LOCAL members of the Young Southeast Asian Leaders Initiative (YSEALI) received a boost in their efforts to help children with autism, with the launch of an awareness project headlined ‘YSEALI YOUnified’ yesterday at the Pusat Ehsan Al-Ameerah Al-Hajjah Maryam (Pusat Ehsan).

This achievement was acknowledged in a speech by Catherine Muller, the Public Affairs Officer at the United States Embassy in Brunei Darussalam, at the launching ceremony.

“The US Government is proud to help build the capacity of young leaders through the YSEALI programme,” she said.

“This year alone has seen the US government sending 30 young Bruneians to various YSEALI exchanges, fellowships and workshops with additional follow-on activities – often voluntarily – which are designed to foster community and solve challenges they encounter in neighbourhoods.

“The areas of interest have included entrepreneurship, poverty reduction, environmental awareness and others.”

The project, an early intervention awareness workshop on autism, is one of four that have been chosen to mark the third anniversary of the YSEALI programme.

“The YSEALI YOUnified celebration encourages young people to civilly engage, with a firm emphasis on the power of youth, to develop solutions to pressing local, national and regional issues,” she added.

Project leader Awangku Mohd Izwan Shafuan bin Pengiran Md Daud also gave a brief address at yesterday’s event.

“Four projects are happening within two days, including this programme on autism awareness, sustainable farming, ocean conservation and safe migration practices,” he said.

Four team leaders, six YSEALI alumni, and over 70 volunteers are taking part in the round of activities.

The launch was also attended by Pengiran Datin Hajah Noraini binti Pengiran Dipa Negara Laila Diraja Pengiran Haji Abdul Momin, the Executive Trustee of Pusat Ehsan; and Haji Ahmad bin Haji Abdul Rahman, the Policy and Planning Trustee from the Board of Trustees at Pusat Ehsan.

YSEALI was launched in 2013 as a US signature programme, with a focus on strengthening partnerships among emerging young leaders in Southeast Asia and expanding their skills in a bid to solve regional challenges.

Brunei has 1,050 registered YSEALI members and 70 alumni of the YSEALI programme.

SOME 25 Bruneian companies have joined an official delegation led by the Energy and Industry Department at the Prime Minister’s Office (EIDPMO) and the Ministry of Foreign Affairs and Trade (MoFAT) of Brunei Darussalam for a Trade Mission to the Sultanate of Oman.

The delegates left for Muscat, Oman yesterday, and a Doa Selamat recitation was held at the Brunei International Airport before their departure to bless the trip.

According to a press release from EIDPMO, this trade mission is being carried out in conjunction with the 2nd Brunei-Oman Joint Energy and Industry Seminar, an event jointly organised by EIDPMO and the Ministry of Oil and Gas, the Sultanate of Oman.

The seminar will take place at the Grand Hyatt in Muscat until December 6, 2016 with the theme ‘Strengthening Industrial Cooperation for Economic Growth and Development’.

The Bruneian companies joining the mission will represent a variety of sectors and business activities, including oil and gas, food, pharmaceuticals, cosmetics, ICT, Muslimah fashion, as well as education and business services.

Out of the 25 companies joining the delegation, eight micro, small and medium enterprises (MSMEs) qualified for government sponsorship, which covers accommodation, return flight tickets and the printing of promotional materials.

The sponsorship is provided in order to support the growth of local MSMEs that have potential to expand their businesses overseas. Through such exposure, MSMEs are hoped to grow by seeking investments, conducting market research as well as establishing partnerships and business networks.

The press release went on to share that the 2nd Brunei-Oman Joint Energy and Industry Seminar will discuss SME Development, Renewable Energy Capabilities, Ease of Doing Business as well as other topics to be conducted between the two countries’ relevant agencies.

Other scheduled activities also include workshops on trade and investment activities, business matching and site visits to oil refinery plants, major ports, food processing units and industrial sites.

Among the objectives of this seminar and trade mission is to foster closer relations between the two nations by exploring more areas of cooperation in energy and industry.

It is hoped that this platform will allow for exchanges of information and best practices in developing the energy and industry sector of both countries.

This year’s Brunei-Oman Joint Energy and Industry Seminar is the second seminar jointly initiated between the EIDPMO and Oman’s Ministry of Oil and Gas.

The first joint seminar was held in Brunei back in November 2014, with a delegation of over 20 Omanis officials and companies headed by Salim Nasser Al Aufi, the Under Secretary of Oman’s Ministry of Oil and Gas taking part.

