Defence chiefs exchange view on security issues

Commander of the Royal Brunei Armed Forces (RBAF) Major General (U) Dato Seri Pahlawan Haji Hamzah bin Haji Sahat chaired the 18th ASEAN Chiefs of Defence Forces Meeting (ACDFM) themed ‘We Care, We Prepare, We Prosper’ at the International Convention Centre (ICC) on Thursday.

Joint Force Commander of the RBAF cum Chairman of the 11th ASEAN Military Operations Meeting (AMOM) and Director of Intelligence cum Chairman of the 18th ASEAN Military Intelligence Meeting (AMIM) also attended the virtual meeting.

ASEAN Chiefs of Defence Forces and representatives adopted the ASEAN Two-Year Activity Work-Plan (2021-2023) and the 18th ACDFM Joint Statement.

Additionally, Brunei Darussalam also initiated a working paper on the ASEAN Military Exercise (AMX).

The proposed AMX by Brunei Darussalam will support ASEAN militaries to achieve the objectives of enhancing regional security, interoperability and capacities through integrated cooperation. Attendees also exchanged views on security issues of mutual concerns, aligned with the meeting’s theme.

The meeting concluded with a handover of the ACDFM Chairmanship to the Royal Cambodian Armed Forces as the Chairman for the 19th ACDFM in 2022.

Prior to the meeting, a series of virtual bilateral meetings were held between the RBAF Commander and the ASEAN Chiefs of Defence Forces.

Minister launches An Nur Harapan fun fair

A fundraising fair organised by An-Nur Harapan was launched yesterday by Minister of Culture, Youth and Sports Major General (Rtd) Dato Paduka Seri Haji Aminuddin Ihsan bin Pehin Orang Kaya Saiful Mulok Dato Seri Paduka Haji Abidin at the An-Nur grounds in Jalan Kebangsaan.

The event was attended by government officials, An-Nur Harapan Board of Directors, including Chairman Pengiran Haji Salleh Ab Rahaman bin Pengiran Haji Damit, representatives from the Diplomatic Corps, sponsors, and supporters of the organisation.

The all-weekend fair features fairground-type games, along with corporate and SME vendors offering services, food and beverages.

Aiming to bring the public and other organisations together to support An-Nur Harapan’s missions and vision, the funds raised will cover the centre’s operational costs, specifically the running of Uniklearn.

Uniklearn is a life skills and training programme for young adults with different abilities. The objective of Uniklearn is to empower youth, aged 16 and above, to become contributing members of society.

An-Nur Harapan Board of Directors member Noorsurainah binti Tengah said in her speech that 2021 marked the fourth cycle of their Uniklearn programme, which started in 2018.

“Close to half of Uniklearn’s graduates have since gone on to gain employment or continue with their vocational education.

“Our staff has also expanded; and we are working to ensure that they are equipped with skills and certification required to carry An-Nur Harapan forward,” she said.

Noorsurainah added, “The fair offers the perfect opportunity for An-Nur Harapan to showcase what is possible in a world that is socially aware and inclusive of the differently abled; and to bring the community together for a special cause, while at the same time having fun and spending quality time with one another.”

She also urged visitors to contribute to the Tree of Hope, by leaving positive notes of encouragement for the Uniklearn trainees and trainers.

“We believe to our core that it is our responsibility to use every dollar received from our donors wisely. All donations go directly towards the missions of our organisation, including programme services and engaging the public. In return for your pledge, you will receive regular Uniklearn updates, via newsletters and online media,” she said.

Noorsurainah also announced their latest initiative, the Donation Pledge, which enables the public to subscribe on a monthly or yearly basis, to show their financial commitment in support of the centre’s long-term goals.

The centre’s updated ‘Wish List’, which is available for viewing on its website, was also announced. This ongoing initiative invites members of the public to contribute items that will be used to facilitate the training of Uniklearn participants.

The fair has received numerous support consisting of cash sponsors from NBT (Brunei) Sdn Bhd, D’Sunlit Sdn Bhd, Ezy Printing Sdn Bhd and Pro-Builder Sdn Bhd, allowing a platform for Uniklearn trainees to practise their newly learned social skills in a real-life scenario.

In addition, the fair has received in-kind sponsorships from Bayu Ilham Motors Sdn Bhd, Processta Printing, Adison Marketing, Progresif, Suci, and the Capers/Le Taj/Senja Group of Restaurants.

Throughout the three-day event, a shuttle bus will be provided at Hassanal Bolkiah Indoor Stadium, to transport visitors to the fun fair.

Take care of oral health, minister advises

Oral health problems affect almost half of the world’s population with an estimated 3.5 billion people, according to the Global Health Metrics 2019 study. Meanwhile, the Brunei Darussalam National Oral Health Survey (NOHS) 2015-2017 found two-thirds of the population in Brunei Darussalam suffer from untreated tooth decay.

This was stated by Minister of Health Dato Seri Setia Dr Haji Mohd Isham bin Haji Jaafar in his message in conjunction with International World Oral Health Day 2021 themed ‘Be Proud of Your Mouth’.

“The Ministry of Health (MoH) introduced its Strategic Plan 2019-2023 with the vision ‘Together Towards Healthy Citizens’ which includes the promotion of oral health and the implementation of dental programmes through close collaboration with other sectors. Among the initiatives included in the strategic plan is to work with the Ministry of Education (MoE) to provide education and skills improvement programmes on oral health as a whole at all school levels,” the minister said.

