Secretary at the Ministry of Culture, Youth and Sports.

Also in attendance were Pengiran Dato Paduka Haji Idris ibni Al-Marhum Pengiran Temenggong Pengiran Haji Mohammad, the President of the Committee of Alliance Francaise de Brunei; Yann Carpentier, the Director of Alliance Francaise de Brunei; Dato Shofry Abdul Ghafor, the Manager of Rainforest Gallery; and members of the foreign diplomatic corps in Brunei.

The event began with a VIP mocktail event, which was followed by an exhibition featuring vintage film posters and several locally-produced works of art.

A film screening of ‘Chocolat’ was also held at the Times Cineplex of The Empire Hotel & Country Club.

The ongoing festival will also include screenings of an animated feature titled ‘Phantom Boy’ on November 16, and a Swiss film titled ‘Deux Jours Avec Mon Père’ on November 18, at the Alliance Française de Brunei headquarters in Batu Bersurat.

The closing ceremony on November 19 will involve a VIP mocktail and a dinner in white, with some live recitations at the Indera Kayangan Ballroom of The Empire Hotel & Country Club, where guests in all-white attire will be entertained by local students and two teachers from the Yippy Tune School, through a range of traditional Malay, French and English songs.

The festival is open to the public, with tickets available for purchase at the counter of the Alliance Francaise de Brunei headquarters, and at the Alliance Française de Brunei booth in the Rainforest Gallery on car-free Sundays. Tickets are limited to 200 for the VIP mocktail and dinner in white events, while the film screenings at the Alliance Francaise de Brunei headquarters will be able to accommodate a maximum of 30 people.

SUKA donations for house fire victims

SEVERAL boxes of clothing were donated yesterday by the Tutong District Volunteers Group (SUKA) to 84-year-old Haji Abdullah bin Haji Metamit whose house was destroyed in a fire last November 9.

There were three other people residing in the house with Haji Abdullah – his two sons and a granddaughter – and it is believed that the fire was caused by a battery charger connected to an overloaded extension lead.

The donated clothing was presented by Haji Saiful Bahri bin Haji Omarali, the Secretary of SUKA, and also by other SUKA members, in a handover ceremony that took place at Jalan Palu, Penanjong.

SUKA is known for contributions to help the underprivileged in Tutong.

Through its Sumbang dan Bantu (Contribute and Help) programme, SUKA has been able to provide a platform for the public to donate new or used clothing for those in need.

The programme was established during the Day of Action (DOA) celebrations held in conjunction with the International Volunteers Day on December 5.

Present yesterday to accompany the victims during the handover was Haji Jumaat bin Haji Abdul Kadir, the Village Head of Kampong Penanjong, and several representatives from the Village Consultative Council (MPK) of Kampong Penanjong.

FOB, Empire Hotel & Country Club sign agreement

AN AGREEMENT was signed recently between FOB Sdn Bhd and The Empire Hotel & Country Club to introduce Brunei’s most prestigious beach resort and world-class golf course to the Korean market.

As is explained in a press release from FOB, the agreement was signed on Thursday by Park Sung Ho, the CEO of FOB and Nigel Badminton, General Manager of The Empire Hotel & Country Club.

FOB’s CEO Park Sung Ho is quoted in the press release as saying, “We have been making every effort to raise awareness to encourage the Koreans to visit Brunei Darussalam and vice-versa.”

“Our initial strategy is to focus on the highly lucrative Korean golf packages market segment to enjoy the excellent golf course in Brunei Darussalam including the prestigious courses at The Empire Hotel & Country Club.”

It is also shared that, from 2010-2015, the number of Korean departures had increased from 12.5 million to 19.3 million or recording on average 8.7 per year. For period of 2014 to 2015 the rate of departure has substantially increased to 20.1 percent.

The Korea golf package tours are the third largest after the USA and Japan where, in 2014, a total of 1.13 million Korean golfers went to play in golf courses overseas.

Students warned against plagiarising works

ALTHOUGH plagiarism has been around as long as students have, the era of the Internet has dramatically increased the ease of and opportunities for plagiarism. Students are reminded to see plagiarism as not a solution but a form of cheating and will be guilty of academic misconduct.

This was stated by the Acting Director of the Language and Literature Bureau (DBP), Hajah Nortijah binti Haji Mohd Hassan, during her speech as the guest of honour at the prize presentation ceremony of the 2016 Mekar and Juara Pelajar Essay Writing Competition held at the Balai Sarmayuda, DBP, Berakas yesterday.

Hajah Nortijah further said plagiarism – be it deliberate or unintentional – has an impact on the research and learning process for student’s writing.

She admitted that the exact cause of plagiarism are complex, but worth examining. The inability to distinguish between plagiarised text and paraphrased texts, and incorrect citation sources, are often the root causes of unintentional plagiarism, she said.

She calls upon all teachers and parents to frequently remind students on the consequences of cheating and the penalties that comes with plagiarism.

The acting director encouraged students to research essay materials by reading more, as it not only help students strengthen vocabulary, but also enhance their knowledge.

“Literature helps to implement the values of its readers… This can develop the minds of children and youth, and be a medium for entertainment and moral education,” she added.

This year’s essay competition saw a total of 310 essay entries from 280 students competing in three categories. A total of 39 primary and 21 secondary schools from the government and private institution participated in this year competition.

