The PIBB is developed by the Student Development and Innovation Centre, Politeknik Brunei and the Community Development Department (JAPEM) at the Ministry of Culture, Youth and Sports.

The press release stated that, “The main aim of the programme is to empower the youth, especially PIBB participants through a holistic approach beginning with mind migration, equipping them with 21st Century skills, as well as programmes that lead to the strengthening of morals and personality.”

Participants of the programme comprise youth from families under the JAPEM assistance scheme.

The programme aspires to transform participants into more responsible and visionary youths to better their lives.

The programme was first launched in November 2016, with the first group of 13 youths were chosen to participate, where seven attained employment and two are self-employed.

This year marks the second year of the programme, where seven individuals have been selected to participate.

In the programme’s first phase, the mind migration phase, participants took part in the National Service Programme (PKBN) from December 3, 2017 until March 2018.