The minister outlined a number of existing MoH programmes organised by the Dental Services including the Fluoridated Toothbrushing Programme (FTB) – a cooperation initiative between the MoH and MoE aimed at educating children from an early age on how to maintain basic oral care with their Oral Health Awareness briefings and tooth brushing plans at school; and the Toddler Fluoride Rolling Toothpaste Programme (TFRTP) where children are given dental appointments every six months until five to enhance oral healthcare through education, health counselling sessions for parents, and fluoride varnish application to all children at high risk of tooth decay.

Other initiatives that are being implemented include the addition of fluoride in the water supply (a substance proven to strengthen teeth) in 1987, which was a collaborative initiative between the MoH and the Ministry of Development; Provision of Flying Dental Services to meet the needs of residents living in rural areas; introduction of the antenatal programme in 2006 as a nationwide effort in government clinics to emphasise the importance of the dental health of mothers and children as well as their entire families.

Alhamdulillah, through this initiative, the report from NOHS 2015-2017 shows that the Dental Services has achieved its target in Brunei Vision 2035, which is to reduce the ‘Decayed Missing Filled Teeth’ (DMFT) index to below one for permanent teeth among 12-year-olds,” said the minister. “However, Brunei Darussalam is still working to achieve the goal of 80 per cent of children under the age of six being cavity-free.”

“The celebration is to empower the community with knowledge and understanding regarding oral healthcare and its importance, which is expected to give confidence to each individual in caring for the oral health,” the minister said.

Studies obtained from the American Association of Periodontology shows a link between gum disease and diabetes, with indications that gum disease can make it more difficult to control diabetes; and worsening gum disease can also cause blood sugar levels to rise.

“Studies also show that, those with diabetes are at risk of getting gum disease. Other factors that can increase the chances of getting gum disease include smoking, genetic predisposition, stress, and diabetes. Preliminary studies have also shown an association between gum disease and coronary heart disease,” added the minister.

Tooth decay can cause discomfort and pain that interfere with eating; drinking, sleeping and work as well as academic performance. It can also affect a person psychosocially such as feeling less confident and having low self-esteem, which can result in a lack of participation in community activities.

Alhamdulillah, there are various efforts from the government through various ministries, especially the Dental Services in improving oral health, but each individual has the responsibility to maintain his or her own oral health”.

The minister advised the public to perform regular dental check-ups at dental clinics provided by the government. “The effort and self-discipline of each individual is essential in making a real change. Therefore, in conjunction with World Oral Health Day this year, I would like to recommend that all individuals maintain good oral health, make regular dental check-ups to prevent oral diseases and Be Proud of Your Mouth,” he said.

UK COVID variant detected, says MoH

The United Kingdom (UK) COVID-19 variant has been detected in one of the cases reported in Brunei Darussalam last February.

At present, the case is in a stable condition and has recovered and allowed to return home in early March, the Ministry of Health (MoH) said in its statement yesterday.

Contact tracing conducted for the case has found no immediate contact as he has been quarantined upon arrival in the country in accordance with existing standard operating procedures (SOPs).

The MoH urged the public not to feel anxious over the development, as the ministry has taken necessary regulatory measures to ensure that the infection does not spread.

The MoH also revealed on February 17 that a South African COVID-19 variant was detected in one of the cases reported in January.

Meanwhile, a covid-19 patient recovered yesterday, bringing the number of cases receiving treatment at the National Isolation Centre (NIC) to 13.

Brunei Darussalam also entered its second day with no new covid-19 cases, keeping the national tally of confirmed cases at 203.

The country also recorded no local transmission for 317 days.

Seven-hundred and twenty-five individuals are undergoing mandatory self-isolation at government monitoring centres after arriving from abroad while 15,019 have completed quarantine since March 2020. The MoH obtained 488 samples for SARS-CoV-2 virus testing over the past 24 hours while 111,458 tests have been carried out since January 2020.

Healthinfo.gov.bn revealed that there have been 168 cases in Brunei-Muara District, 29 in Belait District and six in Tutong District.

Initiatives to boost 1K1P discussed

The fifth day of the 17th Legislative Council (LegCo) session yesterday heard several suggestions to help boost the One Village, One Product (1K1P) initiative in all districts, including the centralisation of the marketing of products and a dedicated commercial building to sell the products.

LegCo member Yang Berhormat Haji Mohimin bin Haji Johari @ Jahari suggested a long-term action plan to facilitate the centralisation of 1K1P activities and marketing in each districts to help generate income for entrepreneurs under mukim and village consultative councils (MPMK).

He added that the centralisation can be formed through a public and private sector partnership (PPP).

Minister of Home Affairs Yang Berhormat Pehin Orang Kaya Seri Kerna Dato Seri Setia (Dr) Haji Awang Abu Bakar bin Haji Apong in response said that his ministry is currently seeking a company to act as an agency to aggregate 1K1P products and commercialise them.

“For instance, those making the most popular prawn cracker or pineapple tart will no longer have to go through the hassle of packaging and marketing the products. Instead, an agency will consolidate the products and take over packaging and marketing domestically; Insya Allah with sustainability and high volume, they could even be marketed outside the country,” he said.

Pehin Orang Kaya Seri Kerna Dato Seri Setia (Dr) Haji Awang Abu Bakar said that 1K1P entrepreneurs will no longer have to go through the whole process alone.