Category A (Year 4 to Year 6) was won by Nabilah Syazilah binti Samsida from Kampong Amo ‘C’ Primary School, Temburong. Category B (Year 7 to Year 9) was won by Raihanah Umairah binti Azis from St Andrew’s School while Amyra Shaira binti Suherdy from Paduka Seri Begawan Sultan Science College was winner of Category C.

Consolation prizes and certificate of appreciation for the best students and the top schools were also awarded.

All winners received cash prizes, certificate of participation, Juara Pelajar magazines and reading books courtesy of DBP.

The essay writing competition for Mekar and Juara Pelajar magazines started in the 1950’s. It is still relevant today especially in shaping the self-esteem of youths and educating students on the correct and proper use of the Malay language.

Livestock sector needs to triple target, says minister

THE current target of B$100 million per year in the local livestock sector is to be tripled by further increasing production within the local industry in order to raise its contribution to the nation’s gross domestic product (GDP).

This was revealed by Dato Seri Setia Awang Haji Ali bin Haji Apong, the Minister of Primary Resources and Tourism on the sidelines of the launching of additional closed-system poultry houses for Riza Fudhlana Farming yesterday, held at the agricultural development area of Tanah Tuah Bebatik Kulapis.

To achieve the target, the minister said, “(The) Agriculture and Agrifood Department is opening up new areas and providing suitable land for local breeders especially chicken breeders because the contribution of broiler chicken production is the biggest contributor within the livestock industry.”

Dato Seri Setia Awang Haji Ali added, “We are satisfied with the response from the public who are interested in venturing into poultry farming and contributing to the GDP of the country.”

Meanwhile, on the benefit of using the latest technology of closed systems, the minister said, “In addition to further boost production, the utilisation of the closed system poultry house is the best practice to control the temperature, increase growth and the reduce possibility of diseases to bring down mortality rate of the newly hatched chicks.”

To further encourage locals to venture into small scale chicken breeding, the minister proposed that small-scale chicken breeders can collaborate with established chicken breeders like Riza Fudhlana Farming, for obtaining chicks from hatcheries of established chicken farms.

In order to help small-scale chicken farms to sell their chickens, he said that “after the chickens are fully grown, small-scale chicken farms can also sell off their chickens back to the big farms that have established channels to distribute the chickens to supermarkets and processing houses for export”.

PAPRSB IHS, UBD holds workshop on nursing and midwifery research

THE Pengiran Anak Puteri Rashidah Sa’adatul Bolkiah (PAPRSB) Institute of Health Sciences (IHS) Universiti Brunei Darussalam (UBD) organised a one-day workshop as part of the 2nd Nursing and Midwifery Student Research Conference held yesterday.

The single-day conference, held at the main lecture theatre extension building, PAPRSB IHS, UBD, was themed ‘Impact of Research Culture in Quality Care’. In her welcoming remarks, Armah binti Tengah Programme Leader for Nursing and Midwifery PAPRSB IHS, UBD said that the chosen theme aimed to set a platform for nursing and midwifery students to appraise their research.

“The conference provides an opportunity for local and international nursing and midwifery students to share their experiences and best practices on matters that are ultimately affecting patient’s care, enhancing the health and thus quality of life in our community,” she said.

“It is hoped that the participants will be able to increase their effectiveness in leading the nursing and midwifery profession’s efforts to shape the ongoing transformation in the healthcare system.”

She added that, throughout the 21st Century, the role of nurses and midwives has evolved significantly where they work in a variety of settings, including hospitals, classrooms, community health departments, business sectors and home health care. However the primary goal of professional nurses and midwives remains the same, to be the client’s advocate and to provide optimal care on the basis of evidence obtained through research.

“Research is typically not among the traditional responsibilities of an entry-level nurse or midwife. Many nurses and midwives are involved in either direct patient care or administrative aspects of health care. Nursing research is a growing field in which individuals within the profession can contribute a variety of skills and experiences to the scene of nursing care,” she continued.

The conference in Brunei aimed to present the impact of research culture in quality patient care. In the context of evidence based practice era, it is believed that enculturating students with appropriate research skills is a key to improve quality patient care.

The objectives of the conference were to demonstrate the elements and influence of research culture in nursing and midwifery practice, present how research projects of nurses and midwifes contribute to quality patients care, utilise the conference as a method for fruitful discussion in the area of future nursing and midwifery careers, practice, education and research as well as provide opportunities for professional development, networking, mentoring, partnership and collaboration.

The official opening ceremony was officiated by Chair Professor Dr David Koh Soo Quee, Assistant Vice-Chancellor (Research and Innovation), UBD who later on delivered his keynote address based on the theme.

Dr Suriadi, Chairman of Research and Community Services, Institute of Nursing Muhammadiyah University, Pontianak Indonesia delivered a presentation titled ‘Incorporating Clinical Research in Nursing a Midwifery Education’, while another speaker from University of Malaya, Associate Professor Dr Khatijah Abdullah, delivered a presentation on ‘Challenges and Opportunities in Incorporating Clinical Research in Nursing & Midwifery Practice’.

Professor Munikumar Ramasamy Venkatasalu from PAPRSB IHS, UBD presented his paper on ‘Clinical Elements of Research Culture in Nursing & Midwifery Practice’. Eight local student research projects and 10 innovation research project proposals were presented from Bachelor of Health Sciences (Nursing & Midwifery)students and at least four postgraduate students presented their projects.

The conference was attended by some 200 participants ranging from nurses, midwives and other health practitioners from private and public medical agencies attended the conference.