MARKETING yet another milestone for the governing body for football in the Sultanate, His Royal Highness Prince Haji Sufri Bolkiah, President of the National Football Association of Brunei Darussalam (NFABD), received the AFC President Recognition Award for Grassroots Football 2016 in the Aspiring category, at a grand ceremony held in Abu Dhabi, the United Arab Emirates on Thursday.

It is the second consecutive time the National Football Association of Brunei Darussalam has received the Asian Football Confederation (AFC) accolade. The first time was at the AFC’s Annual Awards extravaganza that was held in Gurgaon, near New Delhi, India in December last year.

“I personally feel very happy with the award and this shows NFABD’s commitment towards grassroots development of football towards a better future for the game in Brunei Darussalam,” His Royal Highness Prince Haji Sufri Bolkiah said in an interview.

“This recognition from AFC shows how hard the NFABD’s staff work, besides it shows their commitment and team work. I hope this hard work and team work will continue in order for NFABD to progress further and achieve better results in football,” he added.

Meanwhile, AFC President Recognition Awards for Grassroots Football in the Inspiring category went to Football Federation Australia (FFA), while the Philippines Football Federation (PFF) won the Developing category.

Throughout the year, the FFA organised a variety of programmes under their comprehensive strategic development, while the PFF’s multiple activities involved participants from all over the country and benefitted from the help of other regional football associations as well as the establishment of excellent partnerships with government agencies and ministries for support.

The NFABD, meanwhile, ran regular technical and promotional activities while maintaining several areas of cooperation with both governmental and non-governmental partners.

The nominations for the award are based on a points system which takes into account several criteria such as the structure and management of grassroots football as well as the philosophy and policy of member associations.

In addition, the member associations’ grassroots partnerships with various external organisations are also assessed, as are technical programmes such as courses, workshops and talent identification.

Other criteria include exchange programmes such as those with schools, administrative sub-regional football associations, communities and clubs as well as grassroots activities, for example promotional, educational and social responsibility events.

TWO keynote speeches were delivered during the closing of the open dialogue session of the 10th International Day of Persons with Disabilities celebration held yesterday at the Dewan Di-Gadong of the Ministry of Culture, Youth and Sports.

Aiko Akiyama from the United Nations Economic and Social Commission for Asia and the Pacific (ESCAP) in her keynote speech underlined that PWD are not merely the object of charity and that they are agents of change as well as social and economic development as available studies indicate that the exclusion of PWD can cost a society one to seven per cent of the GDP.

“We need to understand the real challenges of persons with disabilities on a daily basis. We need to translate the needs to policy and its implementation with an adequate budget. We need to have more accessible buildings, bathrooms, sign language interpreters on TV, assistive devices as well as the participation of PWD in discussions concerning other issues such as women empowerment and community development,” she said.

Aiko Akiyama also urged national and local government, businesses and all sectors in the society to intensify efforts to end discrimination and erase obstacles that prevent PWD from enjoying their civil, political, economic, social and cultural rights.

“Let us work together for equal participation of persons with disabilities in an inclusive and sustainable world that embraces humanity in diversity,” she said.

Meanwhile, the second key-note speech was delivered by Akiie Ninomiya from the Asia Pacific Center for Disabilities (APCD), who commented on the great efforts done by the Government of His Majesty Sultan Haji Hassanal Bolkiah Mu’izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar ‘Ali Saifuddien Sa’adul Khairi Waddien, Sultan and Yang Di-Pertuan of Brunei Darussalam towards the ratification of the United Nations Convention on the Rights of Persons with Disabilities (CRPD) on April 11 this year.

He said that with the strong commitment for the effective implementation of the CRPD through the establishment of the National Council on Persons with Disabilities, which will facilitate the implementation of the CRPD in Brunei Darussalam, the APCD is honoured to collaborate with the government to promote and protect the rights of PWD in Brunei Darussalam and other Asean member states.

“APCD, as an international organisation that promotes the empowerment of persons with disabilities and right-based, inclusive and barrier-free society across Asia and the Pacific, has been implementing several projects and activities in line with the principles of the CRPD,” he said.

He then noted four factors for the CRPD to be effectively implemented, namely the clarity of purpose and joint collaboration and partnership between government agencies and non-governmental organisations including disabled people’s organisations and other relevant stakeholders in the implementation of the CRPD; Information and awareness raising on the CRPD; localising the implementation of the CRPD and monitoring compliance of the CRPD.

“I wish to reiterate that APCD, in partnership with the Government of Brunei Darussalam, will continue to pursue this collaboration in order to achieve our common goals in promoting and protecting the rights of persons with disabilities in the Asean community,” he concluded.