“This will also help to increase their production because the job of packaging, labelling and marketing including the attaining certification has already taken over,”

LegCo member Yang Berhormat Pengiran Haji Mohamed bin Pengiran Haji Osman @ Othman meanwhile mooted the idea of a 1K1P Building that will be a centre for all 1K1P products nationwide to limit the hassle of delivering the products.

He added that this will also attract tourists and provide greater exposure to the products, as well as afford the public convenience.

The minister in his response said each district has existing shops selling 1K1P products but are small in size. He also said that they have forged cooperation with Ghanim International Corporation Sdn Bhd in promoting and market-testing three products last year.

“With the network, Ghanim can help distribute the products to supermarkets, and later, export to overseas markets,” he added.

Meanwhile, LegCo member Yang Berhormat Iswandy bin Ahmad raised concerns over the ever-changing demographics of Kampong Ayer.

Speaking during the fifth day of the 17th Legislative Council session yesterday, citing statistics, he said the meager population of Kampong Ayer residents’ numbers about 28,000 and have been migrating to land over the past 30 years, with the latest number of migration within a specific time frame numbering about 30,000 people.

Yang Berhormat Iswandy said if this persists, it will be a public concern over Kampong Ayer being left behind to the newer generations.

The public is concerned over the authorities’ plan to market Kampong Ayer to tourists in its economic development agenda, he said.

The Minister of Home Affairs in his response said the revitalisation of Kampong Ayer is included in the revitalisation of other buildings in the capital under the Bandar Seri Begawan Master Plan.

The minister said the budget is not for the revitalisation of Kampong Ayer alone, however, executed as planned, the fiscal budget does not fully cover the need to repair or renew, for example bridges, from time to time.

The minister also underlined that works will be carried out to repair or renew homes and bridges in Kampong Ayer. He however noted that Kampong Ayer will be a tourist attraction even in its traditional state.

Smart classrooms still in infancy, research pending

Data from the Smart Classroom project that was launched in January still needs to be reviewed and studied, said Minister of Education Yang Berhormat Dato Seri Setia Awang Haji Hamzah bin Haji Sulaiman in response to an inquiry by Legislative Council (LegCo) member Yang Berhormat Siti Rozaimeriyanty binti Dato Seri Laila Jasa Haji Abdul Rahman during the 17th Legislative Council session yesterday.

The Smart Classroom project was aimed at helping students and teachers become more proficient in using existing and newer education technology. The project hoped that participants will be able to leverage these technologies to create a higher impact in their teaching and learning.

“Assessments have yet to be made on its status, but research will be made on it and hopefully, the programme will produce the best results in terms of pedagogy and provide data for the ministry’s study on how students learn by using gadgets,” said the minister.

“All data will be studied and it is hoped that the output provided from the Smart Classroom programme will provide good guidelines to teachers on how to use technology in teaching and will also provide important data to the Ministry of Education on how our students learn.”

The minister said that individual students have different ways of learning, and with data it would be possible to tailor lessons to best suit their learning style.

Meanwhile, LegCo member Yang Berhormat Awang Haji Tahamit bin Haji Nudin suggested recording lessons for each subject so teachers are able to review and enhance the quality of their teaching methods, to which the Minister said the programme of making recordings on school subjects has begun.

He said that the Ministry of Education’s goal is to be able to record lessons from Year 1 to Year 13, thus having provided recording facilities to nine different schools. The minister said at present it isn’t possible to calculate how long of a period the project can be implemented, taking into account that recordings on certain subjects may need to be re-taken if the underlying subject matter changes.

The minister said that teachers who received awards during Teacher’s Day are the ones given priority at this stage, so that their teaching skills can be shown as an example to both students and other teachers.

Call to flush out inconsistencies in assistance for flood victims

The issue of assistance rendered to flood victims was raised at the sixth day of the 17th Legislative Council (LegCo) session yesterday.

LegCo member Yang Berhormat Haji Ramli bin Haji Lahit pointed out that assistance in the form of food rations, transport and financial aid for flood victims in Tutong District were not consistent, and called for discussions to be held between the relevant agencies and flood victims.

Minister of Home Affairs Yang Berhormat Pehin Orang Kaya Seri Kerna Dato Seri Setia (Dr) Haji Awang Abu Bakar bin Haji Apong said discussions are held on what to anticipate before the occurrence of a flood, and that integrated efforts made to mitigate floods and assist victims.

For those residing in areas inaccessible to normal or 4WD vehicles, Royal Brunei Armed Forces (RBAF) trucks are deployed.

All these come under the standard operating procedures (SOPs) at the district disaster management centre, while food assistance comes under the Community Development Department (JAPEM) at the Ministry of Culture, Youth and Sports (MCYS).

Meanwhile, LegCo member Yang Berhormat Haji Emran bin Haji Sabtu called for the provision of a better venue for roadside vendors at Peradayan, Batu Apoi, Labu in Temburong District.

Yang Berhormat Pehin Orang Kaya Seri Kerna Dato Seri Setia (Dr) Haji Awang Abu Bakar pointed out that stalls provided at a festive area have received lukewarm public response, and advised vendors against operating by the roadside for safety reasons.

A whole-of-government and whole-of-nation approach is needed for these vendors to conduct their business at permanent stalls.

A display of rare and exotic Borneo

The Borneo Born exhibition is open for public viewing until March 31 from 10am to 10pm at Rimba Point Sports Hub. The exhibit will be closed on Thursdays.

Borneo Born is an educational showcase that brings together photographers and visual artists to celebrate World Wildlife Day and is organised by Kaleidoscope Studio and Barunai Gallery, with event partner Progresif. The main feature of the show is photography of local species captured by field scientists Dr Hanyrol H Sah and Joremy Tony, and wildlife photographer Norsah Kassim.

These photographs are accompanied by a number of paintings and illustrations by local artists inspired by the flora and fauna of Brunei. The theme for this year’s World Wildlife Day is Forests and Livelihoods: Sustaining People and Planet.

The exhibition feature photographs diverse range of species that contribute to the ecosystem. It recognises the dedication of field scientists who spend years documenting wildlife rarely seen by the public and the significance of conservation efforts in protecting wildlife.

The featured photographs are printed by Kaleidoscope Studio and framed by Alley Frame. Besides the three feature photographers, 13 local visual artists and photographers are participating in the show.

Their works are in a range of mediums from painting to digital artwork, printwork and sculpture.

Seven FRD officers get recognition

Seven station officers of the Fire and Rescue Department (FRD) were promoted to Assistant Superintendent of Fire and Rescue during a Rank Badge Presentation ceremony at the Officers’ Mess, Multipurpose Hall of the Fire and Rescue Headquarters on Friday.

FRD Acting Director Lim Hock Guan presented the rank badges to Station Officer Md Haris bin Haji Md Zaini, Station Officer Rokiah binti Haji Ibrahim, Station Officer Esmawandy @ Nur Uzma Khadijah binti Brahim/Ibrahim, Station Officer Hamzah bin Muhammad/Mohammed, Station Officer Haji Asbi bin Haji Abdullah, Station Officer Andi Kamila Waty binti Haji Abdul Karim, and Station Officer Pengiran Mohammad Ali Rahma bin Pengiran Haji Salleh.

The FRD said it always encourages staff to instil a culture of self-viability and healthy competition.

The event also served as an appreciation to those who have contributed excellent services, dedication and high discipline.

Focus on producing resilient youth

Brunei Darussalam’s youth are also involved in the formulation of national level policies to ensure their voices are heard and acted on. This includes reviewing the National Youth Policy and Strategy 2020-2035, Brunei Darussalam National Climate Change Policy and the Digital Economy Master Plan 2025, said Deputy Permanent Secretary (Youth and Sports) at the Ministry of Culture, Youth and Sports Colonel (Rtd) Pengiran Haji Maiddin bin Pengiran Haji Said.

He said this as the guest of honour at the opening ceremony of Skills for the Future 4.0 at Laksamana College of Business (LCB) yesterday.

“What is the most important is turning the empowerment of youth into practical actions. We are glad that it is demonstrated by the continuous advocacy and participation in national and global initiatives such as sustainable development goals (SDGs), grassroots connection, education and health and community services as well as looking after vulnerable groups,” Colonel (Rtd) Pengiran Haji Maiddin said.

He noted that aligning with the ministry’s Strategic Plan 2020-2024, “our vision is Bangsa Brunei Cemerlang.

“We are aiming for five outcomes – progressive community, future-ready youth, proud sporting nation, dynamic culture that safeguards heritage, and a productive and inclusive workplace,” Colonel (Rtd) Pengiran Haji Maiddin said.

He also shared the recent review of the National Youth Policy that envisions value-driven youth that continue to uphold the national philosophy, to attain worldclass accomplishments, to become future-ready agents of change and to be inclusive through the creation and protection of opportunities for all.

“In addition, the National Youth Policy and Strategy 2020-2035 also aims to ensure the youth development guidelines are relevant to the current situation, especially taking into account the impact of globalisation and the Fourth Industrial Revolution,” he said.

In line with the lifelong learning initiatives, he said, “Youth are encouraged to seize the current opportunities through online and hands-on courses from the Manpower Planning and Employment Council (MPEC) and Darussalam Enterprise (DARe).”

Brunei has also established a national steering committee for youth entrepreneurship to assist more young locals to start their businesses and become competitive and self-reliant.

“Overall, we have realised that our focus should not be on individual empowerment of our youth alone, but also on producing self-reliant and resilient youth capable of maximising all opportunities as well as overcoming challenges,” Colonel (Rtd) Pengiran Haji Maiddin said.

Organised by Global Shapers Bandar Seri Begawan (BSB), Skills for the Future 4.0 is the fourth and final instalment of the Skills for the Future Workshop participated by some 50 individuals from different higher education institutions and young professionals.

The workshop was held over two days covering topics from decision-making, active listening, negotiation, service orientation and resilience, stress, tolerance and flexibility, as detailed by hub curator Wan Afifi bin Wan Ali, in his welcoming speech.

The workshop was supported by Brunei Youth Council and LCB, in collaboration with Young Professionals Network Brunei and Gaia Alliance.

Abdul Razak Holdings Director Haji Suhaimei bin Haji Besar and LCB Chief Operating Officer and Deputy Principal Sivarajah Subramaniam were also present.

Skills for the Future is a flagship project by Global Shapers BSB Hub targetting students of higher education institutions, jobseekers and young professionals aiming to introduce the top soft skills as reported by The World Economic Forum (WEF).

Global Shapers BSB is a hub under the Global Shapers Community, an initiative of the WEF to empower young people to drive dialogue, action and change in their city, country or region. The BSB hub is made up of local youth from diverse backgrounds that tackle youth unemployment issues through capacity-building and development at the grassroots levels.