HIS Majesty Sultan Haji Hassanal Bolkiah Mu’izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar ‘Ali Saifuddien Sa’adul Khairi Waddien, Sultan and Yang Di-Pertuan of Brunei Darussalam, and the Brunei Government – through various agencies – continue to care for the welfare of individuals with special needs, doing so with efforts that include providing free and comprehensive healthcare facilities, integrated education system, distribution of financial assistance and multi stakeholders involvement in the provision of infrastructure and facilities that are disabled-friendly.

Continuing its commitment, the Brunei Government has prepared a plan of action for Persons With Disabilities (PWD), which specifically addresses issues pertaining to PWDs.

Minister of Culture, Youth and Sports Pehin Datu Lailaraja Major General (Rtd) Dato Paduka Seri Haji Awang Halbi bin Haji Mohd Yussof revealed the latest initiative during the opening ceremony of the International Day of Person with Disabilities celebration held at the Ministry of Culture, Youth and Sports yesterday.

It is a platform to tackle special needs’ issues through the approaches of whole of government and whole of society.”

At the international level, Brunei also recognises the rights and interests of special needs individuals. This was evident with His Majesty’s consent to ratifying the United Nations Convention on the Rights of People With Disabilities on April 14, 2016.

The minister later expressed gratitude for the active involvement of special needs associations in the country that work closely with the government to raise the standard of living of special needs individuals, particularly in providing the opportunity for them to participate in society.

With the year-to-year improvement, the minister urged non-governmental organisations (NGOs) and special needs associations to not be complacent in continuing to fight for their welfare.

The minister said that to further strengthen the effectiveness of special needs’ associations, the Disabilities Welfare Council was registered with Register of Societies, and established on May 14, 2016.

Acting Director of Community Development Department Rostinah binti Pehin Orang Kaya Seri Sura Pahlawan Dato Paduka Haji Mohd Tahir noted that there are 9,282 specials needs individuals in the country.

Kudos to youth alliance

PEHIN Datu Lailaraja Major General (Rtd) Dato Paduka Seri Haji Awang Halbi bin Haji Mohd Yussof, the Minister of Culture, Youth and Sports, yesterday praised the emergence of youth movements and associations in the country.

He said their alliance has proven to be a more effective approach in the delivery of different youth agendas across the country.

In his keynote address during the Brunei Chevening Youth Forum (BCYF) 2016 held at The Core, Universiti Brunei Darussalam (UBD), the minister remarked that youths who are engaged in union are found to be better organised and have a wider reach-out as opposed to lone movements. The ‘One Youth, One Association’ approach, he added, has forged connection with existing and newly formed associations.

He later urged youth leaders to be creative in activity planning, by not only convening them but also by involving themselves in the implementation of revolutionary initiatives, allowing them to seize opportunities in the digital and innovative world today.

“I welcome the participation of the youth in alliance-based activities whether in the community, sports or culture, through youth bureaus in their respective mukim and village consultative councils, mosque youths committee or in any uniformed or voluntary associations,” the minister said.

In his address, he also mentioned some of the many initiatives implemented by the government to ensure the youths are progressing in tandem with the nation’s Vision 2035.

“The vision wants to see Brunei to have highly-affluent, skilled and successful people, with high-quality standards of living and a dynamic and resilient economy. To reach this goal, we should stay loyal to our king and the country, while tightly holding onto Islamic values and traditions,” he added.

The minister also mentioned that one vital element needed to shape the future is ‘positive youth development’ that takes into account youth involvement in self-development, religion, knowledge, values and positive attitudes that generate youths that possess self-identity, are productive and strong.

He further shared that the ‘5C’ concept inspired by several research academicians focus on five main areas in youth development – competence, connection, confidence, character and caring.

“This network (5C) is the foundation of the generation of positive sets of youth that will eventually form their input. In other words, the youths will be agents of change by their active involvement and capability to lead in various situations and make changes,” he said.

Despite many challenges posed in today’s world for youths, the minister pushed for the youth to further look forward in their perspectives and continue strategic planning to attain their goals.

As the ever-changing global landscape comes in no time and presents new challenges, he said this needs the ‘next generation’ of youth to be constantly alert, to value their time and be proactive in their actions.

“Challenges are not only limited to a non-conventional scope such as work without borders, advanced technology, innovation-based life, emergence of social enterprises, speed of information, new media and others. This forces the youth to involve their peers who share the same interests to forge together as a group or association,” he said.