MoE receives BND759 million

A BND759 million budget has been allocated for the Ministry of Education’s expenditure for the financial year of 2021-2022 and another BND29 million for development expenditure. Minister of Education Yang Berhormat Dato Seri Setia Awang Haji Hamzah bin Haji Sulaiman announced this at the 17th Legislative Council session yesterday.

The minister in his remarks on the budget deliberations said, “The large allocation of budget clearly shows that education is a priority of the Government of His Majesty Sultan Haji Hassanal Bolkiah Mu’izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar ‘Ali Saifuddien Sa’adul Khairi Waddien, Sultan and Yang Di-Pertuan of Brunei Darussalam in producing high-quality human resources.

“The Ministry of Education will continue its efforts in providing holistic education to achieve full potential. The Ministry of Education will utilise the budget in accordance with priorities to bring the best impact.

“Education investment continues to yield increasingly positive results, especially when viewed in terms of the results of public examinations for primary and secondary schools under the Ministry of Education.”

Yang Berhormat Dato Seri Setia Awang Haji Hamzah shared the improvement in public examination results achieved by students in 2020.

“For Primary School Assessment (PSR) in 2020, 62.38 per cent or 2,157 candidates obtained Grades A to C in five academic subjects.

“As for the GCE ‘O’ Level results, 42.86 per cent or 1,861 candidates obtained at least five ‘O’ levels in 2020, which is an increase of 5.52 per cent from the previous year,” he said.

GCE ‘A’ Level examination results have shown a 6.99-per-cent increase which is 82.55 per cent or 1,154 candidates obtained at least three ‘A’ Levels compared to the previous year which is 75.56 per cent.

The total percentage of ‘A’ Level students obtaining Grades A-C in three subjects has shown an increase of 80.92 per cent in 2020 compared to 67.87 per cent the previous year.

Meanwhile, the percentage of ‘A’ level students with tariff points exceeding 240 points has also increased to 51.82 per cent as compared to 37.15 per cent in 2019, Yang Berhormat Dato Seri Setia Awang Haji Hamzah said.

The minister also noted that achievements at public examinations are due to the hard work of teachers, school leaders, parents and staff of the Ministry of Education, especially through implementing strategic initiatives for primary and secondary education.

He added, “The increase in professional development of teachers in each education cluster during recent years is evident that teachers are very mindful of the quality of their teaching and the results can be seen through the increasing performance of students in public examinations at the national and international level.”

Yang Berhormat Dato Seri Setia Awang Haji Hamzah also shared some of the major achievements and recognitions received by higher education institutions in the country.

He highlighted that Universiti Brunei Darussalam (UBD) for the first time has broken into the Times Higher Education (THE) Rankings chart at 401-500 in 2020 and this year has risen to 350- 400 worldwide.

Meanwhile, UBD also continued its excellence in the QS World University Rankings, where its position jumped to 254th place worldwide in 2021.

“Universiti Teknologi Brunei (UTB) also improved its ranking in QS World University Rankings 2021 to the 350th position,” the minister said.

Universiti Islam Sultan Sharif Ali (UNISSA) was given the Global Islamic Finance Award 2020 (GIFA 2020) in the GIFA Market Leadership Award category; this enables the university to be a driver for greater efforts in contributing to the development of Islamic banking and finance in the country, he said.

All achievements are of international recognition on the capabilities of local universities in terms of academics, research, employer reputation, student ratio and so on, Yang Berhormat Dato Seri Setia Awang Haji Hamzah said.

For the vocational and technical education level, the minister said admissions to Politeknik Brunei (PB) and Institute of Brunei Technical Education (IBTE) are growing more competitive each year.

The employment rate 18 months following graduation of PB and IBTE Cohort 2018 was around 70 per cent. This was a result of offering courses and curriculum in line with the needs of the industry and the job market through close collaboration with stakeholders, especially the Manpower Planning and Employment Council (MPEC), he said.

The minister said with the support of His Majesty, the efforts to raise the skills and marketability of students at higher education institutions can double again.

He said there are still efforts that need to be made to produce a high-quality education system that includes excellent human resources, equal access to education and close cooperation with stakeholders in the development of teaching and learning.

The minister outlined initiatives that will be implemented in the financial year 2021-2022, especially the transformation of the existing human resources towards a performance-based culture under the Strategic Objective I of the Ministry of Education Strategic Plan 2018-2022.

He elaborated, “Efforts to increase skills and capacity through professional development of the teaching force; officer and staff as well as officers at the Ministry of Education are divided into three sections – professional development programme for school leaders and teaching force, programme to improve the skills and competency levels of B2 officers and above (non-teaching staff) at the Ministry of Education; and education expert development programme and the improvement and updating of the teaching staff recruitment process through the immersion and apprenticeship programme.

“Some of the initiatives outlined are in line with the priorities of the budget’s theme of the financial year 2021-2022 which is to increase national productivity and generate competent and employable human resources.

“Meanwhile, among the key initiatives that will be implemented in the financial year 2021-2022 under Strategic Objective II to provide equal and equitable access to quality education are improving the quality of asset maintenance in educational institutions, including institutions of higher learning, by upgrading buildings and implementing comprehensive maintenance through the Facilities Management Project, maintenance and upgrading of network infrastructure for schools and departments, providing computer rental for underprivileged students to assist in online learning, improving the rental bus and boat transportation services, continuing the implementation of the School Nutrition Plan (RPS), Harapan Programme and Anak Harapan Programme, reviewing the core subjects such as English Language and Mathematics with existing standards, updating and creating curriculum for financial literacy (primary, secondary and adult) and digital literacy, and updating the learning support programme for students needing it.”

Yang Berhormat Dato Seri Setia Awang Haji Hamzah said several initiatives are in line with the priority under theme of the budget for the financial year 2021-2022, namely the provision of sustainable and empowering facilities and infrastructure for public welfare and economic development.

Meanwhile under Strategic Objective III, which is to increase accountability sharing with stakeholders in the development of teaching and learning, among the key initiatives to be implemented in financial year 2021-2022 is to increase bilateral relations between the Ministry of Education and overseas educational institutions, as well as relations with regional and international organisations.

90pc of buildings probed not meeting fire safety standards

Inspections by personnel from the Fire and Rescue Department (FRD) revealed that a number of government and private buildings failed to implement the Fire and Safety Order 2016, Minister of Home Affairs Yang Berhormat Pehin Orang Kaya Seri Kerna Dato Seri Setia (Dr) Haji Awang Abu Bakar bin Haji Apong said.

He was responding to Yang Berhormat Siti Rozaimeriyanty binti Dato Seri Laila Jasa Haji Abdul Rahman who asked what steps have been taken against government and private building owners who have failed the fire safety examinations.

“I understand that the government has over 5,000 building assets. Based on statistics from 2017 to 2020, fire safety inspections were conducted on 179 government buildings. Of the 85 government buildings inspected, 90 per cent failed. This included the Legislative Council building,” she said during the sixth day of the 17th Legislative Council meeting yesterday.

“Fourteen inspections were conducted on health clinics and centres of which 93 per cent failed while 23 inspections carried on mosques, suraus and religious halls found 96 per cent of them. Meanwhile, 66 per cent of the 55 public schools inspected failed,” he said.

Yang Berhormat Siti Rozaimeriyanty requested the authorities to disseminate more information on inspections and enforcement of the law while stressing the importance of safety not only in the private sector but also among the ministries.

“Government buildings should set an example by abiding by government standards,” she said.

“Normally, after an inspection, discussions are held with department or building owners to ensure they abide by the Fire and Safety Order 2016. Sometimes, the issues may be minute, but it still fails to meet the criteria of the Order. Among them are placing boxes near a hose reel to extinguish fire or items blocking the use of hose reels. All government and private agencies should take steps to uphold safety by following the Fire and Safety Order 2016,” the minister said.

Meanwhile, on emergency response in under 10 minutes, Yang Berhormat Pehin Orang Kaya Seri Kerna Dato Seri Setia (Dr) Haji Awang Abu Bakar said there was an increase in shorter response time to 79 per cent in urban areas in 2019 and 85.54 per cent in 2020.

The FRD strived to meet the key performance indicators (KPI) such as the target of 80 per cent in urban areas.

“But we achieved 85 per cent instead. We hope to increase the target not only in urban areas but also in sub-urban (in 15 minutes) and rural (20 minutes) zones.”

Yang Berhormat Siti Rozaimeriyanty said under the national development plan, the emergency response system has been allocated some BND2.6 million. “I hope this system could reach 82 per cent in terms of emergency response in less than 10 minutes.”

Meanwhile, on exempting the basic fitness test for fire and rescue personnel on medical board, as raised by Yang Berhormat Pengiran Haji Ali bin Pengiran Maon, the minister urged the personnel to take the matter to their department to schedule for an alternative fitness test or to receive exemption.

Over 300 participants from higher education institutions, technical vocational institutions, non-profit organisations (NGOs) and invitees recently attended a forum on Brunei Vision 2035.

Organised by the Prime Minister’s Office (PMO) through Pejabat Wawasan Brunei in collaboration with the Ministry of Culture, Youth and Sports (MCYS), it was held at the Prime Minister’s Office, in conjunction with the 37th National Day celebration.

Acting Deputy Director of Pejabat Wawasan Brunei at the Prime Minister’s Office Muhammad Aziman bin Nasir, in his welcoming remarks, highlighted the theme of this year’s National Day celebration, ‘Menjayakan Wawasan Negara.’

He said achieving the aspiration of Brunei Vision 2035 is not only the responsibility of the government but also requires the involvement of all stakeholders, including the private sector, grassroots leaders, associations and everyone in the country.

Acting Senior Public Relations Officer at the Pejabat Wawasan Brunei Mustajir @ Mohd Yusre bin Haji Mabob also addressed the the gathering.

The event was a forum for the youth and Pejabat Wawasan Brunei to participate in a dialogue session and brainstorm ideas for future planning.

It was also an initiative to educate the students about Brunei Vision 2035, its journey since its launch in January 2008, and on how they can contribute towards the success through the whole-of-government and whole-of-nation approaches.

Fishing gets boost as recreational activity

Minister of Culture, Youth and Sports Major General (Rtd) Dato Paduka Seri Haji Aminuddin Ihsan bin Pehin Orang Kaya Saiful Mulok Dato Seri Paduka Haji Abidin officiated Cabaran Memancing Taman Miaji 2021, an event organised by Kampong Tanjung Bunut Village Consultative Council for the first time at Taman Miaji in Kampong Tanjung Bunut recently in conjunction with Brunei Darussalam’s 37th National Day.

Taman Miaji is a recreational park and a fishing spot that features nine ponds with various types of freshwater fish, surrounded by local fruit trees, floral landscape and huts for resting, official events and one for multipurpose use. A mini hiking trail is also available.

The event was aimed at encouraging fishing as a beneficial activity along with promoting the recreational park.

The event began with the recitation of Surah Al-Fatihah and Doa Selamat, followed by a welcoming speech by Acting Village Head of Kampong Tanjong Bunut and Chairperson of the organising committee Haji Abdul Rahman bin Haji Jumat.

He highlighted that the event provided a venue to strengthen ties and solidarity among visitors and anglers from all walks of life.

The event also saw a flora and fauna photography competition to raise public awareness on the importance of preserving nature.

Participants were given the opportunity to take snapshots of their photography materials with their mobilephones around the park and submit the best shot before the day of the event.

Participants aged 70 and above as well as orphans were waived from the entrance fees while students only paid half the fee.

Meanwhile, the fishing challenge was divided into three categories – VIP, Village Head and Open.

A drawing and colouring competition for children was also held on Friday.

For Category B, Awangku Md ‘Ashim ‘Afiif bin Pengiran Haji Md Zin was in first place while Abdul Fattah Azizi bin Kamarudjaman and Ahmad Danish Hakimi bin Shufiady were first and second runner-ups.

Muhammad Azizi bin Haji Md Jamil won first place in Category C while Muizzuddin bin Mohammad and Md Aidil Ikhwan bin Md Ismadi won second and third spots.

A prize presentation concluded the competition held at the Yayasan main office in Jalan Perdana Menteri yesterday.

Firefighters help repair longhouse roof

Firefighters helped residents repair the roof of a longhouse in a rural part of Belait District which was damaged following strong winds in July last year.

The firefighters from the Public Relations Unit of the Operation ‘B’ Branch Fire and Rescue Department (FRD) visited the Apak-Apak Bang Taong longhouse in Mukim Sukang on Saturday. The visit was a part of a LifeSaver 995 briefing.

Fifteen residents of the longhouse participated in the briefing where the firefighters taught the proper use of firefighting equipment such as fire extinguishers.

They also shared information on spotting potential fire hazards as well as arrangements that could be made to ensure fire safety in the residence, particularly since the area is remote and first responders will not have immediate access.

Minister of Home Affairs Pehin Orang Kaya Seri Kerna Dato Seri Setia (Dr) Haji Awang Abu Bakar bin Haji Apong joined some 150 cyclists at the Brunei-Muara District Recreational Cyclethon Activity 2021 yesterday.

The event held in conjunction with the 37th National Day celebration was organised by Lambak Kanan Housing Scheme Area 2 Village Consultative Council (MPK) with cooperation from the Brunei-Muara District Office.

The minister joined the warm-up sessions at Brunei-Muara District Office and then launched the cyclethon. Pehin Orang Kaya Seri Kerna Dato Seri Setia (Dr) Haji Awang Abu Bakar joined the 12-kilometre cycling route.

The activity was to held to enliven the National Day celebration, instil healthy living and foster close ties among participants.

Ministry of Energy eyes holistic development of energy sector

The Ministry of Energy (ME) is focussing its strategic objectives this year on developing the Brunei Darussalam energy sector as a whole, especially the upstream and downstream sectors of oil and gas, electric power, renewable energy and green technologies, said Minister of Energy Yang Berhormat Dato Seri Setia Dr Awang Haji Mat Suny bin Haji Mohd Hussein during budget deliberations at the 17th Legislative Council session yesterday.

The energy sector continues to be a vital sector for the country in which it has contributed about 58 per cent to the gross domestic product (GDP) and 90 per cent exports and that the COVID-19 outbreak and unstable global market price of oil and gas affected the country’s economy and promoted a look into the sector’s needs and sustainability, he said.

For the financial year of 2021-2020, the Ministry of Energy has been provisioned BND199,344,610 recurring expenses allocation of BND168,693,660 while for development expenses BND85,961,000 has been allocated for the ministry and Department of Electrical Services (DES), he said.

Recurring expenses of BND168, 693,660 will be use to carry out planning under the Ministry of Energy Strategic Planning of 2020-2025 to conduct 2021-2022 initiatives. In terms of initiatives, the minister said that they will continue to work with other ministries to achieve their vision of ‘sustainable and diverse energy for the country’s development and prosperity’.

He said this was in line with other national strategic plans, including the Brunei Darussalam Economic Blueprint, Digital Economy Masterplan and National Policy on Climate Change.

The minister explained that the Pulau Muara Besar (PMB) Refinery Plant has begun its production to supply for the domestic market. The project provided about 667 jobs for locals and enabled the country to export at least USD3 billion worth of products from the refinery.

The minister said that they will be emphasising on global efforts towards a clean energy transition. He noted that the Global Hydrogen Supply Chain Demonstration Chain at Sungai Liang Industrial Park is a clean energy milestone made by the country in 2020, where they had proved that long-distance transportation in a stable form was feasible.

He said that the ministry will continue to support the research and development efforts in the use of alternative energy.

The minister also added that the global economy recovery will further increase the demand for natural gas energy resources in several regions including Southeast Asia and Europe.

In the 2021/2022 financial year, the ministry will further strengthen the production of liquefied natural gas (LNG) to meet those regional demands.

Other priorities of the ministry will be to develop the downstream energy sector further by ensuring the growth of industries provide value-added to the oil and gas resources for the country.

He said the Brunei Fertilizer Industries (BFI) Plant will start its operation in the third quarter of this year.

He noted that this year is critical for the development of Hengyi Industries Sdn Bhd Oil Refinery and Petrochemical Plant in PMB.

The second phase is scheduled to take place next year.

He said the ministry will look to maximise on the percentage of locals in the workforce, involvement of local companies on the project’s development, ensure safety in its operation, reducing further the impact of the industry on climate change.

He said that the ministry is committed to addressing such issues through the whole-of-nation approach, towards the achievement of economic goals. In the upstream sector, the ministry will work closely with key operators including Brunei Shell Petroleum Company Sdn Bdhd (BSP), Total, Petronas and Shell Exploration and Production Brunei to continue projects halted due to the pandemic.

Meanwhile, DES is committed to maintaining the electrification rate of the country which currently is rated 99.9 per cent. To maintain the standards, the ministry will initiate its plan to utilise digital technologies.

The ministry will also focus on raising the standards and maintenance of electrical power infrastructure.

A new power transmission system line electricity project to connect Brunei-Muara and Temburong District, to ensure high quality of electricity services will be implemented.

From the allocated budget for recurring expenses, BND50,000 will be used to carry out a land survey in Kampong Belimbing, Mukim Subok in Kota Batu.

The project will generate 30 Megawatts of solar energy. Construction is expected to start in 2022.

Other alternative energy sources will also be considered including wind and hydrogen energy, he said.

The minister also said that the local employment in the oil and gas sector is at 67 per cent with 18,844 positions filled by the locals.

The whole of Bruneisation in main oil and gas operators recorded 72 per cent or 5,673 comprising of locals which is an increase of 514 locals in the year 2020. While the Bruneianisation rate at managerial level is at 62 per cent or 230 locals including the appointment of the first female managing director at Brunei LNG Sdn Bhd.

The minister said that oil and gas companies including, Brunei Gas Carriers (BGC) and Brunei Shell Marketing (BSM) are leading by example by paving the way for more Bruneians to lead the sector.

The minister said as they continue to develop the upstream sector and downstream oil and gas, electric power, renewable energy and green energy technologies,
domestic values particularly in the aspect of sourcing of local suppliers and local employment will be a focus.

He noted that as one of the oldest and biggest economic sectors in the country, the upstream energy sector has provided employment opportunity, such as BSP, which had recruited 4,000 or 89 per cent jobs for the locals.

This could be furthered with the development of the electric power sector along with renewable energy such as solar power, said the minister.

Towards a greener tomorrow – 88 Pulaie Bukit saplings planted

A total of 88 Pulaie Bukit (Alstonia iwahigensis) tree saplings were planted at Jalan Pusat Persidangan Berakas Recreational Park yesterday, at the launch for International Day of Forests 2021 themed ‘Forest Restoration: A Path to Recovery and Well-Being’.

The event was organised by the Forestry Department under the Ministry of Primary Resources and Tourism (MPRT).

The saplings, a type of local tree, were also planted in conjunction with the 88th anniversary of the establishment of the Forestry Department in March 1933.

The ceremony began with the recitation of Surah Al-Fatihah and a Doa, followed by the official launching of the International Day of Forests 2021.

The event proceeded with the planting of tree saplings by the guest of honour, as well as a mass tree-planting by other attendees.

Previously known as World Forestry Day, the International Day of Forests (IDF) was received during the 67th session of the United Nations General Assembly, which declared March 21 as a day to celebrate IDF to enhance public awareness on the importance of all types of forest ecosystems in sustainable development.

Brunei Darussalam, through the Forestry Department, first celebrated the event on March 21, 1983, which has since become an annual main activity for the department, followed by several side activities.

This step was intended to show the world that Brunei Darussalam is also concerned and committed on issues related to stability and environmental protection.

Belait, Temburong on priority list for electric vehicle charging stations

Electric vehicle (EV) charging stations will be installed throughout different locations in all four districts, with Belait and Temburong districts as a priority, as part of a pilot project under the Green Protocol launched recently by the Ministry of Development, under the Brunei Climate Change Secretariat.

Minister of Energy Yang Berhormat Dato Seri Setia Dr Awang Haji Mat Suny bin Haji Mohd Hussein said this during the 17th Legislative Council (LegCo) session yesterday, in response to a query by LegCo member Yang Berhormat Haji Emran bin Haji Sabtu on the EV pilot project scheduled to be launched on March 25.

The minister shared that one of the actions in the pilot project is to identify a strategic location where EV charging stations can be installed, based on the public’s needs.

“As an initial step, the government is collaborating with Brunei Shell Marketing Co Sdn Bhd (BSM) for the installations of the EV charging stations at a number of locations in the country,” he said.

The minister also said that the government is opening up opportunities to the private sector and commercial building owners to install the stations on their premises to encourage more confidence in the use of EVs.

He shared that technology now allows EVs to be charged at homes using charging kits plugged into electrical sockets, which come together with EVs when purchased.

In ensuring the safety of these home charging kits, the minister said that the Electricity Authority of Brunei Darussalam will be issuing a set of safety guidelines for their use and for public reference.

The two-year EV pilot project was announced recently, as one out of 10 main strategies under the Brunei Darussalam National Climate Change Policy (BNCCP) in addressing climate change issues. The project will involve various stakeholders, and after two years of its implementation, an assessment and study will be carried out to gauge public response and determine its effectiveness.

According to a previous report, the nation is targetting 60 per cent of total vehicle sales by 2035, which means that around 0.23 million tonnes of carbon dioxide emission can be mitigated, equivalent to planting 4.6 million trees.

The Green Protocol is one of the initiatives spearheaded by the government in promoting a sustainable lifestyle to reduce carbon emissions in the country.
